candidate katie arrington as well as herman cain and a reminder, tonight on the fox news channel, just a matter of moments, thanks for being with us. see you tomorrow. good night from new york. this is going to be a mike tyson punch. that came from a top official at fema as the hurricane barrels toward the coast. i'm filling in for kennedy. it's good to be with you as we talk about this category three storm expected to hit land late tomorrow night. forecasters say it has weakened, but just slightly. it's still what they described as an extremely dangerous storm. massive storm surge expected up to 13 feet in some spots. expected to clobber that coastline. heavy rains and floods, national weather service telling us 10 million people in three states are in the

path of the storm. k. some are vowing to stay right where they are. the governor of north carolina with a stark warning. >> a powerful damaging hurricane is hours away from our coast. it packs punishing storm surge, fierce winds and torrential rains. if you have been asked to evacuate, don't wait. leave now. >> so where's the thing going? we will talk to a mayor and a congressman from the state of north carolina. first, what's the latest rick. >> let me tell you a few things to put this into perspective. that was the size of sandy when it made a landfall. parts of new jersey, thousand miles across, katrina was 400 miles across, and florence was 390 miles across. it is quite a large storm unit size so the center wins have

now gone down to 115 miles per hour so that's the strongest wind at the very center of the storm. that said, the wind field has expanded out and hurricane force winds went out 70 miles on either side of the spread about a hundred 40 miles across of hurricane force winds. that's a big chunk of territory that will be experiencing that as it moves closer to the shore. starting tomorrow morning, we will have tropical storm force winds getting toward the shore. here's a look at all the models, we have got a lot better agreement, we know it will take a westward jog before it curves background, what we don't know is exactly where does it do that and the time that it takes in here because it will slow down a lot. in fact were probably talking about a 48 hour period. to make a little bit of a jog. because of that, we are probably talking 36 to 48 hour time period of hurricane force

winds along the shore and that prolonged. come about strong wind will eventually cause some significant damage. you can imagine those winds battering the shore. this is the storm surge. the worst of it will be in and across this area and down around wilmington. some of that water will come near some of the inlets. we will be watching this onshore flow starting tomorrow and it will probably go through about sunday. the storm surge that we see pileup isn't going to get a reversal of the wind that a fast moving storm would cause. it's going to continue to pull it into shore. this water won't go anywhere in them will be talking about some areas 20 to 40 inches of rain, it won't be able to get to the shore and that's why were so concerned. >> it will be a long four days. we will stay in touch.

you heard a couple minutes ago from the governor of north carolina, certainly not the only one sounding the alarm. mayors across the region are as well. first responders up and down the carolina. >> we cannot stress enough the critical need for people to evacuate and to do so today. after today, it really will be too late. >> i'm really concerned that a lot of people have decided to stay. wtold everyone come after 60 miles per hour, we will not be able to come get you. please come if you can leave, leave. we are joined now by no benson. he is the mayor of carolina beach. he joins us tonight on the telephone because we understand he's evacuating his city. mr. mayor, where are you tonight? >> thanks for having me. i just crossed the bridge and i'm in wilmington, writing

north and away from the hurricane. >> what you see down there? were a lot of people filling carolina beach when you left. >> thankfully no, i would venture to say 90%, 80 or 90% of the island had evacuated. they met the atm evacuation order, which i gave, and as rick pointed out, this is a deadly storm coming. anybody who decided to stay or decides to stay after eight, they're putting their life in their own hands. >> in their own hands, even emergency workers. are there emergency workers back from where you came from? they're all sheltered in place. >> most of them are in the emergency operations center which we now, we've had running 247 since yesterday. while i was leaving, i did see a number of police officers,

they are enforcing a curfew that began at 8:00 o'clock to coincide with the evacuation order. >> i think we have some of the pictures that mayor benson took himself. will put them up on the screen. as he told us, here's a look at it, the mayor of the town is on the phone and he's making his way out. i'm sure it stood out to you, how long the storm will hover, and you're in for it for three or four days plus. what are your plans for the next few days personally that we can talk about what will happen "after words"? >> if the mayor or the leader of the town is going to issue an evacuation order, it makes sense that he or she follows that same order. that's what i'm doing. it's far enough away from the storm, i'll continue to monitor it with fire, police

departments and first responders. as they point out, me being a meteorologist, the next three days will feature everything he puts out and maybe the most frightening aspect is the storm surge. we've got pretty healthy dunes but 15 to 20 feet of water two nothing will hold that. look at that. you can see it on our screen. you might get back monday, i guess. >> i'll get back as soon as i can two all the best to you. thanks for calling in tonight and all the best not only to you but everybody in carolina beach. thank you very much. >> the feds have been saying that up to 3 million people could lose power in this hurricane. it's tough to connect beforehand. supermarkets have been cleaned

out. gases already said to be in short supply. the president said the government is ready. >> my administration is in close coronation with state and local authorities and fema , these are tremendous people also, as you know. it's already placed extensive resources on the ground including search and rescue experts, power or restoration, and medical support. tremendous people working on the hurricane. first responders, law enforcement and fema. >> so what can we expect when florence is finally gone. they join us now from raleigh. good to see you. this is literally the calm before the storm but you can't help but think about what things will be like "after words". first of all, are those areas down along the coast getting everything they need from the federal government asked mark. >> i have no doubt that the

federal government is going to provide every resource necessary. i was listening to your conversation with joe and i know right where he is, my family and i have a condo there which is south of carolina beach on the same island, it was referred to as pleasure island, so i've been around that route many of times, in fact they've also got an apartment there and i packed my stuff up yesterday and headed up here to raleigh where making daily visit at the emergency management. i am quite concerned about the flooding. keep in mind we are still recovering from hurricane matthew from 2016, particularly those counties further inland, many of which are in my district, so this is going to be a major event,

this is going to be a life changing event for a lot of folks, and i hope that everyone is heeding the advice of the local authorities to get out of town, and if they can't get out of town, i think it's really important to get to local shelter, make sure they bring some type of container that's waterproof with all their appropriate documents and things are not thinking about like passports, driver's license, all those things they will need in terms of getting disaster assistance. >> it seems like most people got out. it sounds like, according to the mayor, everybody that needs to or should in these areas. there's always a few who don't. i know these are mandatory evacuation orders. normally the authorities don't enforce the orders, don't force people to get out, don't arrest people, do you think that's the right way to go about it customer and we go through this all the time with

the storms. >> well, we do, and you can't dictate whatever but he chooses to do, all you can do is make the very strong suggestion that they obey the orders that are given in their given for a reason. it's to protect the public safety. one of the things i'm concerned about post- storm, folks are gonna be without power for a long time possibly. i saw where duke energy had a little press release apparently that was showing up on the weather channel and they said power could be out for weeks so folks need to understand this is not your garden-variety hurricane. this is a really serious, nasty storm that's not my coming go, it's gonna linger on the coast for two or three days, you're going to have massive storm surge, 42 inches of rain, tremendous flooding and you may not have power for three or four weeks. >> you always hear that "after words", people getting hurt or killed "after words" when they go out to soon. >> in fact, hurricane matthew,

here's his tweet. we've got a pluses from our recent hurricane work in texas and florida. then he said and unappreciated great job in puerto rico even though it's an assessable island. the president went on to say we are ready for the big one that is coming referring obviously to florence. the mayor of san juan did respond questioning the definition of success and he pointed out 3000 people were killed in puerto rico. fred i guess we politicize everything these days. >> it really is amazing. it's been the trend of the country for the last few years and i think with trump moving into the white house, it's accelerated where everything terms turns into politics. i'm glad you bent the first few minutes about this because human lives, how to react,

what to do about this, later on there will be other, public policy does have to do with those, whether it's how we build our infrastructure or our insurance programs that subsidize develop and on the two more climate change, but yes, for the washington post to go out and do that is both absurd and completely out of place. >> the conservative strategist said it should be in the onion, not the washington post. he said the media won't give the president credit for the economy but they blame him for the hurricane. i see it in the bigger picture is that everything that happens under trump, there are so many reporters and journalists, whether it's just 24 -year-olds are because they've lost all perspective who think it's all brand-new, they think hurricanes didn't happen before donald trump. they think the september, that the waters in the south and

mid atlantic weren't warm before president trump. they think that everything new that's bad is coming under him and it's a total lack of perspective. you've seen it across all aspects of policy here and it's really a failure of our media. >> at the same time, the president's tweet and comments about puerto rico were not only question but criticized and i mentioned what the mayor said, there was reports that there is millions of bottles of water that went undistributed in this kind of thing, so to say things went well or that we did a good job and the death toll instead of 60 was 3000, that's open for question. >> it's detached from reality. president trump, i think because he so new to politics, maybe he saw that a lot of good things were done in puerto rico and thought that it was a tremendous success. if you look at it from the bigger picture, you cannot escape that fact. the same number of people died in puerto rico after that hurricane as died on september 11 in the twin towers.

you see the winds at 150 miles per hour. storm surge is a big-time concern. we were talking earlier about 40 inches of rain, let's get to the scene of it. there is a calm before the storm, then there's the eerie calm before the storm. that's where were at right now. to give you a sense of how seriously people are taking the storm, davis beach where they been here since 1951, a list of some of the hurricanes they have survived, but for florence, they are getting out now. the woman who owns the store says the only thing left to do for them is pray. >> it was blessed by the priest in 1961.

ken starr said there was two presidencies, nixon and clinton in which they didn't indict but once the president leaves office, all that changed. >> with no not all along, those are the guidelines, before we wrap it up, a quick word on politics. even some big time republicans, mitch mcconnell comes to mind and there sound like they're worried about the midterms. some are even worried about the senate side. how do you see things playing out tonight as we speak? >> i'm not sure. it's hard to say. pretty competent couple struggle because it's typical for the party where there is an incumbent president to lose ground in the mid- term. that's a typical thing. were also seeing it huge, a voter enthusiasm gap. republican enthusiasm is high compared to previous years. voter enthusiasm is hi compared to most previous elections, but it's still not quite as high as the democrats

and that's what will struggle with. >> does anybody think the republicans lose the senate. >> actually not. i think the republicans can hold house. 4% gdp is a powerful tonic. i think people will vote with their pocketbook. >> the way the numbers look, you might be right. the generic ballot, i know it says they will keep the senate and lose the house, but the fact is there's nothing generic about donald trump, and there's nothing generic about this election. >> that's what a lot of republicans are counting on. we've got around, i know you're coming back later in the show so we will revisit some of these issues and have some new ones as well. in the meantime, the left criticism of the president seems to grow by the day but as long as the economy is booming, will that matter. kennedy, your regular vot host appears out of thin air to talk about all that. what the heck is that?! whoa!

wacky, people won't send their kids to public schools you either have to move to a suburb you can't afford or send your kid to a school you can't afford. even though there is access, you can afford those that's when politicians start to become more popular. everybody nowadays insist on having two of these lives. that is to say they get divorced, where's my dad was paying for one family with $12000 a year, now he be paying for two or possibly even three. >> and in the secret family also. that you never find out about until awake. boy is that awkward. there's a lot of stuff in your book that is funny.
