[♪] let's get to that fight over the state of the union address. could president trump do the state of the union from the floor of the senate? let's get right to edward lawrence. >> to do it in the senate the president would need to have 60 senators break a filibuster. the house speaker nancy pelosi sent a letter to the president saying she'll not consider the resolution for the president to address the joint session of congress. that means the state of the union address in the house chamber is off at this point. president trump: we'll have a response to nancy pelosi in due

course. but what she is doing to the american people and our constitution is a disgrace. reporter: the house speaker says she is not concerned about the precedent this will set for the future. house majority leader steny hoyer says a wall would work, but stops there. in the senate tomorrow two bills will be considered. one republican plan with $1.5 billion for funding. the second proposal, the democrat plan to open the government through february 8. >> we are hopeful that the senate will vote to open up the government of the united states. i think they will reject the president's plan because the specifics tonight are negative and ought to be subject to further negotiation. reporter: both sides say the

other is taking the federal workers hostage. a majority of americans say they favor -- they oppose the wall. 51% of americans in the new poll show they oppose the wall. 43% are for it. 56% believe the 8 of the union address should go on as usual. only 33% say it should be scrapped all together. there is an option of just submitting it in writing. liz: let's get to an update on how the shutdown is affecting our nation's airports. hillary vaughn has that story. >> more tsa agents are no-shows at work because they can't afford to show up and not get paired. they are missing their second paycheck due to the shutdown.

the tsa says the number of employees absent is up 4%. but the increase in call-outs isn't creating wait times for passengers. most of passengers made it through security in 30 minutes. they say many of their employees aren't showing up for work because they can't afford it. >> they knew when they took this job that they do their job to the best of their ability. the officers who are here are doing that. they are keeping our traffic safe by coming to work and doing their job. reporter: i talked to a tsa air marshal and asked if the decrease in tsa officers is putting passengers at risk. he told me know. he says his bank has been

deferring payments and waiving penalties. he said he's sure that's true for his colleagues as well. liz: admiral carl schultz is posting this video. >> for five-plus weeks of the anxiety and lapse of this government shutdown. you should not need to shoulder this burden. i find it unacceptable that coast guard men and women have to rely on food pantries to get through day to day. liz: they should not be expected to shoulder this burden. >> you are talking about individuals on the front lines of deterring drugs and illegal immigration. these are hundreds of thousands of them forward deployed to the middle east. these are individuals just like any other branch of the

military. liz: who do they blame for the shutdown? >> you blame congressional democrats who refuse to go out and take a look at what's going on with immigration. they have shown they are unwilling to come to the table. liz: they don't blame the president at all? >> i think they recognize the president has to sign any appropriation into law as it goes through the house and senate. but beyond that i think they blame congressional democrats for not coming to the table. so much to the point they don't want to hear the president speak at his inaugural address. that shows how much they are unwilling to even talk about what's going on. >> i want to switch gears because of what's happening at the irs. the national treasury employees union. there are reports coming in they support a call-out.

irs workers not showing up to work. there are fears people won't get their tax refund economics on time and it will hit economic growth. lit push it off into future quarters. what do you make of that? >> this is something that's truthful. you could say it could happen. the most of disruptive part of it is when you see a push by the worker unions to make an effort to do this instead of individuals going out and make those calls themselves. >> are they allowed to do that? can they just not show up? >> in a number of different agencies they call it different things. people wear the blue uniforms and they are more frequently getting sick as a result of this. you find different reasons to say why you are not coming in. i spoke to some of thigh tsa officers down in florida and one

liz: tax pros and tax experts are weighing in. the "new york times" ran an opinion piece saying high tax rates will save democracy. the wheels came off this one. forgive me, you may feel like you fell through the looking glass when you right. high tax rates for sky high incomes do not aim at funding medicare for all. they are preventing an oligarchic drift. matt, what do you think? >> i think john f. kennedy if he were alive today, i think he would be his 90s, would look at his party and say what has happened to the democratic
