is sort of window dressing. those two have to come to some resolution or we are not in a position moving forward now. i'm encouraged to hear that some house democrats are wavering. liz: that's a great point you made. maybe the president tomorrow declares a national emergency or take funds out of the disaster relief funds we already have. >> i didn't know anything about it until i just heard tonight my ear as you guys were talking about it. he has been reluctant to declare a national emergency. while he might make a point on that and take the political monkey off their back, it doesn't get the wall built. i don't know what his announcement is going to be. but i'm going to try to find out everything i can after this

show. liz: we have had a government shutdown practically every year since the 70s. when democrats like dick durbin fear monger that president trump will use future shutdowns with abandon when we have had one every year. >> it's a good point. it's far too common. this one is different because it's 25% of the government, it's not the entire government. that's why it has been able to linker as long. this administration has done everything it can even through the shutdown to deliver services, including opening some of the usda offices for a few days at a time. passing legislation and signing laws that guarantee back pay. they are trying to ease the pain as much as they can even through the shutdown. in some respects i think that relieved the pressure that existed in previous years.

i personally would like to see some way where you could take this off the table as a tool. but it is the job of the congress and executive branch every year to fund the government. and we shouldn't be shirking our responsibilities with ongoing crs. what's your take on the fight between trump and pelosi? >> i have never seen anything like it. i think of those years when i was in the house whether it was speaker boehner orion. it's not like you had a great relationship necessarily. but they did talk on a pretty regular basis. they never made the claims they are making now. for nancy pelosi to say donald trump put her in danger by leaking her travel plans.

now we find out the state department out of kabul said it was leaked because buying tickets through unclassified means put them in danger by her team. liz: putting out a statement that supported nancy pelosi's claim. we are watching this fight unfold. there has got to be a way to get pelosi to budge. what do you think? >> why doesn't she offer the president something that her and her team really want. to me it looks like she is inept at negotiating. she is more bent on him losing than she is on winning things for her own party. that's what a divided government does. they ought to find ways to have winners and winners. i'm amazed at her ineptness in this negotiation.

>> when you see me looking away from the camera and watching the stock futures, i always want to monitor stocks and developments. the breaking news is the president will have a major announcement, he says tomorrow at 3:00 p.m. eastern time. we have concerns. there are three, they number three major migrant caravans. one with 1,000 migrants mainly from honduras you just crossing into mexico. we'll wait to hear if mexico will grant them visas. steve harrigan is on the ground with the latest. reporter: this is the lead element of that caravan. you can see them resting and relaxing after four days on the road. sleeping outside at night and walk or jumping on the back of pickup trucks during the day. their goal is clear.

they want to get to the united states. it was a question mark how they would be received in mexico. the border gated were thrown open for a little while. about a thousand migrants came through with no document. now there has been order established on the border with mexico. they are checking people's documents, they are giving them a wrist band and they are making them wait five days before getting into effects co. the government of mexico and its leftist president says they will welcome these migrants with open arms and treat them humanely. the other question is how do people of mexico feel about it. you can see the central plaza is pretty much overrun. there are a lot of people just sleeping outdoors. it got tiresome for people in the city of tijuana for a while. there was resentment there and

liz: we love watching market reaction, economic reaction, business reaction. look at this story. business booming at some of america's biggest ports as businesses are trying to beat the clock on any new potential tariffs coming in on chinese goods starting march 1. hillary vaughn is at the port in los angeles, one of the country's biggest. reporter: there is a backlog of cargo containers. the director of the port tells us this isn't normal. what's happening is they are returning out of space to put these containers. in 2018 they wrapped up their record year. 2018 was their best year in terms of imports and exports. and really what's happening, companies are trying to make sure they are getting as many i

that was a bipartisan advertisement. liz: so washington doesn't leak, really. a state department cable showed pelosi's delegation asking about tickets on commercial flights. what's your reaction to nancy pelosi saying the president put her life in danger. >> it's about as true as nancy pelosi's statement that they couldn't protect the president of the united states inside the house chambers. she plays fast and loose with her statements. she gets away with it. it's part of the san francisco say something and the hyperbole doesn't count. but the frornlt issue is the president recognized he wasn't going on vacation until the shutdown is over. she shouldn't can walking away from negotiations because she wants to take a trip for

political purposes. liz: here is the other part of nancy pelosi's case that falls apart. she actually invited president trump to make his state of the union addressen january 3. -- address on january 3. that was after the shutdown and she didn't mention security issues then? >> she made up a reason to take back an invitation that she made when we were already in the shutdown. it many the bad precedent. with president obama there was never a question whether president obama would be invited for the say the of the union. since the 30s, i don't think there has been a break in the state of the union. some of them incredibly difficult times. bust reality is we want to hear from the president. the president has an obligation to make this address and making it in writing makes no sense. because the american people in
