we want safety for our country. the only reason they are against it is because i won the presidency and they think they can try and hurt us going into the presidency but that's not going to happen. we don't give up because we are doing the right thing for our country. kennedy: but there are cracks in the caucus. a gop house members are siding with democrats on a plan to start to reopen the government. that set up a showdown at the white house. this afternoon the present met with eight senior lawmakers republicans and democrats in that meeting that deal with in the shutdown. they present to a quote just left a meeting with chuck and nancy a total waste of time. i asked what was going to happen in 30 days if i quickly opened up. are you going to improve more security which includes a wall or steel barrier nancy said no. i said bye-bye, nothing else

kennedy: how are you doing? what is it about the democrats plan that you saw? >> it's nothing to do with the democrat or republican plan. about keeping the government open. i believe more than anybody border security funding. i voted consistently for defunding sanctuary cities in kate steinl's lock and three weeks ago i voted for a continuing resolution that included $5 billion for border security. to me kennedy this is about keeping our government funded first and foremost because part of this government funding program is a cbp. the border patrol and the coast guard are three entities responsible for border security. i don't think it makes any sense the defund those entities in the name of border security. i think we need to reopen the government and have this debate over how to best secure our southern border and that's a complicated question. it's not as easy as a one-size-fits-all solution.

kennedy: jonathan carl suggested just that and they had quite a heated and entertaining exchange for the president presence that if i did what you wanted to do it would put me in a bad position and it would give up some of the leverage that the president is trying to maintain. if you give up that much and if you fund the parts of the government that you want what do republicans have left to go back to democrats with? >> this is about doing the right thing. kennedy: it's a good thing to think about when you're negotiating. >> if you fund the government, leverages having straight on your arguments. i thought the democrats did a bad job in a rebuttal. i will say that when when you're trying to debate something like this on the train of a government that is shutdown where the very border protection

mechanism and the personnel we are talking about of the first line of defense are not being funded in being furloughed that's not an argument that makes any sense. more over cybersecurity in criminal cases are not being settled. kennedy: people are still working they will be paid were attractively. it's not like a hundred thousand people have been fired and we have to be very careful how we frame all of this because although it is incredibly convenient particularly for those who live paycheck to paycheck its disingenuous to say all of these people no longer have an income and one from the day the shutdown started. >> kennedy a look at your is shutdown. i was in the fbi in 2013 i can tell you how this manifests itself. not everybody shows up for work. kennedy: we have been doing that all the time. see me kennedy let me tell you

there's no such thing in the fbi is a nonessential personnel i can promise you. kennedy: really, i read some of those exchanges between peter strzok. >> the personnel and the fbi and i will tell you having been through this decision-making process professional staff for example are very critical to ongoing investigative operations. a managed title iii wiretaps. they manage a lot of surveillance activities and when they are not reporting the work keep in mind the essential employees people designated essential are reporting to work and not getting paid but recording tour or the quote unquote nonessential for snow which i don't think exist for people who are designated as such were not reported to work at all. kennedy: you're working in 2013 and that was the year the snowden russell -- revelations came out about the americans.

reese to labor to do some of that warrantless spying even though some of your nonessential employees were unable to fulfill their duties? >> that was criminal activity obviously and he was not working on anything we were working with that's for sure. i'm talking about the criminal division and i will tell you candidates really did have a detrimental impact on national security. it really does and i don't know about you but if you feel comfortable flying when tsa screeners in air traffic controllers are being furloughed i think these are serious things that need to be talked about. kennedy: i think we should talk about privatizing the tsa because i think most of the security theater and there are so many aspects that are nonessential and hope only the shutdown will illustrate this. the committee for not taking a salary during the shutdown or they think it's quite hypocritical for many of her colleagues who are dragging their heels and not making bold

moves to be drawing a paycheck when many don't have that luxury. >> i will tell you kennedy since we are talking about a government shutdown every member of congress ought to refuse to take a salary and by the way that's not to accept and donate to charity and take the tax reduction but write a check back to the u.s. treasury. if we are going to put her money where our mouth is and feel the pain of people living paycheck to paycheck and not getting paid it puts a lot of perspective and changes your perspective on how to approach the problem and focus on a solution. i hope every member of congress that you interview you asked that question too. kennedy: very few of your colleagues feel that way but i do appreciate what you're doing. thank you very much congressman. senate majority leader mitch mcconnell has heard the roamers of a divided gop but earlier today he told reporters quote we are sticking with the president on this but despite mcconnell's vote of confidence

very concerning. i empathize with every american in the shutdown but he want to put the spotlight on people he met with moms and dads who were permanently separated the scourge of drugs know. across our border. want to put the highlight their impeachment hearing crisis. he said something important by highlighting the disincentive visitation that we need to do with children coming to our border. it's not compassionate to not call for a law to stop the lawlessness from the southern border. kennedy: it's also not just the wall. it's also the laws that tell people who can come in and how many can come in and how long they can stay and that's where the confusion is. people who are coming from honduras and el salvador, guatemala they don't know what to expect. all they know it's at some point the borders going to shut down creating more urgency and that

kennedy: the absurd state of her immigration debate has both sides leaning towards the wrong solutions but some immigration hard-liners want to militarize the border. criminalize all illegal immigration and limit the number of visas for workers from central america. hard-core progressives see a potential voting pool. they want to expand entitlements and more illegal immigration as long as the new rivals are democrats. the government has consistently shown us they are not good at top down fuss budget tree and they haven't figured out how to differentiate the hard-working optimists from the bad guys who want to kill you and snuff your freedom. until the end refinement process i'm not terribly interested in immigration and further prohibition that hurt small businesses and farmers looking for options in a tight labor

market. expand the number of seasonal visas that will allow workers to come and go and help the economy grow. trust me there is a direct correlation there. liberal authoritarian busybodies like new california governor gavin newsom and bill de blasio at nyc want to expand entitlements for undocumented immigrants which sounds neat but they are hastening the demise of tube bankrupt system social security and medicare that are quickly swirling the drain. nevermind the people who are already here. the incentive for more folks to hop the fence and get on the dole is unsustainable not to mention wrong robbing american citizens to pay for a newfound right to health care and my money. as oversimplified as it might sound the answer to the impact is actually more freedom. not selected carrots and sticks when it's expedient for the

it's lot of our public health systems. a government paid for health care threat the country and it's a mess everywhere. even if you like medicare, medicare is about to run out of money. has a 37 trillion-dollar long-term deficit. that's not even on the looks. that's not even the debt and deficit we talk about what we talk about the federal budget deficit. these programs are disasters fiscally pay what de blasio is trying to do is spend a little bit more in order to fix a struggling program in the city. a band-aid and i don't think it's going to do a whole lot of good. kennedy: it's all for show and it really is the wrong impulse when you are trying to fix the system and it goes to show you there's something to be said for welcoming hard-working people to this country because they do help the economy. there is a directly proportional relationship between enhanced immigration and economic growth. that's something you cannot have

an entitlement state and sustain that by welcoming millions and millions of people here and giving them free stuff because it's not free. >> certainly the politics of that are quite difficult. people who are born here, voters don't tend to like programs that fund the and if are immigrants however i think it's a mistake to think of democrats as a the net economic drain even when it comes to benefits. there was a study done a decade ago in texas by the state who looked at the effects of low-skilled undocumented immigrants in the state. they cost the state $500 billion. on the other hand they spent 500 million it cost 17 billion benefits. kennedy: a paid taxes and don't necessarily get to enjoy the benefits of the system that they pay into. >> we should not be an entitlement state.
