get more clarity us dang. >> we'll be looking at a national emergency. because i don't think anything is going to happen. i think the democrats don't want border security. you will hear the state of the union and you will see what happens right after the state of the union. reporter: the president acknowledged the many challenges saying if he declared a national emergency along the southern border it could be appealed to the 9th circuit coast appeals, a court that has not been friendly to the president's policies. liz: a growing number of republican senators are urging president trump and nancy pelosi to step back, dial it down. give breathing room and give space to the bipartisan group. that's what the talk is. they are trying to get a border exclusion to prevent a second government shutdown. here is one republican saying just that.

monopoly on force. there's no opposition guerrillas and malitia. in the past they have been willing to suppress violently nonviolent demonstrators. this is a difficult time for venezuela and we'll have to see what happens in the coming days as more protesters go into the streets. liz: what are you watching for? are you watching for the military showing up at the protests? we're hearing they're standing down. are you watching whether maduro gets an exit ramp into cuba? >> what i would be watching is whether the military decides that maduro is more of a problem than a benefit. they are more likely to look to someone else within the regime to be a new figure head rather than to simply turn over the reins of government to the opposition, at least in the short term. liz: you feel like it's finally heating up, right, john? >> it is definitely heating up. it has heated up before and
