"trish regan primetime" live from atlanta, georgia, the scene of a hotly contested gubernatorial race, begins right now. thousands marching towards our southern border. and we are seeing a major shift

in immigration rules from the white house. the president says anyone crossing our border illegally to gain asylum is on notice. president trump: asylum is a special protection intended only to those fleeing persecution based on race, religion and other protected status. these caravans and illegal migrants are drawn by our country by democrat-backed laws and judicial ruling. the ruling are so bad, they are writing the laws. you can't do that. trish: this as the vice president of the united states tells me tonight in an exclusive interview that caravans are being funded and orchestrated by leftist radical highly organized political groups. here is my interes -- my interv. >> the president is promising to send thousands of troops.

tell me why you think it is an assault. >> this caravan was organized by leftist groups in honduras, financed in part by venezuela. that according to the president of honduras. but they were sent for the sole and exclusive reason of challenging the laws of the united states of america by coming into our country illegally. the president made it clear we are not going to alight. president trump deployed 5,200 troops and announced our plans to pursue changed in our asylum laws and the administration of asylum at our border that puts america first. we have a crisis of illegal immigration. this caravan captured understandably the concern of millions of americans.

we have a thousand people trying to come into our country illegally every day, but democrats in washington, d.c. refuse to fund construction of the wall, they refuse to close the loopholes human traffickers use to entice people to come into this country illegally. trish: you said this is more organized. >> we have seen organized caravans in the past. they oftentimes come in the spring. but this group was organized, whatever the intention, it was by leftist groups, human traffickers taking advantage of many vulnerable people. we know from law enforcement people in the region that there are also people from countries far outside central america including the middle east and africa who are in the caravan moving north. the president and i have been very plain about that. we sent a clear message to people in this caravan to turn

around, return to your homes. you will not be allowed to come into the united states illegally. trish: where are you trying to seek asylum. we always allowed people to seek asylum. >> we do, but as the president discussed today, we'll be making changes so people making legitimate claims for asylum to come into this country are processing in an orderly and timely way. because the reality is what human traffickers do in central america is literally take cash from impoverished families in many cases and take them up a long and dangerous journey up to our southern border and coach them on the things some to say to make an asylum application. knowing once they are in the united states with our catch and release program and the backlog of cases for asylum application in this country, people have the

opportunity to essentially disappear into the united states. that's a broken system, trish. the president has been very candid about it. we are determined to fix this broken immigration system. it begins with building a wall and supporting our custom and border patrol. but it's about closing the loopholes that human traffickers use to make the dangerous journey north and we need partners in the congress of the united states in an office around the country to support us in that. trish: you are seeing a lot of resistance. i have democrats on the show that say this is not a story, i don't know why you are covering it. thousands of people marching through mexico, breaking through borders. whether it be guatemala or honduras is a story. but what do you say to them when

they say this is racist, this is akin to nazi germany. that you are trying to stereotype all these people as criminals, et cetera. what's your response? >> any illusion to evil historical figures in the past is shameful and should be rejected out of hand. a country without borders is not a country. the american people are very concerned not just about this caravan. but about the fact that we have a broke be immigration system and we haven't secured our borders. they understand that. that's why i think you see even though the historical trends for mid-term elections are challenging for the people in the white house. that's why you see our candidates doing so well in house and senate races across the country. the american people want to see us continue to deliver results

on the national defense, the economy, our courts, and unquestionably i hear people saying they want a congress that will work with this president to end the crisis of illegal immigration. trish: you look back historically. this was at one point in time something that they believed in, a stronger border. why the change? >> you would have to ask them. in many ways today's democratic party is much more liberal than the democratic party of 20 years ago. even early in his career, president obama called for secure borders and said you can't have people just coming into our country illegally. but theirs is a party of open borders. president trump made that very clear. the republican party is the one party at the national level committed to fixing the immigration system, building a

wall, and upholding and enforcing our laws. open borders is about continuing the policies that resulted in a crisis that's affecting communities all across the country. not only individual coming into our country. but we know dangerous individuals come into this country. we have been working hard to remove criminal aliens from our streets. ms-13 gang members taken into custody and put behind bars. but the avalanche of drugs that come into our country, president trump in a campaign two years ago tapped into a great desire of the american people to secure the borders in a way that puts the safety, security and prosperity of america first. while we have been making progress in that regard, we need a congress and leaders at he

level to stand with us and accomplish all that. trish: do you think the left is effectively hurting themselves by creating this wedge issue and saying you guys are the bad ones by not allowing people in and not having open borders. are they out of touch with how your average american thinks? >> i believe today's liberal democrats are out of touch with a majority of the american people. who know a nation without borders is not a nation. who also know that the flow of illegal immigration, the glow of drugs into our country through our southern border have got to be brought to an end and we can brit to an end. make no mistake about it. the other thing it american people know, many of the people, even if this caravan coming up north through mexico today are being exploited by human traffickers, and criminal

organizations that feeds on their frustrations and challenges in their lives to have them delivered thousands of dollars in american cash and have them take the long and dangerous journey with the hope of even entering our country illegally. trish: can you destroy some of the incentives? >> that's why we need to close the loopholes. human traffickers educate people. i have met with the leaders of what we call our northern triangle countries, hon dur last, guatemala, and el salvador. human traffickers advertise for people to pay with american cash to come north. what happens to families on the way. the president of guatemala told me he was sending buses out to pick up elderly vulnerable families, small children who were being left by the side of

the road by the organizers of the caravan. the organizers have no regard for human life. the flow of migrants end in tragedy and often in abuse. trish: what about mexico. are they doing their part? >> i think the president and i feel mexico is doing more than ever before. but you raise a point that is not lost on the american people. and that is that people are fleeing deprivation or persecution or hardship in central american countries. they have an obligation to apply for asylum in the first country. that country is mexico. we are pleased 2,000 people in the caravan have applied for and granted asylum in mexico. but the fact they are passing through a safe country in mexico

trish: herman cain joins me right now. my first question, is that going to work a a time when the african-american community is looking at record low unemployment, americans are seeing an improvement in wages. we are look at the lowest unemployment level since 1969. which you look at identity politics, is that something that's going to be successful? >> trish, please forgive the smirk on my face. i grew up in georgia, i ran for the united states senate in georgia. i ran for the president of the united states out of georgia. i understand georgia. i visited all 159 counties. and that rhetoric is not going to work. unfortunately, i don't believe oprah understands georgia. it is not the old south of lynchings, segregation,

oppression, depression and all of the things she is trying to do to try to stir up identity politics. i will give her credit for this. she is trying to play to her audience. and some people are going to vote color for the governor's race. i understand that. that's not unusual across this country. but the majority of the people in the state of georgia, they are responding to better economic conditions, economic prosperity, they are responding to jobs and careers, and they are responding to the american dream and the pursuit thereof. i am a witness to that's what people are focusing on, not the things that oprah is using order to try to divide us. trish: she is very charismatic and that's probably lending a helping hand to stacy abrams.

i would love to see a day when we can get beyond the identity politics. i thought 2016 showed us a woman was not going to just vote for a woman because she was a woman. you hear the democratic party trying to advance this argument that donald trump is racist, that he's similar in some ways to adolph hitler. i find this despicable. i find it disgusting. i find it insulting to history. but, her man, it seems to be all they have. what else can they run on? >> the democrats are beyond desperate. that's why they are trying this identity politics play. i thought they played the last desperate card with race. now they have gone even lower

talk about lynchings and segregation. give me a break. i don't hear anybody talking about lynchings and segregation in georgia where i travel around or people who call into my show. this is a last gasp effort on the part of democrats and celebrities to try to get people to vote for stacey abrams. vice president pence said it in the interview you did with him. hollywood celebrities and tv celebrities don't determine how people vote. their values, and not the values she is talking about, determine how people vote. trish: and race is part of that. you mention you are from georgia. there is some bad stuff that happened, and those are things that are very hard to forget. so when she brings up those

memories, that history, i think in some ways it does resonate and hits a chord with some people. but something else is resonating more. the future, optimism, the chance at prosperity for yourself and family versus a retreat of policies of redistribution that just haven't worked. >> the message of dreaming of a better yesterday does not work. i know that from personal experience. i know that from people i see and work with and associate with every day. let's stop dreaming of a better yesterday and start working on a better tomorrow. that's the focus of the people of georgia. i don't believe a message about yesterday is going to resonate with people. maybe she had a few fired up people in that crowd, but that doesn't represent 159 counties

in the state of georgia. trish: what is your prediction? >> my prediction is she is not going to win. she'll win fulton county and the surrounding counties. they have not heard a lot of the socialist ideas she put forth. i have because i have to talk about this stuff every day on my show at hermancain.com. trish: and she is talking about the people who are here illegally should have the opportunity to vote. that's front and center on everybody's minds right now. herman cain, thank you so much. president trump announcing the ends much catch and release is coming. -- the end of catch and release is coming. and the migrant caravan will not be aloud into the united states.

trish: breaking tonight. just five days until mid terms. now at least four caravans are heading north towards our southern border. the president issued a fresh warning. he's saying we are no longer in the business of catching and releasing. that's not going to happen to anybody seeking asylum. president trump: we are putting up massive cities of tents, the military is helping us incredibly well. we have a lot of tents. we'll hold them right there. we are not letting them into our country. trish: steve hilton, the former

advisor to prime minister david cameron. steve, what do you think of that? we are not letting them in. we'll set up tent cities, and the military will have a hand in that. but they can't come into our country. is this the right step? >> this is what president trump was elected to do. get control of the border which has been out of control for decades. there is some ridiculous arguments being made about this today. one of them is that well the numbers are not that great. there is just a few thousand in the caravan and thousands coming across the border every week illegally. but those numbers are lower than they used to be 20 years ago, what's the big deal. other argument you hear is this is politicizing an issue. the right number for illegal immigration is zero. we shouldn't be casual even about a handful of people coming in illegally.

and secondly, this is exactly what politics ought to be about. this is exactly what we should be debating taken in election and it's the congress that makes the laws. so it's quite appropriate for this issue to be front and foremost in this election campaign. trish: steve, i'm a big believer. we have someone who represents the other side of this argument. co-host of the five, juan williams. what do you make of this, leaving people in tent cities and not letting them in. there used to be a time when democrats i think would agree with that, when democrats actually believed that we needed to secure our border. but that was quite some time ago. juan: i disagree. i think democrats still believe tonight. if you look at the votes. the votes were there in terms of

increased border security and increased number of i.c.e., and increased numbers of drones and all kinds of electronic surveillance to protect the border. trish: are you for what the president is doing? juan: no, i think what the president is doing is trying to spread alarm and fear because his tax plan has not worked as a message for this mid-term election. even the good news on the economy hasn't gained traction with voters. what you see in -- trish: the tax plan hasn't worked? juan: i am look at the ads republicans are putting on the air. 80 plus percent do not mention the economy or the tax cuts. they are picking up on the fear mongering about an immigrant caravan that's a thousand miles away that's not approaching the border. trish: you can't say the tax cut

has not worked. juan: i said it hasn't worked as political. i will say the american people are quite clear, trish, they don't think that tax plan delivered for them. it delivered for the rift and the big corporations. trish: i think people when things are good, they don't necessarily feel the same kind of pressure to get out and vote. politically speaking there may be some strength. juan: you gave me one, trish, thank you. trish: there has been tremendous economic success, but that may get discounted. we have thousands of people marching towards our border. there are real concerns tonight about who is amongst them. there are concerns about gang members and leftist organizers from the likes of guatemala that have a hand according to the vice president in organizing

this group to become a threat to us. it is a real story as much as juan want to tell us it's not. steve: there is an amazing double standard applied when it comes to president trump. when he choose to put immigration into the election season it's a dog which toll rhode islan-- torile up his bas. no one accuses them of doing that to rile up their base. the economy is doing great. immigration has an economic impact. uncontrolled immigration affects the jobs and incomes of working americans. we should be talking about all these things.

people will be voting on all these things and not just one issue. juan: i agree it does. it generates new economic activity. trish: this is the president talking about whether our troops would have to do anything that might escalate in terms of the physical contacts with these people approaching our border. let's listen. president trump: i hope there won't be that. but i will tell you this. anybody throwing stones, rocks, like they did to mexico where they badly hurt police and soldiers of mexico, we'll consider that a firearm. because is there not much difference when you get hit in the face with a rock, which as you know it was very violent a few days ago.

>> how do you interpret that. is he suggesting we might see or preparing people for some kind of violence that might ensue at the border? steve: no, i think he's trying to avoid violence. he's trying to send a message of strength saying don't come, don't take aggressive thanks. it's like his approach in international affairs. it's peace through strength. he's trying to prevent violence and conflict. >> the u.s. law doesn't allow our military to engage in gunfire or even aggressive action at the border. they can go there and help existing border patrol. but i think what the president is doing is sending those troops down there as i said earlier for a photo-op to stir this notion of alarm.

that's not an invading army. they are a bunch of people suffering a humanitarian crisis. if you want to change the law, change the law. why would you demonize and dehumanize these people. trish: he's saying if you come in the right way and apply for asylum the right way, then you have that opportunity. juan: that's typically what happens. it's nobody saying they rushed across the border. that's not the issue. trish: if you are coming illegally he's saying you won't be able to apply for asylum. juan: he's trying to throw anything at the wall right now. trish: i get back to thousands of people, and that's not make believe, guys. that's happening as we speak tonight. you can see juan every single night on "the five" and you can

their baby was a citizen. trish: the president says it gives way to fraudulent activity. people come here to have their baby here to gain american citizenship. people coming into our country and giving birth to you a child and that baby becomes an american citizen. there is something unique about if you are born here, you are american. that's not the kind of thing every other country does. is there a way to preserve that, also making sure there is no fraud in the system or do you want to just get rid of it all together. >> only two developed countries in the world, canada and the united states, i think a fair compromise is to say if you are

a permanent resident and you have some sort of reason you are subject to the jurisdiction thereof, then you can have your child become a citizen. one of the things i heard the vice president say to you, this served as a magnet. there were 275,000 illegal immigrants who had children here. 36,000 were birth citizens. that's an astonishing number. it's not what the founders intended. when you have a constitution-loving majority on the supreme court like we have, they will look at what the founders intended. when the 14th amendment was passed, this is not what was intended. trish: how would the administration go about this. the president talked about an executive order. if that were to happen, does it then escalate all the way up to the supreme court? >> you are right to suggest

there would be a court that would challenge it and it would likely make its way to the supreme court. that's why the president has said, i would prefer to do this through congress. it's much harder to strike down that w. the executive order could stand. i think the legislative solution is a preferential one and the president noted that. trish: there was a time when that might have been on the table. remember the gang of 8 and we talked about immigration reform. there was an effort -- you can go all the way back to the 8 of the union address by bill clinton and hillary clinton. chuck schumer. so many democrats were in favor of strengthening our border. some kind of immigration reform on the table. it feels like that's not anywhere close to happening right now. >> you are exactly right to

point out the democratic precedent on this. harry reid actually proposed legislation taking away birthright citizenship. birth tourism, birthright citizenship costs the american taxpayer $2.4 billion a year, according to the national immigration studies. it's not the way things should be done. i'm glad president is putting the spotlight on it. trish: it many fascinating from a constitutional perspective, academic perspective and the hard reality of the kids coming here who have illegal parents and they can't figure out where they are from ultimately because the parents have left one country and come here. and it's a tough scenario. thank you so much. trish: we have more of "trish
