i'm susan li in for trish regan tonight. congress set to stave off another government shutdown. the white house says that president trump will sign that legislation but also declare a national emergency to get even more funding for the wall. edward lawrence is in washington, d.c. with the latest for us tonight. reporter: a bombshell today and a breakthrough. the vote will be final on a compromise spending bill that gives $1.37 billion for border security and then it goes to the president's december wreck says he'll seen it. the president says he'll also declare a national emergency. the president believes he has political cover here. republicans calling on the president to declare a national emergency, including the senate

majority leader. >> i indicated to him i'm going to support the national emergency declaration. reporter: democrats adding roadblocks to the compromise bill to make it difficult for the president to fulfill his campaign promise to build the wall. nancy pelosi says the president is trying to do an end-run around congress and she'll look at all options including filing a lawsuit. >> if the president can declare an emergency on something he created as an emergency, an illusion he wants to convey, just think what different values he can present to the american people. reporter: she calls the situation at the border a made-up crisis. the president will get more money for a border wall and likely will be heading for legal challenges. susan: for more from capitol hill let's bring in pennsylvania

congressman scott perry. do you support the president declaring a national emergency over the border? >> it's apparent congress is unable or unwilling to do the job to secure our country and provide safety for the american people. if congress can't do it, the president has the duty and congressional authority to do it. as much as i don't like the and wish it weren't so. it's one choice or the other and congress is ineffective in providing security for our american citizens. susan: the democrats will challenge this, so in the end what gets done? >> i think what gets done is a continued conversation about what's important to americans. do they want drugs to keep flooding in? do they want their wages to continue to be driven down by illegal immigrants? do they want the crime and gang violence coming into their

country? while the democrats night think it's cute to hold the president up in courted, in their community these things are happening. people are overdosing in their communities. i think it expands the conversation and as we have the conversation, more americans are side with the president's request to secure our country. susan: do you think this deal forced the president's hand? there are so many restrictions that the funds can be directed to there is use or that, what other choice does he have? >> we offered a choice for a continuing resolution for a week and a half to continue the conversation. and i think that's the right thing to do. but i think the president is trying to be a statesman. the democrats said we'll negotiate in good faith if you open the government up. he's showing the american people that the democrats aren't and didn't negotiate in good faith and don't have america's best

interest in mind. what they have in mind is beating this president and making sure i doesn't fulfill the pledges he made to the american people. susan: nancy pelosi said she wouldn't give $1 for the border wall. so in. >> ways they caved as well, don't you think? >> not much. we are giving local municipalities, generally sanctuary cities the right to disapprove construction. even though we can construct border fencing, when can't do it in designated areas. parks and wildlife refuges. where do you think the illegals will come through which there is nothing there. it's not about president trump. it's about securing our country. are they for securing their own countries and their own citizens or are they about embarrassing president trump?

what is trump going to use, a magic wand to bring back manufacturing jobs? over half a million manufacturing jobs have come back to the united states. the national manufacturing retailers association says confidence is at an all-time highs. and haven't talked about the low unemployment levels. susan the manufacturing jobs the best we have seen in creation in over 20 years. robert, i would say the retail sales did point to some concern. in december, it was the worse in 10 years. maybe there are some glitches here. >> it's important to understand, quote president trump from the campaign trail where he said most of of these numbers are a hoax. the reason he said that is down on the street level in phoenix,

alexandria ocasio-cortez and senator ed markey. the plan calls for completely curbing carbon emissions in 10 years it guaranteeser american a job, paid vacation, affordable house and high quality healthcare. but what it doesn't include is a proposal to pay for any of this. now mcconnell wants to get democrats on the record. but the plans own sponsor, ed markey, doesn't want to vote on this. >> we didn't pay for the trump tax cuts and spending bill. we are $22 trillion in debt. we have almost a $2 trillion deficit. this green new deal is supposed to be a framework for

discussion. we start with this as the grand idea. so let's have a vote on this and see who wants to be part of the economy of the future, pushing americans forward and make sure we distribute our wealth among all americans. the same things that are laughable to people now, that's going to be the future. we won't be burning coal. either we modernize or fall behind. susan: it will be $40 trillion over 10 years. that's more than the entire u.s. budget. medicare, social security, defense. where is the money going to come from. >> we'll pay for it the same way we paid for the trump tax cuts. susan: that's not an answer. >> tax cuts are returning the money of people who had the money in the first place. when we pay our taxes and get tax money back, that's our money

susan: breaking tonight, president trump reportedly considering a massive aid package for venezuela. for the country that's starving under a socialist dictatorship. how do you get that aid into the country when nicolas maduro is literally blocking his border. joining me now, former senior advisor to u.k. prime minister david cameron, steve hilton.

so, venezuela, we are thinking of sending tens of millions in additional aid in addition to the $7 million the u.s. currently supplies. how do you get it in the country when the borders are blocked off. steve: when the president made the bold move to back the legitimate leader of venezuela that we have all been explained to call him. that has a lot of consequences with it. this is one of those moments where it looks like we'll have to accept and much greater degree of intervention and involvement than anyone thought possible. in the end i think that is in america's interest because if we let the situation in venezuela continue with the state collapsing even further, it would hurt us here with an increased flooched refugees and

migrants. it's going to be a big commitment. susan: president trump in a lunch said the military option is unlikely for now. do you send 5,000 troops to colombia like john bolton penciled on his papers recently? steve: they will have to consider all those options. if you have someone who is not going to go peacefully, you have to consider those options. i'm sure they have a whole range of contingency plans. they are hoping they don't have to use the most of extreme. look at what's going on, the fact that he's not getting out and not taking the option of the villa in the caribbean for a peaceful life away from venezuela, i think we might be looking at something like that, some kind of intervention with force.

susan: we'll hear more from president trump in his speech in miami that will indicate support for guaido, the opposition leader in venezuela. amazon -- you have lived in silicon valley, you are a tech guru much sorts. amazon is backing out of its plans to build its second headquarters in new york city. amazon calling out the local politicians explaining why they are breaking up. some new york city politicians blasted the tax breaks new york city would have given amazon, calling them unfair. does this make sense at the end of the day? you had a trang transformative opportunity in long island city, new york. you would have seen 25,000 high-paying jobs on average $150,000 per year. and that investment could have extended to tens of billions in

the future. was this a lost opportunity information new york city? steve: i'm all for cities and regions and states competing aggressively for jobs and investments but i want them to do it in a pro market and pro end prize way by cutting taxes, cutting regulations, then investing in infrastructure and school reform. not through what this was which is basically legalized bribery. this is crony capitalism. i think this is good news for the people of new york in the long run. susan: even amazon is saying 70% want them to go to long island city. from what i see in a quinnipiac poll, 80% of african-americans and latinos wanted amazon to come here and create jobs and

help the economy. steve: we heard all those stories for years and years. that's what companies always say to extract those bribes from local governments. if we get there we'll have a multiplier effect on the economy and so often that turns out not to be true. when academics have looked at those promises in the end the people who benefit are the big corporations and the people who lose out are the local taxpayers. i want cities to compete by cutting taxes instead of handing it to giant corporations. susan: you know who agrees with you, let's listen in to alexandria ocasio-cortez. >> we were subsidizing those jobs. so for the city was paying for those jobs.

we were willing to give amazon to give away $3 billion for this deal. we could invest those $3 billion in our district ourselves if we wanted to. susan: the problems i have with this are the fundamentals of that argument. there is no $3 billion to spend. it's not in the government coffers for them to dole out if amazon doesn't come here to pay those taxes. steve: remember there are costs when a company like amazon comes in because of the nature of the workforce, the pressure it puts on housing. i'm speaking to you from silicon valley. the tech companies here haven't done any favors to regular working people. all they have done is put pressure on transportation and house, raised the cost of living it would putting much back into the local community. these bargains end up favoring the big businesses, and it's an

new roles. you can't insult all of israel. you can't say these comments and not get blowback. susan: . these young congress women are inspiring people to think that socialism is a great idea. but in the end do people understand you have to pay for these ideas? >> it's appeal be, especially to millennials because you look at the cost of student loans, a moderate estimate the other day i read is $1.5 trillion in student loans. i think a lot of young people are saying i want somebody to pay for my college education. it's a crisis that need to be addressed by both parties. but it's not just throwing fake money in the air.

which is social pointed out numerous times. but you are talking about mccabe saying unelected officials, law enforcement officials are talking about taking the president who is an elected official out of office any way they can. that certainly says something. susan: also talking about invoking the 25th amendment which to my knowledge was something that was established after the assassination of president kennedy, but only under extreme conditions where there is extreme incapacity. >> it's not supposed to erase the election or take the place of any other processes. here it would be unlikely it would be able to be invoked anyway. but interesting this is the way they go. this is supposed to be when you have a president who is incapable. if they are in a coma. that's what this is for.

susan: a developing story tonight. something the nation has been entranced by. abc chicago says its sources are telling them chicago police are investigating whether the actor jussie smollett staged his attack which he claimed was a hate crime fueled by racial bias and homophobia. >> it could be serious consequences if he made this up. er state has laws against reporting crimes that did not happen. there is a reason for that. resources are going toward the investigation. they are being called to his hospital room instead of going to help somebody else who is truly in need. interesting enough, in illinois they have tightened up some of these rules and made the

consequences even more severe when they were receiving false 911 calls. and if there were other co-conspirators, to those people, too. susan: as an attorney you witnessed a lot of crimes. in the details you heard, did that make you wonder what was going on? >> it seemed like a lot of what was being reported to the police wasn't adding up in their investigation. that's when police began to have a question mark. so now i think this recent story came out because there is an idea this might have been completely for publicity reasons which would be a shame. we have seen the resources going to people in need should be and is criminal. susan: coming up after this break, college students are quick to say they support alexandria ocasio-cortez's green new deal.

socialist of america students. susan: what's wrong with celebrating success. isn't this what the american dream is about? >> absolutely. i think it attraction to social i. is flood version of democracy that millennials have come of age witnessing. we have seen the wealth concentrated in the top 1%, higher rents. rents are sky high in most of of the cities where millennials want to live. you see the fact that wages have stagnated. the top 1% continues to get wealthier and wealthier. so for many millennials they see some elements of socialism as being able to correct some of the ills we see plaguing our society in america. susan: what are the ills? we have a great economy. the best jobs market in 20 years.

the best economy in 50 years. >> if you want an example of capitalism. look at india's economy. it opened up to capitalism in 1991. since then the infant survival rate has gone up 5%, and the mean income for the average indian person has gone up 57%. that's coming straight from capital i am. while it's easy for young people to gravitate toward socialism because it sounds like and they are concerned about legitimate problems in our country. we are look for people to have their problems solved by government systems when in reality we need the free market to be able to provide the solutions. susan: when you want to implement something like the green new deal, you have to find the money to pay for it. somebody has to pay the bill.
