repeatedly able to forge bipartisan agreements. when the president injects maximalist, partisan demands into the process, negotiations tend to fall apart. the president should allow the conference committee to receive with good faith negotiations. >> lou: in other words, cry and chuck thinks it would be a better discussion if it were only one-sided, without the president. imagine that. tonight, we take up the president's battle with the radical dems, the rhinos in his own party and the #resistance within his own white house. an all-star lineup, ed rawlins, columnist with the post, cory lewandowski, republican strategist, amy tarkanian is all here tonight. also, tensions rising in venezuelan as opposition leader, juan guaido and nicholas maduro, both seek military support.

senator lindsey graham now says the president is interested in you using military capability to intervene and assist in ousting maduro. north korea becoming the latest rogue nation to support the maduro regime. join the likes of china, russia, and iran. secretary of state pompeo, over the weekend address the un security council on the involvement of bad actors in venezuela. >> now, it is time for every other nation to pick a side. no more delays, no more games. either you stand with the forces of freedom, or you lay with maduro and its mayhem. it's not a surprise those who rule without democracy in their own countries are trying to prop up maduro while he is in dire straits. nor are these countries supporting international norms as they cynically claim. china and russia are propping up a failed regime.

president border wall expectation should be well tempered. it's -- the same goes for the house members on the committee. the six house dems decidedly more left-wing than the four republicans are right wing. and edward lawrence is in washington tonight with the latest. >> democrats say they will begin negotiating over border security funding on wednesday. president donald trump said he was $5.7 billion, which would include building a wall. press secretary, sarah sanders indicating the president would negotiate. >> at the end of the day, the biggest thing that has to happen, there has to be real and adequate funding for border security, including funding for a wall. >> reporter: the congressional budget office as the economy lost 11 alien dollars because of the shutdown.

larry says he has a fundamental problem with the congressional budget office, in this case he believes that loss will snap back, because people will start spending back bills. >> now that the government is reopened, the switch goes right back on, there's certainly no permanent damage to the economy. >> reporter: house speaker, nancy pelosi told her representatives on the joint border security committee, they can proceed with negotiations to protect the borders and their values, without holding federal workers hostage. she thanked democrats for the unity. on the republican side, senators are talking about waste and shutdowns. >> shutdowns never work. or, at least hardly ever work. i don't think the president will shut government down again. i don't speak for him and i haven't talked to him, but i don't think you will. >> reporter: wednesday will be a critical day to say who is serious about negotiating.

who is offering just lip service. nancy pelosi also invited the president to give the state of the union address on february 5. >> lou: speaking of nancy pelosi, a new poll tonight shows the biggest loser in the partial government shutdown was, house speaker nancy pelosi. during that time her popularity fell six points, 28% of americans view her favorably. a whole 20%. by comparison, the president's favorability dropped to just 43%. joining me now one of the greatest republican strategist in history, ed rawlins. also with us is foxbusiness a contributor, michael goodwin. >> let's start with winners and losers this conference committee is a remarkable group of folks to assemble. all appropriators doing the

but how much certainty they will provide under doctor, tps. people who have been here for a long time but are not criminal. the president can get his primary promise, we all want to protect our border in a way that is effective. >> lou: don't you think he means that he doesn't want to protect those borders? >> rubio's history on this, i think you have to look at him and hear him say that and think of his history. but, i agree on what's gonna happen. the president is not going to get what he wants out of this committee. this conference committee. on the other hand, if he gets everything except the border wall, everything except barriers, the humanitarian, more judge. >> lou: humanitarian? >> thinks he asked for. >> i guess this goes to those low-wage citizens in this

country who are working and will be competing with illegal immigrants. is that the humanitarian crisis you're talking about? >> that people who will be pushed to the back of the line is these people are pushed the front for amnesty. is that the humanitarian crisis? >> i think what the president meant was better housing for those being held. more doctors, the medical aspect of it. he has been wise to stress that has been part of his plan. i think you will get that from this appropriation. then, he will need to find another way to build the barrier. he will not get that out of this. >> lou: you don't think so? >> absolutely. >> lou: shouldn't he tell them to go to hell? >> i think another shutdown -- >> lou: he can tell them to go to hell without shutting down the government. >> i think you can send it back. >> lou: he could declare a national emergency and do what he promised.

you have the anti- trumper's who have squatters rights in the white house right now. i'm told who i really there are more anti- trumper's in this white house, and policy positions, then there are pro trump supporters. can you imagine that? >> i do not doubt it. i have watched them put these pieces in play. others are doing the policy stuff. they are never trump people. the key thing, this is not about redoing immigration reform, this is about border security. so, if any attempt to do daca, and other things they are talking about is absurd. he's going to get the border wall, or he is not. if he doesn't get the border wall than it needs to go to the emergency stuff. >> lou: as usual, with my short questions you still managed to

>> lou: returning, michael cohen agreeing to appear before chairman adam shifts house intelligence committee. they said the february 8 hearing will be close. leading michael cohen's concerns about his own safety and that of his family. michael cohen reports to prison for three year sentence for lying to congress and tax fraud on march 6. just less than a month from when he testifies behind those closed doors.

to the very congress that he was convicted of lying to. let's figure that one out. joining me now, james carlstrom, former assistant director of the fbi. he served nearly 30 years with the fbi. michael cohen, he's going to talk to the intelligence committee. he has been talking to the special counsel, now there's going to be a special hearing. >> a professional liar will go before the committee with all the other liars that are sitting on the other side. what kind of a joke is that? >> lou: it is pathetic. it is absurd. all you can do is laugh. that's what we have descended to. adam shifts, running the house intelligence committee and his first witnesses michael cohen. >> apparently the senate intelligence committee that is ahead of richard burke, who doesn't run the committee. >> lou: he doesn't do anything. >> he let the democrats do it.

they will subpoena michael cohen also. does that make sense? >> lou: not a bit. in this business with roger stone, who was accused by the special counselor, basically of covering up, covering up what, we don't know. but covering up. sending swat teams, for crying out loud. seventeen cars full of fbi agents in tactical gear. most of them, to rate his home, his wife who is deaf. this is a white-collar process crime that he is accused of. >> i think it was absolutely outrageous. in my history and the bureau which was 27 years, we would never do that. we never wanted people in the fbi that like to kick indoors. now, we may have to kick indoors on drug dealers in armed and dangerous felons and many others, but what they did to stone is really unforgivable.

the leadership's way. whoever made that decision, i don't know if that was out of the miami office. this stuff, we cannot act like that. we are normal citizens on white collar crimes, or people that are not armed and dangerous. >> lou: it looks like we have a police state. by the way, we may have. i'm not sure now. no one in this country can say with certainty that the fbi will be honest, will rule out corruption in its own ranks. forget about being gangbusters and going after the bad guys. they themselves are the leading example of corruption right now in this country, aside from the elected officials. >> that's why what they did to stone is so outrageous. because, it shows the fbi is really thuggish actions. this is not the first time. they did the same thing with

paul manafort. it's really disgusting what they did. i have had a plethora of calls from people, my former swat commander and others who are very, very sad about what happened. this is a sad thing. so, where is the leadership? this cannot happen. if the special prosecutor wanted that to happen, the answer should have been no. we are going to knock on the door with three or four people. we are going to do what were going to do, exercise the warrant, but you don't bring 29 people and have these weapons showing. >> i don't have personal knowledge. apparently a boat behind his house, who are you going after? the largest drug cartel guy in the world. >> lou: and of course the agents for the special counsel at cnn sitting there waiting for an hour before the fbi agent showed up in tactical gear with their

weapons drawn. >> i feel bad for the vast majority of agents would never want to partake in that. it is so alien to the fbi that i knew, that we would treat somebody like that in a manner that should be reserved for armed and dangerous felons. >> you would think that ray would have said no. whoever is in command of the people who went would have said no. you would have thought the swat teams themselves would have said really? are you kidding me but there are two issues here. one is that didn't happen, obviously. because, they win. we are not here. from rank-and-file agents you should be outraged with what is happened with that bureau. when you serve that so well for nearly three decades. we are also not hearing outrage that an american citizen, by god

was treated like a violent criminal. his rights were violated. anyway you want to say. you don't hear anyone,. >> there's a lot of agents who agree with i have said but they don't have a megaphone. you are never going to get coverage of someone saying what i am saying on the other networks. but, that's why it was so outrageous what they did. it's not just a single thing. anyone who sees that and looks at it and sees what happened, wow, what happened to this agency that they would do something like that? >> lou: i'm disappointed with whitaker. to go in and say that's enough of your nonsense. you're done. that is the people's fbi. >> i have no idea if raven knew about it. he came in fort lauderdale out of the miami office and whoever's in charge down there, in my view, if i was the director, should be replaced.

>> lou: the trunk administration one -- today, photographers during the white house briefing dealing with the issues on the venezuelan sanctions, they saw this and took pictures of notes written on john bolton the national security advisor's legal pad. it reads, 500 5000 troops to columbia. white house spokesperson commented saying all options are on the table. as the president has said. joining me now, christian white and, senior fellow and former state department senior advisor in both the trump and george w. bush administrations. good to have you with us. let's start with the sanctions

against venezuela. how important is that in the effort to be sure the venezuelan people have a new opportunity for running the country? >> i think it is important. the noose is tightening around maduro, the person we refer to as the former president of venezuela. really the country and the economy has been ravaged so badly, now all it has left in generating her capital is its export of oil. by sanctioning that oil monopoly, it is intended to preserve that wealth for the future and hopefully incoming government. it is just another sign that the tide is turning against them. >> that incoming government will be led by juan guaido, they have been recognized by the united states and the trump white house as the interim president.

what is it going to take, and how long do you think it will take for him to establish a government once maduro is driven from office? >> it should go quickly once he is gone. the question is, when will he go. it comes down to when the police and the military no longer support maduro. there are good signs in the fact that maduro has been unable to suppress juan guaido and his colleagues. the fact that this people power, this show of force by the people of venezuela have persisted and seems to be gaining strength, the outgoing government is unable to bring it under control, those are good signs that the old regime is eroding. >> lou: what you make of the note, the number 5000 troops are for columbia, accidentally well written purposely by john

bolton, and then captured by the press you saw it. >> we all love john and his legal pads. once a lawyer, always a lawyer. were not going to invade venezuela with 5000 troops. in panama and 91 it took about 27000 troops. this could be a discussion about pre-positioning u.s. forces for an emergency and venezuela, to protect the u.s. embassy and citizens of things go sideways. that may be appropriate. columbia would make sense as an ally. a place where we have a lot of cooperation, both police and security operation goes, you can also have assets at sea. that is my guess from the meaning of that. >> lou: the announcement that robert light heiser, the trade representative will be leading the trade talks with the chinese delegation beginning on wednesday and importantly, peter

navarro, one of the president's toughest trade negotiators and analysts. what you make of that? >> i think these are great signs. i think people have mistakenly priced in a deal with china thinking we are going to get ts. i think trump would like to get ts for the sake of our economy and the stock market. but, i think he really wants long-term change and will not just take up ordeal to get any deal. the chinese have offered up reportedly big purchases of u.s. exports, more than they have in the past. not any believable promise of systemic change that we need. also, there is a strong feeling in the white house that, regardless of the promises they make, we need to make them fulfill that. we can't take their word anymore. it is a coin toss to see if there will be a deal.

>> lou: with china it is not trust but verify, it is verify, verify, verify, as you would agree. and frankly, you get into a negotiation where you are negotiating whether or not another nation can steal from you, which is really the effect here. you talk about force transfer. it's stealing. it is straightforwardly that. some of our most important technology and secrets and it is hundreds of billions of dollars every year. so, that negotiation has to go one way, would you not agree? >> i think that's true. one of the great things about venezuela, if it flits from socialism to capitalism, that will complete a number of transformations in south america. maybe that is the growth market are investors and companies should be looking at. or, the growth is never there and you get robbed blind of your

time, it has been almost 18 long years of warfare in afghanistan. your thoughts about the prospect of peace in the architecture of a framework to negotiate such an end? >> there clearly has been some progress, lou. what is different, there is some momentum. why is that? well, first of all, they caliban in the last two or three years have been a whole and after the u.s. pulled all of his forces out except those who are doing train and assist missions. literally they tried to take over some provinces and put real pressure on this government. they were not able to do that and sustain that effort. they were able to take back that territory but nothing consequence will. the war is stalemated, they know that.

second thing, this is key, pakistan believe it is no longer in their interest to support the status quo, where they were supporting the taliban and also the united states. we talked about that many times on the air. so, now they want to taliban at the peace table and have push them to do that. that is why we are making some progress here. the taliban recognizing they are not only going to come to a stalemate, the afghan government will not be able to defeat the taliban with a small amount of advisors we are providing. we are moving to a framework to get a cease-fire, and eventually some kind of negotiated settlement. we are a long way from that. because, why? that taliban has not had one negotiated discussion with the afghan government. at the end of the day, that's who they have to make the deal with. there needs to becom some kind f power-sharing and giving up the territory. certainly we will play on all of

that. that would be formidable, to say the least. progress made to be sure, but keep a healthy dose of skepticism in terms of where we are going. >> lou: after 18 years, my skepticism is intact. >> is well-deserved. >> lou: general, journey to china, today, the sanctions based on the wall way charges, it's the chief financial officer waiting extradition, and bringing in the charges against stealing, china stealing but wall way specifically, u.s. international technology technology from t-mobile and others. by the way, we know hundreds of others over the past ten years. many have said it's a military action against china for what it has done instead of a negotiated framework in a trade document. they are stealing us blind and

have been doing so for decades. your thoughts? >> first, that is absolutely true what you have said. secondly we do have a president who is standing up for this and attempting to stop this economic part of this they are bullies, stop the stealing of intellectual property and pushback on joint ventures taken place inside of china. wallway is not just with the united states. it's a worldwide organization, it literally takes over with emerging nations. china comes in with the telecom companies and they own all of the personal intelligence in those countries for generations to come. it is staggering what they have been able to achieve. we should be pushing back on this but we should not be alone. the other countries in the world need to recognize the wake-up call that the united states has
