past march 1. we know china is stealing $600 billion worth of intellectual property every year. even if we reach a deal, how do we know the chinese will play by the rules. >> we can't expect that they will. we have to monitor it. chinese companies involved in doing business in the united states should have to operate under the same conditions and restrictions as american companies operate in china. trish: walk us through that. how is it different? >> basically they have no restrictions here. they come into the u.s., they can buy anything they want, they invest in anything they want. they can buy any company they want to buy because we are an open society and it's a free market. obviously there is a national security component to it. but in terms of the cost of

investment, especially if they are not in a critical industry like telecommunications they operate unfettered. u.s. companies have to have a chinese partner. and oftentimes that chinese partner once they figure out to do what you are doing in china, they kick you out, or force to you transfer. they will say you can operate in chain today but you have to share with us the secrets on how you do it. then of course they figure it out and kick you out. trish: it's been going on for a while. i applaud the administration for taking this on in a way we have not seen previous administrations do. but what's going to change. why is this time perhaps any different? are you confident we can reach some kind of deal where there is a normal playing field? >> i'm not con any dent we can reach a deal with them.

they have had a pretty good thing going for 20 years. it will be hard to get them to move from that position. i am confident that's for the first time in 25 years we have an administration that is serious about doing something about it. others ran for president and claim they had were going to do it. but they go to the white house and the ceos of multi-national companies complain and they back down. we need to make sure we don't settle for a deal that doesn't solve the core problem. the consensus in this town was let them cheat, let them steal. once they get rich them behave like us and follow the rules. that didn't work. we have woken up to the reality they have cheated and stolen their way to parity in many of these industries and perhaps threatening to surpass us. i think this is the last opportunity we have to bring some balance to this relationship.

trish: you have got to do it now while we are still the world's largest economy. if you wait until we don't have that status anymore, it could be more difficult. a lot of news break out of venezuela. juan guaido is drawing this line in the sand saying humanitarian aid has got to get to the people of venezuela. this aid will enter the country next saturday. is the united states prepared to back him up? >> the united states is going to into contribute to that effort and we'll do everything possible to help him deliver it. we are here to support the legitimate government of venezuela and whatever else they ask for. i don't speak for the administration. i don't make the decisions but i encourage them to live up to that. trish: i think that the vice president takes this very seriously. i think the president takes this seriously. i think john bolton takes this

seriously, and mike pompeo who we just heard from takes this seriously. but this is a serious moment for the people of venezuela. we are looking at the pictures of those hundreds of thousands of people in the streets. they want change. this is an opportunity for them to get it. but, you know, i don't know how juan guaido comes forward and says the humanitarian audits coming in or else when you have maduro's army preventing it from coming in. >> there is a difference between the people wearing the fancy uniforms and the men and women on the streets who have to enforce it. i think when there is food for those soldiers and their families and their neighbors. when they don't follow that order to block it as i believe the vast majority of them will not. it will reveal the fact that maduro does not have control over the military.

they may not rebel because they are afraid of going to jail. but if asked to do things like preventing food from getting to their brothers and sisters, neighbors and loved ones. they are trapped between the fear of maduro and the fear of this being revealed. then losing their power and being in difficult straits. >> i want to show the viewers some video that came into us. these are boxes, food boxes that get sent out to family there provided they sign this petition. although the entire petition is in spanish inside. you have to swear your allegiance to maduro in exchange for food, senator. >> that's why he's against humanitarian aid. it's the tool he uses to get people to comply. not only do you have to sign petitions.

when he calls elections you have to come out and vote, and you have to voten for him. when he says you have to come out and march you have to march. and when he says you have to sign a petition and you don't, your family won't get food or medicine. he uses food and medicine as a weapon. that's why he's trying to block humanitarian aid. trish: is there a lesson for us? you see so many on the left migrating toward policies that are more socialist in style. you think about the roots of america. we are a capitalist nation. it's so much a part of our success. >> i don't believe socialism works. it's an economic disaster. but i don't want to just focus on that and not focus on the fact that on top of the socialism, this is the most of corrupt regime which is really a criminal organization we have seen in this shells fear in the

if this aid can't get through because the military and maduro is preventing the aid from coming through, thin what happens? >> i think maduro would be crazy to pick this particular hill to die on. i will kill you if you try to feed the starving people of venezuela? not particularly wise. if that's his hill to die on, i hope he tries it. trish: he's already done it. we sent the aid, it's sitting there and he sent the military to the border and said it can't come in. so he has already done that. >> however, now we have juan guaido saying i'm going to call your bluff. whether it's a bluff or not, we'll find out. the question becomes is there a way for the united states or colombia or someone else to ride security with that. guaido is the legitimate leader.

military way. >> it's disgusting, but one of the ways maduro keeps power is by controlling the food. it hasn't bothered him for years that his people have been suffering on the streets. starving people demand food as they should. what happens to the military. does maduro order the military to fire on his own people, on his own civilians. and if so, will the military heed that order? any time the u.s. is involved in something like this, there is rules of engagement. there is a rule of engagement for afghanistan, for iraq, wherever u.s. troop presence is. they will have direct orders that say if x, y, z happens, this is how you react. >> the fact that she is so specific with the day. saying this aid is going to come

in or else. to morgan's point, is there a playbook that perhaps is in play. the president telling me that all options are still on the table. >> i think at this point guaido was quite specific. i don't want to read too into that. i think part of this is calling maduro's bluff. does he want to put himself on that side of it? he could end up with all of his stuff broken and in prison instead of drinking my ties on an on an island. the international red cross and up n. stated they oppose this humanitarian aid because somehow it's politicized. let me tell you one thing. i have fed a lot of starving people from around the world, they do not care about where the food came from. they care about eating. the fact that those two

organizations wouldway in on the wrong side of this issue says more about them and the u.s. trying to help. trish: you worry about what they are thinking. but usua -- but russia, turkey, hezbollah, china, all the terrorist organizations who have come out in maduro's defense have a lot more sway than we would like to think. >> during the chavez era he invested heavily in the military. what we don't know, we do know there was a ton of military investment when the economy was good. what we don't know is was maduro able to maintain the military, the maintenance of all the systems. he has a lot of political cronies in senior general positions. so we don't know what the

i know the mainstream media like to pretend trump gave a tax cut to the relationship. i have been trying to help them figure out the real story, the inability to close loopholes. who pretend their income is investment when it's not. but that's too complicated for the mainstream media. instead they say trump, his tack cuts to the relationship are the problem. to be fair, in a place like texas, he did give a tax cut to the relationship because overall the rates went down. proportionally they went down for the middle class in a big way. overall they did go down. that said, let's be very clear. the president's tax cuts overall were not entirely the windfall the high earners of the left likes to pretend they were.

most of of those high earners live in blue states. in a case in new york city, top-earning residents pay a 4% city tax, 9% state tax and 37% federal tax. if you add it up, it's a lot of money. before the president's tax plan city and local tacks conducted. so it didn't matter how much new york and andrew cuomo wanted to charge people or those in california wanted to charge people. it didn't matter because those people got to deduct it from war they were paying at the federal level. now it matters. it does. so what do you know? people move. no surprise there. they moved out of new york and places like new york and into places like florida and texas. places that have no income tax.

and white, white is black, and left is right, it's just unbelievable. no matter what he does or says, they are going to take issue with it. don't you think that political environment contributes to their lack of willingness to have better border security? >> you know what? i understand what you are saying. but individuals like myself and others from the national border patrol council have been on your show and other shows constantly situation we need and the issues the agents face day in and day out. we need to do something to secure our borders and people need to start doing something to protect our border patrol agents and make sure we retain the experienced agents out there working that line. the border wall is very important. in the areas where we had better barriers it stopped, deterred and given enough time for the agents to go out and make the arrests. but in the end we need agents to be able to make that arrest.
