issue whether there will be a deal with mexico before monday. is the meeting still going on? >> right now we just saw secretary of state mike pompeo leave a short while ago, around 6:00. the meeting was supposed to wrap around 5:30. we haven't seen anybody else come in or leave. we are told at the meeting was vice president mike pence, secretary pompeo and dhs secretary. we were told robert lighthizer would be at that meeting, but he wasn't at the meeting. light highser has not been in favor of them. we did see trade advisor peter navarro. he went in about 5:30. he didn't take any questions. we don't know if the tariffs of

5% are going to be imposed monday. then there is the conversation around this. there has been a left gop opposition to use tariffs as an immigration tool especially because it might threaten the passage of usmca. chuck grassley said this. >> we'll be very vocal that we think tariffs in this instance are hurting the chances of getting the usmca. and for me that's a very important goal. and goal of this committee. >> the president reaffirmed his position when he was in ireland. the assessment is 5% is a small penalty for mexico to pay if it can't get the southern border under control. we'll update you should we have

any more news about what happened here at the white house today or what potentially the foreign secretary said at the embassy. connell: stand by in the briefing room. if this goes through there is the possibility they might block the tariffs. they are said to start at 5%' and go up from there. chuck schumer says he doesn't think it will actually happen. >> if past is prologue, he makes threats, then he backs off when he sees the danger. i have the feeling this one just popped into his head. it's clear many in the administration will disagree. i believe he'll back off when faced with opposition among business and his own republicans. when he sees what a dumb move he

come up with. here you have him throwing out something that's unrelated to trade or the economic relationship being used as a bludgeon to get what he wants. that undermines his credibility with mexico, but also with the u.k. they are look at this saying we strike a trade deal, are you going to go back on it? connell: and maybe china. >> unpredictable. connell: many supporters of the president have said he uses tariffs as an instrument and negotiating tactic. and people like you overreact. >> i don't think that's true. i think he has used tariffs in many ways as a swiss army knife. it's something you can use to

protect u.s. workers. do we want to go after tariffs? he changes the way he talk about this. but it's pretty sure he sees this as an all-purpose foreign policy tool. er time he uses it it hurts the person he's negotiating with and eventually consumers. connell: i my doubts if the republicans in the senate would go forward with that. but here is mitch mcconnell placing the blame for the border crisis on the democrats. >> they need to take their heads out of the sand and work with us on our side of the border to address the humanitarian crisis. >> the hope is the congress will act and the president won't with the tariffs. that's unlikely.

but the other scenario i raised is somewhat unlikely. do you think they would actually rebel against the president? >> we'll wait and see. there are two strategic things going on. when i went down to the border to report, they are concerned about a humanitarian crisis unfolding. the kind of economic activity, they are afraid about that being jeopardized. i don't think they will be super supportive. the second thing we have going on is democrats, it's their fault, you should be fixing this perverse poll factor getting people to come hereby who wouldn't otherwise cross the border. connell: saying i'm trying to

states. >> about they go shy, the companies will move back into the united states. reporter: the president attended a ceremony in portsmouth, england. i had a chance to talk to a man in england who will negotiate a trade agreement with the united states. do you see an agreement with the united states within days, weeks after brexit? >> we can begin negotiations and striking an agreement is only part of the issue. we then get the legislative parts. and we require ratification. so that will depend on what's happening in our parliament and what's happening on the hill. reporter: they created a

trade-in investment working group. fox says announcing a deal with the united states is a process. and the ratification process will take some time. connell: stocks today rallying. hopes for a federal reserve rate cut. >> stocks accelerating into the close. the dow up 207 points. all about rate cuts today. here on the floor of the new york stock exchange. talking about the possibility of three rate cuts. april and may had moderate growth, and that was prior to the breakdown in trade talks. so nothing about tariffs in that particular report. when it comes to trade there were no big headlines. that was good news for stocks. bad news on the economic front.

job growth was a disappointment. we were expecting 180,000 private sector jobs created. it was only 27 thousand. i have to tell you about uber. shares up for the fourth straight day after 20 firms launch coverage of the stock. that sock trading at 45 even for the day, and that's the level the stock launched at in its ipo. connell: as we continue the historic flooding in the u.s., it's getting worse. we have flash flood warnings for texas and louisiana. we'll talk to the mayor of tulsa, oak homa.

answer it in english, and if the reporter is speaking spanish he'll answer in spanish. as we wait, let's go back to the white house where jackie deangelus has been waiting. we don't know much about the meeting, do we? >> we don't have details emerging from that meeting. we are speculating it took place from 3:30 to 5:30. earlier president trump said lighthizer would be there and he wants. earlier we saw trade advisor peter that vor oh go in as well. on the mexican side the foreign secretary was there.

he's scheduled to hold a news conference at the mexican embassy. when pompeo left here, he went to the state department to have a private meeting with the mexican foreign secretary. you know it would take a little bit longer and still have the press conference start on time. there is so much at stake. the 5% tariff is scheduled to go into effect monday. president trump made it clear if progress wasn't made today and throughout the rest of the week, he'll pull the trigger on this because he wants the mexican delegates to help with the southern border. the mexican customs and border patrol calling this a full-blown emergency. even the gop support the president has had on this has been slim. there has been more gop

opposition because a lot of players feel you can't use tariffs which are reserves for trade purposes to try and fix an immigration problem. the markets took a breath because they were positive about that moving forward. that could in the balance, too, and the united states and mexico had these conversations. connell: there could be another meeting between mike pompeo and the mexican foreign minister. also i don't think we expected bob lighthizer, the u.s. trade rep to not be in that initial meeting. it's interesting he wasn't there. >> absolutely. president trump earlier today said bob lighthizer would be there. the feeling is light here is is not supportive of using tariffs

for immigration purposes. maybe there was a reason he was not part of the conversation as you mentioned. connell: former deputy secretary of defense retired lieutenant general general boyken is with us. on that point jackie brings up whether tariffs can be used as a foreign policy tool to get what you want out of the president of mexico, is that something you would be okay with? >> i am. i know a lot of friends who are not in favor of it. economics is one of our elements of national power. used judiciously, it can be effective. we see it in the sanctions? north korea and iran.

connell: be congress hasn't acted, there are not a lot of other options. some suggested a fee orre -- a fee on remittances coming back. >> i think this is what it looks like. the president is fed up with the crisis at the border. many of which are in his own party. i think the president did what made sense to him. this president operates from a basis of common sense. it made sense the mexicans were not making a real effort to stop this immigration across our border and stop the caravans. i support what he's doing. connell: the data supports your point of a full-blown crisis at the border.

apprehension in may the highest in 13 years. the debate is the role of mexico in all of this. they will argue we are doing our best and deporting more people from central america than the united states is. so what is mexico not doing to solve this crisis. what is mexico not doing that it could be doing? >> a lot of these people are crossing with drug cartels. the mexicans have been relatively ineffective in dealing with the drug cartels. and they are not patrolling the entire border. they are not going to places where the people are crossing into the united states. it's all up and down that border. i think the mexicans have not put their best foot forward on this. i think that's what president trump seize and that's why he slapped the tariffs on them or

threatened to that will go into effect monday. connell: they said they stepped up their patrols. and what some people are struggling with here in terms of a quantifiable action the mexicans can do. the president hasn't put firm guidelines on what he wants to see. is it a feel thing where he feels if they are make an effort, no tariffs? >> i don't think he expects them to stop the flow of immigrants overnight. what you don't see and what you don't know is what his own people are telling him with cbp, customs and border patrol and with i.c.e., immigration and customs enforcement. you don't know what they are telling him. you don't know what their assessment is and you don't know what the assessment of the intelligence community kiss with

connell: let's stay with the breaking news out of washington. we have no indication coming out of either side that any type of a deal was reached between the united states and mexico. but we have been told the vice president of the united states -- the secretary of state mike pompeo is sitting down one-on-one with the minister.

we continue our coverage with gillian melchoir. we talked as general boynken mentioned, what can be done, some sort of a deal with mexico. and what was not done by the united states congress. >> there is a lot of frustration from the trump administration. there is an asylum law that if you cross the border illegally, you can still seek asylum as if you did it legally. you know immigration and customs enforcement is dealing with people under mandatory detention orders. crossing into the country legallier illegally, you will get to stay here. and with the asylum process after three months you will have

a work permit. those are things congress needs to fix. and there is not the political will to do it. connell: you were at the border recently. what's your sense from a negotiating perspective how mexico sees this. everybody sees the president was someone who is not serious about this, with you mick mulvaney said he's serious about this. mexico would perceive it as bluffing. >> i think they feel like they are blindsided. you saw them pass a mossive labor reform bill in the hopes the usmca would pass and this comes out of left field. it's been interesting watching the new administration obrador

down there dealing with this. there are ways they have been helpful. migration parole i protocols, if you are not in danger. asylum seekers can remain in the u.s. you have seen deportations and offering humanitarian or work visas. but our system is back logged and the question is how much can it actually do. connell: they called the president's so-called bluff. maybe we'll see some of those answers tonight. it looks like they are ready to quite get started. i mentioned the numbers from customs and border patrol. in may the border apprehensions

of 132,887 is more than in the last 13 years. those numbers are something else. >> they are absolutely astronomical. when you consider that although the arrest numbers aren't what they were in the early 2000s. the number of people are far great than ever before. in the early 2000s we were dealing mostly with mexican nationals. we would arrest them and return them to mexico within a couple hours of being arrested. so now they are not returned and the number of people are greater than what they were in the 2000s. it's never been seen before. and we are pulling too many of our resources out of the field to act as babysitters and process. and what that's doing is

creating gaps in our coverage on the border that allows criminal cartels to bring across drugs in greater numbers. so it is a problem the president has to address. connell: the question is as we await this news conference is the role of mexico in all of this. what more need to be done? what does the president need to see from mexico in order to not impose the tariff threat? >> there is an awful lot that mexico can do. you can have a lot of an hiss is at their saturation point. all we have to do is look back in the early 2000s. they were filming the crossings and all of a sudden they tell

the mexican military to stop the people from crossing illegally. this isn't new. mexico has done this before. they can in fact control illegal immigration and they should control illegal immigration. they could also open up and allow us to keep more people in mexico pending their asylum case in the united states. and shut that magnet off. the catch and release magnet. this is what has drawn so many people to come here to cross our borders illegally. connell: we might hear the next move from mexico here in the few minutes. the emphasis on might. we'll continue to stay on this story, and we have other stories coming up as well. more and more house democrats

connell: now we have breaking news as this news conference just got underway in washington. there has been no deal struck between the united states and mexico. at least not tonight. we'll join the mexican foreign minister in a minute. i believe he started the news conference speaking spanish. how do we know there was no deal? the president speaking from ireland tweeted as much. he said progress is being made, but not nearly enough. border arrested for may at 133,000 he says because of the democrats in congress and mexico refusing to budge on immigration reform. he says talks will resume tomorrow with the understanding if no agreement is reached tariffs at 5% will commence monday. the higher the tariffs go, the

higher the number of companies that will move back to the united states. the foreign minister is address some of this. gillian melchoir is still with me in the studio. they said when a question comes in from a reporter in english he's likely to answer in english. what do you make with what the president said. >> i disagree with him the higher the tariffs goat more companies will come back to the united states. they are trying to make investment dede significances and protect their supply change. you just don't know what's going to hit you. i think this is introduction a lot of economic uncertainty. let's keep in mind if we derail mexico's economy. connell: let's bring up the audio and see if we get the

mexican side of this respond something president trump's tweets in english. >> we don't discuss the charts, and the dialogue was focused on migration flows and mexico is doing or proposing to the united states. we are concerned about the central american situation right now. so it's difficult to evaluate what the position of the vice president of the secretary of state is about the tariffs because it wasn't on this occasion the main issue. i am not the proper authority to judge something like that. an american judge should have scene opinion about that. connell: gillian, it's

significant what he said. the reason there is no deal is they didn't talk about a deal on tariffs. they were talk more about the migration issue. >> this is all happening very, very quickly and unexpectedly. it caught america by surprise the same way it caught american businesses by surprise. what's in danger is not just escalating tariffs on mexico. it's the deal of the century, the usmca, which he negotiated to replace nafta. there is a lot we don't know at this point. connell: the president's argument, you could take it if you are looking at this from a political perspective and talking about immigration you could have views one way or another. the argument you make on twitter, the higher the tariffs go, the higher the number of

companies that will move back to the u.s.a. that appears to be his worst argument on all of this. if you look at the time would take for a company to move back from mexico. it's unrealistic if you are paying the average manufacturing work were $37 an hour. and mexico it's under $6 an hour. even just that alone makes it very, very difficult. it's why some people are upset tariffs are being used this way. >> we have to look at the risk to businesses in the border states. they will get slammed with these enormous tariffs. we have strong deregulation and tax reform. but at some point this will be a drag on the economy.

we saw the stock market respond to this. and the gop oppositions. connell: one of the things that helped the president is there has been strength in the economy and so far with the obvious exception of the american farmers. the impact has in large part been absorbed by american businesses. if you go 25% in china and $21 billion and you add in this, what's interesting, all this trade stuff is so complicated, there are a number of companies -- let's listening to what he's saying. >> position from both parts, we have the opportunity to share our point of view, explain why the mexican opposition that we are following regarding this

issue. and tomorrow we'll follow the talks. that's why i am optimistic. connell: another headline that came out of that. bear with us. we are trying to go back and forth between the two languages. the foreign minister said he's optimistic. so that might give us a reason to believe that it's only what, wednesday night. there is time before monday to get a deal on this. according to the foreign minister they didn't talk about tariffs. that might come up tomorrow. the earlier point i was going to make, the earlier point i was going to make is you had a number of companies moving from china to mexico to avoid tariffs. now they are in a funny situation with uncertainty. but the last comment, maybe this

is a lot of talk and maybe we'll get a deal and there will be no tariffs. to use his own words, rather optimistic. that's not what we are seeing. you bring up the example of mexico. we have seen harley davidson shifting operations to atried tariffs. going other places where the labor market is different and wages and salaries are lower. it's not necessarily our gain. connell: in the few minutes we have here as we continue to monitor the news conference. i want to bring in our other two guests, general boyken. and john, you first on all of this. do you have a different perspective? what do you make of what the president is trying to do with

mexico and if it's the right thing to do. >> i'm a businessman. when i have a negotiation i want to put the maximum pressure to other party in the negotiation. this is what the president is doing. this is a problem that's gone on for decades. mexico has been complicit and a been:fishery. they have gotten billions in remittances from mexicans to come into the country illegally and ship the money back home. connell: we'll go back to the foreign minister. >> this is the main content of the u.s. administration position. connell: got in late on that answer. that when sounds like it's in spanish.

i think it question you are bringing up of remittances, i think senator grassley would say why not go after after the remittances? >> it's a complete cross-border problem. and we also have a lot of trade with mexico. there is a whole lot of trade that goes back and forth. we have to come to a solution for this against worker program. securing the border from the coyotes and the people who smuggle guns and drugs and human trafficking. this is all part of the same problem. the president is using tariffs, it's an economic tool. but it's much better than invading mexico or doing something militarily. he'll use the maximum pressure on mexico to get them to the table and it's work. they are here, they are talk. i wish the democrats who control the house would feel the same

urgency to get a resolution and work with the president. that's the problem in washington today. they don't want to come to a solution. connell: general boyken, you hear the foreign minister saying he's optimistic. maybe we get something in place, where do you think mexico might be willing to make a movement and will it be enough to satisfy the president? >> we have four more days before there has to be anything done here. i think that's plenty of time to negotiate a settlement. the military of mexico will have to be activated in a big way. the military has been effective on that border. the mexican military is key to the mexicans being able to stop the infiltration into america. connell: the measurements there,

will it have to be something we can quantify? >> i think so. but i think that will be relatively straightforward. i think our embassy will have the measures they can report to the president. i don't see that as being a major obstacle to being able to come teen agreement. connell: general boykin thank you so much for holding down the fort, john cox as well from out in san diego. gillian mel choirs with us in the studio. the headline from the mexican points of view is we are optimistic. we'll be back at it tomorrow. the headline for president trump is there is no deal yet. the story is not over. we could have a lot of talk and a deal before monday. >> we'll see. it's so unpredictable.
