that affect the economy. >> it's already baked into the market at that point. i think the big question is how do they wrapped us in. the impact comes 12 to 24 months later. how many hikes do you foresee in 2019. >> may be one. what signals are flashing for you right now. the russell 2000 and the small companies that we thought were immune to these trade problems. what was the biggest crack to you.

quantitative easing. they stole the benefits of that. now that the tightening presumably there is a negative impact from that. >> that has two questions for you. how much lower it would prices go and then also are you more concerned about the tightening of the balance sheet than over expected interest rate increases. >> to meet the valuations is around 15 on the pe which is well below the 25 to 50 your norm. i think obviously you have a good run up. you hit some all-time highs next year. you do get a little bit more concerned with raising rates. the last 11 times they have risen they have also risen ten of those times because it is actually strengthening and not actually weakening. if they do it in a measured pace i think that is a language we are looking for. they just try to control inflation. i think you are gonna be fine. although it's next to the all-time high.

producers we are producing 11.6 million barrels of oil per day we should be producing 12 million barrels next year. that won't happen if we start seeing bankruptcies. the last time we saw price a crash like this in 2016 we saw a lot of pullback in the place and from that shall producers on the ground that i am talking to they are already starting to pull back. they're not waiting around to see if they go any higher or lower. >> that could be a problem for these companies. >> it is a problem. and the problem is that a lot of them are so leverage that when they have a pullback and in price it's very difficult for them to keep going. they have to borrow a lot of money. even in fact when oil prices were up the majority of shall oil producers were still spending more money to take oil out of the ground than they were getting back. >> it is worrisome is worrisome especially for american jobs.

you have slowdowns in the house. give a slowdown in the auto sector. that seems to be another drag on oil. and then also the big? i've russia. they are producing i think 11 million 11 and half million barrels per day. >> i think they are trying to keep up with us. that did raise some concerns in the market yesterday. it was supposed to be coming back on production to join into the production cuts. they were supposed to cut back by 400 thousand barrels. in russia it's not like saudi arabia where they can flip a switch and take off production. a lot of their fields are in very cold areas. it takes time to shut down. they are counting on oil to get back up to 80 this year. good luck with that. >> the forecast on gas prices next year.

>> for all of the democrats talk about border security. it is really a dodge. what they do not want to see is a physical barrier on the southern border beyond that 700 miles of fencing we already had. there are two schools of thought on it. to actually open their open border policy. they voted for a fence on the southern border. we actually had a set of fences on the border. now they have just made this a litmus test. as you noted in as we had been noting every morning they have approved money for walls and security in the past. where they're doing it out of spite or the party is moving further to the left. if you ask them. they do want border security. as you look towards 2020 what can the democrats do. how can they message to say we want to secure the border and fix illegal immigration. >> i don't think they actually want to secure the border.

>> first, this judge did not take the plea. he wasn't there to make sure that he was accepting responsibility and that was one of the huge issues because in the defense memorandum where they are arguing for no jail. they point out the circumstances of the play. about mccabe not telling him he needed a lawyer. in about not telling him that it's illegal to lie. the judge took that and said to michael flynn are you taking a step back of your acceptance of responsibility. and that was clearly initially the questioning that he have. he was troubled by that. and then also. there is still cooperation left. typically speaking. when people cooperate they wait until the end to get sentenced and he was questioning is there more left. and that was at the end where his attorneys, and say yes there is possibly more left. it has nothing to do with a special counsel as something to do with the recent turkey indictment. with the two associates of michael flynn that were indicted.
