illegal immigration. liz: the president is not happy over the border deal. it's a lot less than what he asked for. it's a quarter of what he initially wanted as far as fund for the wall and length of the wall. but president trump did get more money for a barrier. he got enhanced border security. what did the democrats get? nada. they wanted a cap on detention beds, they didn't get that. and they didn't get a deal for dreamers. will the president veto this bill and get the money somewhere else? liz: "the washington post" op-ed says you are wrong about killing the amazon new york deal.

reform for the so-called dreamers. senator chuck schumer introduced a bill with $46 billion for border security and $8 billion for repairing and rebuilding the wall. the bill overwhelmingly passed the senate but did not pass the house. >> am i happy at first glance? the answer is no, i'm not. i am not happy. but am i happy with where we are going? i'm thrilled. reporter: the president may sign the bill to keep the government open, then declare a national emergency to move money to other agencies. still a senior administration official says omb alerted agencies to prepare because the potential lapse in finances appears to be imminent. we'll have to see if the

we have more money for detention beds which is very important, certainly a priority of the administration. now we wanted more money than the roughly $1.4 billion we got for a border barrier. but this is just one step. the president has the ability to reprogram funds and declare a national emergency and other steps. this is just one step in the process. liz: we were first out of the box on "the evening edit" to detail weeks ago how the president can get the existing already appropriated fund to build the rest of the border wall that he wants. it's $1.4 billion out of a $4 trillion u.s. government annual budget. we know chuck schumer got senate democrats to sign off on $46 billion. this seems to be leaving a bad

taste in voters' mouths on how it went down. >> there is no reason not to fund the $5 billion. we'll have to work the administration to get to that $5.7 billion. we should have that here. we'll just have to keep working to get it. liz: the president started out with nothing, and now he's getting something. the democrats didn't get daca. anita loyey said nobody got everything. they are still saying it's a barrier, not a wall. >> this is a compromise. this is not a wall. it's barrier. these are fences. i think $1.375 is a good number. liz: senator graham says the

president will move money to get a wall. >> we will move money from the drug corridors and you can move around money in the department of defense in the discretion of the secretary and the president. so under current law and in addition to what the congress will give number this deal. liz: we showed you how the u.s. code says you can use that money to build fences. is that now the plan? >> that's an important part of it. the president is able to pre-reprogram money so he has the funding he need for the border barrier. this is still being drafted. but we'll want to make sure that's in there when we see the full draft released tomorrow. liz: thank you so much. the bottom line is no government

>> you should have mentioned a native chicagoan. i think andrew cuomo is exactly right. there are reasons to reject a company like amazon saying the tax breaks are too great. but those reasons ought to be really strong, because the economic benefit they will bring to a city like new york or chicago, also a blue, democratic city, are just immense. liz: in chicago, illinois they have a severe deficit and pension crisis there. we are talking $3.75 billion in total average salary payouts. the tax break is $2.8 billion over a 10-year period. even the op-ed in the "washington post" says they are wrong to block amazon. these people get their way

amazon will simply go elsewhere. alexandria ocasio-cortez is basically going to stay there given her genius publicity. she is not going elsewhere. what's your take on that? >> i think these things tend to be emotional. various people. not just what you call the hard left are emotional about amazon. so i understand people being emotional. but the knock-on effect of an amazon job in chicago or queens is massive. whether it's times two or times three. if you give somebody a job in queens or chicago, that several other people like their family members, the people they buy things from will benefit from that knock-on effect. liz: there is more economic growth and more companies come in to build from that halo

effect. you can sympathize with the idea of corporate welfare and tax breaks. you had 230 cities saying come to us, we'll give you tax breaks. and we have companies like boeing, nike, tesla, they got a billion dollars from tax breaks in cities. we understand the corporate welfare angle. cities are doing it. saying come to us and we'll give you tax breaks. >> the trends travel in packs. cities gave sports teams massive tax breaks to build their stadiums it was a good idea in some places and a bad idea in others. then it went out of vogue. and they were right to stand up to these teams. but that's not what's happening
