powers to investigate. i don't think this will be over in what the president or congress will want from the doj on this point. cheryl: you don't. the question is the mid-terms. obviously we don't want to see the investigation hanging over the midterms of political purpose. what about the issue of barack obama. if indeed we find out at some point it was the obama administration that directed this informant to infiltrate the term campaign, could president of barack obama be called into this potentially to testify? >> this is a page out of the federal playbook when it comes to criminal investigations. let's be clear it's not using an informant are cooperating with us to further a criminal investigation. we know from the papadopoulos information in that plea that an investigation started in july. if this is the case, it's not a

spn contributor art hogan, chief market strategist at b. riley fdr. good morning to you both. i will start with you. treasury secretary mnuchin fabius got the framework of a deal with china putting the trade war on hold. how significant is this and what does it mean for markets and the economy? when should he hear this now from mnuchin verse. >> of this report we've made very meaningful progress that we've agreed on a framework which is important to understand. the framework includes their agreement to substantially reduce the trade deficit by increasing purchases of goods. gerri: jonas, what is it mean for markets and the economy? >> it's good for the short run stocks and bonds. investors don't want a trade war with china. it doesn't mean it's good policy to back away the full d.c. and

give up, but we also don't want terrorists. they don't want china backing off on purchases as we borrow more and more money. so what is possible this looks like we are, not going to be as aggressive as we could be. today's pick could change as a temporary situation and they seem to be getting more aggressive. gerri: backing off a little bit. art, to you. we had mixed messages over the weekend from the administration and the u.s. trade rep said very same terrorists are still an important tool. will these mixed signals constraining a stockmarket website? the gallup 200 points come in the indication for the opening. what will it mean for traders? how are they view conflicting stories? >> the biggest thing that's gotten in the way of market moving forward is fairly trade mistake or trade policy mistake. any modicum of good news we get, and a sense we are negotiating
