catch and release policy and much more former kansas secretary of state kris kobach and general counsel for the nonprofit group we build the wall. it's good to have you with us. your sense of what's going on at that border after spending some time there. >> you know lou it's astonishing the crisis is not getting better. it's getting worse right now and it appears that what's happening is they are is an old obama administration policy that's causing all kinds of problems. the policy is giving immigration parole to people who come into the united states illegally before releasing them and what that teens want to give them the special status of immigration parole they are eligible for work permit and they are eligible for welfare benefits earlier than they would be otherwise. lou: who made the decision? who is giving them such parole

and who has ordered an authorization? >> i don't know where the orders came from but the policy was in effect. it was one of those pulled over vestiges from the obama administration. i.c.e. agency is a subcomponent at dhs that would be giving the parole to the aliens but if these reports are correct -- lou: i.c.e.. >> i.c.e. gives the parole and a permit from border patrol agencies. lou: do they have order right now? >> peace are the agencies that have handled immigration all along. this may be an obama policy that is slipped under the radar and should have been reversed but now we are seeing the consequences which is where giving a huge magnet and we are getting reports from the migrants themselves that they are coming in expecting to get

welfare benefits and food cards and expecting to get employment authorization. this demands a further investigation. lou: you are saying the department of agriculture is there with its agents giving out ebt cards? >> the usda is not handing them out in person but if these individuals get parole and successfully getting ebt cards they be filling out a form and sending it and getting the cards that shouldn't be happening because we have a system of laws lou: you are one of the leading experts on immigration law. can that be reversed by executive order? can it simply be countermanded? >> the giving of parole to those individuals coming to the country illegally and these caravans, that can be done. it's a policy decision that the

obama administration made. there is no regulation. lou: is parole a condition precedent to turning over welfare and other benefits then? >> parole they can get a work permit and it would stop them from getting the welfare of benefits early. otherwise they could successfully get asylum. they could get the welfare benefits earlier. lou: what could he done immediately to turn off the magnet that is drawing and i realize it's push and pull but it least the poll aspect of it, this magnet that is bringing these illegal immigrants by the tens of thousands to our border and across our border. >> you and i have discussed this before. it's not rocket science. first of all giving issuance of

parole to the individuals individuals coming up with most importantly try to process the claims immediately. processing centers in use fema trailers. don't just turn these people loose and here's the other thing we didn't mention. to date the art being given further final asylum hearing is not one year, it's not six months it's five to six years down the road so we are saying come back in six years. we should be having these people while they are still there and process their asylum case right there. lou: have you communicated this to dhs or the white house or to someone in authority? >> it's extraordinary what's going on and i know there are people at dhs who are trying to solve the problem in the white house but the key is, the key is you've got to have the agency

executing the orders that the white house is giving and we are turning people loose. lou: are you talking about the border patrol agents? >> the part of dhs which includes the border patrol which is the entire department. lou: maclennon has been on the job for a couple of days. have you indicated it to him? my audience and i would urge you to do so straight away. this is unbelievable what we are all contending with and we have very little choice here. the president has available to him a national emergency deck oration and is being stymied by the courts, as i made by the radical democrats the rinos in congress and every turn the

establishment is doing everything it can in cohort with the left-wing activists in this country who are by the way working as you well know on the iron triangle and assembling caravans and driving, this is the push part of this, pushing these illegal immigrants to our border. what's it going to take to stop that? >> one of the anglico in addition to stopping the system we have now that is in a freefall. we are turning people loose and giving them employment authorization. let's remember the wall. president trump's talked about this is before he became president. you go to ease from el paso are left from el paso and you will see these big fences that you get into these vast open spaces where there's nothing but a metal beam 3 feet off the ground that you can crawl under our hop over if you want to.

so much of our border is wide open and the president has rightly focused on this saying we have got to build that wall. the wall is so central to the overall theme. lou: that wall can be constructed under his national emergency order, can it not? >> it is in my understanding is they are moving forward. they are moving as fast as possible. lou: they change leadership. i think it's a clear signal to everyone at the department of homeland security what has to be done i would think and they understand what this president is insisting upon. at the same time we are a country where that order is a flame and we have records that are refusing to acknowledge the declaration and his emergency order. what in the world are we to do

with these courts? they are operating like they are agents of another country. >> it's extraordinary. he organizations on the left that oppose the immigration enforcement laws immediately to workshopping and where they mostly go shopping is california where they find many who are willing to -- lou: we understand the problem. we know that the border is going to in a handbasket. what are we to do about it and what is the president to do about it? >> enforcer the courts of appeal will continue with the law but the problem is our system takes so long to get the case in front of the supreme court. lou: why the does it take so long? it's an emergency for crying out loud. do you have a bunch of idiots in black robes going flyfishing instead of taking care of business? doesn't the national emergency affect the judiciary?

popular than the president. it's something like 53-20 something%. why would he be saying these things? i can understand having a conversation in a closed-door meeting talking to a few people but when you are talking about the entire conference, this is nuts. >> he's a very significant player in washington d.c.. you need to be supportive of the president. he's raised a tremendous amount of money for house candidates. lou: the president shouldn't turn over a dime to him unless they are agreeing with him. the. >> every candidate is going to want the president support regardless of what he says here. lou: is this mcconnell's way of saying he has done? >> is mcconnell's way of saying i'm at the player in washington d.c.. lou: i sure hope the president straightened him out on that. that would kind of interesting.

the focus of so much u.s. warnings to its allies. what role is it playing and how are u.s. companies and their allies companies doing in that competition? >> from our perspective the fcc believe strongly in the security and reliability of 5g networks. we have been here doing the steps necessary to make sure that equipment are services that might pose a national security threat don't make her way into her networks. where working with partners abroad and i've worked with many counterparts around the globe to make sure they take security seriously as well. we will have military applications. we want to make sure security is one of the things we are thinking about on the front end as opposed to battling it later on. lou: the security is the most advanced network in terms of speed and bandwidth.

5g itself is going to be a critical strategic infrastructure for this nation. how do you assure that? >> we believe in the power of 5g to transform a lot of american industries. we are talking about speeds that are 100 times faster than the 4g network we have today. lag time is one tenth of the speeds we get today so we are talking about the connect to many that can enable medicine and health care and things like telemedicine and robotic surgery. precision surgery can become a real deal. manufacturing, transportation all of these industries rely on these high-speed networks and there's a huge year of growth in terms of job creation and economic opportunity is waiting to be tapped and it's why the president and i and many in the government are working hard on 5g. we want all of that innovation to happen here in united states

of the it benefits our businesses and consumers. lou: as we wrap up let me ask you this. how are you measuring the u.s. lead right now in 5g and how are the chinese for example, who are the principle competitors and where do they stand in terms of our leadership? >> the principle competitors are china south korea japan and other countries like that but by objective metrics the united states is strong in this area, taking the lead. we have had 92 deployments of ig in the united states by the end of 2019. we pushed more in the commercial department than anyone in the world. we have taken the steps necessary to these regulations standing in the way of technology. the united states is in the lead in 5g thanks to forward moving policies of this administration. lou: mr. chairman

offensive even after we lost three of our servicemembers in the last few days. >> lou this is the longest war we have ever had. we have nothing to show for it in the united states in afghanistan and i think in iraq before whatever reason we got in the point is now we are spending hundreds of williams and trillions of dollars to prop up leaders who don't like us in countries that no longer matter. lou: the president wants to bring our troops home. i can imagine the generals have any credibility whatsoever on the issue of afghanistan as k.t. points out. it's been nearly two decades. what are we to do? >> i'm happy that i'm with k.t. again. welcome back. >> thank you friend, welcome to you. >> i just came back from the region and a major conference in

dubai about how to combat the jihadists including in afghanistan. one of the recommendations was don't send mixed signals. we are fighting the taliban on the ground and isis and al qaeda but at the same time we are conducting a highly visible negotiation with the taliban in kandahar. that is problematic because the message we are sending to the afghan army -- lou: what are we to do while lead? i have the greatest respect for you and for k.t. but i've got to be honest i've heard blather from generals and geo-strategists until i've had it to here. we still have servicemembers dying there. we have is k.t. points out accomplished nothing. we control that within the gear on september 11 and we have frittered this away and we have

had idiot generals who threw doctrine called at the long war. they have got their long war and we have the castle to use to prove it and we don't have vigilance. >> we have the longest war with the wrong strategies. lou: we don't have 20 years to figure out his strategy. 20 years is long enough get the out. >> we have had eight years of an obama administration which basically limited. lou: look, i agree with you. this president has maintained from the day he stepped onto the campaign trail that he wants to bring our forces home. he is right, he was right and he is still right. the establishment in this country k.t. the military-industrial complex whatever you want to call it, it's time to call it what it is.

>> get out and close the lid and let them have at it. get out and rebuild the united states. to rebuild afghanistan and pay attention. not a bunch of taliban leaders, china, the south china sea, they technology is where we should say focus. lou: our hemisphere. while lead, your thoughts? >> i disagree with both schools the school that says what we are doing is beautiful. no, we have wasted a lot of energy for the last 20 years. lou: six or $7 trillion. we could have rebuilt the entire hemisphere. >> it's not going to be this solution because they will go into pakistan and going to other countries and they will visit us again. let's be honest. we have done wrong strategies. let's do better strategies. let's withdraw our troops and have other troops take over the

desolate one to do in syria and other places. lou: we ask other people to do the same stupid thing that we have done. what is the strategy? i just wanted to strategy. >> they have done nothing for the afghan society. lou: our limitations mainly stay within our hemisphere and we apply a modest foreign-policy for a change. this president has called on that from the beginning. >> the last time i was in afghanistan several years ago an afghan would say you have got the money, we have got the time. they are going to outweigh us and they are going to be here 100 years after we leave. lou: while lead? >> i think we need to change the strategy and at the same time i

dissuade people i think is just completely bizarre. and what is almost as bizarre is fired fbi director james comey now saying surveillance isn't spying. >> the fbi and the department of justice conduct court-ordered electronic surveillance. i have never thought of that as spying. lou: he has never thought of that. there's so much is never thought about like laws that apply to him and his conduct and the list goes on and on. joining us tonight robert jeffress and members of the white house faith initiative pastor of the first baptist church of dallas. pastor is great to see you. >> thank you. lou: first, james comey. my gosh, your thoughts. >> well lou look for president is being vindicated every day on this issue. this issue was about a false

we can't always see but lou i also believe that god plays donald trump in the oval office for country at this time and i trust god's plan even though i don't always understand it. i'm sure part of that plan was president trump being in office. lou: absolutely and amen to that. i'm still hung up, i guess it has to amount to a sense of humor on the part of god to put john brennan in a position where he could spy on the senate select committee on intelligence and get away with it even after having lied about it. and then suddenly after decrying the collusion between the russians and this president for two years simply washes his hands up of it at the end after looking at the conclusions of the mueller witch hunt and says i guess i had that information. this is a test. i can't even imagine how

president trump feels watching this thing unfold because i would be so angry. i think i would have been firing people. i know i would have been firing people like rosenstein. i would have been firing a bunch of them. i would last a week and a half in that office. >> this is one of the reasons. the primary reason i supported this president from the beginning. i saw this quality of resiliency. doesn't matter what gets thrown at him. i've never seen them ruffled. i've never seen him lose his cool. he's always moving forward and nothing stops him. that's what he's doing such a great job as president. lou: isn't it strange that can't be in it knowledge meant that this president's quality is? remember all the nonsense we heard initially about dean presidential. this president has accomplished more than any president in modern history and its only

second half of his first term to do so. this is a president who has been constrained. he has not given in to the temptation and i truly believe i would have been in two -- given into in to the temptation to fire mueller. put up with the attack from the national left-wing media and the radical democrats in the rino spend all the other fools. >> he said from the beginning there was no collusion. i believe because he knew the truth he was willing to let this play out. one thing you find in the bible justice always wins out. not immediately always but ultimately and i think we are seeing that happen with this president. lou: i have to ask you your thoughts about the new york assembly willing to turn over $27 million for illegal immigrants to go to college but not a further support of the
