devices sent to leading politicians. liz: outrageous and to cnn it is outrageous. stuart: it is. the last thing we want to see in our society, period. i don't care who is to blame. knock it off. you have to stop this. this is bad news. my time is up, connell mcshane in for neil cavuto. connell: thank you, stuart. we have breaking news on this hour of cavuto "coast to coast," filling in for neil. three of them confirmed sent to homes of two former presidents. the home of bill and hillary clinton in chappaqua, new york, in the new york city suburbs, the home of michelle and barack obama and to the headquarters of cnn in new york. you're watching on left side of the split screen in fox business, the device we understand uncovered at cnn headquarters at the time warner
12:01 pm
center in midtown manhattan being driven by the new york city police department to an alternate location. we believe that to be in the bronx, new york, just outside of the island of manhattan where it will be, we understand it, detonated there. that, we think, is the plan. that is, that is what you're looking at on the left side of your screen. on the right side of your screen, a wider shot of new york city, where there are many nerve just citizens walking around this city because with the time warner center is located is right in the heart of midtown. columbus circle. we'll go there in just a second. i do want to point out the activity of the stork market we uncover on daily basis in fox business. dow jones industrial average was up to start the day. we were looking at time, of earnings came out of boeing. much better than expected, both profit and sales. also on the guidance for future quarters. for the full year. and the stock market looked like, especially the dow, it might move higher on that.
12:02 pm
it turned to other things. reports of suspicious packages wouldn't have helped in terms of overall stock market trading. you had nervous technology investors looking at numbers out of texas instruments. the market started to sell off. we were down 200 points. here in the last half an hour or so, back we come. we're only down 64. a lot of fluctuation on wall street. a lot of uncertainty today all over the country, quite frankly. we'll cover we start our coverage on suspicious packages with kristina partsinevelos. what is going on, kristina. reporter: men in suits entering the building.
12:03 pm
20 minutes ago when i arrived here, you had alarms go off, that would be the time the package left the building, what you alluded to before. we know a package was sent to cnn, explosive device. it was addressed to former cia director john brennan. who is a critic. wolf blitzer, if anything he is a msnbc contributor, not a cnn contributor. that is package number one. we're hearing from sunrise police, they're tweeting, looking at another suspicious package in florida, sent the office of debbie wasserman schultz. she is the former democratic national committee leader. she is also an outspoken critic of the president as well. so you have those two situations earlier this morning. there were two packages sent to the clintons as you mentioned as well, as obama home in d.c. latest from "the wall street journal" saying there is a connection. this is coming from "the wall street journal" at the moment. there is connection between the suspicious device sent to the
12:04 pm
clintons and one sent here, to the building right behind me. so again, i'm on 58th and 8th avenue at columbus circle. the entire street is blocked off. we are here now, we just received a police alert on our phones for those that live in the area, to stay indoors. most of the area is blocked off. you have the subway system still working but you have press pretty much all around here and a lot of nypd blocking off the area because they're still unsure of the situation. we will have update. there will be a press conference at 12:45 eastern time to discuss the matters. but again, we have a suspicious package that was sent to the cnn headquarters behind me here, addressed to john brennan according to cnn. you have two suspicious devices sent to the obamas, clintons, as i forgot to mention george soros on monday. there was a package to his home on monday. it was a pipe bomb with explosive devices inside. six-inch pipe. we're trying to figure out what connection is between all of
12:05 pm
this. even if there is a connection. hopefully have more answers 12:45 eastern time. i will be here with the latest. connell: stay with me, kristina, on that press conference, she points out at 12:45 commission commissioner, jimmy o'neill and march of new york city bill de blasio. before you go can you describe the scene in terms of how much square blocks in terms of, in terms of new york city blocks or actually blocked off? only 58th street, the one block surrounding cnn center or are they trying to expand the perimeter right now? reporter: right now i am blockaided. i came out through a subway entrance. what we're seeing definitely it is blocked between 8th and 9th avenue on 58th street. however there are people everywhere blocking the sidewalks completely. the traffic is horrendous. i'm not sure -- i will find out shortly if they continue to
12:06 pm
block off certain areas. you can see it in the shot, behind me there is columbus circle. there is yellow tape blocking that area. they're trying to stop pedestrians entering the area. there is mall attached to where i am. this area of press, a lot of people are curious, wondering what is going on. they're using cell phones to film the scene behind me, look at it, you have the bomb squad, police bomb squad right behind me. you have nypd. you have men in suits, black suvs everywhere which would allude to possibly being the fbi. and so people right now are just standing around wondering what is happening. they're asking each other questions. that is creating more traffic. connell: kristina we'll come back to you. if we have google map area of columbus circle we'll bring that up one more time. many visiting out sight of new york, it is popular location. that is why it is called columbus circle. that is just to the south of
12:07 pm
central park and one of the main entrances. the time warner center upper left-hand corner of the screen is labeled, not only headquarters of cnn, but as kristina points out, many popular restaurants, a shopping mall. you have a lot of pedestrian traffic as well as business activity on any day of the week including this day of the week. the other thing we want to point out, if we have the live shot of the nypd vehicle been moving, there it goes, from manhattan to the bronx, that the device that kristina reporting on had been sent to cnn, that device has been removed from the area. as far as we know, that is the only device that authorities were concerned about. it is being transported now, looks like it may be, i'm not exactly sure, we don't have wide enough shot to tell you where it is now, arriving or being very close to arriving at a facility in the bronx where it will be, as i understand it, at least, detonated there. i'm sure we get more information on this with the press
12:08 pm
conference with jimmy o'neill the police commissioner in new york and also the mayor of new york, bill de blasio. now, the president of the united states is on twitter, commenting on this at this moment, and it looks like he has basically seconded the tweet that was sent out by vice president mike pence earlier. condemning the attacks, as he put it against former presidents obama an clinton, cnn and others. president trump said i agree wholeheartedly. go to the white house. blake burman is there for us. couple things, blake, number one we have had other reports of threats to other facilities. here in new york, there was report, turned out to be erroneous, governor cuomo's office was targeted same thing with the white husband? reporter: there was another report that the white house was targeted as well. the secret service service says that was not case at all.
12:09 pm
there have been tours, at least no change of presence we can see. you mentioned the president's comment moments ago he agrees wholeheartedly, he was agreeing with vice president pence's statement which the vice president said the following, quote, we condemned attempted attack against former president obama, clintons, cnn and others. these cowardly actions are despicable and have no place in this country. grateful for swift response with secret service and fbi, local law enforcement. those responsible will be brought to justice. mercedes schlapp, director of strategic communications over at the white house. she spoke with stuart just a little while ago. >> these are despicable acts. we, it is just horrible to see that anyone would be, would try to even have these terrorizing acts against public officials. those obviously president obama, president bill clinton and secretary of state hillary clinton and it is just horrific. reporter: chelsea clinton weighing in on twitter, this is
12:10 pm
her response. every day i am grateful to the women and men of the united states secret service. thank you. of course her parents were a target of one of these potential explosive devices. back here at the white house, connell, i was looking over my shoulder to make sure folks were walking out of the white house for tours. they are. it is business as usual here. though certainly much of the attention is on these attempted attacks against some of the most prominent democrats in this country. connell. connell: two of them former presidents. as you point out the package to the clinton household in chappaqua was addressed to the former first lady. where the obamas live, is not, everything in washington would not be very far from where you are but -- reporter: yeah, they live, i just want to say down the street from here, probably i don't know, mile 1/2, two miles this way. they have been in washington since the president got out of office for family reasons. it is also important to note that the package that was sent
12:11 pm
to president obama never made it to where he lives. the package that was sent to the clintons never made it to where they live. a much different scenario than george soros from earlier this week who had a package delivered to his mailbox. the big difference there of course, soros does not receive secret service protection. obviously the obamas and the clintons still do. connell: dealing with a private citizen albeit very wealthy one, much different than former presidents. thank goodness for that obviously. quick look at markets. it is interesting to see how things are trading, we're down only, i say only, with were down 200 points a short time ago. 68 on the dow. other factors at play here obviously these reports of suspicious packages to two former presidents, at least their hopes, also to the headquarters of cnn could add to any jitters on the market. you also have earnings. you have also concerns about
12:12 pm
tariffs and a number of other crosscurrent as we might call it. you look at the map here, new york city, washington, d.c., and the area that we're dealing with, chappaqua, just north of the city, that is where the clintons live. connell: former fbi assistant directors, two of them. both join us now. thank you for your perspective today. chris, let me start with you and what is your take where we are now? i assume everybody is following kind of a procedure that they would be familiar with, and when should we expect for the rest of the day? >> we're getting sketchy information, but what information i've seen, you're in of the render safe process in new york. they prefer not to detonate it, render safe, not detonate, unexploded a explosive device is forensic windfall. you can still get it after it is exploded and rendered safe but they would prefer not to have to
12:13 pm
blow it up. looks to my the soros part of the investigation is probably further along. if it is indeed related, they have further amount of forensics to make comparisons. there are many things you can do forsenically, hair, fiber, tool marks, dna, it is a literal forensic bonanza. connell: let's talk about that a little bit more. ron, maybe you can pick up on the point. people not profellsals in this regard would look at incidents, well this appears to be targeting prominent democratic politicians, in the case of george soros, a democratic donor. you don't want to read too far into that to make assumptions right, if you're in the law enforcement? instead stick to the facts and so what are the most important questions and facts that you're investigating? >> there are things stand out obvious perhaps to us, but law enforcement has to open the aperture fully, work towards a
12:14 pm
subject or subjects, therefore considering everything a possibility. as chris is saying, look, the forensics are key right now. the forensics around these devices. if they're able to successfully disrupt the devices, maybe collect fingerprints, collect some dna, look at this bomber's signature that is the construction of the devices. what is the power source? what is the explosive component? what is the container. we've been told pipes. is that black pipe, galvanized pipe, pvc pipe? looking at all of those things starting to work backwards to the delivery, the construction, where were these components purchased? is anything unique about them, might take them to particular location, particular hardware store, manufacturer, and start to pull all the information together and hopefully, that leads them to a potential suspect. i just based on the forensics. connell: anything, chris, what we know so far, as you rightly
12:15 pm
point out, there is a lot we don't know might speak whether or not this was someone who is experienced versus someone who, you know, would be described as an amateur for lack of a better term? the cnn device was described by the associated press, a pipe bomb-like device. anything you read into this? >> the pipe bomb, it is indeed a rudimentary explosive device. you can, i hate to say this, that is fairly easy to construct with powder. you have to have some sort of a triggering device, whether a pressure plate or some other type of triggering device but again -- as ron points out, the materials, many of a bombing, many a explosive, attempted bombing of a explosive device has been solved tracing materials back to a specific store. there are a lot of ways to do that, not going to give them up here because we have a bomber out there watching probably.
12:16 pm
connell: so, in other words, you don't want to talk about sources and methods but there are ways of doing it is kind of the larger point. so i would assume, ron, that is what the authorities are doing today. maybe before we wrap up, ron, with you guys, just a word, there have been, catherine herridge at fox news was talking about this a little earlier, there has been a report of fbi officials of an uptick in this kind of thing, more package bombs being sent to politicians, high-profile figures, what have you, fbi traced that back in her reporting to about mid 2016. i don't know that you know, what would you say about that, must say something about the times we live in. what is your impression what we're kind of living through? >> my impression of the times is probably like a lot of folks, that we're horribly divided down the middle almost. vitriolic language and exchanges, demonizing the enemy, the other side for whatever reason, whether it is identity
12:17 pm
politics, narrow issues or broader issues, we are divided in an ugly way. whether that is the driver of, i'm not entirely sure. if we look at austin, texas bomber from about 8, 9 months ago, there was no, i mean, he had his own politics but we didn't see politics as the driver for what he was doing. yet, here is somebody who was really threatening and damaging to a region before he ultimately was identified, was pursued and blew himself up. connell: right. >> so the overall drivers i will leave to the fbi. more often than not we tend to be here because of an active shooter and we see evidence of mental illness in all kinds of other drivers, disconnect, disaffected people. so remains to be seen what the driver is today but law enforcement will have to get out the word to other logical recipients. connell: yes.
12:18 pm
>> put out warning to all of us. connell: that is the other thing. we'll talk more. ron, chris, thank you very much. we appreciate it. we'll talk more about that. the idea there might be more of this out there, not to be alarmist, but as ron and chris point out, sometimes that is the case in these situations. i'm sure what the authorities are looking into. dow is down 62. we'll keep on top of markets as well. have more developments, including nypd news conference from near the cnn center here in new york. we will continue.
12:20 pm
- [narrator] at athene, we think it's time for the financial world to stop acting the same old way. in today's complex world, you need a partner that is driven to provide you with better solutions for these challenging times, one that is willing to disrupt the industry, and break free from conventional thinking. (thudding)
12:22 pm
connell: just from the white house, press secretary sarah sanders on twitter this is on going situation president trump and his administration is following closely. our condemnation of despicable acts certainly includes threats made to cnn or former or current public servants. these cowardly acts are unacceptable and won't be tolerated. from press secretary sarah sanders, with these suspicious packages mailed to, intended to target obamas and clintons and cnn headquarters today in new york. we'll have more in a moment. let's go right now to some brief comments made while we were in commercial break by the vice president of the united states, mike pence. he is on the campaign trail in scranton. here is what he said. >> i just received a briefing
12:23 pm
about the suspicious packages that were sent to the clintons, obamas, to cnn and others. let me be clear, we condemn these attempted acts of violence in the strongest possible terms. [applause] these cowardly acts are despicable and have no place in american society. i want want assure you we deployed the full resources fbi and secret service and they're working closely with law enforcement officials we'll continue to monitor the investigations and those responsible will be brought to justice. connell: just in from the vice president as we continue monitor investigation of these events and washington and
12:24 pm
new york city area. the stocks were down in neighborhood of 200 earlier. there is lot in terms of going on what will affect the market. all that looks like will be a volatile day as we go into the and see how we close. stephen gilfoyle, mike murphy, susan li in the studio. idea, certainly these developments wouldn't necessarily help stocks, and we did see a trade lower, but again, a lot of, a lot of other things going on today. how do you read into it? >> absolutely. this definitely spooked the market a little bit. we saw computer trading kick back in. not a major incident, nothing was dead nated. markets rallied from 250ish, to flat on the day. this will spook markets short term f you're a professional trader this will impact you. if you're a investor at home
12:25 pm
this will not have impact on you at all. connell: not like we have a shortage of news that would be impacting the markets. what was the driver today absent these developments in washington and new york in your view? >> absent the huge computer-driven huge selloff it is kind of hard to measure but we have a lot on the table and which have a lot to price in. chief of that would be margin compression thanks to tariff wars and not to mention of the balance sheet. people don't speak about because they don't understand it. what that does, dries up liquidity and. it does impact portfolio managers how much they slash the market. there is a lot, let's face it, per earnings ratios going forward, they're probably going to about 14.
12:26 pm
there were 18 last year. dragged them into 18. maybe six 1/2. if we're going back 10 years ago environments, probably looking a at 14, which means a little more money has to come off. >> means it is chief, overall ratio is 16. >> 16 is five-year average. >> that is average historical. >> five years. 14.5 go back 10 years. >> okay. connell: what is interesting with mike and sarge's comments, before you answered the question that we asked or that i asked, both of you brought up computer driven trading. this idea of algorithmic news in the markets, not that is anything new, more of a driver, a bigger issue overriding macrofactors. >> it can be. we've seen in the past, "flash crashes." we went down from 500 plus yesterday to close down 100. gave some of it back today. that is not people at home buying, selling 100 areas of
12:27 pm
apple stock. >> long term investor, let volatility, let it come and let it go, stick to your gameplan. >> isn't that late in the cycle? it is 10-year expansion. get that late, expansionary environment is par for the course, right? i think that is actually realization. >> no. i think if you go back start using historical numbers you have never in history seen this type of program trading out there. to compare it to 10 years ago, 50 years i don't think applies. connell: you're long-term bullish. but you are still are? those factors kind of overriding what would ordinarily bullish outlook? >> volatility doesn't have to be bearish. i still have a bullish out look. what will weigh on that a lot, earnings we see from big tech. see from microsoft.
12:28 pm
weil hear from amazon, almost all of big tech over next couple weeks. connell: tomorrow night, will be a big one. you get amazon, right, sarge? google. so is it fair to say that you know, once we work through all of this, not to minimize what is happening, kind of outside of markets today, may be more we don't know, once we get through that, that could be at least near term could be a big day for us, to see where we are, see how people view the world after tomorrow night? >> it is all about how the firms. are interpreting the forward guidance. we always say that. sometimes it is true. and sometimes it isn't. corporation execution is outstanding. eps is there, revenue growth is there. but almost all manufacturing terms told us about rising expenses. that is the danger. connell: yes. >> what i want folks at home to do, see fast selloffs, watch gold and the vix. if those are not moving they don't have to be scared. connell: guys, i have to wrap you quick. we have to go.
12:29 pm

12:33 pm
connell: former first lady, former secretary of state hillary clinton is in florida today. she is now addressing the reports that we've been talking about of the suspicious package addressed, that was, addressed to her and sent to her home in chappaqua. here she is. >> i'm very grateful for that. we are fine thanks to the men and women of the secret service who intercepted the package addressed to us long before it made its way to our home. every day we are grateful for their service and commitment and obviously never, never more than today. but it is a troubling time, isn't it? and it is a time of deep
12:34 pm
divisions and we have to do everything we can to bring our country together. we also have to elect candidates who will try to do the same, who will set goals that will lift up every single floridian and american. who will look into the future to understand what are the challenges we have to meet today so our children and grandchildren have the quality of life and the opportunities that we hope for them. usually when people ask me how am i doing, which happens quite often, i say well, as a person i'm great. as an american i'm worried.
12:35 pm
and its actually for the same reasons. part of, partly why i am so great is because, with no offense to anyone, i have the most fabulous grandchildren in the entire world. [laughter]. but because i do now have these little pressures people, i worry about the direction of our country. i worry about what kind of world will be waiting for them. when they're teenagers and young adults and beyond. connell: former first lady and former secretary of state thanked the secret service for their work in keeping her and her family safe today after a suspicious package was mailed to her home in chappaqua, new york, addressed to her. her husband, the former president, wasn't at home at time, but similar package addressed to former president barack obama was intercepted at a facility outside of her home.
12:36 pm
now at fox we have confirmed four of these suspicious packages. we've been talking about cnn center in new york, just a few blocks north of our fox location in columbus circle. that is the shot you see on the screen there, of new york city. we're awaiting a news conference that will feature police commissioner of new york, the mayor of new york. that should start in about ten minutes from now, again near time warner center. two of former presidents, clinton and obama, also a suspicious package we're told sent earlier today to an office in florida. congresswoman debbie wasserman schultz. now in addition to that we have a new report coming in, again those four all confirmed by fox, a new report coming in from the "san diego union" tribune newspaper and that report says the offices of california senator kamala harris have been evacuated. that is, according to the tribune because of another suspicious package. we have not independently confirmed that yet. but it is being reported by the
12:37 pm
san diego tribune. there are a number of other reports turned out not to be true. but we have four suspicious packages we have been able to confirm, that have been delivered and this additional report on the offices of senator kamala harris in california comes from the san diego tribune. go to former intelligence officer done don braemer. thanks for coming on, don. one of the things people don't think about, work secret service does, you're more familiar than the average person, protecting presidents and former presidents, as simple as screening mail at a separate location which really may prove to be fortuitous. may prove to save lives. we don't know. none of the devices actually went off, anything more you can add to the process as you know it? >> first off, applause to all the professionals, secret service, u.s. marshals, postal service going through the process to identify these
12:38 pm
suspicious packages. one of the things about these packages. every bomb-maker, explosive that will tie this back, whether they're a professional bomb-maker or a lone wolf, they will always have a signature, whether a smudged fingerprint or way they twist a wire. it will trace back to the person. knowing what we do about these type of people, will help bring these people to justice. connell: okay, in new york we saw that the device that had been delivered to cnn was moved off site, right? they were taking it to a different location to the bronx, where i assume it would be detonated at some point. but one of our earlier guests, former fbi assistant director would say authorities would rather not detonate that device until they absolutely have to. they could maybe get more information from undetonated device. is that true in your experience. >> that is correct, once you
12:39 pm
detonate it, you will through heat or any other matter you will ruin a lot of the evidence. by carefully dissecting it, as it is, carefully looking at types of materials, whether it is galvanized steel or even the small things as electrical tape being used, every little bit of that can put together a piece of the puzzle. they will move this off sight, where safe and contained, turn it over to the professionals, to see what piece of he have they can come up with. connell: when these situations develop, you often have couple things you worry about. some would be a copycat, calling in scares. >> correct. connell: one thing i would make it somewhat analogous to, there are have been other incidents, anthrax scare, sometimes it was a legitimate concern. other times it was someone calling in a prank or what have you. you certainly worry about that. i would also assume because we have all the reports, some are erroneous, turns out in case of florida, california, in the case of florida turn out to be true.
12:40 pm
do we assume or be fearful that there are more packages out there or more packages at least planned at this point? >> i think most important thing to do for everyone to remain vigilant. until we have this person, or his associates or her associates in custody, and can actually do a solid interrogation or questioning, you need to take this as serious as it is. you will see copycats, as you say, see people of the mind set they take pleasure in scaring people coming forward. so every threat is at this point going to be credible and viable. connell: don, thanks. joining us with his insight as former intelligence officer. we're watching new york city with a planned news conference that is supposed to start in five minutes. we'll stay on it live. we're down 155 on the dow jones industrial average, there is more in a moment.
12:43 pm
12:45 pm
as we await a news conference to begin any moment now here in new york city, featuring new york city officials. police commissioner, mayor and others about the suspicious package we've been reporting on delivered earlier in the day to cnn headquarters time warner center in midtown manhattan here in new york. one of four suspicious packages we know of sent around the country, to the obamas, to the clintons, to cnn and to the offices of debbie wasserman schultz in florida. there are other reports of other officials as well we have not confirmed. but this is certainly a hectic day as we follow all the developments. we'll get you to the news conference when it begins. some of this has to play into investors which we always follow. gerri willis at new york stock exchange with the downtown 161. there are other factors as well, gerri. reporter: there are other headlines, every headline we get with the story suspicious packages delivered to former president obama, hillary clinton, and cnn, seems like
12:46 pm
news every 20 minutes. we got the story about kamala harris. that brought the market down another leg. dow jones industrial average is trading down 64 points. that is off the likewise. down as much as 287 points, down half a percent right now. s&p 500 down 29 points, down 1%. we're seeing markets react to all the headlines, of course. there is also earnings. today, texas instruments bringing entire chip sector down as the company says they are seeing demand for chips falling off. so that hit the entire chip sector, all of those companies trading lower today. the nasdaq in fact touching correction territory today. it is down about 1.5%, 113 points as you can see right here. microsoft reports later today. that stock is down as well. as we continue to watch these stocks. boeing's fabulous report at the open this morning, couldn't even

bailout the dow here. they reported not only a great report for the current quarter but also said that the year would be far better than anticipated in terms of the bottom line, in terms of top line, see stock right here it is up 3%. but let me tell you, it is nearly alone today as we see this, kind of spread among many different sectors. there is only a couple of sectors here doing okay. utilities, consumer staples, able to avoid all of those troubles. but, i got to tell you, with re watching headlines as closely as you guys are in studio today. back to you. connell: thank you. we have the police commissioner of new york city, jimmy o'neill standing there front and center. the governor of the state, andrew cuomo is to his left, our right, and the mayor, bill de blasio on the other side of the screen. let's listen. >> of course fbi, state police, secret service. today you have nypd and all the law enforcement partners responded to reports of a
12:48 pm
suspicious package at cnn intel, emergency services and manhattan south responded immediately, secured the area and began a search of the building. responding officers identified a device that appeared to be a live explosive device. nypd bomb squad responded, secured the device, removed it for investigation. additionally there was an envelope containing white powder that was discovered as part of that original packaging and we're in the middle of investigating that right now. the area has been swept with dogs and equipment, found no additional threats besides the white powder, working with our law enforcement partners we responded swiftly, secured the scene. nypd is currently deploying resources around the city out of abundance of caution. if any, if anyone sees something that looks suspicious, please call 911. anyone with information about this incident today, about incidents in new york area, please call 1-88-new york city
12:49 pm
safe. we've seen this before. we've seen worse. we will not be intimidated and we will bring these perpetrators to justice. mr. mayor. >> thank you very much, commissioner. what we saw here today was an effort to terrorize. this clearly is an act of terror, attempting to undermine our free press and leaders of this country through acts of violence. i want to make very clear the people of new york city will not be intimidated. we're going about our lives, undeterred, the very concept of terrorism is to change us. we will not allow that to happen. you cannot be terrorized if you refuse to allow the terrorists to win. people of the city have shown time and again, that they stand up in the face of these efforts to intimidate. i want to thank the people of
12:50 pm
new york city for the way they're handling this situation today. i also want to thank the first-responders, commissioner, to you, and all the men and women of the nypd, thank you for your extraordinary efforts today. fdny, office of emergency manment, state partners, federal partners, everyone worked swiftly to address the situation and contain it. i want to commend everyone at cnn for the professionalism which they handled this very troubling incident of the we, at this time, do not have other credible and specific threats against locations in new york city. i want to let all new yorkers know, you can go about your daily routine knowing the nypd and all these other agencies are here to protect you. it is important to note that this is an on going investigation. as we have more information we will provide it. but i emphasize there is no specific threat against any other location in this city at
12:51 pm
this time. that said, nypd, all of our partners reinforced our very clear, visible, presence, at key media locations around new york city and other important locations. so you will see a lot more police presence. that should be reassuring to all new yorkers. finally, i want to say, this is a very painful time in our nation. it is a time when people are feeling a lot of hatred in the air, and incidents like this exacerbate that pain and exacerbate that fear. we cannot let the acts of a very few change who we are. it is really important at a moment like this to remember the vast majority of americans, the vast majority of new yorkers, are good people trying to live in peace with each other. there are a few people, we don't know who they are today but
12:52 pm
there are a few people trying to tear us apart through acts of violence. it is imperative that we insure they fail. it is imperative that we act as the good and decent people that we are. this is a moment in history that is painful but it will pass. this too shall pass. but today the important point is, everyone can rest assured, the nypd and all other agencies are out in force to protect the people of this city, to make sure that they can go about their lives safely. thank you. governor cuomo. >> thank you. thank you, mayor, thank you, commissioner. first let's remember we have the best police force and best law enforcement agencies on the globe. we want to thank nypd, the state police, fbi, joint terrorism task force, secret service, all who have worked seamlessly
12:53 pm
together and are coordinated and, we should take comfort in that level of professionalism that we have in this city, and in this state. as everyone is aware, there have been a number of packages that have been received last night. there was, the secret service detected a package at the residence of president clinton and hillary rodham clinton. they notified the state police and the nypd. we personally checked on the president's residence in chappaqua at about 4:30 this morning and everything was fine there. this morning obviously we have the cnn package, and i want to echo the professionalism with
12:54 pm
which cnn handled the situation. and the cooperation that they brought to the situation. so i would like to thank them for that. this is the world we live in. terrorism, the attempt to spread fear is the world that we live in. it is heightened lately. the mayor is exactly right. there are more tensions than usual. but this is the world we live in. also a little perspective. the first terrorist attack in new york city was 1993, 25 years ago. it was the bombing of the world trade center. so in some ways this is nothing new.
12:55 pm
we have lived with this for a long time. actually my father was governor at that time. this has been a circumstance being who we are, where we are. we are new york and we are an international icon and for some we're an international target. terrorism only works if you let it work. what they are trying to do is scare us and destablize us and we will not allow that to happen. we are new yorkers, we are smart. we are tough. we are resilient. and we will not allow these terrorist thugs to change the way we live our lives. they fail unless we allow them to win. we will not allow them to win. now as the commissioner said,
12:56 pm
you will see increased police presence from the nypd, from the state press, from the mta police, from the port authority police. you shouldn't be alarmed. there will be more police on subways. more police on the streets. more police at crossings. as the mayor said, that is not because we know any specific threat. it is just a precaution because we are smart. and because we have the best talent on the globe when it comes to this. so we will take every precaution we can. but we will not let terrorism win. not today, not ever. thank you. >> good afternoon. i have with me, special agent in charge brian karmman. the special agent in charge of the fbi joint terrorism joint
12:57 pm
task force here in new york city. as the governor outlined, this begins on monday night with a package that was delivered to a residence in westchester county. that was responded to by the westchester county police, the bedford police, and fbi special agent bomb technicians. that package was disrupted and taken to the fbi lab. overnight, late last night, we received word of the package delivered to the clinton residence or was intercepted before delivery to the clinton residence in chappaqua, new york. that is also going to the fbi lab. after that we were notified by the secret service they received a nearly-identical package in washington addressed to a nearly identical package in washington addressed to the obama spirit at that point we began to take additional proactive steps. we have gone to location the day before associated with individuals targeted. today we went out to offices of
12:58 pm
elected officials, media outlets, television and in fact, when the package was discovered here in the cnn ale room, we had n.y.p.d. personnel present who were showing them what the looked like and what to be on the lookout for. so at this point, we are talking with other fbi field offices, vijay tts about other incidents that are evolving and other places. suffice it to say, it appears that an individual or individuals sent out multiple similar packages. we have been working with corporate partners in the private sector. we have prepared a product to do the n.y.p.d. shield program which goes to approximately 20,000 of our private security partner instructed them on what to look for, what the characteristics are and renewed tips on handling of suspicious packages. at this point we're at a very
12:59 pm
early stage in the investigation. this is being led by the joint terrorism task force here in new york city with the fbi, n.y.p.d. we've had assistance from the new york state for part of that task force and from the of alcohol, tobacco and firearms. it's a good group effort. the incident here today once the package was discovered, emergency services notified, they called the bomb squad. the bomb squad was able to safely remove a device contained in that package using the total containment vessel, the tcb, or in simple terms, the bomb truck. that is where fbi special agent bomb technicians will work with our people on how to get it to the fbi lab so all of this evidence can be examined together. there is an additional issue, which is being worked on now, which is within the package that
1:00 pm
contains the suspected device, is also some kind of powder that is being tested now downstairs. so the mailroom area is still being contained while we go through the various steps to test out on the out on a field test, package it up safely for removal and anybody who came into contact with it. >> just keep in mind a couple hours ago it's still ongoing. we will not go too deep into it. yes. [inaudible] >> take a look at who's been targeted here right now. that's why we're doing is proactively, reaching out to people throughout the city, checking to people through their security and make sure the milligrams follow proper protocol. that is how come we're reaching
1:01 pm
out to the right people. [inaudible] [inaudible] >> look, i'm just going to say something brad. at a time when there's hatred and division it doesn't make sense to exacerbated. to all public officials of all partisan affiliations. don't encourage violence. don't encourage taxon media. you can disagree, but you have to show respect and air disagreements peacefully. unfortunately, this atmosphere of hatred is contributing to the choices people are making a turn to violence. there's no question about it. the way to stop that is to turn
1:02 pm
back the other way, bring back the temperature, to end any messages about the use of violence against people we disagree with and that has to start at the top. >> look, this is a political year, a political season. we are weeks from election and that is obviously in the air and obvious facts. but we've been through many political season and we have political differences and that is actually good for democracy. what is not good is overheated rhetoric, extremism that pushes people to violence. and not the end of the day we made our political differences. this is one country where all americans come e pluribus unum out of many one keeping the

debate and dialogue civil is very important for elect leaders who in many ways set the tone is especially important. hold on, right there. [inaudible] >> brian harman firm sbi jttf. so far they appear to be pipe bombs pierce >> if i coded like to make a statement. the public right now is scared in concern and there's a lot of confusion surrounding this. i want to assure you the reason we are here is because the totality of the federal, state and local authorities will investigate this thoroughly and follow every lead and we will turn over every rock from every corner and talk to everybody we have to in order to mitigate
1:04 pm
this threat. the mission of the new york joint terrorism task forces to protect the american people and uphold the constitution. the utilization of violence in order to further one's own political agenda is unacceptable to us and we will not rest until we find the promised up these hazardous devices from being mailed and bring the individual or individuals to justice. we have no better partners than the n.y.p.d., new york state police and the entirety of the joint terrorism task force. we will be on this until the day that we find this individual and bring them to justice. i would like to thank n.y.p.d. and our partners on the task force as well as the united states secret service as well as the u.s. capitol police, as well as the westchester county authorities for the cooperation and collaboration we have thus far appeared without alternate

back over to questions. [inaudible conversations] >> as you've heard, there is a number of devices and there is a pattern apparently to the number of devices. we wouldn't be at all surprised if more devices show up. a device has been sent to my office in manhattan, which we were just informed about and that devices also been handled. again, this is a situation a number of devices have been banned. they are being handled. we wouldn't be surprised if additional devices are sent and the device that was sent to my office has been identified and is being handled as we speak.
1:06 pm
[inaudible] >> well, terrorism related, terrorism is an attempt to strike terror, an attempt to strike fear. obviously, these devices are an attempt to strike fear in terrorism. at terrorism. are they domestic and international. these are all questions handled by the investigation. a terrorist of time, a terrorist attack. the intent to strike fear. when they strike fear, they win. that is when they are effective. who controls that? we control that. this is not the first time we
1:07 pm
have been through this. we have been through this many, many times literally as i mentioned before it goes back 25 years to the first world trade center bombing. this is new york. it is part of who we are and part of our profile. so, we refuse to be intimidated. we refuse to allow them to make us afraid of going through our daily lives. we have the best law enforcement agencies. we are all working together. we are all here umbilical about our daily lives enjoying this beautiful city and state and were not going to let them win. kate, you had a question. >> was anything written on the packages? >> i'm not going to go into exactly what was on the package. it was consistent with the other

packaging. we have to go back to work so we would give you updates throughout the day. i want to remind everybody here and all new yorkers, and any tips, any leads, call 9-1-1 or 1888 nyc tip. thank you, everybody. >> a news conference just wrapping up in midtown manhattan featuring new york city police officials. police commissioner james o'neill started this off. one of the new pieces of of information we got was an addition to the divisive and talking about that was a suspicious device, thought to be a pipe on delivered to cnn headquarters earlier today, there was an envelope with what he described as white powder also delivered to cnn and that's why they continue to monitor that mailroom. i would say as christina partsinevelos is over there, some of that was from governor cuomo. he said that there was a device
1:09 pm
to his new york city office, which is on third avenue in manhattan that is being handled as we speak. earlier we received reports that was not true, the device had not been delivered to his office. we are trying to piece all of this together. what can you tell us from the scene there? i know you've been there for quite sometime. what's it like? "cavuto" yeah, that's true. i just heard that as well even though there is a conflict because he did receive it earlier on. now they are handling the package that was sent to his office like you said. what you see behind me i am at the cnn headquarters on 58th and eighth avenue. it is completely blocked off here. you can hear the sirens behind me. what we do know is the package, the suspicious package did enter the cnn building was intercepted at the cnn mailroom. they had found white powder in there. they are still examining the white powder to see where it's coming from. mayor de blasio said they sent
1:10 pm
out several packages to the clintons, obama's. you also had george soros, the secret service did they also within this press conference that they intercepted the package packages sent to deal bombers in the clintons on monday evening so i didn't actually make it to their home. further comments in the press conference which is important to know. this is coming from mayor de blasio. this is new york city new york city. it's a part of who we are. we refuse to let this get us. the situation on the scene right now is that there is a police officer standing right next to me, n.y.p.d. probably over 300 new york police department officers around this area. right now at the moment the only street completely blocked off his 58th right behind me. however, the traffic is quite tremendous because you have all of the police cars lining up well below 57th street on eighth avenue. what you see right now is big,
1:11 pm
dark suv. the entire area is very, very hard to get through. you still have a lot of people obstructed sidewalks and that's the latest we are hearing. i am at the cnn headquarters at columbus circle. connell: thank you, kristina partsinevelos live for us. the market has started filling up again. we reported earlier that as these reports of suspicious packages were coming in from this area around the country, washington d.c., home of former president obama in addition to the clintons in chappaqua, florida, eddie wasserman schultz opposite of reports including governor cuomo's own reporting about his office here in new york city receiving a package that he says is being dealt with as we speak. stocks have started the day higher, largely on news that boeing's earnings were strong started to sell off on worries about technology earnings, but when this new started to work its way and it did appear as their guest mike murphy pointed out to spook investors of that
1:12 pm
which is understandable. the market sold off and i started to claw back another silliness back in particular the technology realm where the nasdaq is down by more than 2%. broad measure s&p 500 just about 2700. it is down today by 1.4%, nearly 39-point drop. the former boston police commissioner ed davis kind enough to join us now. i'm sure you were able to your commissioner o'neill and other officials in new york as they went through the developments. i did think was interesting. john miller was the gentleman speaking there. the deputy commissioner here for intelligence and counterterrorism in new york. gone in and out of that business and law enforcement. he seemed to lay out a timeline of all of this to george soros, the philanthropist and investor in what have you, he had received this package at his home in suburban new york over the weekend. it seems like they're able to piece together things that the
1:13 pm
other packages and to use his words were nearly identical. he talked about the package being sent to the obama spirit obviously it does seem like we have a pattern developing here. when you make of it all? >> there is a pattern developing and clearly it has a political connection. motivation is a big part of what the investigators will look at. john miller is a friend of mine. you couldn't get to better cops in the united is directed at this. i'm feeling confident they'll be able to run this person down. they're going to look at the construction of the device. they're going to look for dna and fingerprints. they're going to look for peculiarities of that device and compare it to databases held by police and military, ied defeat will be involved in this and the defense department. there will be all sorts of eyes on this and then they're going to track the package back through the mail system to find
1:14 pm
out or get as close as they can to where he came from. there's been a good record of closing these cases. i think the unabomber is an example where went on for a long time before they caught in, but they did catch them. i think there's a very good chance we'll find out who's responsible for this. >> political officials who have been named up until a few moments ago, you know, even including all the political officials have been democrat. so i said earlier, and you don't want to rush to judgment or make assumptions, but obviously that aids in the investigation. be my guess, no question. not only does it aid in the investigation, but it also gives pause to high-profile democrats and other parts of the country. the security apparatus around the nation is identifying individuals who may be targeted here and making sure that they are very, very careful about handling mail and about packages
1:15 pm
that they deal with. this could continue into the evening as mail deliveries are made. now the people are aware of it, and the chance of a successful detonation is lower and i think that's a testament to security services out there right now. neil: that's the other headline. there's a number of them, but the other one was that there is a likelihood i believe is how it's phrased that there are other packages out there. that's a reasonable assumption, don't you think, commissioner? >> i think it is and we have to be cautious about. the other interesting thing that came out of the press conference was the presence of white powder. they're a different protocols for dealing with those things. different response, different protocols. this dual threat does make it more difficult to respond to. train connell: i don't think we know if there is white powder on any of the other packages. we don't know that. just the cnn package.
1:16 pm
>> the one that cnn had white powder on it. others have said these or similar packages. it is clearly something you have to worry about. >> anything you're thinking about today in terms of questions we don't have answered yet. this picture and ralph, collect me if i'm wrong of the package sent to cnn, was this released by the new york city police department? this is the package sent to cnn described by other officials is what appear to be a pipe bomb. but enough you can see this. i don't know if you have a return feed where you are. john said it appears to be a pipe on. we read anything into that as how professional the person may have been or how amateurish this person may have been her persons. >> the interesting part of this as it appears there wasn't a first one. the fact this guy didn't blow himself up in the construction
1:17 pm
of them is an indication of some sophistication. that looks like a very well-made device from the looks of it from the outside. you've got caps on both ends of some sort. a wire coming into what may be a detonator or cell phone or something in front. if i saw that i would move way back and call the bomb squad. >> okay. thank you. former boston police commissioner. let's go to west virginia. shelley moore o. joins us now in senator, thank you first time. i know you're heading into the white house for an event on opioids that i believe starts at the top of the next hour. it is quite possible we get the first public comments from president trump on the developing story we're covering today at that event. before i ask you about specifics about, what are your thoughts on what were following around the country today? >> i think it is very frightening and i think the
1:18 pm
pattern has developed. it is a terrorist attack in my opinion. i think we are taught as united states senators and other public officials to be vigilant, but you really don't think it's ever going to come to your doorstep at the capitol police does a good job of repairing us. and warning us, but i tank i like what i believe it was the mayor said at the very end or maybe the police commissioner said, and to the citizens of new york, if you see something, say something. call the hotline and make people aware. they could be hiding in plain sight. they could be right next to you. we need to make sure we are vigilant and careful. neil: you are right. that sounds so simple. we heard all the time on the train platform and sometimes we shake it off. it has proven time and time again in times square here, new york where someone did they send and and saved a lot of people. could've been a terrible
1:19 pm
situation. turned out not to be the case. what about the political component of this not necessarily democrat targeted here. let the investigation figure out who's may be behind us. a few our guests have commented on or make comments on the times we live in and that this is even something we are dealing with. although to governor cuomo's point we've been dealing with threats like this for years and years. >> i would say the rhetoric has really been ratcheted up. certainly we saw that over the last several weeks in washington before we made the catalanotto. the senate on other issues, health care. we saw it in 2000 for quite a bit around the iraq situation. when you get into personal juice agreements, that is where all the boundaries are drawn. it's almost like you can do and say anything to justify your
1:20 pm
discussed are concerned that your position and we've got to get away from that. we've got to get back to a civil debate. i think it starts with us. it starts with us disrespecting one another's arguments in a very disrespectful way or a loud way of her brood way is not the way we need to go as a nation. >> you're right about that as well. let me spend a few minutes as you're heading to the white house. speaking of crises, this is another one. the president will highlight the actions his administration has been taking to combat that appeared when you make of what the administration has been doing so far to fight back against something that is very, very serious around the country. >> the president has been waning for tomas. he is declared a public health need are the first lady has been active, west virginia and ohio to look at the effect this is having on families and babies
1:21 pm
and children. i think the funding that the congress has been putting into this over $6 billion has been a huge boost to the arm. i will say this, i'm from the state of west virginia that has some of the highest mortality rate in the country because of this. we've lost too many of our fellow west virginian and we've got to look at c. what works and that is what is great about the bill. ideas come across the deck trams so it's very comprehensive and it has weeded out what is working for what's not working so we can really focus in on the long-term. i'm very excited about this and the president has done a great job hitting this is a national health emergency. connell: very, very important issue. thank you for talking to us about that and about that and
1:22 pm
also the breaking news we're covering today. we'll talk to you again soon. >> thank you. connell: senator shelley moore capito. the dow is down by 195 points now. we are 25,000, just as 25,000 even as they come across the lows. with everything going on from the news that we'd normally be covering to whether its earnings in the belly numbers this morning. the conference call raise some concerns to the anticipation of earning two tesla and ford and amazon announce event. tomorrow night, to all the concerned outsider of market factors, whether it be suspicious package delivered to cnn headquarters are the two that went to the homes that were meant intercepted before they got there a former president obama and clinton. not only in florida with congresswoman debbie wasserman
1:23 pm
schultz, but according to the governor thought that the governor of new york new york city office, andrew cuomo. we will continue to follow this or does he speak market comes up with lows. i'm sorry, that the nasdaq. 146. it has been the worst of the bunch today down about 2%. more in a moment. fisher investments avoids them. some advisers have hidden and layered fees. fisher investments never does. and while some advisers are happy to earn commissions from you whether you do well or not, fisher investments fees are structured so we do better when you do better. maybe that's why most of our clients come from other money managers. fisher investments. clearly better money management.

connell: there's more breaking news on this day. this data comes from overseas. we've just received word that the saudi crown prince, mohammed bin salman has placed a phone call to the president of turkey. he's called president erdogan to talk about the next steps they can take in the killing of khashoggi. assistant secretary of state robert charles joins us now. the saudi embassy in washington d.c. discuss the necessary steps in the saudi citizen jamal
1:28 pm
khashoggi's case. what you make of the crown prince ricci now? well, i think he is trying to claw back to the united states is going to have to hit the pause button and the question is how hard do you have bad but? one thing i want to make crystal clear as we should not be looking for a better cover-up or for some new story that seems better than the last one. we should be seeking obsolete unequivocally the truth and let the chips fall where they may. my own guess is that's ultimately going to mean sanctions that the president doesn't take the lead on sanctions directly related to saudi arabia, they will block the arms sales to the saudi's were supporting. this is an attempt and a poor one to rebuild what is a pulverized reputation here. ultimately the geopolitical significance of saudi arabia is enormous. it is a counterweight to iran in the region. that does not mean we give them a free pass on things as
1:29 pm
egregious and shocking to the conscious as would have been. connell: might on payout talks not so much about broad sanctions against saudi arabia as a potential response, but he talked more about dealing with individuals, said that they've identified some of the people who are behind this killing and they began to take steps to deal with them. he for example talked about revoking visas. are you saying that doesn't go far enough? >> that's exactly what i'm saying. if we find out this was order, gina haskell, the head of the cia is in turkey now. without knowing anything in particular, we have our own sources for what happened and if we find out this was ordered by the leadership, i just don't think personal views as is enough. you have to have selected target sanctions. the consequences, but at the end of the day in the actions of the world stage by a player seeking to be a leader in the region
1:30 pm
they have consequences, too. >> if it becomes even more clear and is fairly clear now. we have a pretty good idea of what happened. if we get even more information it keeps going in this direction, to those concerns about saudi arabia strategic importance, everyone talked about this kind of counterbalancing iran. i'm not saying those are real concerns are legitimate concerns, but you know cover the entire global community would be against the saudi fondness. >> of course it would. at the end of the day this is a very layered complex relationship and we can't do it justice in a couple minutes. the geopolitical significance as a player in the region can't be denied. it is in a contest of sorts for who will be a leader in the middle east are turkey and ultimately a couple of other countries and it has crossed swords in areas like qatar and

corporate tax cuts and pretty puny individual tax cut will produce enough gdp to sustain the type of earnings we have right now. i do know anybody that could disagree with that. every trader, long and short, bullish, bearish agrees with that. where you come out on that spectrum and you may come out differently than some other people depends on whether you buy or sell this market. right now i'd look at a glass half-full. i just don't think there's enough -- or is it half empty? it's half-empty, i'm sorry. i'm negative. i think that -- sorry. every now and then. maybe every now and then i make a mistake. the reason why when you cut corporate tax rates this much, and the emphasis not on

raising interest rates. i was in the middle of this whole discussion. >> i think the fed is on the right track raising rates when you look at prices. the president is right to be concerned and they've been involved in a lot of financial catastrophes over the years. find examples both ways. he looked at the 1930s and it was really been misdirected. >> i was different. i was in the face of an asset bubble. just to get back to this, and the bullish case is this was a progrowth tax cut because it was not designed by a lot of weird washington stimulus programs to put money in people's pockets to get them to spend more. it was focused on long-term growth and make in the corporate rate competitive the rest of the world was and encourage investment. the capital expenditure you see

corporations are not spending money on individuals. >> at the one clear whether we are in some sort of faith that is 100% normal. but this is the start of something much larger. what is your take on that? >> one thing the president was talking about that is right about and why you might think israel is unlikely. when president obama was in the office where you had the fed being accommodated going to see her for years and years. this has been happening while monetary policy is becoming less accommodated. connell: charlie that we've got a run. >> netflix borrow $2 billion to build out more content. think about that. a money-losing company with cash flow problems can go to the market number $2 billion.
1:48 pm
that's the reason for rate hike, just so you know. >> that's too simplistic. >> that is where the fed can run into trouble when they make that kind of analysis. >> you don't know. we will know in hindsight. what you do about netflix. which is going -- >> alan greenspan will tell you his biggest regret is not raising rates in 2005. >> the fed needs to have more ammo in the gun belt. when the next recession arrives they want to be where they are right now but right now about it leading to lower grade. that is speaking in the back of the minds of most fomc members as we are not at armageddon we need to get back to normal. >> these tech earnings are interesting. not only tonight, but tomorrow night. someone told me earlier not
