pullback in recent mops. amazon overtook microsoft as the world's largest company off that $1 trillion mark amazon crossed in the summer. talking about equities, we had half of the their clients with drop equities. they are advising their clients to buy on the dip because they are not seeing the bear side most of of the markets have based in. liz: the president not moving off of the $5.7 billion he wants for wall funding. he's pushing for steel barriers instead of concrete.

the president said he could use -- call for a national tomorrow use money from the military's budget to pay for the border wall. and the army is working on just that with homeland security. we have with us new york senator john hoeven. it's a dicey move to use any part of the military budget to pay for the wall. will the president have to establish there is an imminent war time emergency at the border? >> clearly this president and others have used the military on the border. that's been done a number of times. as far as what he would do relative to constructing a wall or border security, we would have to see what it looks like and what the emergency authority is that he's invoking.

liz: would you be supportive of the president using the military budget to build the wall? >> we need to find a way to do that. >> what about use the military budget for it? >> so we would have to see what he intend to do and how he intends to do it. but there is no question we have to have that border security. liz: here is brandon judd saying it is an emergency at the border. >> if you look at the first two months of this year we are on pace to arrest 200,000 people. >> in two months we are on pace. >> by the end of the fiscal year if we continue down this road we'll arrest close to 800,000 people over the year. liz: that would be a record. 800,000. that's a stunner. >> that's why it's important

he's talking to the american people tomorrow. i:believe the american people wants border security. clearly we need to fund this, along with tbunding the remaining 25% of the government. liz: a growing number of republicans and democrats say they are concerned. half the country is concerned about it. people are saying move on. there are bigger issues out there. we have the state of the union address. will the shutdown be over by then? and will the president use the issue. >> he's making the case with his address. but he's negotiating, he's sitting down with the democrats and saying what is it you have to have to make this work. he's showing a willingness to come to terms. but it's not only funding the government, it's getting the

border security and getting in a way that truly works. that goes back to the case you make to the american people. i think they see him working to try to get this done. liz: the supreme court will rule on friday, we are monitoring it. whether the president does have the authority to overturn president obama's daca, the dreamer executive action he took there. if the supreme court says the president does not have the authority to end daca, that basically means that the where does have the power to enact border policy. senator feinstein told barack obama that. the president could act on his own maybe after the supreme court ruling. >> all these things go into securing the border and getting the right approach to immigration. the president has put out a lot of ideas here.

top of their heads, the upper break the, and it won't pay for their plan. you have got to tax the middle class to pay for it. >> you are absolutely correct. democrats are being disingenuous when they are citing the tax rates and historic tax rates in the 1950r. but the reality is there were so many loopholes that the top income earners were able to work around that. nobody actually paid anywhere near 90%. they paid more around 42% which is closer to where we are now. it's disingenuous for democrats to be pretending america ever had a marginal tax rate where americans were paying 90% of their income to the federal government.
