second-largest stock market in the world. gerri: just to push back a little bit. the shanghai is going into bear market territory. there may be emerging market. >> but that is the point. you want to be buying the markets in bear market territory. you don't want to be buying them at all-time highs. i'm talking about dollar cost averaging into these markets to build a position. >> i do want to ask you the senate now is considering ways to limit the president's authority and tariffs. this has been the story for the week whether it is bob corker from tennessee or orange hats both coming up with ways because the president's national security saying this is harming the market. this is harming businesses. they want to stop bad. they seem to be ignoring those voices in washington. how do you respond to that? >> again, investors have a lot to think about right now because

felon running on the other side of the ballot for the candidate that i'm trying to president trump. i wouldn't use them as an example. with joe crowley, that is an enormous upset. a 10 term incumbent outspent his opponent 10 to one loss to a 28-year-old novice candidate and that sends shockwaves throughout washington and across the country. that shows the democratic ledges motivated and i think i will carry through to november. gerri: just in his favor, i would say he hasn't been challenged in about 14 years. baby is out of with campaigning. let's talk briefly about mitt romney winning has raised at what does this portend for the senate in trump's ability to get policies to the senate going forward. >> mitt romney is what we all know him to be.

including practices. there is nothing about religion. of course a lot of the lower courts we have seen base their opinion on lawsuits based on religion. what do you think of the supreme court decision and is there anything else that can happen with the travel ban now? >> going back to the lower court's decisions, the one thing that was fascinating about this case was the kind of knew it would always come down to how much weight with the supreme court give to donald trump statements while he was on the campaign trail. despite this being highly controversial, it doesn't surprise me at all that they ultimately upheld the president broad discretion to suspend entry of foreign nationals into the united states. not only did the president have executive authority as the commander-in-chief, but what we had here was a statute passed by

congress 66 years ago in 1952 that gave the president has broad authority. that discretion is just too overwhelming to overcome here. >> let's talk about justice sotomayor is policy to all of this. a pretty scathing rebuttal if you will. the united states of america as a nation built upon the promise of religious liberty. founders honored by embedding the principle of neutrality in the first amendment or the courts decision fails to safeguard the fundamental principle. i would think those attorneys out there throughout the land who disagree with the travel ban are going to use that defense statement. is that possible? >> just keep in mind what the supreme court decided was based off the put in place at the lower court.
