everything. and unless china is in that position and as you pointed out, there economy is growing very rapidly and if they get to the point where they are a large economy than we are and they dominate the technologies of the future, they set the rules of the world for everybody. trish: and we just handed it away willingly. i was looking at the average tariffs. in 2016 we had 9.9 percent on any u.s. goods on average going to china versus roughly 3 and a half percent of anything coming our way. so a little tired but nothing like what they were doing pretty effectively there nearly three times as much in tariffs. which puts our products, k.t., as a disadvantage. >> united states and most people in the intellectual community and foreign policy committee say we will help china. technically we will put china first is that of america first. we will help them modernize and develop because once they do, not only will they be good and fair trading partners of hours

think you can make an argument that thus far, they have been important for the u.s. to gain leverage. in this conflict, it's important to recall that beforehand the u.s. did not have much leverage. and then the question is, what do you do once you have those levers set in place? and i would argue that the most influential sanctions, the de facto sanctions on oil sector are really just beginning to have their impact. it has been just over four months that the sanctions have been in place. and it is clear that the oil production, the venezuela state oil company, is declining if not plummeting. and so, i think there are some real signs of sanctions working. you are totally correct to say that there are alternative sources of financing for this regime because it is doing everything it can to try and hold on.including working with narco trafficking groups

escape mission capsized in the caribbean. nearly 20 people may have perished according to press reports. it is the second c based tried to be petted two months running. i think there could be more. unfortunately going forward. what that tells me is that time is of the essence. and so i fully understand the concerns about waiting for sanctions to have an impact. now, you are asking me i think, what is the next step? trish: yeah. >> it seems to be the next step is trying to get others on board to if you will, multi-collateralized sanctions. trish: is an no-brainer michael. honestly, brazil and columbia should watch this carefully and should be way out in front. look to the big boys in the room, the united states of america, seeing a little -- this is their problem, right? look at the refugees spilling over into columbia along the border . we had a reporter down there reporting on that tragedy.

columbia is having to deal with that. brazil as well. this is their problem. at what point do they wake up and say yeah, we better do something. >> i think you are right that it is a regionwide crisis. when i talked to latin american diplomats, they fully accept that. the question is, how to constructively come from their point of view, work in an international coalition to put pressure on the regime? and in addition to latin america, i think europe needs to do more. they need to step up the pressure and i think we could see some of that in the future. if in particular, there are attempts to try and establish some lines of communication to not bear fruit in terms of any concessions on the part of maduro. it is likely there will not be concessions and it will have to therefore be pressure. trish: he wants to wait it out pretty think to get democrat in their and i can go back to my obama days and be just fine. >> we are a little away from that. a little time to go. we're still in middle of 2019.
