[♪] kennedy: the threat has become a reality, that from north carolina governor roy cooper as the winds and waves from hurricane florence batter the coast. according to forecasters the storm will be long and very dangerous. the latest storm loop is a category two. the wind have decreased as have the storm surge estimates. but this is still a potentially lethal hurricane. here is a live look at carolina beach, north carolina. some areas could get 40 inches of rain. 5 million people are in its path

and 2 million could lose power. we could be look at $200 billion in damage and maybe much more. governor cooper issued a dire warning to anybody who has not evacuated. >> to anyone still unwilling to take this storm seriously, let me be clear. you need to get yourself to a safe place now and stay there. we in north carolina have to shift from preparation to determination. we'll survive this, and we'll endure. kennedy: north carolina isn't the only state in the danger zone. we have reporters on the east coast in north topsail beach. and jonathan hunt is in myrtle

and that is going to bring about some severe flooding. you couple that with a 2 to 4-foot storm surge. the homes which are only a couple feet above sea level. these have all been evacuated. the residents heeding the warnings of officials to get out of north myrtle beach and all the cities along the stretch of south carolina coast. but there are a few down here throughout the day. they say they have seen this before, they lived through it

before, and they refuse to get out. >> i'm a little concerned. but i know where to put my faith. >> we liv lively on the fifth fr in a building that's hurricane rated. you've to wait and see where the storm comes. and i think sometimes the news channels hype it up too much. >> we are trying to keep you safe. reporter: that's what we have been trying to do is pass on direct information from officials to help keep everybody safe. a lot of residents and businesses have been boarding up their property, hoping for the best while fearing the worst. the police have been making continuous loops up and down the strand in the myrtle beach area trying to make sure everybody knows the reasons to get out. those are the storm surge and flooding is as every official

has said, a life-threatening event. let me show you a satellite image of where we are right now. on the north end of the beach you can see the inlet that goes in there. that's called the hog inlet. this spit of land from the ocean to the inlet is only 100-150 yards wide. you can see clearly when you look at that image how devastating a storm surge and the continuous rain we are expecting over the next day and a half to two days could potentially be. even though the winds have died down, even though the hurricane's forward progress slowed. do not take this lightly. the big point is when a hurricane starts moving more slowly. that means it will linger longer over this coastline and it means always it will drop a lot more water. this is still a very serious

storm indeed. kennedy: there are a lot of people who think because it has been downgraded that it's safer. it's the water that is lethal. it's not necessarily the wind and oftentimes it's people who panic at the last minute who try and hold out. then they get in their car and try and drive away. and that's when the real casualties occur. reporter: and they get stuck in floodwaters. you talk to rick reichmuth at fox, he'll tell you 8% of deaths are windr-related in hurricanes. 75% of deaths in hurricanes are water-related, flood-related deaths. that's why every official up and

count coast of the carolinas are saying please be careful and don't try to go back to your homes. kennedy: and we don't know what it's going to do. it's unpredictable. so pretend it's going to be worse than you think it might. north carolina's cities and towns feeling the effect of the storm. steve harrigan live in north topsail beach, north carolina. steve, you look like you are getting pummeled. >> trees are beginning to bend as we are seeing the first tropical storm force winds. police just shut down the main bridge. if you are on this island as we are, you are pretty much stuck for the duration. there is no one on this island. the police and authorities have given a clear message to people to get out early. that's what footer large part they have done -- that's what for the large part they have

done. the concern will be not only from the wind, we could see sustained gusts. but from the rain, we could see 20-30 in some areas. and perhaps 40 inches of rain that ask produce catastrophic flooding. 12,000 people in shelters. the national guard has been called up. swift boat rescue teams from 19 states are here and the army is ready with a large presence in north carolina. we just lost our power now, so conditions are continuing to worsen. the farmy will have high-water rescue vessels ready. kennedy: these people of course are well trained. they are smart and incredibly brave to do this kind of work. having said that, it's unfair to put them in situations where their lives are in jeopardy

because people don't heed the evacuation warning. have you spoken to some of those who have stayed? reporter: we have. for the most of part it was fairly thoughtful consideration. what the main concern was is there would be so much flooding inland. if people left their homes here it could take days or weeks to get back to them. it wasn't a sense of recklessness. these are people who weighed the odds and made the decision. kennedy: these are people who have been there a long time and they know a thing or two about survivalism. but please don't put the first responders in harm's way when it's unnecessary. it's wild what you do, steve, be safe and thanks so much. 19 million people visit myrtle beach every year.

how prepared are residents and businesses for hurricane florence. dottie has hurricane proofed her home. she is riding out the storm with her husband. how are things going so far? >> it's been very calm today. we just started getting rain just a little while ago. kennedy: what are you hearing in terms of other storms you have been through, through the course of your life. >> this our first hurricane. we moved here from western north carolina. this our first hurricane. kennedy: when the governor and various law enforcement and fire agencies are telling you to get out of dodge because they can't help you, what happens if you hit a snag and end up in crisis?

>> well, actually, when were going to evacuate until this morning when the storm was downgraded to a category 2. we are in a home that's built to sustain 140-mile-an-hour winds. so we feel confident to stay here. kennedy: it's not wind. it's the water. >> you are correct. where we are, we are not in a flood zonen we are fairly high up for this area. so we are aware of where the storm surge could go and it won't reach to where we are. kennedy: what kind of stuff do you have on hand? >> well, we have been to at grocery stee -- store a few tim. we have enough provisions to make it through a week or two. we were concerned if we left we wouldn't be able to get back

because of flooding in other areas. kennedy: i understand. as we have seen through the extreme weather center, the inland flooding could be really devastating, and, you know, you might not be able to rely on the government this time, dottie. >> you are correct. but i think we feel pretty secure we'll be okay. kennedy: thoughts and prayers with you, your husband and your neighbors. i hope the storm fizzles out and nothing bad maps to your region. but we'll keep an eye on it. >> thanks very much, because there are those in harm's way and we wish them well. kennedy: the national guard has 7,000 troops at the ready to respond to hurricane florence on multiple military bases. but history has proven that we cannot always count on the

federal government in disaster response. since hurricane katrina the federal government has wasted money on disaster response. brian brenberg from the king's college is with us. delays reliance on the federal government and big brother is going to bail you out in those critical moments. >> fema was never meant to be wait has become. it was meant to be a last resort back stop when local and state officials said we can't get it done. they are now the first responder. they are there before the storm strikes. they have a history of wasted money and failing to meet expectations. every time they show up it creates the expectation they are going throb if we need them.

they -- they are going to be there if we need them. they are the insurance policy. you just talked to somebody on the phone with expectations about what's going to happen. i think our expectations are a little bit off of reality. they don't know how to respond if somebody doesn't show up for them. kennedy: there is a difference between self-reliance and dependency on the government. there are people incredibly capable, they have the right tools and they are smart and prepare and have foresight. but sometimes mother nature is stronger than those valid forces. and others say we'll be fine. there has been a state of emergency declared. >> there are a lot of people who think they are ready for these things. then it hits and they say it's way tougher than we think.

we keep depending on the federal government and the ante keeps rising. it becomes a political proving ground for the president. kennedy: ever since katrina, every future administration wants to prove success and want to use this as some sort of disastrous theater to prove their worth. >> the critics also want to prove this administration can't do it. in a disaster situation like this it becomes political and unhealthy. we keep asking the federal government to respond to things it's not positioned to do. when i have got a disaster in north and south carolina. you want people there to understand the people, understand the resources. but too often fema moves in and says we are here, we are going to take care of it. you don't understand this space.

you are not the best body to be doing this. but politically it's become totally i am possible for the president to say they will find a different way. by the way, there are some things government can do well. they can enforce property rights. the stuff they do in peacetime are things you need to do well in a disaster. they have become the insurer of first resort and it created all sorts of problems for people. kennedy: and debt we cannot afford right now. breaking news out of massachusetts. officials say 60-100 homes have exploded or are on fire and multiple injuries are reported. an overpressurized gas line ignited. residents are being advised to

in my district we have a great economy. 95% of the people in my district are getting a thanks cut. the enthusiasm is at its highest level and i'm in the district every day seeing that. i see the enthusiasm and excitement. we had a presidential visit in my oklahoma city of utica, new york. the first -- in my home city of utica. the president supports made in america policies. the industrial revolution was started in my district. our american workers are our greatest asset. we are repatriating money that has been held by american companies overseas. kennedy: that's great for you, but it's not going to do much if your party is in the minority
