that by sunday evening democrats have finally said they acknowledge the dhs as fact. nancy pelosi said those were kristjen nielsen fact in the acknowledge the facts were there. i also learned he will lay out very clearly this evening the crisis on our southern border and the three components, drugs indicted every day in our border and criminals across the border every day in the humanitarian crisis. this was key and undersized time and time again by the vice president that there are illegal immigrants making the journey over and will address that component and house plan contains funding to make sure those immigrants are protected and deterred. trish: is the idea to press the democrats more on this issue and to bring the country around - by the way the country is already there in that they want a border wall and that they want strong borders and want order protection and let's not forget it something the democrats for years campaigned on so it's not

as though it's out of left field like they'd have you think right now. might he declare this a national emergency? >> it is certainly possible. he's mentioned as an option on the table but what i will say i don't know that we are there yet. he still trying to work with democrats from what i gathered as of course the contingent of three individuals went on the hill, kushner, vice president pence they're still trying to get democrats to the table and that the preferable solution. it avoids litigation so i'm not sure if we are there yet but again you never know but president - we would support that from the rnc what you mentioned litigation. does he have the power to safely get forget it? i need $5 billion is a national emergency and i will build that wall whether you democrats like it or not. and the government is back open. >> he does have that power but

when you look at the law people say congress has to say you have the authority to build the wall. they already have. they say in event of a national emergency it's already written in the books and the president has the authority to build military structures thus, a wall, if he did so had dod. in honor - it is certainly that when you consider and 2,000 pounds of fentanyl cross the border every day until millions of americans since 2003, thousands of americans have been killed. heard echoed by so many mainstream media members and democrats who say there is no crisis at the border and it's all made up what do you say? >> i don't think those are imaginary people down there on the border when you see the thousands there. it gives concern to me as a local law enforcement leader because that trickles up into our areas. we recently had a major investigation where ms 13 members were committing murders and assaults right here in our fresno county and they came through the mexican border from central america. it's concerning to me because what happens at the border makes its way up to our local communities. trish: are they living in a delusional dreamworld? if you are them in your member of congress or if you are a member of the mainstream media you are part of an elite crowd

and maybe you don't see the same thing in your community that others do but what is it that these guys are missing? >> they are missing the impact it has on our local population every day when we have hard-working community members who are victimized by those who come through the border and involved in narcotic trafficking, human trafficking as well as major violent crimes. we have fentanyl that ends up here in fresno county that comes to the border and liquid methamphetamine that comes up from the border and so it is more than just a national problem. it boils down to the local impacts and i'm concerned about that. >> i understand that. trish: i think the humanitarian crisis is quite real. thousands of people - we talk about one caravan that had

accumulated as many as 16,000 recently and they are making their way up to the us. to our southern border. they are doing so because they think they have the promise of something better here and i'll be able to get in. they are putting themselves in harms way doing so. women being victimized and children that are being victimized but no one seems to be or care about that. we talk about the law of unintended consequences, what is the law of unintended conferences here when you entice all of these people to come to the us? do you cause them more harm? >> i think it's truly not only a security crisis and a new humanitarian crisis. i say that because if people are allowed to comment to be vetted if they are seeking asylum then

to your point, they don't want to see him succeed. they don't want them to fulfill the promise because that would mean it is successful. would it not also be something else? from a political perspective, if donald trump built the wall and is able to engage in a meaningful, immigration reform process, don't forget he's the one that said hey, for the right people we will roll out the red carpet and we want to hear. we want to keep the battles out so if he's able to get something done to streamline this and make it easier for the right people to be here or to stay here then doesn't he actually went over the goodwill of a whole lot of people that the democrats are courting? >> yes, it's political and always political. truly it is amazing and the more he succeeds the more angry they become. those five stages of grief and the first one is denial.

already here. a very important night ahead as he addresses the nation in his very first oval office address. neil cavuto special coverage of nation begins right now.s to the ♪ ♪ >> this is fox business coverage of president trump's address to the nation. here is neil cavuto. neil: well, of course he has spoken to the nation before, but never with this venue, the oval office, a first for this president who's been in office for almost two years now. at issue is the border and what to do about it. he wants to build a wall, and he is arguing the funds should be made available by democrats who are saying we're not going to go beyond the $1.3 billion we've committed. that chasm has been narrowed but not enough to get democrats off the mark and not enough for the president to say he's got the latitude he needs to start

building that wall. what details will he lay out? we're minutes away from that address, again, one that will put a lot at stake for the future relations between the democratic house and senator chuck schumer who is working with that democratic house to make it very clear democrats will not just fold on this. to hal lambert, also nan hayworth and last but not least, andrew feldman. hal, let me begin with you. as someone who looks at this and steps way back with no political axe to grind one way or the other, do you think this is going to move the needle for the markets or money period, or are they focused on other things? >> well, look, president trump was forced into this tonight to go directly to the american people over national security. it's pretty amazing that's something we have to go to the american people about a. that's the main job of the federal government, and that's what nancy pelosi and chuck schumer are determined -- neil: they're not there to help him fulfill the campaign

promise, they're there to say, look, you're closing the government down because you not getting your way. you say? >> i would argue they're closing the government down. rook, the republicans passed, before the congress left, they passed the funding for this. and so the democrats stifled it. chuck schumer wouldn't let it be voted on, yet he voted for the secure fence act in 2006 along with barack obama and so did joe biden -- neil: no, you're right, there's been a lot of flip-flopping. andrew, what is the middle ground on this? if the president says this is not about a national emergency, in other words, he doesn't push that to tart building the wall itself -- to start building the wall itself, what are the alternatives to bridge this gap that i said is not being bridged and has a government shutdown or very close to being a record? >> sure. but i think that the president should go back to the grill -- the deal he first agreed to that the house passed earlier this week, neil. that was a deal that both

democrats and republicans and originally the president had agreed to. then we should have negotiations, because what we really need, neil, if we want to deal with this so-called crisis, which it's not a national security crisis, but if we want to deal with our border security, we need to deal with immigration reform comprehensively -- neil: we've had to deal with that for decades, ronald reagan, both parties have failed at this. that's what i want to get from you, ned, a sense of where we go from here. if you buy the argument that the president's going to state his case for that wall and maybe bring up some of these national security issues, democrats are going to argue that he's the one that's brought the government to the brink. of course, republicans just the opposite. the markets tend to focus on other things and think that this is just soap op a rah theater -- opera theater, because if they were worried about it, they have a funny way of showing it. >> right. neil ifing i was in the mirror image situation in 2011 when we were sworn in as the new

republican majority in the house. we had a leader in then-speaker john boehner who was a pragmatist and who worked very hard to prevent shutdowns, avert shutdowns. he -- we met president obama, we met the democrats in the senate in a positive way to have the kind of compromise that would move us forward. and the salient point here is that the democrats, as was mentioned by our previous guests, the democrats have voted for border wall funding, neil, and they voted for at least $8 billion of border wall funding as part of a package in 2013. so this is not a new concept to them. neil: no, i agree with you. i do want to try to avoid the finger-pointing here. hal, one of the things i do look at true the prism of the markets and people who bet with their money is they do not find this to be new oren settling. if anything, they're trading on things they want to get their hands on, and that is like a possible chinese trade deal.
