melissa: jennifer griffin, thank you.immigration and customs enforcement battling sanctuary laws in the pacific northwest. they are outlining numerous cases where they say the policies resulted in illegal immigrants committing violent crimes. correspondent dan springer has more tonight from seattle. reporter: hi melissa. immigration and customs enforcement is going on the offensive, pointing out that recent pulses-- recent policies had daily outcomes. a person was here illegally and had been deported before. the local jail blew off her request. he was released in 2017, then murdered his wife before killing himself. martin is accused of murdering his wife last october. just months after i.c.e. asked clackamas county, oregon to notify them before his release from jail. they ignore the request. in this month francisco ramirez

who was convicted of raping a seattle woman who was bound to a wheelchair, twice, was allowed out without i.c.e. being told. police say he immediately attacked the same woman a third time before fleeing to mexico. localized officials talked about these and other cases and give us a rare interview. >> if the locals currently called us and notify these people would be released, then my officers would have gone to the jail and arrested them at the jail. and what about that point elise prevented their opportunity to get released into the community and commit these crimes that they subsequently did. reporter: washington just passed one of the strongest century state laws in the country. it prevents any local jurisdiction from giving assistance to i.c.e. some shirts say they will defy the law but other officials like those in seattle and king county have gone further. in apparent violation of federal law i.c.e. is being barred from using the king county airport to fly illegal immigrants who have been ordered deported, back to their home countries.

about it. he was just never going to be the long-term person in that post. so with his departure allows a law enforcement official to take charge of the largest uniformed law enforcement agency in the entire country. that was going to happen, that jane was going to be made. i'll just said he's seeing that he's leaving the agency altogether. i would love to see him go back of the chief operating officer. there is times everyone has to go and he chose this time. melissa: and that everything was going on, every newscaster was mentioning especially this afternoon, the situation with the kids going on near el paso, texas. it is taken they focus away from all the other things that you would like to highlight a know whether it is these i.c.e. raids or how that was leaked or anything that is going on. how do explain the situation going out with the kids in el paso? >> is actually a very

unfortunate situation. this is something we have to look at and say this falls directly in the lap of congress. congress has failed to fund and give us resources we need in order to take care of these children. make no mistake, we have to do that. anytime we take someone in our custody, we have to treat them with the utmost if you will come respect that we can. melissa: what happened in this case? because you know every network there hammering on these kids they have no toothpaste, no basic necessities, that you had kids that were not even teenagers taking care of little kids and this is going to take the spotlight away from anything else that is going on right now in terms of the border. so how does something like this happen? >> it is going to take the spotlight. it happened because we just have the funds to buy the toothpaste, if you will. but again, make a mistake there has to be accountability. it is one of the reasons again that you have a law enforcement officer come in and be the

acting commissioner. we have to have accountability from the top down in this organization and agency. welcome the new commissioners to come in and create the accountability.as long as we have accountability these things will get fixed. but we are asking condos to do the job. melissa: but it doesn't take congress to get a tube of toothpaste.>> no, it doesn't. again -- melissa -- melissa: what could have changed the situation? because it is going to take all the oxygen out of the room, any other conversation that you wanted to have and already, when the president went out today to address what was going on with mr. sanders, the first question was, is this related to what was going on in texas. and now the headlines that the kids are moved back to the facility. is that the case? are there 100 kids back at this facility? >> kids have started to be moved back to these facilities. but let's make no mistake, the

facilities they were moved to was not much better. but i will leave the blame on congress again. what is it we are supposed to do with these children? again, the toothpaste, that's absolutely ridiculous. the buzzfeed article that said we had people under a bridge. that is a leadership issue that has to be addressed and frankly, i think it will be addressed. with the commissioner that has the experience.and again, accountability from the top down. melissa: you tonight in congress, the senate has one builder putting forward, the house is another. parties on both sides are fighting about what they are going to do here and they are bargaining while you guys as you've said for a long time, have been trying to deal with a massive crisis without resources. if you take congress, they are not going to act quickly because i never have in the history of this country. what can someone do for you

tomorrow that would help this situation? because i think that's what americans want. besides all of you that something needs to be done. they have sympathy for what is going on and it is impossible to accept that we're going to wait for congress because they never do anything quickly. so what is the solution that can be enacted tomorrow? >> the first thing that you have to understand is, what does anybody expect us to do with these children? it's not like we can just let them out onto the street like adults. with adults in custody at their overcrowded, we can just release them on their own recognizance with a notice to appear at a court date later on down the road. with children it is just not the case. if we foster facilities that we can put them in, it is something that can be done. all of that takes money and that is why this is a congressional issue and that is why congress has failed the american public. melissa: i understand and it cannot just be released because we don't know who those people are and it could be that we are

handing them off to sex traffickers. i know that people have come down to the facility and they have tried to volunteer and give diapers and they are sympathetic to what's going on. if the president declared an emergency, would that help the situation? what could be done right now while congress sits on its hands, anything? >> the president has declared an emergency and congress has filed lawsuits and they have tied that up into the courts. i see the president doing everything you possibly can to alleviate the situation on the board. because of politics you as a people that are trying to throw roadblock up in front of them to embarrass him, if you will. and it could very well be one of those cases where they want to point the spotlight on this to try and embarrass the administration. there is no excuse for not having shower facilities. there is no excuse for not having toothbrushes, toothpaste and all of those different things. but if we don't have the money than we requiring agents to bring them in and frankly i've seen agents myself, we have given her own money and purchased these types of things for these individuals but

entrenched for roughly 50 years. now he is a multi-, multi-, multimillionaire. if you're making, what is it under $200,000 a year or whatever it is, how do you get that kind of wealth? working in washington and they call themselves public servants. >> joe is has always pretended is a blue-collar guy but he was never a blue-collar. he was a union guy and even starting his campaign the cycle. but my sense is you know, you go out and you make $200,000 a speech. i don't know what he can say that makes anyone want to pay $200,000 but that is how you make a lot of money. presidents and vice presidents have historically not done that but just everyone wants to take care of you. >> i would argue that they

anticipate moving into different position you're having speeches, paying people exorbitant amounts of money because you anticipate influence in the future. let's be honest, that is what we saw the clinton's doing, we saw bill clinton and hillary, everyone is anticipating that the system will recycle you. and you will be continually influential and they want the influence. >> they may be wrong on this because joe biden will not be president of the united states. >> and away a lot of his family has overly capitalized on this. it is one of the things that comes out in the campaign for you have a son who started private equity firm and goes out and raises money and other countries while joe biden is still in office as vice president. and that is leveraging money on the back of the proximity to power since i think i can say fairly, heaviest of the financial industry, and knowing that his son had no financial or investment experience. and in many ways, the idea of lobbying and selling yourself as a lobbyist was more honest than what is done these days and the way the clinton foundation served as the model as how you can have one family member, whether as a member of the immediate family or it is a son or brother or someone out there raising money for whatever it is they are doing. whether a speech is the case of

bill clinton. but they are doing in the current or future proximity to power. how can there ever be regulated or stopped? >> it is hardly regulated. the bottom line here is the american public will learn a lot more about joe biden and his family during the campaign. i don't think they will like it. they want to get a spare equitable. especially his son. >> and you know the influence when he was vice president and his son being on the board of a company being investigated and the threat to withdraw support or some financial support for ukraine unless that investigation stopped. without mentioning of course that his son was on the board. and that did occur and joe biden bragged about that. so it is. i think the regulation immediately on the surface is the american people. saying enough is enough and not allowing this kind of individual to proceed. at the very least the democrat both extremes and average

citizenship. melissa: our next guest says democrats in congress have allowed the border crisis to explode. german over texas lieutenant governor, dan patrick. thank you for joining us. >> good to be with you. melissa: what is a situation like right now? >> we are being overrun and overwhelmed. in the last three weeks, the last report i have, i do not have the car to the last three weeks, 45,000 people have been apprehended in texas! if we catch one out of every four is no size that, law enforcement some will say one out of every five, one out of every 10. take the loan number, one out of every four. it means 100,000 came in or more in addition to the 45,000. earlier i was watching your interview earlier and you were talking about the cost of a tube of toothpaste. no, you can get a tube of toothpaste for one person. will you say don't need the government to do a page out of those 45,000 maybe 30,000 family units. we have 30,000 families, crossing the border illegally, every week and you take them

be increasing. i feel like when you spend money or something like that and have beautiful southern california, you are attracting more people who come there to live in san francisco, it was always called a lifestyle choice. choosing to be homeless. what do you think about that? >> i absolutely would agree. i think our failed policies as well as our bad laws that we passed recently are simply encouraging the situation. i think a study came out that city and county of la spend about $600 million last year to fight the homeless problem and it has increased. it increased 12 percent, 16 percent in the city. about 50,000 homeless people. currently, i think we are number one in welfare recipients in california. i think we are number one illegal immigrants and now we appear to be number one in homelessness. those are trophies we do not want to collect.

melissa: similar summits is not because it's attracting homeless people, is because of local and city municipal laws about permitting. everyone has the right intentions to build more fertile housing and build more homeless shelters. but there's too much red tape in order to get that done and is really the problem. do you buy that? >> i do not buy that because i don't think it will solve the problem. i think you have to solve the problem of homelessness and why people are continuing to be homeless. we are to separate the different categories forgive the mentally ill, your veterans, give those in a fallen down on luck and those that is simply chosen, you have criminal transients have chosen to blend into the immigrant publisher. melissa: i was talking to someone this weekend that left california and moved to south carolina because he said he could no longer run his business. he had a sandwich shop for 50 years with his family. they couldn't afford to pay people because of taxes and everything else.
