kennedy: earlier today white house press secretary sarah sanders tweete tweeted, quote, president will travel at the border on thursday to meet with those on the front line of the humanitarian crisis. more details announced soon. we're told that he's going to be flying to texas. the details of the trip not yet known but it's safe to say that he's going to use the pressure t pressure on the democrats. former assistant to president trump, mark motor is here. you were at the white house earlier today, met with the president, vice president pence

and christine nielsen. what did you learn? >> this is a humanitarian and a national security crisis. too many people think of this in terms of immigration and sit about immigration. but when you talk about the drugs, when you talk about one third of the women who are coming across the border -- kennedy: where do you get that statistic? >> the one third coming across the border who are being sexually assaulted, from doctors without borders. 17% of the men. it's not noticed because so many people are focused on the back and forth about a wall or a border barrier. and they're not looking at the humanitarian side of this. 60,000 people a month for the last three months have been trying to come across our southern border. kennedy: it's gone up for a couple of reasons. one, because there's so much uncertainty with immigration and there's the widely held view that catch and release is the name of the game. chaos rape reigns.

and the second fear is that the border is going to get sealed so people might as well come here before that sealing happens. so what can the president say in tomorrow night's address to do a couple of things, one, bring democrat to the table and two, calm people's fears and nerves about what might happen from day 18 through 180 of the shutdown? >> i think the first thing he can do is put a human face to this tragedy. this is not just about numbers. not just about something that happens down there on the border. this is something that's happening to real people. and i think you'll see the president thank that opportunity to do that. he's going to talk about the things this he's offered democrat to get them to the table. a lot of the package that they brought out includes priorities and spending on things that democrats said they wanted, including enhanced technology, more people on the border. there's a propoems about where you could have children go to the embassies and consulates in central america and trying to claim and go through the asylum

process in their native country. but you have to change the law to be able to do that. there are things that the president is putting on the table to negotiate. he's talked about doing now more of a steel reinforced -- kennedy: no one knows what they're talking about when they start talking about construction materials. i'm confident about that. >> what we need are the democrats to say they're willing to come to the table. over the weekend, and i heard this directly from the vice president and the secretary of homeland security today, just a few hours ago, the first word out of democrats' mouths this weekend is we're not going to negotiate unless you reopen the government. kennedy: but the president is giving up any leverage that he has by opening up the government. so what is the tipping point for the american people. will it be long lines at airports? will it be seeing piles and piles of trash in national parks? >> well, one thing we can say,

and i'll give the president a lot of credit for this. if you go back under the obama administration when we had shutdowns, they weaponnized it, they put fences around national monuments. this administration has done none of that. they've done everything they can to keep the services, keep the parks open as long as humanly possible. announcing today that tax refunds will go out despite the partial shutdown. they're going to do everything they can. one of the things that we're realizing is that a lot of people are not noticing what's going on yet because it's such a small portion of the federal government. and we know those people are being affected, the workers, the 800,000. and the answer is get democrats to the table. let's find a way to work through this and negotiate. the president wants to do it. kennedy: all right. so chuck schumer and nancy pelosi obviously want equal time after the president's address. what do you think about that in. >?>> that's usually unprecedentd

from an oval office address of this nature. it will be interesting to see how the television networks portray it. what are the democrats going to come out and say, they're okay with one third of these women being sexually assaulted. they don't have a problem that 70% of the migrants who are trying to come across have seen physical violence on that journey? what is the answer other than drones are the answer? kennedy: drones have been part of the solution that republicans have talked about for a long time. they've talked about border security enhancement. so in that regard they're not too far off. what's interesting is you don't hear anyone in power really talking about daca. and the president has said that's something he's willing to look at. that's more of a long term broader immigration which we need. one of the reasons we have this crisis is our laws are geared -- kennedy: last year the president

said he would trade the wall for dreamers. and he also was using the a word talking about amnesty for people who are brought to this country. >> from the conversation convert were had today, while that's an option long term, right now the ninth circuit court said that daca stays. the democrats have in reason to negotiate dam ka. they'vdaca.i expect the supremes going to uphold president trump's authority, then that becomes a real negotiating tool. kennedy: last question tomorrow night. is it the carrot or the stick. what is the president offering the democrats? >> he's going to talk to the american people. the democrats hear from republicans, they're hearing from the white house daily. this is going to be about the american people. putting that human face on what's going on. kennedy: ras time you and i talked about this you said democrats allotted $46 billion to border security in 2006. still haven't seen that money.

thanks for being here. in the meantime, the shutdown continues. federal workers who aren't getting paid are beginning to feel the sting and tsa workers are reportedly calling in sick and rather than working without pay, they're calling in with the blue flu. the agency pushing back claiming fliers are not seeing any delays because of it. and farm farmers are missing payments. the department of housing ean un development urging landlords to go easy on tenants having trouble making their payments. >> i can relate and i'm sure that the people that are on the receiving end will make adjustments. they always do. and they'll make adjustments. people understand exactly what's going on. but many of those people that

won't be receiving a paycheck, many of those people agree 100% with what i'm doing. kennedy: many, maybe. all right. so after more than two weeks which side is winning the battle of public opinion, republicans or democrats. let's go to tonight's panel. alex wilkes is back, along with media partner and host of the best podcast in the world, camille foster is here, and wwe superstar dolph ziegler joins us on a rare monday. welcome everyone. why are you here? don't answer that quite yet. alex, i will start with you because obviously this is a battle between the two parties, both sides very dug in. we know that these things don't always end well but how is this one working out for the president and republicans so far. >> look. i think what's helpful about the president's argument here is that it's cohesive.

he wants one thing. which is a wall. he wants border security. that's a tangible thing that people can understand in this whole debate and i think that the democrats have less tangible items to offer in return. so i think when he make this address tomorrow night he's using the full power of the presidency. the full, sort of effect of that office to make that case. so it will be sort of an interesting, you know, dynamic to see how the public spofnedz trespondsto that for such a prot address. kennedy: it's interesting because the president says these federal workers back him and they think that he is in the right here. and i don't think anyone backs anyone else when they're not getting paid. i think it's pretty simple. >> i heard him say many of them, maybe most. i heard him suggest that multiple times. it's dubious. it takes a lot mor to make me sp thet insympathetic for federal l

employees. i don't mind these people not getting -- it's a gooz salary with their pensions. i don't mind these people not getting their pay increases on an annual basis. at some point it becomes an issue when you're not getting paid and you're forced to work to hold your job. there's a little bit of sympathy from me. kennedy: ask anyone who has started their own business and they althey'll tell you don't gd for a long time. and you can ask people who are out of work for so long and they put donald trump in office. and they look at the federal employees saying we feel bad for you but you have something that we didn't when we were unemployed. that's a paycheck when this whole thing, all of this nonsense is done. so you know, libertarians look at this as an opportunity. here you have trash spilling

over -- you have libertarian groups, we'll pick up trash, we don't care. we'll do it. if there were one job you would do, a federal job, what would it be, to help out. >> carrying a pizza would be kind of cool. but we were talking about the parks. would be neat. >> a park ranger. the golf carts, uniform. >> i think it would work out. i don't know. i travel two weeks a year. i see tsa. and a lot of times it seems like a pretty easy gig. kennedy: i would totally work as a tsa agent. going through people's stuff? fondling people? >> eye contact? kennedy: it can be pretty. >> you set off an alarm. kennedy: so what are the chances that this partial shutdown could become permanent? is that just wishful thinking ? >> very wishful thinking. there are things i wouldn't mind

withdraw. but to do so from northeast syria in a way that makes sure that sigh si isis is defeated ao take care of those who have fought with us against isis and other terrorists groups. kennedy: "the new york times" quick to point out that bolton's claims run counter to the president's. the president pushed back against the times and the notion that he never gave a timetable saying, quote, the "the new york times" has written an inaccurate story. we'll be leaving in a proper pace. while at the same time continuing to fight isis and doing all else that is prudent and necessary. is the president on the same page as his national security adviser and if not, why not. joining me now, john glacie glas here. welcome. >> thank you very much. kennedy: i think it looks like john bolton versus mike pompeo,

good cop bad cop and john bolton has a very specific way of viewing the world particularly in the middle east and he's not going to let turkey dictate to the united states when and how we're going to pull out of syria. what is going on in regards to john bolton? >> john bolton and president trump have never been on the same page of this kind of thing. they have overlapse. they both support the unilateral use of force on the international stage. they're skeptical of international organizations. but bolton is a committed hawk. not in my lifetime has he said no to u.s. force in the middle east. trump sees these and incouple ir ranses. the administration led by pompeo and bolton pushed back against his initial announcement and

they're undermining the president's wishes on this. this amounts to a 180-degree policy reversal and it's disappointing. kennedy: it is disappointing but we can't put the kurds in a position to be slaughtered by the turks. we can't trust turkey and we can't screw over israel at the same time. i don't agree with john bolton on much but i do agree that there's a more responsible way to withdraw. and the problem is sometimes you have to do things slowly in order to be more responsible and that's one of the reasons that you shouldn't be there in the first place. >> yeah. i think an orderly withdrawal is good and i think we should work with turkey and use our leverage over them to the extent that's possible to protect the kurds and cut some kind of deal there. but let's remember, u.s. troops in syria have no congressional authorization. kennedy: that's absolutely right. >> a violation of constitutional

principles that they're there in the first place. as their presence as grown -- kennedy: i want to stop you there. congress, in so many areas but here specifically, when it comes to their responsibility to authorize this sort of military force, you don't hear anything from them. every once in a while lindsey graham will pop up. but essentially they have advocated that critical responsibility. so what is congress going to do in the future? >> well, we've seen a couple of recent events suggest that congress might get tougher in exercising its constitutional responsibility to check the president's war powers. we see the yemen vote. we saw the vote on the khashoggi murder. so there might be rumblings of a strong post-2018 election congressional action. but they've advocated their responsibilities and that's because they're incentivized to.

when the president has sole responsibility, congress avoids political consequences. kennedy: they should not be doing that job. if they don't want to do their job, they should find another jobbie job. plenty have opened up. if you ask alexandria ocasio-cortez, everyone is doing 15 jobs. they can do something else. coming up, speaking of aoc, she's a great dancer. no amount of tap dancing can distract from how bad she is at math. how fast would her policies ruin the economy? find out next. ♪ [ telephone ringing ] -whoa.

kennedy: oh, aoc alexandria ocasio-cortez policy explanations are fishy at best, even when she's slugging softballs in the friendliest of pitchers, she has the darnest time making sense.

here's aoc from last night's "60 minutes." >> one of the criticisms of you is that your math is fuzzy. the washington post awarded you four pinocchios for misstating statistics about pen gone spending. >> if people want to blow up one figure here or one word there, i wo uld argue that they're missing the forest for the trees. i think there's a lot of people more concerned about being precisely factually and semantic semantically correct then being morally right. >> become factual correct is important. >> it's absolutely important. kennedy: this is clumsy. well this was clumsy. when you're guided by a subjective and wishy washy superiority riddled with pitfalls and problems, factual correctness is not a convenience. it's an utter tha necessarity.

but way. there's more. >> if the next two years is just a race to offer unrealistic proposal, it will be difficult for us to make a case. we should be able to govern again. >> what makes it unrealistic. >> how to pay for it. >> we pay more for lower outcomes than many other nations. for me, what's unrealistic is what we're living in right now. kennedy: unrealistic is seeing government failure manifest in bureaucracy and social programs and throwing more government expecting different outcomes. unrealistic is asking people to pay 70% marginal tax rate to a government that has proven to be inefficient at best and deadly at worse. worst. this boils down to viddism versus statism. and when the state has failed,

it's immoral to do anything other than allow the individual to prevail and choose for herself and that's the memo. now to be fair, the president struggles with truth all of the time. he said last october, quote, when i can i tell the truth. i mean sometimes it turns out to be where something happens that's different or there's a change but i always like to be truthful. so is ocasio-cortez acting like a politician or does she really think that her crazy policies will work? senior fellow maddie dupler is back. there are many problem areas in her belief system but the biggest problem is she wants to apply those beliefs practically and change people's lives and the way they are taxed. what do you see as most problematic here? >> as you pointed out, there are a couple of stumbling blocks.

one being math. all of the things that she's proposed, we don't know the full price tag. she suggested tax paying high income earns, at a 70% marginal tax rate. we might get $70 billion a year out of that. that's not enough to run the government for a couple of minutes. that in itself is not anywhere near where you need to make the progressive dreams come true. now she is able t still get peoe to take her seriously. that is somewhat impressive. but look at the sheer numbers and the math of what she's proposing and it doesn't work out. i don't think this is new, of course. democrats have long abandoned the facts to win the persuasion

argument and instead have pivoted to a morally argument. she's putting it on the nose saying listen, i have the higher moral ground here. it doesn't matter whether or not i can justify the policies that i'm proposing because i'm right. i'm the oracle of truth. i don't need facts on my side because i have devine intervention along the way kp kennedy: and this thr i there it sincere belief. but the problem is the unintended consequences which we talk about over and over again, every night, she even illustrates the main flaw in her argument, which is you throw a bunch of money at social programs, education and health care and you have diminished outcomes compared to other countries. so why on earth do you want to throw more money at something when the more money you throw at it, the worse it gets. it doesn't make any sense. and she cannot exmai explain a e

logical weakness. >> it's impressive that she's able to recycle a lot of what the progressive left has been able to say and make it seems that it has a plausibility of becoming true. you bring up other countries as an example. she talks about other countries all of the time. what she doesn't talk about is the way the tax burdens are executed. in these other countries, particularly in europe, you see a lot of value-added taxes, national sales taxes. that means everyone pays those, including lower and middle income families. and when lower middle nick families have to pay more for the burden of government, that's a regrezziv regressive tax. the ability to trot out the rich, corporations or executives when they want to make them sown villainness. when we look at the math and the

means of paying for the programs, they don't actually allow for that po wor to work od that's what alexandria ocasio-cortez is trying to do. kennedy: they don't take about the cost sharing and the saving. thank you so much. good to see you. yesterday former president obama said there is quote a deficit of leadership in his party and need for new blood. so much for the idea -- because the "the new york times" is now reporting that obama's 76-year-old former vp joe biden who was first sworn in as u.s. senator 45 years ago will decide whether he's going to run in 2020. biden reportedly thinks he has the best chance of beating the president. and elizabeth warren, she has hit the ground running in iowa. she just wrapped up a tour in that state. meanwhile, the young beta beta o'rourke, he's getting ready to

go on a solo trip around the country. look at his bull horn. that's fun. keep him away from the car keys. will democrats put forward o'rourke or stick with the old guard and go with barden. biden. our panel is back. obviously president obama is going to say i'm going to turn my back on biden again. i'm disloyal to a man who has been a friend to me and would maintain my legacy. and you had a soft spot for biden in 2014. >> i did have a soft spot. it requires some context obviously. no, look. the president was talking about other things in a different context. it's likely he wasn't referring to the presidential election here at home. even still, the 2020 race already has me just this perpetual migraine. i'm contemplating move to new

zealand and it's not just because there are 30 people running for office and i have no idea what they want. it's because i actually know what they want. and for the most part my expectation is i'll hear an echo chamber of everyone saying the same stuff all over again and quite frankly it's the same stuff that the president was saying. it's all about what the corporations are doing and how they're against us and how these people have all of the answers. elizabeth warren is running around saying how she can save iowans and save the small towns in the backwoods that are left behind by raising the minimum wage, free higher education for everyone. these policies will not work. kennedy: she doesn't have the answers. she can't pay for it. people are mad about the dna test. they're not going to get over there. i think joe biden is right. he knows it's a pain in the keyster to run for president.

it's a lot of speeches, a lot of traveling. democrats say joe 2016 is not in full appearance in 2020. is there anyone else who is going to take up the mantle and actually win? >> there are any number of people who want to take up that mantle but who are going to be successful, it takes navigating the democratic primary where the progressives are trying to pull you to the left. kennedy: joe biden has said free tuition for all at public universities. >> yes. moderate by contrast. kennedy: i don't feel like i'm obligated to pay for people to go to college who are lazy and going to drop out. >> he represents the old guard, just endorsed by senator dianne feinstein. she supported her colleague, kamala harris. look.

we're not -- 2020 is not 2016 and i think that with biden his time might have passed. kennedy: i know. and i feel bad for him because i feel like obama threw him under the bus in 2016. not that i would have voted for joe bide. en. but what do the democrats need? do they need someone to fight donald trump on his level and have an insulting race or do they want someone who is a completely different kind of figure in politics? >> i think joe biden saying he's the one, pretty sexist for him to say as a guy that he's the only guy that can take care of this. aoc, bunch of problems with her. got it. her twitter game is great. she's cool, hip. you can do that same thing with beto. whether he's got a scooter or something. kennedy: he can't drive. >> the whole thing is getting a personality. everybody who whispered to me

kennedy: how much does that suck? >> it's terrible. kennedy: it's going to be a huge hit and you're doing this for three years? >> if it's a huge state i'm going to bring it on the road. i would rather do it in 50 states. i think everybody is ready. i did a show about the country divided, "unconstitutional" a few years ago and at the end people were like, we don't have to break up. kennedy: who likes it more, people visiting from red states coming to new york to have the time of their life or the elitist with the ko cosmopolitan bias? >> i haven't done it long enough to answer that question. i'll let you know. it's too early. i'm still in previews. kennedy: who is going to win the next presidential election, do you think? >> you know, i don't think there's a candidate out there yet. kennedy: do you think the president still wants to be president? >> no. kennedy: i don't think so either. people get mad at me for saying that. >> just the walk alone.
