conference today, she talked about these norming defenses. unit is kind of cross barriers and things. she said that there was a need for that, things like that might be okay. so it seems that she is open to some degree or barrier. she cited a study by a congressman that represents a border district, he is one of the conferees. he's also the chair of the appropriations subcommittee that deals with homeland security. this is in terms of actual wall or fencing or whatever you want to call it, it is pretty minimal in terms of the miles they still have to put through. their argument is, maybe finish that part and then everything else is just semantics. >> over on the republican side, are you hearing any pushback or agreement with the president today talking about a waste of time through the whole process? are republicans in the committee sharing frustration

and worrying that this is a waste of time? or are they saying this is worthwhile? >> that is where appropriators are a special breed, it's often been said there are three types of members of congress. democrats, republicans and appropriators. it might help them in that regard but you know what is going on? the term used today was that they are clearing away the underbrush. they are trying to say what do we need to do you know, let's get the issue settled in the bill, get those on the table and deal with specific things. one big issue that still remains, and we do not think it will veer off is scope. there was a lot of talk earlier in the week. maybe they can address immigration, daca, lindsey graham, the republican senator from south carolina talked about the debt ceiling. i'll read your quote - from a senior source i spoke to earlier in the week about maybe trying to add listings into the bill, taking away from border security. here's what the source said. taking a complex issue which caused the 35 day shutdown and combining with another complex issue like immigration reform, and resolving it magically just

won't happen. it would be a recipe for failure. that is why the appropriators are so focused just on the money. here's another newsflash. the presidents request is $5.7 billion. if you talk to the appropriators, they will tell you, and this is bipartisan. they cannot add money into that bill. in 2011 when they passed a piece of legislation to raise the debt ceiling, they imposed something called sequestration. and imposed spending caps on what we refer to here on capitol hill as discretionary spending. they are capped at how much money they can spend in the individual bill. if you start putting money for a wall or these other requests by the president, this is republicans i'm talking to. they tell me that that would hurt homeland security in other areas. so you have to have this balance. and that is why i think the appropriators are kind of ignoring all of this noise. >> another wrinkle to keep an eye on, chad pergram, thank you.>> my pleasure. >> meantime the largest seizure

president. where are you putting her money? >> honestly, emergency declaration. i want to point out something for the viewers. i think this is oversimplifying things. the democrats on the left are considering this a loaded weapon. right now we have 30 states of emergency is in effect that have been in effect since the act was passed in the early 70s. and the president can use up to 123 of the statutory powers. statutory references for this power. and pursuant to that, congress is supposed to meet every six months to make sure that the neatest overripe and assess how things are going. in summary things there? 30 states emergency in the last years? zero is one of those in existence, only two don't have to do with the emergency economic powers act. and that is a threat that is substantially outside of the us. what do you think the white house still controls export? that was a legacy succession handed down from reagan. through every single president. so the notion that this is some

and why on earth are people in the party pushing is really extreme and unpopular late term abortion bills? all right, emily, abortion generally is a very difficult topic. i am pro-life, and proudly pro-life but i have lots of friends pro-choice.and to have discussions, we agree to disagree on certain points. even some of my pro-choice friends are looking at some of the laws and saying that this is going too far. it's a little nuts. and the polling bears that out. what is your take on this controversy? >> i agree with you. i think legally, these are absolutely extreme laws being set forth for you nailed it when you said vaguely. i think the specificity aspect, it's lacking here. it is what makes it so horrifying. and that shocking the conscience given the fact that the offering that has ensued. things notable that the states are starting to generate this kind of momentum in answer to what they perceive as a potential attack on roe versus wade. this is what we are seeing

every state collecting their wits. also is not a slamdunk on either side. so i do think regardless of the candidates don't want to get into it they will be forced, because it will be a hot button topic. today and said it is because of the trump show that is why it's devolved. it is a blame game that is going to play out with the candidates when they're first to answer specifically how they feel. >> trump did not write the bill. the democrats introduced it. chris, i now live and vote in virginia and help the government is paying attention to that. he campaigned as a moderate. >> we've gone from safe, rare and legal you know when clinton ran for president to now talking about, post birth abortion. i literally could not believe, i'm not even someone whogets fired up about abortion and i was revolted . i thought, he has to clean this up! and today he was given the opportunity and said you regret how they came across? he said no. >> don't listen to trump. and by the way, we're listening

rest the world. that will continue.in the intelligence community is great to saying hey, the status quo is likely to continue being the status quo. trump takes a position from trying to sell the deal to my own people, the international community and hopefully kim jong-un himself. so they're just viewing this in very different prisms. which manifests itself in some differences in how they will specifically assess the threat of north korea. obviously with all the different situations, you have to deal to specifics of them. by and large i think trump is a will chip on her shoulder about the intel community because what brennan and klapper and some of the others have done. this was not his finest moment would also not a problem. and chuck schumer and nancy pelosi just tax on national security. we love the intelligence security so much it's a joke. >> i think she wears glasses slipped further down his nose as he was stunned by what the president said. very briefly, one of the gotcha 's is that none of the mentioned national security and the border. i did feel like you can separate geopolitical threat

filed many charging instruments including one against roger stone and he has yet to fabricate any collision case. he has yet to make up a conspiracy case not only between the president and russia, but even between roger stone and anybody. roger stone, i think that you can make a fair argument that he got caught up in a very politicized investigation and you know, had he not been caught up in this particular investigation, maybe he would never have been subpoenaed to testify before congress and he therefore, would never have said some of the dopey things that he said in his testimony. but even he is not being charged with a you know, framed up, trumped up if you will,

collision case. so i would think anyone else should be would be beyond me. >> ought to be clear, forget subpoenaed and appear before congress, he should not lie to congress you should not tamper to witnesses and tell them to lie or not participate in investigations. but you are drawing a distinction between what he appears to be guilty of and we will see if that is proven, versus the bigger picture which is sort of the central core charge of the mueller investigation. let me ask you this. because you come at this from a legal perspective. you were a prosecutor. is there a distinction or a difference here to be made where perhaps robert mueller doesn't find evidence of an actual chargeable crime when it comes to criminal conspiracy like hacking the dnc emails. but he finds enough smoke and evidence that collision, a nonlegal term, looks likely. and therefore, it goes to the political question of whether it is impeachable. do you think that is a possible outcome to this? >> that is why the justice

department role here is so important. and as he reported a couple of seconds ago, apparently, the president is saying that he is going to let the justice department work this out and how much of it gets public. >> which is good, he should say that. >> is good instincts. he should not only say it but he should do it. yes. but the reason this is so important is, robert mueller is a prosecutor. he's not the council to an impeachment committee. he's not a guy like bob woodward writing a book about whether he thinks the president is fit for office or not. you'll thing a prosecutor has to decide, is whether there is enough evidence to indict a case and bring it to a jury. if there is not, the prosecutor is not there to answer every other interesting question or to weave together, some kind of potboiler that might make for some you know, interesting political misconduct.
