think of causing that downward trend this morning? >> not raise today because that is closed follow on from last week like you said we hit highest level since 2007. the good news is that we have a robust economy and this is a price that you pay when -- when you have it this hot. and the fed is trying to get that back in and for investors for people watching today to understand what's going on here, you know, there's a lot of debt that keys off of these key bench mark rates certainly credit card debt, mortgage rates, and even car loans and that kind of slows down economic afnght. but the good news is we have a strong economy, and a expectation are anchored 2%. >> you bring up the good news but you mention corporate debt as well. wouldn't that be a cause for concern especially with earnings coming out interest rates are are raising? >> look at some point and time welcome rising rates is, you know, competing at the cliff and

stuck it away but i contend that the term gnat rate whatever we get to whether it is the three and a half percent or to 4% it is a lot lower than previous cycles. i think the bigger issue is not really here in this country it is what it does to a debt overseas and certainly impacts emerging market but for today we don't have key data point or to key off of today. the bond market is closed bond traders are in holiday so we have to look elsewhere for -- our key today. >> can you just mention the terminal rate so can you e elaborate about that and i've heard hockey stick how that is rising. tell me about that. pace at which is happens and how fast that rattled investors the most last week. i think we were 15 basis points on the week that's a pretty big move for a single week in terms of the term gnat rate it is ultimate end rate how far are we going? you know fear is that once you start is rising once you start to break out, that people are

that we all know that there's a lot of -- voter intensity on both sides. and indeed the intensity among republicans has now caught up rightly with the intensity of the democrats because people saw how utterly disgraceful conduct of senate democrats was and hope they bear that in mind because these were endorsed by an awful lot of folks in their parties. so you know, this is something that we really have to know for the midterms. you know, we do folks who embrace due process and process prosperity for everyone. >> seeing emergencies more clearly from both sides and capri my question to you is we did see this with the kavanaugh kifnlings chaos that the democrats are all about resist and disrupt and republicans are now focussings on results a we got him in but becomes look at

the economy it is booming. what would you say to that about resisting coming from the left? >> look, i represented northeastern ohio in the state senate for ten years. and what i would say is that regular democrats across the country are are getting a bad rep by people that are out there screaming and protesting and harassing people because that's really not reflective of the average democrat, the average american and rest of the country. and so i think democrats need to be careful about how they approach this. because if we do focus more on just resisting and screaming, rather than why we differentiate ourselves from republicans from a policy perspective we do risk you know losing so what we're seeing you know i think it is beginning to vary in regards to district, to state, to candidate. in regards to how this kavanaugh situation is going to play out for democrats so it may have traction in new york, it may not have reaction in a place like ohio. >> got you.

do you think this increases in your opinion republican chances of keeping the senate and i ask that because in north dakota state that trump won, heidi heitkamp she voted against kavanaugh and then came out with a message and explaining why -- so we're also learning that r and c canceled advertising in north dakota because they're pretty confident about her opponents in that state. >> i think you know capri makes points across the country it is very interesting to e see how well this plays out because there has been a lot of extreme behavior but yes if you look at polling in key senate races, where republicans are competing in stalks that went for president trump those polls really have shifted strongly in direction of the republican kaingts and i hope that they will be able to keep that going. but as you point out lauren results mean a lot the economic results economic picture is -- amazingly good. that is not the case -- that was not the case when we have a 2010 waif election which

i went to house of representatives as a republican things were not going well for the democratic president in congress. this time they really are are going well and i think that will make a difference. >> people say they care about the supreme court but as far as i'm concerned i always thought that that was more of a republican issue. do you think that's still the case in the me too movement? >> the prater is always been an issue for democrats as well. i mean, frankly you know i held vote for hipght because i care about balance of the supreme court and i think this is real big issue and it may drive democrats out because they are concerned. however, frankly the real issue here is that we lost in 2016. so even if we take back the senate all we can do is try to stop president trump nominations because that is the job of the executives. and that might backfire in 2020 so again we have to be careful. >> capri thank you very much. >> thank you, lauren.

we also have major banks this week that are set to kick off their third quarter earnings. we've been talking about this even though bond yields and markets are closed todays and president david nicholas joining rouse. let's talk about those banks with jpmorgan city, wells fargo what are you expecting from the earnings? >> yeah. absolutely yes should be a good week for financial this is week you know jpmorgan -- has stocks up over 7% year today they should have a great earnings report so interest rates were rising that does affect what we as consumers pay for loans and mortgages but it is great for financial specifically insurance company banks. citi group beats consensus over four times over past year and should see that perform well. wells fargo a lot to love with rebranding effort dividend looks great and for wells fargo so should be a positive week for financials. >> what about if i'm talking thunderstorm next few months or within the next year or so given the amount of corporate debt

even for these banks will interest rates hurt them as much as other companies? >> i think you will see some effect there. as far as corporate debt goes, but you know, earnings will be offset just with net interest margin so as rates rise, especially with insurers, the yield on their bond port foal you should cover any interest debt that we will see in the short-term. ivelg do you think it is smart to go heavy financials right now given the potential volatility over next 11 weeks for the end of the quarter? >> if you're looking short-term over the next 11 weeks i think financials are a good play. we are overwaiting to financials. so short-term yes. long-term i don't think the upside is as high for financials. but i think it would be a good yield it will pay off in the short-term no question. >> what about tax cuts do you think that these corporations are still going to helicopter to reap benefit within next little while? >> yeah. you know, that i think what

democratic marilyn senator ben i'll get your response on the other side. >> we are very concerned about protecting the progress we've made on health care issues, on women's constitutional rights. on protecting the mueller investigation. so all of those issues we think are at risk. and it is going to put i think more interest on congress in the united states to protect health care, to protect women's rights to protect that no one is above the law. >> what do you think, vick? >> the bottom line is david is right on many issues there's not a big difference but many issues paramount to supreme court for example roe v. wade decision and mentioned by congressman this court is swinging more to the right so those issues are beginning to be if and when they come to the supreme court, they will be heard and that kennedy vote which was always the left leaning voting gone. now we have kavanaugh he's not a scall why with or far right as scalia but he's a right a

qeivetive conservative justice and roe versus wade decision a lottery contested issue and there are issues where congress is going to have to if wants to keep its course and stay if you will centrist and leftest congress is going to have to enact legislation it stop that from happening. >> is it possible david, that kavanaugh will be more -- conciliatory because of the chaos that surrounded his confirmation? >> well, i hope not. i sure do. it is impossible to tell, though. how could we ever tell as to what his vote would have been before all of this chaos? right? but the fact of the matter is, i mean this is a conservative court there's no doubt about it. it was conservative before we lost kennedy. i mean in the 5-4 decisions over the last term kennedy was with the republicans on all of them and that's my point. the fact of the matter is yes, he's conservative we're never going tell if any of these vows changed and it will be

interesting to see how cases develop. >> rick how is this test for john roberts? mings it is helpful that chief justice because a lot of times courts do struggle 5-4 now roberts has come on more on his side. more right and i do think that david is right. we don't know what kavanaugh will do and many conservative justices have come to court to turn more liberal some have not. so kavanaugh is not extreme right jurist but he will bsh it will be easier for roberts there will be a movement if you will more to the right which is -- which is prorepublic. >> as we wrap this up how does supreme court best protect its integrity and judicial and impartiality at this point? >> keep doing what it is doing i think the interesting part about this is rorkts is awe new swing vote that appear let's not forgetting his decision in the affordable care act and signs that roberts is the new swing. it's not going ab swing as kennedy or a right swing but the fact of the matter is, it is
