"the wall street journal" reported late yesterday afternoon that senior trade officials have agreed that the u.s. should proceed with the terrorists. all of this after the trump administration announced a plan to impose tariffs on $50 billion worth of chinese goods last month. the u.s. can impose tariffs as early as tomorrow, friday in beijing to retaliate against any move. last year the u.s. trade deficit with china had a $375 billion. trade for the justice department inspector general to release a long-awaited report on the fbi's handling of the hillary clinton e-mail investigation for president trump's birthday. i may stay to celebrate. what is expected to criticize fbi director james comey and other senior fbi officials. >> i think it's going to shed light on how the federal bureau of investigation mishandled this

cheryl: welcome back. after yesterday's big selloff, right now markets are mixed pretty flat. the dow was up five in the premarket. s&p up a quarter, nasdaq down eight and three quarters. white house press secretary sarah sanders is not going anywhere. at least for now. she is denying the report fishes considering leaving her job at sanders said that she loves her job in his honor to work with president trump. the report said deputy press secretary russia is also considering leaving. present terms chief economic reservoir at kudlow is on the mend from a heart attack after being released from the hospital yesterday. 's recovery going well and we wish him well. microsoft is challenging amazon in the race to eliminate cashiers from stores.

reuters reports microsoft is developing systems that track where shoppers add to their card and charge their credit card, bypassing the checkout line. microsoft has had talks with wal-mart about a potential collaboration. amazon was the first company to launch a cashier for easter that happened last year in seattle. at&t degrading like in the media space, but other industries as well. both management and john o'hara. comcast 2016 tried to buy time warner failed to regulatory issues. now the largess provider. you think they could potentially face the same regulatory hurdles going after 21st century fox

assets? >> it's interesting because 10 years ago they brought the nbc universal asset. with the fox offer. they made a very strong offer. no lose situation where they need to give high-quality asset to give to their portfolio. i don't see this steel beam block either for disney. kristina: let me such let me switch over to let me such a review, shall come, in terms of the landscape going forward. what do you think the industry will look like in five years? three to four conglomerates? >> is going to continue to be mergers and acquisitions. the stock markets at an all-time high in the u.s. what i love about the comcast deal is the word cash. they made a $65 billion all cash

offer. that is what is stunning about that. you're going to see a lot of these things. there's interesting place everywhere here. you've got the t-mobile potential combination there and we think that is driven by the next lake and what needs to have been going from 4g to 5g. there's lots of ways to play that. you come by the publicly traded real estate that provides the towers to. but the market where it is, free cash flow levels where they are, there's going to be continued mergers because the stock market needs to keep on going higher. this is a way for them to continue to grow earnings. there's a second benefit and that is the more merger and acquisition you see, the less shares as danny and they are and that's also a good long-term bull market paid the same amount of cash will continue to chase the smaller and smaller number of shares and that should help the stock market going forward.

kristina: we are going to switch gears. i don't have very much time, but what do you think about the fact that jay powell pretty much hinted at to more hikes this year. would you think of that pace? >> they were on hike for free this year. not only surprised by the comments. we felt the economy was headed in that project are reappeared a little surprised he announced that this meeting particularly since he's going to provide, and at every fed meeting that there is. i thought they would've allowed a little bit more time given what's going on internationally with potential trade tariffs given that the e.u. economy seems to be slowing a day. i thought that he would've allowed a little more time for that to come to fruition, but clearly laying the groundwork for one in september and one in december. kristina: of a shoe and be for wheat and peerless talk about the fact that jay powell placed on concerns about wage growth and trade tariffs in the future.

kristina: more severe storms heading for the northern plains regions as well. cheryl: janice dean is here. a lot to cover. reporter: the northeast parts of pennsylvania cover-up with large hail. damaging winds come in maybe an isolated tornado as well. sturm reports over the last 24 hours. quite a bit of hail. quite a bit of wind in the chair and a few reports of hail. we don't have reports of tornadoes yet, but the national weather service will go out and investigate the damage to see if we did have a tornado touched down in pennsylvania. northern plains will see the hail, wind, possible tornadoes as well as flooding rainfall through this evening. definitely parts of the code is entered to minnesota on the lookout. other news the potential for showers and thunderstorms along the gulf coast as well as what is left of hurricane bud is now moving up towards baja, california and then towards the

i'm kristina partsinevelos. anticipation is high for how the fbi handled the hillary clinton e-mail address edition. several high-level officials including fbi or james, you're expected to face tough scrutiny of the justice department inspector general report. cheryl: kris jenkins live in washington with more. it's been a year we've been waiting for this. >> 18 months. clear afternoon scheduled for late reading because 500 plus pages of investigation in january of last year is coming in this result to be highly critical of the fbi and doj leadership. in particular, former fbi director james comey, deputy director andrew mccabe, beretta lynch and of course official agent peter strzok. bob goodlatte says they will finally get to see what really happened. >> i think it will put a lot of the missing pieces in the giant puzzle together. it's most important american

people see this report because they think it's going to shed light on how the federal bureau of investigation is handled this whole investigation with regard to former secretary of state and presidential candidate hillary clinton. >> expecting key questions to be answered and specifically what role the public disclosure to e-mail program is played and what action deputy mccabe took which is now suing inspector general of the tarmac meeting between lynch and bill clinton in the trunk text between peter strzok and lisa paige having an affair drawing higher from democrat like eric swalwell. >> it pains me to look at them because a lawful investigation is underway. they should let personal opinions get in the way. 99% of law enforcement officers don't. >> before you and i see the report, the president in two congressional committees will be brief end quote stores.

as for what happens with results, it's important to note michael horvitz cannot prosecute anyone, but he can make referrals for any of those mentioned in the report. we shall see what happens. horvitz testifies at the beginning of not week before the judiciary committee. cheryl: thank you very much. chris jenkins live in washington. let's bring in jamel jaffer of george mason coming diversity and former counsel to the senate foreign relations committee. good morning. let's start with comey if we can here. this shows many things. likely we are hearing in the lakes they've heard about the draft of this report today, it was likely that he acted improperly to go public with the news of course about the e-mail investigation to go public too early, not to prosecute hillary clinton before the election. that's just the beginning of

this report, correct? >> that's exactly right. these are crazy times when you think about it. this idea that the fbi director is out there talking about what was going on and then talking about prosecutorial decisions, which are really love to the justice department as u.s. attorney james comey should've known not. definitely not scenario going on here and likely to be very substantial criticism from the inspector general on that front alone. cheryl: again, you know, he went out before he went public about the investigation, but he basically made up his mind that peter strzok was a piece of this and that hillary clinton will not be prosecuted and that was before he actually interviewed her, before she was interviewed. is that something that could be followed up in a criminal way down the line or is this just more than now we know what happens kind of scenario and this report?

>> ease been fired in part because of these very reasons as rod rosen's been laid out in his letter or memo. it is hard to imagine what can come out in a prosecutorial way. internal discipline might've been in mind, but i don't think there's any major prosecutions coming out of this. certainly concerns about what andrew mccabe was seeing the criminal referral on lying to -- i'm sorry commit doj ig investigators. cheryl: also reviewing andrew mccabe for a second year, whether he should recuse himself early on because of his family ties to the democratic party in particular his wife. >> right. his wife is running for elective office. there were donations made by hillary clinton. it seemed obvious like he got to the rumors are hearing. he's probably okay, but certainly something for the ig to look at.

♪standin in the hall of fame kristina: european central bank holds its policy meeting today. craig berlin a senior marketing sister industry from london. good morning, craig. i have to ask him in 2013 there is a huge selloff the moment the ecb, european central bank would start using or selling off their bonds. do you think that today there is going to be a timetable about tapering the ecb's bond purchases? >> i think the lessons we've learned over the last 18 months as the ecb will approach us with printing of caution. i expected it of what we will see from central bankers as they will the two conversations about the qa program and the possibility for an extension beyond september.

they will probably wait until the next meeting before announcing what it plans to do, whether it be a short extension for the end of the year or reducing it down to zero altogether. i think it makes little difference. caution will be the same. >> what about the landscape in europe given lower growth coming geopolitical risk, divorce issues with britain and china trying to get out of brexit. won't that leave a lot of the uncertainty for business investors including americans doing business there? >> absolutely. that is something the central banks are taking under consideration. that is one of the reasons why they're going to approach this with such caution that the press conference will be filled with questions about it in particular about the desire to run higher fiscal deficits which is against the rules of the eurozone and the desire to leave the oversight. plenty of questions on this and

i think it's going to be a stronger attributing factor to the ecb. >> 1218 hours talking a lot about the fed and the meeting there. what are you seeing from european investors given the jay powell talks, the eighth meaning from a press conferences. where does it take for investors on the other side of the pond? >> i don't think there's too much surprise. they increased the number of expected rate hikes this year from three to four but that's only a very slight shift from next year. the higher growth numbers we have been seeing higher levels of inflation in the data. not an enormous surprise. big change in the language from the federal reserve and the statement. a sign that we are moving away from this crisis response of the central bank marjorie normalization of monetary policy. does it change people's views on interest rate? i don't think so.
