coalitions, forge new solutions and unlock the extraordinary promise of america's future. he'll be making that address standing in front of house speaker nancy pelosi with no problem showing disdain for the president. both republicans and democrats remain deeply divided over a number of issues, including border security. the republicans including the president say there is a humanitarian crisis on the border. white house advisors say the white house would want any border funding package to include funding for a border wall. >> the congress has failed to do its job. the centerpiece is a physical barrier wall, steel slats. reporter: the democrats saying any package for border security should not include border wall

funding. the president has not ruled out another shutdown. he's also not ruled out declaring a national emergency. blake: we'll see what happens. meantime the white house's top economist brushing off concerns about the impact a possible second shutdown could have on the economy. >> if there was a second shutdown we would have to go back to doing the math the last time' we talked by the. but it looks like lasting effects will be hard to seeth the data glass you is so much momentum carrying forward for the year. blake: next with us is steve forbes. how are you doing? he doesn't seem concern about the potential of a second shutdown. should the white house be concerned economically? >> economically no.

he's right about the momentum of the economy. even though it's slowing down a little bit. it still has a head of steam. even though businesses and contractors were hurt the last time around, it wasn't big enough to affect the overall economy. but there is not going to be a shutdown and if there is it won't last more than a day until they get the injunction because the democrats are ready to go right to the courts. they know where to go to the 9th circuit or somewhere else that's friendly, they will get an injunction and it will be in the courts for the next year and a half. blake: do you think they feel emboldened because they have a great jobs report? >> well, the second shutdown won't hurt precisely because the first shutdown didn't hurt. most of of the government was still functioning. and most of people knew except for some contractors and

businesses that any losses would be made up. there was some dispoint and hesitancy. but the overall impact was negligible. blake: the workers are getting their paychecks and will be paid in full. i want to ask you about the possibility or at least the numbers. there was a wall street journal article about whether small businesses need to be concerned, fan they are concerned about a slowing economy. here are the numbers. according to this survey which the journal pointed out. 66% expect their revenues to grow this year. that's down from 83% from last year. 14% expect the economy to improve. 36% expect it to get worse. there is not a gooding out there with small business. >> small businesses, many of them are pulling in their horns. it's not helped by the fact regulators are starting to put pressure on banks about loans

weirdly. that's a downer as well. but in terms of what the economy as a whole, if you get a deal with china that will remove a huge cloud over the economy. right now people don't know what the rules of the game are going to be. but if that thing is resolved, at least you get a big trade deal involving hundreds of millions of dollars. you will see the stock market go up and a lot of businesses that want to move ahead want to move ahead. a lot of businesses are being cautious. if they see signs the economy is not going to go over a cliff, they will open up the purse strings pretty quick. blake: steve, more democrats are running on raising taxes on the wealthiest. a fox news poll shows democrats might have a political winner. thing everything aside, all the poll i aside, the country, at least some folks are behind this idea. christina, what is this all

about? >> if you look at headlines, critics are calling it soak the rich. democrats proposed several schemes to tax the wealthy. i want to recap on some of the proposals. independent senator bernie sanders proposing an estate tax with rates as much as 77% on valued astates above $1 billion. then you are seeing senator warren proposing a wealth tax of 2% on assets over $50 million. that increases if you make a billion dollars. and representative alexandria ocasio-cortez with a 70% top tax rate on incomes of $10 million or more. these are contentious issues for those who don't make more money. however, we had a fox poll and surprisingly, there is broad support for increasing taxes on the wealthy. if you look at just the first

line there on your screen, incomes over $10 million. there is a 4% difference -- a 46% difference in favor of taxes on those who make over $10 million. however, there is less support for a broader tax increase as you can see on your screen, 44% favoring raising rates on those with incomes over $250,000. and this is a fox poll we had that was a morning consult in political survey. they are saying if senator warren's proposal, the wealth tax she proposed, it's actually more popular with voters at this moment, or americans, i should say, then the ocasio-cortez proposal of 70% tax rates for those that are super wealthy.

blake: steve, what do you make of that. i know you don't agree with the policy out there. but the numbers are on their side at least politically speaking when you are talking about need to go get votes in 2020. >> everyone thinks somebody else is going to pay the taxes. as long as it doesn't affect me. but a couple of things. countries that put in wealth taxes primarily france, hurt the economy tremendously. and contrast with this country, and you need investments to get an economy moving forward. but this will get the republicans off their intellectual duffs and start arguing these issues and putting out full proposals of their own. you i have one called the flat tax. you want to poll that? people love it. >> i understand the flat tax is too great.

something has to give soon. more and more countries are recognizing juan guaido as the interest president of venezuela. but russia and china are supporting maduro and he has been defiant to the end. today 12 european nations followed the u.s. and canada in recognizing guaido as president after maduro refused to call a new presidential election. >> it was wealthiest country in that part of the world. now, you look at the poverty and anguish and crime, and you look at all of the things happening. i think the process is playing out very, very big. tremendous protests. reporter: guaido is planning to put pressure on the army hoping

to help them choose between the suffering people of venezuela or their corrupt leaders. crude exports are declining sharply as new sanctions take hold. monday the u.s. imposed sanctions on venezuela's state-owned oil giant. maduro survived only because of the ongoing support of the military. but there have been some high-profile defections the last few days including a major air force general. guaido says he has contacted the chinese and venezuelan military. if either of those were to switch sides and join him now, it could set the tone for the future. blake: back at home, blowback intensifying against the former starbucks ceo howard schultz

over is potential run for the presidency. >> it would be an enormous mistake by howard. he had a successful legacy as a business person. and it would tarnish beyond imagination if he does the only thing that his candidacy would do is to help the reelection of donald trump. blake: joining me now, steve hilton, the host of fnc's ""the next revolution"." there is a little self-interest there. steve: more than a little. their supporters in the media, you have seen this completely consistent condemnation in the most of aggressive terms of howard schultz. it says to me they are actually frightened of something. they are frightened of his message. what you are seeing is the democratic party candidates racing off to the left in terms

of the policy agenda. some of those might be superficially popular. i think what howard schultz is actually saying that we need something that is more moderate and less extreme and knows there is an appeal to his message. blake: what do you think his motivation is? some do it actually believe they could be the next president. others want to raise their profile and sell books. who know was they want to do. do you think howard schultz's motivation is to bring left candidates and the party as a whole back up toward the middle or does he believe he could be the next president of the united states? >> i am 100% sure he thinks he can be president, and if he were elected president he would do a very good job. i think what he's really

focusing on is a lot of polling data that says a large majority of americans, i have seen numbers up to 60% or more are in favor of a third party, they are in favor of an interest candidate. they hate the extreme'ism. that doesn't always translate into actual behavior. >> that's what i was going to say. when you look at independent candidates dating back according to "politico," 2000, they only got 7% of the vote. gary johnson got 3%. those numbers would have to go up 12-15-fold. steve: i think politic has changed and is change rapidly.

just look at the way donald trump with no prior experience and the totally unconventional campaign without any of the stuff people said you have to have to win. he didn't have the ground game and he just had his twitter and he blasted his way through. he ran really as an independent himself. that's what donald trump was doing. he didn't run as a conventional republican. blake: is it safe then for howard schultz not to follow that donald trump model. just go forward with the democratic primary? why not run within that apparatus and try to follow the trump mold. steve: he concluded that he can't. what's interesting watching him last week. you can sense there is something liberating for him as a candidate in being independent. and one minute criticizing donald trump over the wall, then

the next minute more of the minutes he spent criticizing the democrats for going too far to the left. i think as someone who has run a big business and used a certain degree of autonomy, he likes it ability to operate in that independent way and not be beholden to the ideologies of either party. blake: do you think he can win multiple states? steve: i think it's much more likely than ever before. i think it one person watching all this and taking some satisfaction from it is president donald trump. i think all of this helps him. blake: steve, thanks, good to see you. coming up. more key headlines. general motors was expected to start laying off over 4,000 white collar after workers today. the auto giant announced it

let's bring in the texas attorney general, ken paxton. he joins us live this evening from texas. those 3,700 plus troops head down to the southern border, need in your estimation? >> they will help create more wire fencing and doing border monitoring. people coming across, we have had a porous border for decades. blake: one of the questions is when you send active u.s. troops down there, they have their duties are limited in scope. do you think they actually stop people from immigrants from coming across the southern border into the united states? >> certainly our border patrol and customs enforcement is the front line of defense for what

you are talking about. but it doesn't hurt given we likely don't have fluff people on the border for them wbl illegal immigration. it doesn't hurt to have backup to relieve the bordered patrol from doing those particular duties. it definitely helps, and i'm glad the president is taking advantage of this opportunity. blake: we have the big speech in washington, the state of the union address. what do you wanted to hear from president trump. >> i want to hear his ideas for securing our border. it's something he ran on. and obviously he has got a quheaj congress funding it. so, you know, it will be interesting what he says his next steps are given we had to shut down and also his comments about declaring some type of emergency. >> should the next step be dedlairg national emergency? do you believe the president should go down that route? >> we do have an emergency here. we are struggling with human

trafficking. i don't think that's a coincidence. we have drug issues we deal with constantly and our crime is offensive. if you talked with loved ones, they would think we have a national emergency because it affects them directly. >> i'll tell you what i think is going on, they are -- we have seen this from the president in the last few days starting to talk more about human trafficking and trying to make this in part the border wall is needed to stop it. when you are talking about women and young children. for example, we saw the campaign manager for the president's upcoming campaign. the border fence saved countless lives. fit save one more person from

using assassination squads at night going into the barrios of caracas and shooting and killing and terrorizing guaido supporters. during the day when guaido is trying to speak, facebook and the internet is being shut down, including youtube and instagram as he tries to speak and communicate. so what we have is, how complicit are facebook and youtube and instagram in this shutting down and suppressing free speech in venezuela and why why aren't they doing more to help guaido because they pretend to care about freedom. blake: venezuela venezuela controlsed the interest -- the internet access.

some would say the military option is still on the table. this is a president who keeps every option still on the table. how real is it? >> it's very real. you say the in north korea with three carrier strike groups around the peninsula as we were doing negotiations. i would not be surprised to see the 82nd airborne division begin to preposition. we are a four-hour flight and drops under way to get 18,000 paratroopers on the ground. particularly if guaido is threatened. this is a national security issue because iran, hezbollah and russia are part of this this nexus in there, and they are intent on influence in this hemisphere and damaging the united states. blake: do you believe maduro thinks it's an option?

>> i any maduro needs to believe it's an option. i am not inside his head. but i absolutely believe that president trump will unleash the 82nd airborne division and other units that are good at this kind of thing to go down there and protect guaido and take on maduro and his henchmen. we would make pretty quick work of them, i believe. blake: other interesting things that came from the cbs interview with president trump. he said he turned down a meeting to speak or at least to talk with or communicate in some form with nicolas maduro. president trump is not shy about talking to world leaders. we see this with kim jong-un, we see it with vladimir putin. everyone is there own set of circumstances. why do you think it was he said no to maduro?

let's start with gas prices. we are starting to get anecdotal reporting that this is taking a toll on supply and production which could filter back here to the u.s. in gas prices. diesel is where you think you need to watch? >> it's easy to remember. venezuela, they import heavy crude. that's what you make diesel with. all the shale production, all the beautiful energy. that's light crude in which you make gas. so if you are a trucker and drive an 18-wheeler i would be ready for a shock. it won't be a positive for america's energy energy or a positive for shale even though they are doing light crude. blake: the line from the treasury is the secretary has been in touch with the refineries and it won't make its way back to the pump. >> i will take that with a grain

>> elizabeth warren, we are hearing is going to jump in. you take this serious at this point. it is a year away. when do we start paying attention? >> i come from the obama school. we announced early february 2007. this would make sense as there is precedent for it. she has hired great people in iowa. on the list of release dates is georgia and california. those are interesting when you think of what they mean. the trilogy of purple states that everyone speculates that are on their way to turning our georgia, arizona, and texas. california i'm assuming has a fundraising component. it is also a nod to her senate colleague who recently got in the race. >> california's interesting. the conventional thinking is that is up for kamala harris.

kelsey, would you say the democratic candidate should steer clear of that and let kamala harris pick up as many delegates there? or do they need to fight that state? >> they are going to have to fight it. it's a crowded field for democrats heading into 2020. i think elizabeth warren and her announcement is eminent. it is problematic in the sense that she is out there calling successful job creators, freeloaders. wanting to redistribute their wealth. i think the demonization of the very people who are making our economy work is not a positive message heading into 2020. >> the new fox polls show that a majority of americans think that the wealth you should pay more. >> absolutely. the way you can understand that because sometimes it is hard to

comprehend the amount of money that some of these successful business people have made. that said, when you think about in terms of, do you want to give our federal government here in washington, d.c. more of your money, or is that money better off going to privately run charities and nonprofits? those numbers would start to decline. everything in washington, d.c. is ineffective. democrats are talking about medicare for all. it is basically the virginia for everyone which is problematic, it is hard to understand why americans would want that for everyone. >> john podesta said, hillary clinton, i take her at her work, she is not running for president. >> the real test for the the morning announcement will be if she has to higher extras to populate her announcement as president trump had to when he announced his run. if she has to higher extras, she has problems. if she has a real crowd, she has
