trump and president xi jinping at the end of march. the white house see rowing in on a date around march 27. liz: let's get to an update on the senate. it now has enough votes to block president trump's emergency declaration on the border wall. senator paul said the supreme court if it gets to that level will ultimately strike it down. that's his forecast. reporter: senator paul formally made his announcement. he believes there could be 10 senate russia republicans who could vote to rebuke the president on that. we are hearing the vote could come on march 14. he joins thom tillis, susan col thrins and lisa murkowski. it's important to look at the

votes of collins and tillis. i would look at two senators from utah, myth romney and mike lee. lamar alexander made the case against the national emergency. and cory gardner faces a close reelection in a battle ground state. the president would veto it if it moves through the senate. he has not yet used his veto pen. but they just don't have the votes in the house and senate to override. they were 40-plus votes short in the house of representatives. they need 285, 290. overriding a president's veto is a big deal and it's also rare. last time it happened was in

september of 2016 when the house and senate overrode president obama to help saudi families sue saudi arabia. in 2016 an effort to override president obama's veto on a repeal of obamacare. liz: with me now is kevin cramer. senator, thanks for joining me. what about happen after the president vetoes this. do you think it gets to the supreme court? >> i think it's two separate tracks. there could be they will challenges that lead to the supreme court at the same time the veto would come back and be sustained by the house and the senate. so i think all this will play

and the statutory authority he has within the department of defense. i think there is money there. i think the money has authority. but i will say this. i am more concerned about getting the u.s. army corps of engineers to get the darn thing built. they issues contracts for 45% of the fiscal year in 2018 dollars. we have a lot of work with do with our own bureaucracy. liz: i would like your reaction to senator chris van hollen arguing against president trump. >> i think we'll get the votes to pass this veto of the emergency resolution. we were talking about

authoritarian tendencies. this is the president of the united states take unconstitutional means. liz: your take on that. >> i used to be uncertain about that myself. until he made the declaration, i read the declaration and looked at the a tiewts. it seems to me he is making and has made a very strong legal case for this declaration. that said, there may be some among us who don't like this, we view this as extra authority that the president is taking particularly in the appropriations process. if we pass laws that give him this authority, then he has the authority. but this vote coming up on the motion to disapprove in my view is on an action that is legal in the law. we don't have to write the

with other super powers behind the scene. let's talk about cuba. cuba and venezuela essentially validate each other. the white house is announcing cuba's role in fomenting repression in venezuela is clear. what will the sanctions mean for cuba here, bret? >> it's going to be a lot more dangerous for u.s. people to have to go to the country. maduro is a puppet of the cuban regime. and it's so important that we increase the sanctions. is specially cuban intelligence. they have been covertly supporting the maduro regime.

>> it's certainly a very tense time. but i think president trump guaido's return is important for two reasons. it demonstrates * persuasively that he cannot be intimidated and it underscores the support mr. guaido has around the country. there were something like 47 different demonstrations in cities all or venezuela. not just in the capital. all in support of mr. guaido. liz: what happens next? what will maduro do now? >> i accepts he's becoming increasingly desperate. he's desperate to keep as much of the humanitarian assistance out as possible and i think we can count on him and his supporters in the military to attempt to intimidate mr. guaido and his supporters.

liz: obstruction of justice is a heavy charge. president nixon faced it. so did bill clinton. let's bring in the heritage foundation. jerry nadler saying they don't have all the evidence yet, but it's sounding as if they have made up their mind already. what does this mean for 2020? >> it means democrats are going to have a hard time convincing anyone who is remotely moderate in this country that they actually care about policies and are capable of creating any form of legislation. all of these investigations are clearly just intent to distract from the conversation of how well president trump is doing, given a growing economy, given relative peace abroad and also meant to distract from the policies that democrats are now promoting which are very radical including the green new deal, open borders. liz: okay. president trump is now being charged with the same thing that

nixon and clinton was charged with, and both of those avenues -- they were well traveled roads. those two presidents got in trouble. this president has been accused of obstruction of justice with the firing of james comey and more. this is going to be a tough road here, kelsey, no? >> it is an accusation without any evidence. look we have the mueller report that's supposed to be coming out very soon. democrats would be wise to actually wait for the results of that, before sending 81 plus letters to all of these different individuals and entities on some sort of fishing expedition. liz: let's get to this, house minority leader kevin mccarthy was on that same program, arguing to jerry nadler and the democrats were looking to impeach the president from day one. watch >> i think congressman nadler decided to impeach the president the day the president won the election. >> he's not there yet? >> listen to exactly what he said. he talks about impeachment
