stock exchange with more. sorry. forgive me. we want to get to you. jerry is detained right now. we want to get right to michael missst pillsbury for what is going on with china. he is one of the world's leading experts on china. is this tough line the president is taking, is that the way to go, sir? >> yes, it is. the president is reacting to two different things, liz. one is the reneging, he used the word in his tweet, renegotiate by china. this is bad faith in negotiation to give up something, agree to it and come back and revisit the whole thing. that's one thing he made clear in his tweet on sunday. there's a second part of it, which i addressed this morning in a long article about why the tariffs are a good thing for a temporary period. there's a fear that china is going to cheat on the trade agreement, that they have no real incentives not to cheat, to go straight, if you will.

so tariffs give the opportunity to china to earn their way out of the tariffs by complying with commitmentments they've made. this is an unusual new idea president trump is using. it's not the old kind of tariffs that alexanders hamilton proposed to protect the american industry, have tariffs for 100 years. it's not a tariff that's designed to protect steel or aluminum. china can earn its way out of tariffs fairly quickly. this is a way to get china's attention. and i was very pleased that they're coming, the talks will be held on thursday and friday. the market, you know -- the idea of buying on a dip could pay offhand somely if thoffoffhandst compensates and jumps up 500 points or more.

liz: has china been -- i think you pointed out. has china been busy in these last three weeks trying to weaken the deal? >> those who say that i think are referring correctly to chinese activities that have started back in early march actually, more than two months ago. to not have the concessions they made be final and not have them very well known. these talks are secret as you know. 150-page text. not one word has leaked. on the chinese side it's possible that the hawks didn't really understand the degree of concessions that had been made. and so they got a hold of the whole 150 pages instead of a summary and they began to realize that these are serious concessions president trump has got out of china. so maybe they got a chance to take them back recently. now they've seen that the punishment president trump is giving them means don't do this again. if you make a concession, stick

by it. the american side made concessions too. one can be optimistic about the talks but both sides are practiced, tough negotiators. i think president trump is better. but the chinese are no slackers when it comes to tough negotiating tactics. liz: will china give up the hacking and espionage. i think you pointed out that economic crime really does pay well. >> they are only going toive get up if there are strong incentives like tariffs to be taken off. the chinese built a model i've written a book about that's unique in the world. they're still a state-controlled economy. many people think they have grown so much in ho years, they must have a free market. that's simply not correct. they need these practices, the theft, the espionage, subsidies, they need it for they model. some reformers want to change that and that's what president trump is working on. that's where lighthizer made it clear in its testimony.

liz: should we name them them a manipulator? will that get it done? >> it's controversial in our system. you name a country a manipulator of surgeon we certain stipulations can be put on them. some people don't want to go all the way and call them the m ma p manipulator. there's an issue they can earn their way out of that too. we name them a manipulator, they stop and we take it away. this is the dynamic that president trump is trying to pursue to get at china. he wrote a book and used a wonderful phrase good china and bad china. we want good china. liz: thank you. come back soon. we did lose jerry willis at the big board but than thankfule have her back now.

>> liz, markets may have staged a bit of a rally at the end of trading today. the dow finishing 473 points, the s&p down 48, nasdaq down 159. 59 its worse the dow was down 648 points, a percentage drop of 2.45% as traders focus on the possibility of higher tariffs for china. and of course the companies that fell today the most were the ones that had the most business in china, apple, boeing, home depot, goldman sachs, nose stocks responsible for half of the dow's fall today. there wasn't a single s&p sector that finished in the green. i want to inform you about lyft, reporting a loss of $9.02 a share against expectations of $1.81 loss. that's the biggest gap i've ever seen in my reporting history.

border. unfortunately all of the good solutions we've pasted the point of that. it's going to take dramatic action at this point. it's going to be tough. we have to do it to get criminal of the border. liz: how do you get the central american government to change their economic and governance models? >> do what the founder suggested and us to be a city on a hill. we cannot solve the world, heal the world through immigration. 3.5 billion people live on less than $6 a day. and so what we can do is be a shining light for the world to see and let them know if you live by the same principles our nation was founded on you can experience the same prosperity. with what's going on in venezuela, there's no more dramatic example of the change in shift that happenses when you cease to embrace principles of liberty and embrace socialism. for us to be a shining city on a hill that stands for the truths that our founders put in the

battleground states that they need to win in toto. and in two months' time the u.s. will have the longest expansion in history. the president inherited a flat-lined economy, plummeting middle class income. that's what he inherited. >> you're exactly right. and we've seen a transformation from there. unemployment historic lows across the economy. but the story not being told is how this great economy is benefiting the poorest americans. if you look at wage increases for the lowest income americans, they're almost double the wage increases that we're seeing for the highest income americans. unemployment for subgroup of americans, hispanics, women, people without a college degree are all lower than we've seen them.

the economy is benefiting all americans. liz: the country has a record open job openings. 7.5 million job openings versus 5.5 million jobless. i want your take on. this. cacan catescandidates get rid ox bill. >> o first thing i do is repeal the tax cut. liz: 83% of americans got tax cuts. the 2020 democrats here are wrong. the times sayin saying that most americans got tax cuts and also "the washington post" is saying the same. they gave joe biden four pa neck pinocchios. what's your take on that? >> the heritage foundation shows exactly what you're saying, that average americans got a significant tax cut in every

congressional district in every state across the country and repealing the tax cuts means taking the tax cuts away. average family of four would expect a tax increase of around 3,000 dollars for just one year. but even more detrimental is what that means over a ten-year period. because of lower wages, because of the higher taxes, that same family of four is looking at something like 46,000 dollars of lost take home pay if the tax cuts are repealed. that's a big hurt for your typical family. liz: having covered the irs in taxes for years. the dirty open secret in washington is that the upper brackets get the tax cuts because they make the most and they pay the most -- let me back that up. they pay the most in tax cuts. and the tax cuts made the system more progressive. the rich are paying more. the top 1% pay an astonishing 24% of taxes. the washington post says the top 20% say 95% of all taxes. your take on that. >> you're right.

the top income earner in the united states pay the lion's share of the income tox. but i think what's often not talk about is the tax cuts where it gave the largest tax cuts to the lowest income of americans. as a percent of the taxes they otherwise pay. some of the poorest congressional districts got tax cuts 15% of what they otherwise would have paid. that's a tremendous addition to someone's take home pay. liz: and the federal government is pulling in more in fed r58 tack revenues and 41 states saw tax revenues rise. there is economic grows. growth that will offset the tax cuts. final word, adam. >> when you cut taxes and when you decrease regulation, we know that those are the things that grow the economy. and that's what we're seeing. an economy that's benefiting every single american. liz: all right. it's either believe me or believe your lyin' eyes.

same side against the fight against isis. your take on that. >> well in the fight against isis in iraq, they literally punished the su sunni populatio. in syria we've yet to see iranian and their proxies take on isis. but, you know, iran is doing a lot in the region, they're a destabilizing force and we need to counter that. liz: i need your reaction to the iron dome. israel saying that the iron dome worked, that it shut down more than 250 rockets shot from the gaza strip by islamic jihadis. whawhat's your take on israel' n dome. does it work? >> it does work. they decide which rockets are being guided and could hit civilian areas or infrastructure. they prioritize those rockets. a lot of the rockets are dummy rockets and they tend to let those go into dead spees. the credit call component is to

(music stops) are we there yet? ♪ (nationwide jingle) >> to the fight over the white house don mcgahn to defy the house subpoena request and not testify. this is has democrats have given robert mueller a tentative date to testify on 15 may. no word yet whether he will do that. let's bring in former deputy assistant, brad blakeman. what is your take on the fight? >> my take is they want to continue investigation that has ended. democrats wanted independent counsel, they got it. then they said they would live with whatever robert mueller decided and they don't. the fact is it cleared the president. and so did the attorney general and deputy attorney general. the case is over but it doesn't fit their narrative.

it doesn't feed into a political active removal of the president. >> the debate is that it totally cleared the present because it mentions instances of potential obstruction of justice. i want to get to this, attorney general william barr didn't make 99 percent of the report available to democrats but apparently they have not read it get paid why they keep demanding more and what are they complaining about? >> because they wanted from the television and the media and they want to continue the circus. they're not interested in the truth. they are interested in removing the president. the problem is they don't have any grounds to do it. and the mueller report did clear the president. the things that robert mueller decided he wasn't going to decide were decided by the attorney general and the deputy attorney general. as a matter of course there is no criminal liability by the president or by the justice department. quickly cleared him of so-called conspiracy with the russians.

this again, mitch mcconnell is saying groundhog day, relitigating the election. and the president has tweeted he believes robert mueller should not testify but to that point, is the report to your point why not have robert mueller come forward and it testify? >> because is not an interest of justice to do that. the democrats will use this purely as a political ploy to misinterpret the report. remember, robert mueller does not want them to show. the democrats in the house run the show.this will be a circus that the president should not, and those that his control over participate. >> how we can finally end this groundhog day. stop relitigating a two and half year election result and move forward for the american people for special counsel findings are clear.case closed! >> i mean, it would be preposterous for the house to find william barr in contempt for not revealing grand jury

information when federal law protects the grand jury information. it is preposterous.>> right! just because a coequal branch of government asks for something doesn't mean as needed or they are entitled to appear that's where we have a judiciary. and maybe they will be the final arbiter of what is releasable to congress but barr said come to the justice department i will let you read everything but it has to stay within the confines of the building. >> william barr according to law has a more powerful position than eric holder did in fast and furious. they invoked executive privilege over communications. william barr is talking here about federal grand jury information. right? that's a higher standard. chris corrected not only grand jury information but also information that he is prohibited by law to disclose like sources and methods, individuals or court up, innocently in the investigation.
