affects law enforcement. you have the office of refugee resettlement that is over in health and human services. of course, you have homeland security. you have the issues, the components that are there via the military with the pentagon. which you referenced. so yes there is a way to handle repositioning those funds. there is a way to reuse those unobligated fund balances. we want to make certain we are pushing toward the president's promise of securing that southern border. >> here is the thing. the white house moved and reprogrammed nearly $10 million away from fema to ice last year. and the new border deal says the president can transfer mobby for other purposes if there is a need for i.c.e. detention beds. so why not for a wall? >> you have got different pock its of money that can be used
