united states and colombia and the venezuela military under the direction of mr. maduro stopped that. not only is he not allowing the economy to flourish. he's actively denying medicine and foodstuffs and hygiene kits for his own people. i think the venezuelan people have had enough of it and i'm confident in the days and weeks ahead they will continue to protest and rise up and their wishes will be seen forth. we are doing everything we can to make sure -- trish are's controlling the military. and i know you have seen some success an air force general said, i'm going to switch sides. how do you get more of those it in members to switch sides? ultimately doesn't it come down to that? >> there has been some notion there would be an invasion of venezuela. well, that happened. the cubans invaded venezuela. the cubans have been controlling

the security apparatus and protecting maduro and destroying the lives of the venezuelan people for a long time. the second thing is i am convinced many of the individuals inside the venezuelan military don't want to do harm to their brothers or sisters and children and grandparents. i think they care about the venezuelan people, too. and they will come to see that maduro's time is up and change should be at hand. trish: there are five americans in prison right now being held hostage by nicolas maduro. six people actually left from the u.s. to go down to what they thought was a business meeting. they worked for citgo which is owned by pdvsa. they thought it was a normal business meeting. and the next thing they know they wind up in prison against five u.s. citizens and another person who is working here with a green card. what are we doing to help them

to get them out? america can't stand for that. we can't allow a dictator to lock up our people. >> i can't talk much about any individual case. i can tell the american people that anywhere an american is wrongfully detained, the united states government is incredibly focused on obtaining their release. we have been pretty successful in president trump's first few years doing that. in venezuela i can assure the american people we are working diligently to make sure no american is wrongfully detained by mr. maduro. trish: the families in texas and louisiana, you can assure them you are working hard? >> in venezuela, and elsewhere in the world as well. trish: let me ask you about the process for this.

how do you get rid of a dictator? this guy is clinging to power. he's clinging to his military. there has been precedent. we have done it before. john bolton said he should take the deal. he should take the amnesty deal and live happily ever after far, far away from venezuela. >> dictators cling to power until the moment they no longer can. when he realizes he no longer has the support of the venezuelan people and military begins to realize to put things that most of venezuelans wanted for themselves and their families. when they recognize the time is up and there is no more negotiating, no more talking, there is no more fraudulent elections. you can't cling to power. we hope that day comes sooner.

and it will matter to the venezuelan people. they will be out of fuel. the shelves in the stores are already bare. the humanitarian crisis is very real. i think that's why you see the globe rise up. it's seldom been the case. about still, chile, ecuador, they are all rally together aid of venezuela. i think they will be a powerful influence in maduro recognizing his days are over. trish: it many heartening to see the united states standing with the venezuelan people. let me ask but some of the sanctions put in place. do you believe it's working? there were investors who invested in venezuela sovereign

debt or pdvsa debt. they worry that you are shutting down the market and in doing so you are shutting down the market to americans, thereby allowing the likes of the russians or chinese or booed guys -- bad guys who want to buy this stuff up on the cheap will be allowed to do so. whack you say to ease some of their fears. >> when america makes a decision to impose decisions it sometimes impacts americans. there is no doubt about it. they are not free. but this time they are really worth it. sanctions matter over time. they don't matter so much on day one or two. but over time denying the maduro regime the resources to conduct business and transferring the resources to the interim president guaido, if we can

accomplish that the resources will go for the good of the venezuelan people, not the evil of mr. maduro. we are providing humanitarian assistance. they are aimed at a good outcome for the venezuelan people. trish: why is it so important for our hemisphere. >> we should not allow freedom our hemisphere to treat its people that way. we had someone hijack an election the western hemisphere, and the people in that country revolted against it. we ought to do all we can to rally the global down in the reject that as a way of doing business in the western hemisphere. trish: and we runt risk if we are not there, the russians are? >> russia is there today.

working with the countries themselves trying to get a better course forward in terms of growth, growth policies that we know work. that's something that worked a treasury, work on ways to see countries grow faster, whether it's the u.s. or foreign countries. i'm happy to see us growing now. the world sees the u.s. is doing better. if we have better programs, maybe we can grow faster. i think that's worth everyone trying to get together and find our way forward. trish: can we use our influence in positive ways? at some point nicolas maduro will take the hint. he'll go. you will be left with a new government. democratic elections. then they will need a lot of financing. is that where you guys come in.

>> the majority i hope will come from the future growth of venezuela. they have huge oil resources. one of the challenges for private sector capital is to recognize there is a future opportunity. bring the money now and help the country begin to grow through the private sector. the imf, the world bank will be very involved. usaid, the bilateral aid program can do some. but the future growth of venezuela is what we really want. trish: we have sanctions in place on venezuela. and there are some american investors getting nervous because they are saying american investors are not allowed to sell these debt instruments, these debt instruments to other americans, and they are fearful

you will get the likes of the russians and chinese and bad actors coming along because of these sanctions that have been put in place, and they will be scooping up assets in venezuela on the cheap. could that happen? >> i am not running the sanctions policy, but i will tell you the way it works is americans who happen to hold venezuelan debt, that will be a narrow group of sophisticated investors. they are able to either hold that debt or sell it to a foreigner. so i'm not so worried about this being a harmful situation. oftentimes they are going to be selling to european or to and u.s. entity set up abroad. this is getting into -- >> we can't get too flaired this stuff.

>> the goal is to have a situation where money doesn't go back not duro regime. that's the way the sanctions are set up. and in the future what we are going see, i hope, is there is money available to the new government of venezuela as it sets up a free government that can actually help grow the economy, stop the terrorism funding that i gather secretary pompeo was describing. trish: that's a big concern. there are pockets of problems down there. one in the triborder region and one with hezbollah. big sources of funding for hezbollah, the biggest outside of iran. is that another area where you can come in as a world bank and have some influence and make things better? >> yes, absolutely.

but this is 8:00 at night. are you going fast into these tough issues? corruption is a big challenge, especially in poor countries and developing countries. i think the world bank can have a big positive impact on that. the other area is to have women more involved in economics. we find when that happens the economy works better, it grows faster and it's more stable than when they are not. trish: i know ivanka trump is working very hard on that. i spoke to secretary pompeo about that. women have -- that's the ticket. if you can get to the women of the world, you can reach a lot of people. >> a huge, positive force it's something the u.s. can be involved in and the world bank can be involved in. i think the trust fund within
