liz: the death toll from the california wildfires has risen again. officials say 63 where dead. 631 people missing. claudia cowan is in northern california with the latest. >> the hope is the 631 people listed as unaccounted for made it out safely. now they cannot be found. they may not realize anyone is looking for them. >> i want you to understand there are a lot of people displaced.

partisan for pg & e and the other utilities in the state. his top aides have come from pg & e and he protected them. liz: michael, great to see you, sir. state officials of california have determined that electrical equipment owned by pg & e is responsible for at least 17 of 21 major fires in california last year. in 8 of those fires referred to prosecutors for possible violation of state law. ways your reaction to that? >> we clearly have a problem with utility caused wildfires in california. the solutions will involve investment, infrastructure and resilience to change the situation on the ground. old system doesn't work because the system wasn't designed deal with the conditions we face

today due to drought and climate change and the pattern of land use and construction we have had over the state in the last several decades. liz: the president has said there is underbrush issues. state officials in california said there are underfresh issues near the power lines. when the equipment sparks, it could spark the underbrush and start fires. what else your take on the dollar amount of the liability pg & e faces. it could be $15 billion to $30 billion. it appears pg & e could pass that along to rate payers. what's your reaction to that? >> we are a long way from rate payers having to pay those costs directly. but the electrical system in california is causing damages, creating liability that are unacceptable. they are too big for the electricity business to bear and

what is the latest? >> progress happening all over the state today. as well as broward and palm beach counties. the two counties which, during the election, had the most issues. of course, palm beach county here is empty tonight. all of those tables had people working for the county going over all of the questionable and unresolved ballots which were spit out by the machines on tuesday. as you see the room is empty, they are done. palm beach county is done going through these annual counts of the questionable ballots for the senate race. in broward county, they are still finalizing their results but they expect to be done, if not within the hour or by the end of this evening. there are some other state races that also have recount that must be gone over. and so, they will be moving on to those through the weekend. but as far as the senate race, is looking like the number sibley have not changed this the official results came in on

it has implications for the 2020 election. coming up, with the story. lawmakers grill veteran affairs officials yesterday about tens of thousands of veterans not getting the g.i. benefits. their money for education and housing stipends and more. some say that they even got evicted. via officials testifying. one official said, do not worry about it. my next guest says the va owes veterans real answers and a concrete deadline before they get booted from the home. the timeframe for when they will get their money. texas congressman, jodi arrington of the va committee joins me up. good to see you congressman. >> good to see you, elizabeth. liz: i bet you are frustrated by this.what is governor? >> it is heartbreaking because the va is one place where we really do come together as americans first. red, white and blue. not red and blue. we serve our heroes and make sure that we make good on the promises we have made like the g.i. bill which is one of the

best programs and, we had the largest expansion of the g.i. bill in over a decade. and it was a provision in there to pay basically reliving stipend, not based on where the school is located but more common sense approach where the majority of the classes are being taken. and that single provision, the implementation that has gotten bogged down and antiquated it systems and there is certainly a big issue with lack of continuity of leadership and it and other places in the va. it is the bureaucracy that is not allowing some of these good reforms to be implemented and affect positive change for our veterans. it just calmly field your beating your head against the wall. for my first term, both for two years, hearing after hearing, again, because of the dysfunction at the va and the bureaucracy.

too friendly to whoever it is acting up. liz: kristin, what is your reaction? >> as we just heard, trump threatened to end the press conferences if jim acosta starts acting out. this is a bad idea. it gives way much power to jim acosta. these are the white house press briefings. not jim acosta. the white house needs to take control. i agree with you and you cannot just throw people out of the briefing. but the white house must come up with very predetermined decorum for report is present if they break the rules you can throw them out. animals can be simple. for example if the president calls on a reporter, whoever asks the previous question must stop talking. solve all the problems right there. liz: the problem isn't reporters get emotionally involved in the story, that is what critics are saying too. emotions block them from asking all the questions they could. if they were this passion. it comes with advocacy and

personality and asserting themselves in a story then they become the news. >> liz, i completely agree. and kristin makes great points. whenever the reporting becomes a story is not a good thing. listen, it was a victory and i know it is a victory because donald trump is downplaying it. if he wasn't then, that would be something different. but i think one of the unique things is the solidarity of the white house press corps. kristi made a great point on the outset in terms of ruling that came down. the fact that fox news joined with cnn on this effort, to challenge the ruling by the white house, i think there is clear instruction of the white house to provide a clear understanding how the press conferences should go. but it was not violation of -- it was violation of due process. this process is still playing out. liz: critics are saying jim acosta was berating the president. what is your take on that? >> of course he was! the problem is that the cameras in the room incentivized
