[♪] breaking right now. a new development in the battle over the border. a senior administration official tells us mexico and the u.s. reached an agreement on the caravan. edward lawrence has the details. reporter: a senior administration official said the u.s. and mexico developed that plan over the past several months to deal with these migrant care vans. mexico would ask the united nations high commission to set up shelters along the borders of mexico and mexico. >> we'll make sure observing human rights, respecting international law. if there are legitimate claims to refugee they can be processed in a very clear way.

this is a candidate and president who made it clear he wants to insure integrity at the border and he wants to make sure people come in legally and with the best intentions. trish: kavanaugh, for example, that whole issue. that may have motivated a lot of people thinking they weren't going out to the polls because things are kind of good. it's the mid-terms, but given the kavanaugh situation, they may be incentivized to get out there. do you think this issue, the border, also motivates them? >> i think all of these have an aspect of motivating people in the sense they illuminate the binary choice that exists. top your point, so many things are going well, foreign policy, safety, they don't necessarily

see the motivation to vote. right now they feel good, whether their economic security or personal security, they don't see the same threat we have seen from isis and north korea we did two years ago. i think as they are reminded of the policies of this president and how they are making this country better and safer, whether it's his judicial picks and tough stance on the bored. it crystallizes why we need to maintain a republican house and senate. i think all those things to some degree help galvanize voters the last 20 days. trish: what's the prediction? >> i think we hold the house and the senate will come down to the wire. trish: you think it will come down to the wire? >> i think we pick up 3 to 5 seats in the senate and we hold
