"kennedy" begins now. ♪ kennedy: thank you, trish. in 24 hours president trump will deliver his state of the union address in a speech that he hopes will unite the country. but the president is far from united with one of the two people who will be seated closest to him. the address will be the president's very first with house speaker nancy pelosi hovering over his left shoulder like a zombie owl. the two leaders have had a contentious couple of months going toe to toe in the battle over funding. in an interview with cbs news yesterday the president said pelosi's stubbornness is bad for the nation. watch this. >> she's costing the country hundreds of billions of dollars because what's happening is when you have a porous border and

when you have drugs pour in and people dying all over the country because of people like nancy pelosi who don't want to give proper border security for political reasons, she's doing a terrible disservice to our country. kennedy: nancy pelosi has been standing her ground and she's unlikely to budge while they have less than two weeks to reach a deal to prevent a second government shutdown. if they fail to come to an agreement the president says he's ready to take action, like chuck norris. >> i don't take anything off of the table. i don't like to take things off of the table. it's the alternative. it's national emergency. it's other things. and you know there have been plenty national emergencies called. and this really is an invasion of our country by human traffickers. these are people that are horrible people bringing in women mostly, but bringing in women and children into our country. human trafficking. and we're going to have a strong

border. the only way you have a strong border is you need a physical barrier, a wall. and anybody that says you don't, they're just playing games. kennedy: i don't want to play games. democrats in congress have invited guest to the state of the union at the heart of the immigration debate, including illegal immigrants who worked for president trump's golf clubs. will the president will able to win over democrats and unite the country? joining me now, bill mcgurn, let us learn with mcgurn. welcome back. you have been in this position many times when you worked for george w. bush in putting together a state of the union. it was a different kind of wartime. >> well, every year speech writers get together and say this year is not going to be a laundry list and every year it's a laundry list. kennedy: how else can you do it? >> occasionally when you go to -- like after pearl harbor,

9/11 you can devote the state of the union to one theme. he ought to thank nancy pelosi. he has a chance to address the entire american people and there's a lot more heightened interest because of the clash he's been having with the democrats. kennedy: he had the serious address where the networks were forced to carry his coverage, which was essentially a plea to put pressure on democrat lawmakers in order to force wall spending. it didn't really have the greatest effect. i think the president's state of the union speech last year was more effective. do you think he'll do what he did last year? >> i think he'll try to do a bigger job of what he tried in the oval office address. he has his base. the purpose of the state of the union is you're the president of all of the people, including those who didn't vote for you and you're trying to appeal. you mentioned before. ms. pelosi, you know, in the background. everyone is going to be watching her expressions. they're going to be watching especially as the president describe what is the democrats

are doing. so it could be a lot of drama this year. kennedy: absolutely. and it as hard to think that we're more divided this year than we were last year. but now we're one year closer to the next presidential contest. >> right. well, listen, in terms of quiting the democrats democratsg the democrats, i think they're united with the president, their top priority is not letting him have any achievement. i don't think he's going to persuade them. you mentioned the democratic guests. i'm writing about a dreamer who is protrump for tomorrow's "wall street journal." if he invited someone like that, i think the dreamers are kind of up for grabs in the sense that the american people, including trump voters, overwhelmingly support a deal that would give protection for the dreamers and see occur the border. sesecure.border.

it's part of a popular package. kennedy: but another executive order. >> no, i wouldn't want an executive order. send me a clean bill. for the same reasons as you, we're in the mess because of an executive order. kennedy: exactly right. >> as opposed to conditioning it on wall funding, if e hes goingg with the national emergency, presumably he gets the funds that way. kennedy: he sort of out emotionalized -- i thought president obama was good with this, working the narratives into his speech. and you know, the president always has a way of stepping on a good message. and that's one of his biggest fawments. faults. he can have a moment when he brings people together. there have been those who say there's a teleprompter trump and a twitter trump. and the twitter trump obviously more entertaining. is the teleprompter trump someone so different that he's

unable to unify the country? >> i think he can d do it. i've thought a lot of his set speeches are better than he gets credit for. some of them are quite good. this is a setting that cries out for that. you're in the house, the people's building making your pitch to everyone. kennedy: and he could have done it elsewhere last week. he had that opportunity. >> that would have been a mistake. kennedy: and he realized that. the setting is so important. it adds gravity. >> he's speaking to the elected representatives. you want to go over their heads to ordinary americans saying i've got a reasonable deal here. that's the way to put pressure on them. kennedy: you have different people in the administration saying vastly different things. >> it's difficult. there's the game when we were there, you try to write your position in a way that forces

everyone to cheer for it. my suspicion tomorrow we'll get republicans cheering for a few things and a sa stoney face of e democrats. you try do it in a way that makes it hard -- there's a risk in being seeded and grim when the president says something uplifting. kennedy: but you're trying to emotionally connect with people. >> absolutely. kennedy: and a lot of people are still undecided when it comes the. >> i think a lot more or tuning many because of the fight. whatever else is done, the postponement and the battle has put a lot more drama in it. kennedy: should he be worried about stacy abrams? >> i don't think so. i have nothing against stacy abrams but that is the most miserable job in the united states to deliver a rebuttal, whether you're a republican or democrat. kennedy: and kennedy with the goop on his. >> the president, it's a big

office. kennedy: marco rubio in the water. >> everything is diminished. that's the one advice. if someone says should i accept this say no. kennedy: be the designated survivor. border security no doubt will be front and center in tomorrow's speech but the president will focus on a host of other issues as well. among them, his quest to end u.s. involvement in wars, america's strained relationship with china and the president is expected to announce the date of his second summit with north korea's kim jong-un. but he will speak to his bread and butter and boast about the economy with a number of democrats who are expected to join the vas race for 2020. he could use the speech as somewhat of a kickoff for his own campaign for reelection. will his tone echo the loud boisterous speeches that we've heard in his rallies on the

campaign trail and should he do that? joining me now, mark lauder. you just left the white house a few hours ago. after meeting with the president, did you give him any pointers for tomorrow night? >> i didn't give him any pointers. he's very excited open looking forward to tomorrow night. what you're going to hear him say is something you rarely hear in the mainstream media or other cable networks, america is doing really well. it's okay. we can celebrate that. and the president is going to celebrate it tomorrow night. kennedy: do you think he'll be self deprecating and say in spite of me, things are great? >> all he's got to do is point to the results, 5.2 million jobs created, paychecks going up fastest in a decade. these are the things that mat tore the american people, especially the ones that don't live in d.c. or new york, out there in the middle of the country working hard every day.

he's going to connect with them in that way. talk about our successes on the foreign policy stage, whether it's what we're seeing happen in venezuela, what's going on with china, iran, so many other things. there's a lot of good things going on. the country is headed in the right direction and you'll see him highlight that tomorrow night. kennedy: and you're going to see a lot of people in the peanut gallery on the democrat side who want that job desperately and many happen to be democratic senators like khamally harris, cory booker, bernie sanders. what will the president say. how will he address those nonelephants in the room? >> i think he's going to lay out his vision. and he's going to actually ask the congress to make a choice. do we want to choose greatness for our country. can we find areas where we agree, like infrastructure, lowering prescription drug prices which both parties say they want to address or do the

democrats want to continue to choose resistance. because those are the options right now. and so i think -- he's not going to call out his opponents in any way directly but i think if last year was any indication, will the democrats sit on their hands and look all sullied and angry when the president talks about things, how african-american unemployment is the lowest in history, or for hispanic americans or asian americans, will they sit on their hands and not be able to acknowledge the great things that are going on in this country. kennedy: it will be a bad look if they do. and i they's what people want to see. if we don't have genuine bipartisan, at least be gracious about the good news. and you know, i have said this and there are plenty of ways to reach out to right of center independents for some of these democrats who are running. and that is to say yeah, there are areas in the economy doing well. if you elect me we'll do even better. but they're so enter well

shaming, they're embarrassed of that. they don't embrace the low unemployment numbers like you should. it's one thing to kind of pooh pooh the stock market when the stock market is going up. saying that's theoretical. it sure is nice for most people to have job. >> what we're seeing is a full sprint to the radical left. and actual outright socialism by all of the candidates on the democrat side right now. in fact we're hearing that they want to talk about a government jobs program. we have more job openings than we do unemployed people. we don't need a government jobs program. we need to get government off of the back of business and we'll see continued grob growth, continued wage growth. kennedy: if you need bed dues n those roles, you have plenty of people south of the border that would like to come in and work.

but congress has to clean it up so people can come in legally and come and go legally. >> the president wants legal immigration. he wants them to come fill the jobs but it let's do it legally. you know he'll make that call again tomorrow night for legal and responsible safe immigration. but we need congress to negotiate. so far we're 16 days from the president's last offer and we still haven't gotten a counter proposal from the democrats. kennedy: well, things are kind of looking up there. we'll check in on that a little later. thanks so much. good to talk to you, mark. >> thanks, kennedy. kennedy: virginia's governor ralph northam refusing to step down after a racist photo from his year book resurfaced over the weekend. as you know. how long can he stabbed his ground before his career gets sent to the halloween costume factory in the sky. lawrence jones joins me to discuss the controversy and what northam should do and how the

kennedy: talk about being in a pickle and very deep yogurt, virginia governor ralph northam still resisting calls from top democrats all over to resign over a photo from his 1984 medical school year book that show as man in blackface standing next to someone dressed as a clue clucks klansman. northam apologized only to take it back where he denied being in the photo. ralph? >> i had the shoes, i had a glove and i used just a little bit of shoe polish to put on my cheeks. and the reason i used a very little bit is because i don't

know if anybody has ever tried that, but you cannot get shoe polish off. but it was a dance contest. i had always liked michael jackson. i actually won the contest because i had learned to do the moon walk. kennedy: yeah. that really happened. that's not from a comedy show or anything. northam has been roundly mocked for his bizarre king of pop defense. that's a new one. do you know how hard it is to get shoe polish off? no, most people don't. it's clear that he's not a -- is it time for him to beat it? joining me, lawrence jones. there are two things that strike me about that. one is the number of lawmakers going holy crap whab's i what'sy year book and people seeing ralph northam and brett kavanaugh. and he looks at kavanaugh saying, if you stay in there,

the news cycle changes fast enough. but then his bizarre defense of the whole thing. i wore blackface for a michael jackson contest but i love michael jackson and so there's no harm there. >> and you missed my favorite, he has black friends. kennedy: are they coming forward? >> he's in a big pickle. he's one of them. he's the klansman or the blackface guy. but i would encourage people, the republicans specifically, don't be so quick to get into the mob mentality to have him resign. strategically, keep him there. let's be honest, this goes back -- both parties have these extreme people, revelations come up that they have an issue with race. this was an opportunity for the republicans to say, look, the other side has this too. you cannot vet every single candidate to see what they did 30 years ago. i'm not making an excuse for it.

he clearly has some racial issues in his background. kennedy: especially in a place like virginia. >> exactly. where charlottesville happened. we know in the 2020 election they're going to paint donald trump as a racist and we could say your governor, what about his background. they didn't play that because they want do the same thing that the democrats do to us all of the time. kennedy: it's fascinating and it speak to the type of people who want to be politicians in this day and age. if you want to run for office, you have a screw loose. >> they're going to peel into your background. they should have noticed this when the lieutenant gov no nor s not featured in his ad. they were advocating if are the party ticket and he would not put his lieutenant governor on the literature because a lot of people behind closed doors said he didn't want a black guy on there. this is what we're dealing with, not only in the democratic party but all politics across there

and we've got to have an honest conversation. but when we selectively say this guy is acceptable -- remember, the democrats made this the standard that we can go back to year books with kavanaugh. now we got to keep going with it. kennedy: unforunfortunately, yo. but the problem is you continue sufficiently explain your past and what you were doing and your belief system. that was always my problem with robert byrd. i don't feel that someone who is in the kkk, you know -- i do believe in redemption. i believe that people can evolve and be saved. but you have to explain. >> why did you change -- why was your heart changed or was it because of politics. what e with e we've seen is thet apologize until they're put on notice. maybe they should handle it before they run for office when they're being a decent person.

i've had issues of racism in the past, be open with it and honest with it. it didn't seem really sincere. kennedy: and acknowledge the difficult racial history. >> right. and the people that you hurt in the process of that. and it seems like he's more concerned about him being the victim instead of saying look, i did some bad things in my past. and guys, i mezze messed up. maybe i need to step back from office. but it seems like he wants the power so bad. kennedy: and that's the most important thing. >> this is why people won't forgive him. kennedy: shifting stories, making excuses. so does he stay? >> he's going to resign. kennedy: okay. >> he's going to resign. but is the lieutenant governor going to get that spot because allegations about him is coming to light as well. kennedy: politics is a dirty business. >> and his team is leaking that. i thought you guys with are friends. kennedy: the whole thing is

divide between some of the moderates who are correctly weary i think of pushing the country that far. and i think you're seeing that on display with the 2020 race heating up and with folks like bernie sanders, like elizabeth warren proposing things like big new taxes on wealth, like 70% top tax rates, like new estate taxes. and the problem i think the biggest problem with these is they just don't work. hean you see this in countries, in socialist countries. go and look, in the 19 1990s there were 14 countries that had wealth taxes, now only four do and they raise on average 1.4% of their budgets that way. that's because the taxes are incredibly marred to admin strait. you can't get that much money out of them. you think you're going to pay for medicare for all, if you think you're going to pay off of the debt and all of the stuff

the socialists want to do, you're going to have to come with up some other taxation, and that means taxing the middle class people. kennedy: even if you level the gigantic taxes and raise taxes on the middle class, when you talk about $3.2 trillion a year, that's a phenomenal amount of money. and the hard thing about an entitlement like this is it's impossible to take away. once you're committed to a program like that, you can't uncouple society from that level of entitlement. and that's what makes it so incredibly dangerous. you can't pay for it. and then when you can't pay for it, you're ham strung and cannot generate wealth. that's what is incredibly immoral. >> sweden actually repealed their wealth tax. there are two interesting things that they said at the time. this was just a little over a decade ago. one was, they said this is not going to impact our budget basically at all. they weren't raising any money

from it. it was a symbolic repeal. what they were worried about was capital flight. basically people who were rich, they wouldn't start companies in the country or if they did start a company in the country, and made a lot of money, they took it elsewhere because they were trying to avoid high taxes. and that is what happens when you do this. kennedy: but that's. >> when you say -- taxes are for two reasons, you want to raise money for the government or punish bad behavior. what these taxes are designed to do is saying being rich and successful is bad behavior and we don't want it in our country. we want fewer businesses, we want people to not start businesses here. kennedy: ask the democratic governors in connecticut and new jersey who have seen billionaires flee and go to florida, nevada and texas where there's no income tax and no estate tax. they want to protect their wealth. they will do it by me means possible. and they i'm skir they'll skirt.

kennedy: where do they go? do they go full progressive? it feels good and people seem to be excited and energized and agitated. is that enough in. >> i think they're going to look at the polls and see what are the issues that resonate with the voters. i was in iowa for six months. you look at the polls with biden, i think a lot of it is name id. what do these candidates stand for. that's the problem with every single announced democratic candidate, which is, what are they running on. you gave me flack for tulsi but at least she's coming out -- kennedy: he's not registering. i agree with you there. that's the only thing i agree with her. she's going to be absolutely squashed by her party for statements that she has made in the not so recent past. >> sure. kennedy: what you make of all of this? >> as the democrats try to break apart and stand out, they really did themselves a disservice by

moving all the way to the left. kennedy: and michael moore is saying good further left. don't be a moderate. you cannot be in the middle. we have to go to extremes. >> that's the problem. now p they've gone to extremes. to maddie's point, it's bringing up terms like intersectionalty and character traits that want to be considered issue areas. with elizabeth war reg that's ws created a problem because she had to go on an apology campai campaign. >> now democrats are identifying themselves as liberals. kennedy: i think there's such a big split in the democratic party and i don't think it's the progressives who can win the white house. i think they can win the local races. there's plenty of room for the cult of personality in the wing. i don't think that wing leads the party when it comes to a
