unprepared and unqualified. listen. >> the performance mistakes are a huge problem for biden. >> it was one of the more disturbing debate performances i have seen. >> this is not a bug, this is a feature. he is bidenning in front of our eyes, and this is why he lost three times before. lisa: president trump set for another day of high profile meetings at the g20 summit in japan, most notably with chinese president xi jinping. the president pushing for a trade deal that ends billions in chinese intellectual property theft. for more, we turn to chief white house correspondent john roberts. >> reporter: lisa, good morning from osaka. the top trade negotiators for the united states and china huddled last night in a meeting trying to lay the groundwork for what they hope will be a successful summit today. president trump's meeting with chinese leader xi jinping should

determine whether trade talks with china get back on track n. a bilateral meeting with brazil's president, president trump building the anticipation. >> we'll see what happens. it'll be an exciting day. a lot of people are talking about, and it's very interesting, and it's going to come out, hopefully, well for both countries. and, ultimately, it will work out. >> reporter: chinese officials have been setting expectations for the meeting, telling fox news that china will not make any concessions on trade unless and until all u.s. tariffs are lifted. china also wants restrictions against telecom giant huawei removed early in any new negotiation. [speaking in native tongue] >> translator: we hope that the u.s. can meet china halfway and work together with us to promote a positive result of the meeting. this is in the interest of both countries and also meets the common expectation of the international community. >> reporter: chinese officials also told fox news that president trump has promised to hold off on any new tariffs for six months as a show of

goodwill. not so, said the president. >> no, i haven't promised, no. good question. no. >> reporter: in his bilateral meeting with vladimir putin, president trump again provoked controversy. when asked if he would speak with putin about meddling in the upcoming u.s. elections. >> [inaudible] >> don't meddle -- >> putin also put president trump in a bit of a difficult spot in the bilateral meeting, inviting the president to moscow next may to mark the 75th anniversary of the allied victory in world war ii. the white house was noncommittal. in a statement saying the president believes it's important to commemorate the allied troops who lost their lives in world war ii, as he said in june during the d-day events in the u.k. and normandy, but he has not confirmed participation. commemorating the 75th anniversary of the end of world war ii would seem to be a natural for a u.s. president. but in the height of what will be a very contentious election

year, having a photo with president trump standing shoulder to shoulder with vladimir putin in moscow may be something that the trump campaign would rather avoid. lisa? lisa: thank you, john. and joining me now is gordon chang, columnist, author and senior fellow at the keystone institute. gordon, obviously, you are a great person to have here right now. china says no new concessions until we suspend all tariffs on chinese imports. where does that leave us? >> it leaves us with basically no agreement because what the chinese have been doing -- and they've been doing this since the end of may -- is this consistent campaign of putting out in public what their negotiating conditions are, and those conditions are completely unacceptable to anybody in america. so, essentially, what they're saying to trump is, look, you're going to have to ca pitch late. it's either that or the chinese ruler doesn't want to deal. i don't know what it is, but nonetheless, it means no deal.

lisa: what incentives does china have to strike a deal? >> right now they've got a economy that's really, really low. they've got people who are wont to leave, and there's a lack of confidence in the leadership with all of this. so xi jinping has a lot of incentive. but on the political considerations though, since he started the trade war, he's got to win it which means he can make no concessions, which means what's good for china is not good for xi jinping. lisa: how much pressure do you think chinese leadership is feeling? >> i think they're feeling quite a lot now, because xi jinping has basically started this trade war. he is being blamed for losing america, and he's being blamed for a very bad economy which is in part due to his state domination, state domination policies where he wants the state to take over from the private sector and from foreign companies. and that really means that this is his bad economy. he's got to fix this, and so, you know, at this particular time there's no way out for him. lisa: so do you think china's looking at the fact that

president trump's got a 2020 election coming up? do you think they're trying to wait that out and see what happens with the election? >> you know, xi jinping might try to do that, but that's not very smart strategy for him -- lisa: why not? >> because the longer this drags on, the more uncertainty there is. the more uncertainty, companies are going to leave china. they can, you know, figure out where they can be with 5% tariffs or 25% tariffs or whatever, but they can't wait out the uncertainty which means unemployment in china as these businesses leave. now, of course, apple has gone the other way. they're just about to shift production of their mac pro from austin, texas, to shanghai. but apart from apple, you know, you see most companies moving out. lisa: is so there's also a report that chinese exporters are routeing through vietnam to avoid tariffs. what do you think president trump should do about that? >> clearly, what we should be doing is putting very big tariffs on vietnam -- lisa: think he will? >> yeah, i think he will. and i also think, you know, he's been working with the vietnamese

authorities to prevent this rerouteing, because this is not new. china's done this years and years and years in the past, it's just that now they're doing it more. so we'll fix this problem. and, you know, at the present time it's just it's one day after the next, you've got to just work with vietnam, and you've got to threaten them. lisa: huawei's become a sticking point in these discussions as well. you look at chinese law, it literally requires entities and individuals to help the chinese government and spy. is huawei a trojan horse? >> certainly, it is. you're referring to that 2017 national intelligence law -- lisa: tell the viewers a little bit about that. >> article 714 of that law requires every chinese individual and entity e to spy for beijing if demanded. and clearly, beijing demands all the time. so, you know, we've seen huawei spy on the african union for five years. they were downloading data every night through huawei's servers that were supplied by china, and

we've seen all these reports especially in the last three or four weeks talking about all the back doors and all the problems in huawei's software. so clearly, huawei is a trojan horse. it is a threat to american national security and the national security of our friends and partners. lisa: so president trump is saying that he is willing to meet kim jong un on the dmz. should he meet with him? >> absolutely not. unless -- lisa: why not? >> -- he's willing to do two things, to provide a declaration of all of his missile and nuke facilitieses and a firm timetable for giving them up. we've had too many discussions with kim jong un now since june of last year. you know, this time that the north koreans either put up or shut up, and clearly they're moving in the wrong direction. lisa: and so real quick on that, president trump has basically, you know, two options for the north koreans, right? he can either choose -- you can choose a better economic future or, essentially, keeping your nuclear weapons and not denuclearizing, correct? so, you know, which option do

you think they're going to choose? are they incentivized to try to choose the better economic future, or do they believe that the only way kim jong un holds power is to keep their nuclear weapons? >> yeah. we have not forced the north koreans to make that choice, to keep weapons or keep power. and -- definitely should. and we should start vigorously enforcing the sanction against the north koreans, the russians, the chinese and the south koreans who have been openly violating sanctions in recent months. this is on us. we enforce those sanctions, we have some political will, north korea's got no choice but to give it up, and we can do this without the use of force. lisa: well, gordon, i am so glad you were here. thank you so much, appreciate your time. >> thanks. lisa: thank you. all right, we'd like to hear your thoughts on all of this, so please share your comments and follow lou on twitter @loudobbs like him on facebook and follow him on instagram alt lou dobbs tonight. and up next, delusional dems aren't too happy with the booming trump economy.

lisa: the white house council of econc advisers today releasing a new report that cuts into the dems' baseless argument that the president's economy isn't working for everybody. the report finding that over the next 5-10 years, the president's deregulation and pro-growth economic policies will raise incomes by more than $3,000. the report also finding that deregulatory actions will save consumers $220 billion per year. president trump weighing in on two of the dems' 2020 hopefuls while in osaka. he tweeted, quote, i am in japan at the g20 representing our country well, but i heard it was not a good day for sleepy joe or crazy bernie. one is exhausted and the other

is nuts, so what's the big deal? is just last week the president said sanders looks like he's had it, and biden doesn't do any work. joining me now to talk about all this stuff of is mark lotter, director of strategic communications for the trump 2020 campaign and former press secretary to vice president pence. so, marc, i want to ask you, what are the talking points that we've seen from democrats over the past two nights is the economy's not working for everyone, that it's the rich who are the beneficiaries of president trump's policies. what's your response to that? >> it's just the politics of division that democrats often may, and it's an absolute lie. 82% of middle class americans got a tax cut because of the president's tax cut plan. the average is about $1200 a year. 90% of americans saw their paychecks go up because of the tax cut law. so when you see the democrats saying these things, it just flies in the face of the facts and reality, and they're asking the american people to ignore what they see with their own

eyes. help wanted signs everywhere, more jobs than there are unemployed people, and they just don't buy it. lisa: so some of the democrats were even calling about repealing president trump's tax cut. do you think president trump can use that to his advantage in going after whoever the eventual nominee is? >> absolutely, because this is something that directly impacts the household finances of every american out there. on day one these candidates are saying they're going to raise your taxes. they're going to take money out of your pocket. and it's all of their other -- if all of their other social dreams come true, they're going to take a lot of money. this is the way people have to start viewing these things, not just fancy pipe dreams about socialized medicine and all these other things. it's actually going to take money out of your paycheck. lisa: it's not just socialized medicine for americans. we had democrats talking about giving health care to illegal immigrants, and i want to pull up "the new york post," i'm sure you saw the cover. do we have a screen shot of

that? it says who wants to lose the election. you see the democrats in the background raising their hands when asked if they would give health care to illegal immigrants. i mean, marc, you've worked in politics, obviously, how does this play in michigan? >> well, and i said in this when i was down in miami earlier this week for the debate. every time the democrats talked policy, president trump won. president trump was the big winner of the democrat debate because you've seen it over and over again, there were some tweets about it today, there are democrats out there going i don't even recognize the party anymore. they see the growth and success under the president, and they see these radical proposals from the democrats. it's really, it's going to come down to a choice, and they're making it very easy for the american people to choose president trump. lisa: you know, looking at the candidates over the last two nights, i mean, is there anyone you see on the stage that looks remotely competitive against president trump? >> oh, i don't think any of them with the policies that they are enforcing -- lisa: what about from a purely

political -- not necessarily the policies, but do you see anyone who appears to be a strong candidate? >> well, you see the politicians rising and falling. obviously, joe biden is falling right now. kamala harris, elizabeth warren are on the rise, but that's the way these processes work out. but regardless, whoevers out of their -- whoever comes out of their primary, they will face president trump, and they'll have to endorse proposals like free health care for immigrants, open borders, the green new deal, all of tax increases, all of these things which just will not sell to american people. the president on a few occasions has said he wants to face the former vice president, but i don't know if the electorate's going to set that one up the way things went last night. we don't know, but from the campaign's perspective, we do

look at them all the same. lisa: marc, vice president joe biden faced some attacks last night. how impactful do you think they were for his long jeffty as a candidate -- longevity as a candidate in the democrat primary? >> you know, the polls will start to shake out in the next couple of weeks. i even saw "the washington post" of all places said the democrat field is now scrambled, and i think that's absolutely true. what we saw was a complete scrambling of what people thought were the leading candidates and the rising candidates, and the first vote is going to be cast in about seven months. we won't even know who the nominee is for another year. meanwhile, the president's going to do his job just like he is meeting with the president of china here in a few hours. he's going to continue to do those things that benefit americans, and they'll fight this out on their side. and whoever wins gets to take on president bush. lisa: thanks, marc. i mean, that is something to keep in mind, we are so far out from the iowa caucuses and so far out from the general election, so a lot of time. marc, thanks for being with us

tonight, appreciate it. >> thanks for having me, lisa. lisa: in california officials throwing more money on a plan to fight the growing homeless problem. governor gavin newsom and other leaders agreeing on a proposal to send $275 million to local governments to address the issue. more money, more money. the vote could happen as early as monday. money will go to places like los angeles county with where the homeless population is up by 12%. on top of all of this, the state will spend more than $350 million to regional agencies addressing homelessness. as i mentioned, more and more money. all right, well, up next the supreme court's latest case that could have major implications for the 2020 election and the crisis at the southern border. crisis at the southern border. we'll have more on

that they'll also be in the 2020 mix in the next term. ing the justices will take up the obama era daca program that gave temporary amnesty to roughly 700,000 young illegals. the trump administration has been fighting since 2017 to phase out the program, arguing that the president has broad authority over immigration enforcement policy. chief justice john roberts has talked about keeping the court out of the political fray, but apparently he sees this as a critical matter to decide upon just months before the election. joining me now, blaise ingoglia and gina how louden. welcome to both of you. so i wanted to ask you, obviously, starting off on the daca front, immigration has taken front and center stage over the last two nights. you've got people calling for decriminalizing border crossings. gina, how do you think that plays in a general election?

>> i don't think it plays well. it's interesting, i was talking to a minority friend of mine today, and she was telling me that she is getting deluged with direct messages from friends of hers back in her home country telling her, please, vote for trump. they love him abroad, and she said that message isn't getting carried here. where do you draw the line, lisa? with 11 million now, do we just keep letting them come? at what point does america just go under? we can have all the compassion in the world, the problem is everything else is finite. money and things are finite. that's the problem. lisa: and, blaise, looking at the hispanic vote, it's not monolithic. in florida there's a huge cuban population, they know socialism. you've got a self-a avowed socialist on the stage last night, bernie sanders. does that motivate some of these voters in the republican camp looking ahead at 2020? >> well, sure, it's going to

motivate a lot of republican voters and people to run for office. what we've seen during that debate was a lurch towards socialism, and i would say there really isn't -- so you have to ask yourself the question, what is the democrat party base? it used to be the fringe left, but when you have every candidate on tv raising their hand saying that they're going to give free health care to illegals, that is the base. the democrat party has transformed itself into something that nobody can recognize anymore. it was a lurch towards socialism. you're talking about a war on profits, you're talking about medicare for all, banning private insurance companies. and then, after all of that, you had a candidate the next day quoting che georgia very rah in miami, in the state of florida. the democrat party's just lost their way. lisa: gina, what about that, giving health care to illegal immigrants? "the new york post" had a cover and said who wants to lose the election. we showed it earlier. all those democrats raising

their hand when asked the question. i mean, president trump's got to be pretty eager to take that on. i mean, am i right? >> i saw a campaign commercial for president trump -- lisa: exactly. the images matter, right? >> yeah. and that was just, it's unthinkable to most americans. we already can't afford just our homeless population, we're scrambling with that. our veterans who are killing themselves at an atrocious rate every single day. we're still struggling to put the pieces back together for the v.a. there's so many things, so many really, truly compassionate things we need to do for americans. and, by the way, american children. and don't forget, lisa, we're already funding a lot of health care for illegals. don't forget that they come in, and they manage to get into our hospitals and on our welfare rolls and all of those things. so we're already funding a lot of that. but the idea of spending trillions, trillions and trillions of dollars? i don't know where that's going to come from, and i don't know where it is if we have open

borders. lisa: also, you know, you're already talking about the fact that medicare for all has tens of trillions of dollars in price tag and you're talking about an estimated 22 million illegal immigrants, clearly the math doesn't work. i want to talk about vice president biden because he has been the perceive front-runner for democrats, but he did not have a good night last night. listen to this. >> to hear you talk about the reputation of two united states senators who built their reputation and career on the segregation of race in this country, and it was not only that, but you also worked with them to oppose busing. and, you know, there was a little girl in california who was part of the second class to integrate her public schools, and she was bussed to school every day. and that little girl was me.

>> mischaracterization of my position across the board. i did not praise racism, that is not true, number one. number two, if we want to have this campaign litigated on who supports civil rights and whether i did or not, i'm happy to do that. lisa: clearly, sensing a vulnerability there on vice president's race record. blaise, how impactful was it? how potent was this? >> it was very, it was a devastating blow to joe biden. joe biden went into this debate having the most to lose, and he lost. you know, and throughout the debate you heard him multiple timings -- times, about referring to time, my time is up. i think it is. i think his time is is up. not only that, but i think the whole democrat party. when i look at these debates and i watch them, i try to look at them through the lens of a swing voter in a swing district in a swing state. and what i seen last night was everyone pushing more big

government, more big government. and if any of these people were actually watching these debates over the last two nights, they lost them. they're gone. that picture of everyone raising hands for the illegal -- lisa: yeah, how much we'll see that in attack ads? >> it's going to be huge. [laughter] it is going to be huge. not only for that debate, but if i was a republican leader, republican leaders in every statehouse including mitch mcconnell should put up the vote in every chamber across the united states for free health care for illegals. that picture and that whole statement that what went on during the debate, that could cost them not only the presidency, not only the federal house and the senate, but a lot of statehouses also because now that has become mainstream in the democrat party. lisa: absolutely. all right. well, thank you so much, blaise ingoglia and gina loudon, thanks for joining me tonight. >> my pleasure. lisa: all right. well, two watchdog groups claim

♪a little respect lisa: my next guest says the 2020 radical dems are trying to make illegal immigration legal and care more about immigrants than u.s. taxpayers. joining me now by phone is tom homan, former acting director of immigration and customs enforcement. tom, we tried to get you via satellite but, unfortunately, you know, we were having audio issues. these things happen, this is live tv. we've got you on the phone. i've got so many questions for you. you know, let's start with this whole conversation from the left about wanting to decriminalize border crossings, and tell me about the real world implications that would have. >> well, first of all, you know, these caravans, you know, we've got unprecedented surges at the border right now because of the policies of democratic leadership. you've got sanctuary cities, they want to abolish i.c.e.,

they want to give free medical care, in-state college tuition, you know? and they want open borders. and when you, when you say things like that -- and one more thing, now they're talking about giving citizenship to people here illegally including the daca recipients. when you talk like that, it just entices more people to come. now they're talking about decriminalizing illegal entry. do they really think at the time of the most humanitarian surge and border crisis and national security surge that's good language to talk about right now? that's just going to convince more people to make that dangerous journey. i've been saying for months, lisa, that if they don't close these loopholes, more women will be raped and more children will die. and it's happening. it's tragic. and instead of addressing -- and i didn't hear one of them address a fix or a solution on this crisis. they're just offering more free stuff and more enticements for

putting themselves in the hands of criminal organizations. lisa: let's get to humanitarian aspect. democrats are now, you know, they previously said it's manufactured, now it's a real crisis, but isn't the real humanitarian crisis as you mentioned incentivizing illegal immigrants to take this treacherous journey? can you tell us just how dangerous that journey is? >> in my 34 years, lisa, that photo of the father and the child was very sad. lisa: of course. >> but i've got a lot of photos. i've got 34 years worth of finding dead bodies left on the trails by smugglers because the alien got sick, and the smuggler didn't want to call for help. i've seen a 5-year-old boy at my feet, i've seen aliens that couldn't pay their smuggling fees that were tortured, one was stabbed in the face 21 times, that's how he died. this is tragic. people have died making this journey. and right now the humanitarian crisis going on, what -- the

humanitarian crisis, more people are going to die because we're not closing loopholes that entice them to come. but the other flipside of that coin is while this humanitarian crisis is going on, border patrol's already said 40-60% of their agents are no longer on the line. that's what makes this a national security eshoo. the criminal cartels control the northern border of mexico. they're pushing these groups through certain sectors at certain times so they can move drugs and bad people, people that we don't want to come in like ms-13 gang members and if you're a terrorist in this world and you want to come here and do us harm, you're going to come now and take advantage of this crisis at the border. let's least tomming, one thing i thought was -- tom, one thing i thought was interesting was vice president biden saying only illegal immigrants who commit crimes should be deported, but that's not exactly what happened under the obama/biden administration. >> in the three years i ran

enforcement operations, a division overseas interior enforcement, i ran a division, we removed over a million people in those three years. and that talks about another -- that's another thing that should never have been said last night. we only want to remove that come to country and commit a crime. that's another sending the wrong message. it's okay to enter this country illegally in violation of the law, just don't commit another crime and you're home free. we're not going to remove you. it's just like the thing that happened two weeks ago. it took telling the democratic party we're going to start looking for people including family units, then all of a sudden nancy pelosi comes to table. and that's what it took for them to come to table and have a discussion, is clear, it should be clear to american people that they're protecting illegal aliens here in the united states. all the things going on at the border, all the humanitarian crisis, national security crisis, that was not enough. they are having a fit, if that

doesn't open the eyes of americans, i don't know what will. lisa: and, tom, here's the thing, you've got a lot of democrats talking about this humanitarian crisis. guess what? as you mentioned, president obama deported more illegal immigrants than we've seen under president trump. under president obama these alleged cages were implemented as well. so why is there such a distortion of the truth with the trump administration as to immigration policy? >> because this is pure resistance to president. this is more about politics and trying trying to embarrass this president and see this president fail on the border. this is about the election. and i've said it many times, the democratic leadership, these people running for president right now, the 20 people i saw on stage the last two days, they hate this president more than they want to secure this border. this is politics. that's all, it's all it can be. there's no downside on securing our border. there is no downside on less

[laughter] >> well, to paraphrase the late ronald reagan, there he goes again. i mean, it seemed like pete buttigieg is engaging in his favorite pastime which is bashing conservative christians.

lisa, i don't know of a christian anywhere who thinks that god smiles on the division of families. but, look, in our society even citizens who break the law and are sent to jail are automatically separated from their children. the only way to prevent that is to send the children to jail with their parents or not to prosecute the parents. and that's what this is all really about, the democrats want to decriminalize illegal immigration, and as you said in the last segment, that leads to chaos. and one thing the bible is clear about is god has given government the right and the responsibility to establish laws, enforce those laws and protect its citizens. and there is nothing wrong, there's nothing un-christian with government protecting its borders to protect its citizens. lisa: so you've got the dnc just hired an anti-trump pastor, reverend. does this go hand in hand with what we heard last night from mayor pete? are democrats sensing any

vulnerability? is there a vulnerability there? >> well, yes. it's referred to as the god problem of democrats, and it's a very real problem. they're trying to remedy it, but it's a self-inflictedded problem, lisa. it's the democrat party that tried to actually remove god from their platform a few years ago. they're removing god from the oath of the office in many instances, and yet now they want some faith votes, so they're pretending like they're interested in god. in fact, you hear some of the democrat contenders talking about their faith in god. but it's not connecting with voters, because the god they talk about is not the god of the bible, it's the god of their imagination. a god who loves abortion and hates israel whereas the true god that most jews and christians are familiar with is a god who hates abortion and loves israel. lisa: so tomorrow you're attending this faith and freedom coalition. will -- what do you man on saying tomorrow -- plan on saying? >> the title is why christians

should be involved in politics. and, you know, there are a lot of people who believe christians and especially christian pastors shouldn't get involved in politics. but, you know, you look at american history, it was christians who led is some of the great changes in our country. pastors led the american revolution in the black robe regiment. it was christians who led the abolition of slavery. it was christians who were leaders in the civil rights movement like martin luther king jr. thank god these men and women didn't see a false dichotomy between faith and politics. instead, they allowed their politics to be an expression of their faith in god. lisa: and earlier i was talking about some issues pertaining to abortion. clearly, this has become a huge debate, will be a huge debate heading into 2020. how big of a mobilizing issue is abortion for evangelicals for 2020? >> it is the issue, i think, for evangelicals -- lisa: why do you say that? >> well, because we have seen the democrats go to a hard left

on this position, sponsoring late term abortions and even infanticide, and even those people who are pro-choice, many of them feel like this is going too far, this is not only a political issue, it's a moral and spiritual issue and we have as a goal to register two million new evangelical voters for 2020. i believe those voters are going to turn out, and i believe they're going to give president trump a second term because he is fulfilling every expectation and exceeding every promise he made to evangelicals. lisa: well, and so we see too, i mean, look, you've got the alabama law. many in the media say that's extreme. but then you've got laws like in new york and illinois that loosen restrictions for third trimester abortions which virtually no one in the country agrees with. why don't you think those are painted as extreme by the mainstream media? >> well, they have blinders on. you know, the bible talks about people who are perverse in their thinking. lisa, this is not just wrong and

evil, it is horrific and barbarian that we would engage in these kind of practices and allow these things to happen, and i think the democrats have gone too far in this. and, again, you know, to quote ronald reagan he said have you ever noticed that the people who are for abortion have already been born?
