emerging. the president wants to testify, the lawyer don't want him to testify. so the lawyers will set up a series of conditions. they will make mueller an offer he can't accept and mueller will say i can't accept this offer so we'll subpoena you. the president will say i wanted to testify, it was mule more turned me down. kennedy: rudy giuliani acknowledging mueller could subpoena the president. but what happens after that is anyone's guess. it never happened before. this could go all the way to the supreme court. let's go to edward lawrence in washington, d.c. with the latest. reporter: that could be uncharted territory. the answer to the question and whether the president would do an interview with mueller was heck no. the special counsel robert ruler asked -- robert mueller asked

that's the most of important thing. electoral politics is all about division. generally it works like party a says the people in party b want to harm you, i'm going protect you, and the other cad says the same thing and that's way it's all about. i did try to have a message of unity. i'm not going to agree with a lot of things my democratic opponent says. it's a matter of the solutions that we choose to pursue. that's way it's all about. it's being solution based. let's quit yelling at each other and start talking about. the die flog this country is about screaming and yelling. instead of listen together other side. >> that's the other thing when you run for mayor. you have to be somewhat practical.

it's tough when you are running for a government position when ultimately you want to limit government, and in a lot of ways get government out of the way. did your message resonate in that part of tennessee just because there happened to be more liberty-minded voters there. or is it something about those principles that people can tap into this -- they almost abandoned in other parts of the country. >> i think it's both. people understand the taxes are destructive. they want to keep their taxes low. they understand overregulation is a bad thing. they understand the free market works. that's the wonderful thing about liberty. things like individual freedom and free enterprise system and free market are things that should unite us. they are not things that should divide us. unfortunately what happened is we have gone the so involved with looking at the trees that we don't seat forest anymore.
