power if they win a congressional majority in the midterms and what republicans can do about all of that. our top story tonight from the president trump defying the odds once again delivering on another campaign promise or renegotiating nafta for the benefit of the american worker and small businessmen and women. the president today announcing after a long and arduous process, his administration has reached a tentative trade deal with mexico that creates a more balanced than reciprocal trade environment. >> you remember at the beginning, many people thought that this is something that just couldn't happen because of all of the different factions, all of the different diets and the complexity. we made it much simpler, much better, much better for both countries. >> a preliminary agreement that still needs to be approved by congress advance the interest of both countries and clearly demonstrates president trump in the incoming president of mexico

andres manuel lopez open-door are very likely to take the united states mexico relationship to a higher and far better place than imaginable before president trump assumed office. joining us tonight from the peter navarro, assistant to the president, director of and industrial policy, director of the white house national trade council. first peter, congratulations to you, to the entire administration on getting this far with what many people as the president observed that would be impossible. >> it's an amazing day. i go back to the campaign june 2016 famous pittsburgh speech, job that speech that president trump delivered that day seven big promises and this is a big check mark or renegotiating. we are not even calling it nafta anymore. as the president said he will have a new name. u.s.-mexico free trade

agreement. lou: wait a minute. you're not calling it something which you haven't learned anything. >> is something for negotiation. they'll nail that down eventually. the point is we will restore this country in north america as a manufacturing powerhouse. a lot of bells and whistles in this agreement, but what really drives the engine here is the rules of origin up 75% and it's a really tough labor provision. lou: 75% for the united states and mexico. what happened to forget the steering wheel and mexico gets the rest of the car? >> well, the rules of origin our 62.5% and much less than now when they are imposed. what we are going to do here is make sure we get 75% between the two countries and when we add basically the labor provisions, that will distribute this fairly between the two countries.

here is the thing, lou, what we are doing here is bringing back our auto parts industry, auto industry from the rest of the world, which has been stealing it from both mexico and the united states has some of their own unfair trade practices. this is a rebalance the works are both countries countries. that's the beauty of this deal. the tray should be very happy tonight as well as the rest of the country. other industries will benefit, chemicals for example. lou: what i hear you saying is there's still more work to be done in terms of negotiating the balanced aspect of this trade relationship $71 billion now, something around 17 billion with canada, which is not yet joined the triad if you will. you contemplate god. but what is fair and nice that triggers the balance? what triggers the elimination of that tremendous as the president has pointed out throughout, that tremendous unit trade deficit

with mexico. >> evicting, luke, is these rules of origin where will bring back basically our supply chain. our plans have been turned for manufacturing plant, integrated manufacturing plants and two assembly plants. we will reverse that trend under the leadership of president donald jay trump. that is big. the agricultural provision means we will export some more agricultural products. we will have more protection. it's got the best intellectual-property protection we've seen in the free trade agreement. when people steal our stuff, rip, that basically helps drive the deficit as well. basically the core of it, lou, is what you've been talking about for many years from the manufacturing base, getting our supply chain solid once again. that's what the deal will do. lou: what you think congress is going to do with it? >> congress is going to love this deal on both sides of the

aisle. ambassador lighthizer should get a big pat on the back along with jerry kushner who worked alongside ambassador lighthizer. he will get this up to capitol hill which set a 90 day clock in motion and we are hoping to get a vote on this within 90 days. we think that this will appeal across the aisle. there's great protection in there for things like biologics. a ten-year projection. orin hatch will love that. lou: sorry to have to tell you we are at the end of our time. we appreciate it. congratulations again. another terrific victory for the trump administration. inc. so much. peter navarro. the next committee antitrust hysterics from the left wing media. not enough to fool the american people. sorry, national left-wing media, but those are the facts. people are paying attention to what this president is doing and

>> all 46%, "the wall street journal." he was 46% last month. that's the strongest number any modern president has gone on a midterm election in the first term other than bush after 9/11. so he is very well-positioned. he is 95% of the republican base and his party. it is extraordinary. he's got over 30 independents and it's important they build the key factor. i think he is withstood the assault and the reality is he's going strong. lou: he is going strong in every aspect of the presidency. he is showing true leadership, true results. i mean, there is nowhere -- can you imagine a president, not even in office now a year and a half doing this.

well, it's over a year and a half. it's extraordinary to think that he is doing all of this so quickly and so profound. >> a businessman he knew what to do. i think most people doubted that he could do it, but he did it. a massive tax cut, rollback all the regulatory deficiencies that obama had put in the last couple years and he's got the economy booming. he's creating jobs, doing everything everybody wanted and all this stuff is all irrelevant to the big picture. lou: think our confidence he has instilled in this country in less than two years. part of that attributed to the campaign when you look at what he was saying and campaigning on, was very positive. day in and day out the attacks from 16 republican competitors. i don't hear anyone who doesn't

say what in the world would've happened. >> for major deficiencies he had when he came in. we had to rebuild the military which is obviously doing. second, the foreign policy was viewed as weak. march from behind her father from behind. lead from behind. kind of a strange position. clearly he's proven he can stand on the stage. getting the economy moving forward, creating jobs and the lowering unemployment is down dramatically at a certain extent has created a great confidence in the country. again, the people out there beyond our fellow citizens, beyond california and new york basically see the accomplishment . lou: less than our fellow citizens. i don't know why just because they are awash in blue paint. >> is someone who lives in new

promises. you would think right now they would've learned, mr. trump says what he means and means what he says. already i'm historic resident inspiring trillions of dollars of growth in our market driving economic growth of 4% when his predecessor claimed less than 2% was the new normal and insisted that are entrepreneurs had hoped that. think of all this that the president has accomplished deregulating our economy which had been suffocating under the dems than obama. cutting taxes just as he promised in restoring american confidence throughout expanding our middle class, which is moving higher, restoring press iridium for all americans. record low unemployment rates for minorities. he campaigned for minority votes asking what have you got to lose. everyone now is winning with this president. the lowest unemployment rate for

it was robust, rich. now it is political in many cases and this is one of them. it is a shame. when you talk about big government, the role of government in balancing that against, when you see a biased result like this from one of the most powerful companies if not the most powerful company in this country, you have to do something. and yet, we are permitting deep, profound economic concentration of wealth, do you profound concentration of political power. by the way, no surprise here that economic and political power resides in the hands of those corporate titans who make up silicon valley in the heads of big tax. >> you're absolutely right. this is exactly why somebody's going to have to step in and take a look at this here.

not only can they control the united states, but control the world. everything around the world trade big tech companies don't care about conservative voices. they don't care about our president. they want to push their narrative and they want you to bite that narrative they are trying to control the masses and we cannot let that happen. lou: and if we didn't have a president like this one, i don't know where we'd be. he has his own access to the american people, over 100 million americans in social media. without that, can you imagine all of those folks at the "washington post" and "the new york times" clucking about the president using twitter. they don't like that so much. >> well, they may not like it, but here is the thing. he has to use twitter to get his message out. the left-wing media is going to beat him out. they will run their narrative. they will play games and use scare tactics because we have to to get this message out through social media.

lou: and is working for him and as i say, thank goodness he has a twitter account. i wanted to show you some pain. yesterday trying to create a little controversy and a story asking tiger woods about race relations, trying to figure out how he can get tiger woods involved in politics and sports. here is what happened. >> the president of the united states no matter who is in the office, you may like, and dislike personality or the politics. so we all must respect the office. lou: i have to get tiger woods all the credit in the world as he stood up. he could have deflected. he could have ignored the question about the relationship with the president and he said it straight up, i have to tell

you, it is nice to see tiger woods and others stand up for this president in the office he holds. your thoughts. >> it is nice to see. you know, tiger woods play golf. and letting people know, you have to respect the office. if you look at what is happening in our country, almost two years now there has been blatant disrespect for the sitting president. imagine if this was barack hussein obama. so to have someone like tiger woods stand up and say whatever you may think i'm you still have to respect the highest office in america. he was speaking the truth about that. lou: a whenever it if reporters had shown a little respect for probably now one of the greatest -- not probably, greatest golfers in history, but also one of the smartest. he did a terrific job as well as a principled response.

he's a lame duck and not particularly beloved by his party. he's not campaigning for anybody. why in the world does the republican party and the republican conference in the house putting up with this, this ryan fellow? >> well, i think i was a tactical error frankly. i will say to be fair the republicans another leadership besides paul ryan is out there on the campaign trail raising money. lou: but they would be out there anyway. >> well, yes. some of them are doing their jobs come but it would've been better to replace them i totally agree. concern is not so much about events in the president's agenda and conservative values, but their, but there is steeped in their own political futures and lobbying careers for some of them. lou: does it occur to anyone in the republican party this president may get sick of all this nonsense?

he gets no support from the leaders in capitol hill. he is attacked by rhinos and his own party. he is attacked by the establishment whether it's democrat or republican and you've got so few people actually standing up, shoulder to shoulder with this president. honestly, it takes a big man, not to just say the hell with it. they see the economy growing at four plus%. jobs like never before. and he has to put up with nonsense like he is a racist. he has done more for minorities in this country than any president in frankly decades. it is just ignorance. the national left wing media, there is scrupulous to the part of outright corruption. >> absolutely. members of congress calling for the harassment of members of

this administration. the media constantly badgering a demagoguery there. it's become miserable for normal people with lives than whisenhunt and children to go through that every day. democrats are counting on that. it is tough times for some of these people. lou: do know -- i've got to be honest with you, talking about the president. he's got everything. he's achieved more in his lifetime. he doesn't need this. he's already historic. i mean, if you stop right now, he goes down in the history books for what he's done. people don't think about this rationally. he's done more in a year and a half than obama did in eight years. by the way, what little he did this president authority roll back. been that way. the american people are seeing that, but it's incumbent on us republicans to make sure they turn out and vote because the stakes are high regardless of the fact the president has this much success. democrats stall his agenda going

forward, looking at two years of gridlock and i would be very bad for the country because there's a lot more the president needs to accomplish with members of congress there hopefully to support him. i really hope we are able to motivate people and get out there. lou: you know, every time i hear one more rhino spilling blather on capitol hill, i can imagine why anyone would vote for said of this sad blather. i want to have an absolute fire wall between himself these fools attacking him. but honestly, the american people of god to be kidding sick of these fools who call themselves congressman and republicans simultaneously and you know they don't do much of the job either. >> well, i can't disagree with you, lou. we need better from congress. disappointing numbers on our side. a lot of disappointing numbers on the other side. some of them will get voted out,

economy was good, he got hit with michael instead they kept our ratings above 50 to see the same thing. you know what, this is not about issues that affect me. lou: and yet, there is not even so much as a blush. as they go off on all sorts of salacious nonsense that is irrelevant as you say. it is pure titillation at best and has nothing to do with that conspiracy collusion with russians, all of the nonsense that has been spewed by actually a republican justice department. it is extraordinary. >> as you know, i spent a year fighting ken starr because i thought this was the wrong direction, a wasted year for the country then. and i think it is a wasted year here in so much airtime with

mueller. i was stunned when they got him to plead guilty to things that were not even crimes to reach out to implicate president trump related to this campaign contributions, which frankly should and a civil matter even if they were campaign contributions, which i highly doubt they are based on my long experience with campaign. lou: and your judgment that hillary clinton gives every appearance of being far guiltier than anyone assist he did with a special counsel, at least the targets of this special counsel at this point. she was given a free pass. give the president some counsel here tonight. >> well look, the president has got to defeat the mueller investigation. he's doing basically the right thing. i think his tweets often times go over the top.

but i think when you go back, as this investigation by a? yes it is. was the foundation corrupt? it really was. the more you look at what happened with the fbi, has this now kind of somehow transmuted back towards 1998 all over again where we are looking at the private lives of the e-mail, of our president. yes, it has. any fair person now sees that, which is why we've got to remove these kinds of investigations from politics and let elections decide things. lou: in the hill you had written a piece talking about fusion gps and writing, there is no question that hiring spies to do research in russia would qualify as a campaign expenditure and get no prosecution. everyone associated in the justice department. the fbi, they are looking at it

and have been looking at it, yet they don't want to take that on for some strange and i'm sure correct reasoning. >> what i was trying to contrast was they had stretched everything imaginable to try to implicate trump related to these nondisclosure payments related to things from a decade ago. at the same time, clearly the expenditure is that where made to fusion gps and christopher steele. they have to be reported for what they were and not used as a law firm for a cut out for that. i'm not suggesting, by the way, that hillary and her campaign should have been prosecuted. equal treatment should have occurred here in both of these things should have been called out in adjudicated in the edwards case. it's already been adjudicated that these nondisclosure payments are personal. not properly to screw us. people don't do to jail for this. they get fined.
