it doesn't make sense. if they were on the border to see what we are seeing. it's not manufactured. it's a national crisis, a humanitarian crisis. we are talk about securing this border with a fence. it's not concrete walls the whole way. it's a fence, and it's exactly what we need. we talked to agents on the ground and ranchers who have examples of what they are facing. this is a fight we have to win. the president is right. is it perfect? no. but it's a step in the right direction. if they can't fund the wall, we'll sit as long as it takes. liz: republicans are saying they appropriated $75 billion for the high-speed train in california. why can't you get $5 billion for a wall.

until we have a physical structure. and the thing we are hearing while the agents are working without pay, they are saying we are doing the right thing. liz: they are working without pay. thank you for coming in, congressman. next, the white house preparing for a second summit with north korea. rich edson is at the state department. reporter: this is a report that shows a facility in north korea and it's one of according to this group, 20 different facilities undeclared by north korea. missile sites, et cetera. they say north korea from this facility can hit targets throughout the south korean peninsula and sites in japan.

the report says north korea's defends the facility with anti-aircraft. the administration is pushing to make this facility part of the negotiations. there are issues with the negotiations with north korea. even the vice president mike pence last week accepted north korea has yet to take concrete steps on dismantling their nuclear sites. the white house announcing the timing of that will be late last month. president trump and kim jong-un had their first summit in june in singapore and they agreed to a broad set of denuclearization

liz: california governor gavin newsom denying the trump administration. he'll get the state of california to offer jobless benefits from the state to tsa and other federal workers who have to work without pay during the shutdown. this as the government warned they are not eligible for federal benefits. reporter: the tsa is admitting workers aren't showing up for work because like most of americans they can't work without getting paid. the tsa said yesterday they had

correct. the change today was that theresa may, it looks like she will not deal with the labour party and hard left and deal with the opposition. she is going to work with her tory back benchers. and the conservatives who say least e.u. get it done. we know the market got hit hard the day of the brexit vote. we end up having england being one of 50 countries that trade with the e.u. it's not that bad faith a thing. steve: what is missing from this whole debate in the u.k. is the positive case for being outside the e.u. the positive policy agenda to make the most of of that. a pro end prize agenda to cut taxes, cut regulation, make bring taint enterprise capital of europe. and that case isn't being made at the moment.

horrible judicial factors giving them and incentive to come here. so the concern is that we can address the -- all this stuff the president is doing which is absolutely right in between the points of entry to take that avenue away from the cartels. but if we don't erase and get rid of the incentive, this is not going to stop. it's just going to get worse and the facts show that it is. what's your reaction to those who say the wall is ineffective? >> my reaction is that's why i am here. that is 100% a lie. they are misleading the american people. in 2006 they said the same things on a bipartisan level back then that the president is saying now word for word. it worked then, and it works throw now.
