points. lauren: the 10 year is up to 1.65%. cheryl: we've been seeing pressure in oil markets, global economic worries have been pushing the contract down. we're higher but just by 22-cent 22-cents this morning. lauren: the hang seng is down over 2%. cheryl: in europe, the pressure in hong kong bleedsing into european markets. this is a global story, folks. right now you can see all of the indices are slightly in the red. lauren: we have news overnight coming out of hong kong. the airport there has reopened to chaos as the pro-democracy protesters are staging a sit-in for day number five. 200 flights canceled, thousands of passengers ca passengers str. cheryl: investigators are calling into an investigation over police brutal at this.

state tv shows military vehicles gathering near hong kong's border and chinese officials telling u.s. officials to mind their own business. lauren: we'll see how it plays out. jeffrey epstein reportedly hanged himself in his jail cell. we have a alarming new details about his death as we learned one of the guards in charge of monitoring him was a substitute. cheryl: mark meredith joins us from washington as the investigation shifts to the caribbean. >> reporter: this morning new questions are emerging over how jeffrey epstein was able to kill himself while in federal custody. the new york post reports the 66-year-old hung himself in his cell with a bed sheet. many are asking if guards failed to follow proper procedures by not checking on him every 30 minutes like they were supposed to. he reportedly tried suicide weeks earlier but was unsuccessful. the associated press reports one of the guards in charge of his

care was not a regular corrections officer. it's reported the correctional center is severely under-staffed. attorney general bill barr spoke of his death on monday. >> i was appalled and indeed the whole department was and frankly angry to learn of the mcc's failure to adequately secure this prisoner. we are now learning of serious irregularitieses at this facility that are deeply concerning and demand a thorough thorough investigation. >> reporter: a sailing company in the virgin island snapped these pictures showing the fbi examining epstein's former home in the virgin islands. investigators haven't said what they may have been looking for. before his arrest, epstein was known to frequent the lush property the justice department charged him with conspiracy and

the administration has been cracking down on illegal immigration. this new rule on the books in october will narrow the focus for legal immigration. it really targets green card holders and those wanting legal status. some 400,000 people. if an applicant needs public assistance in the future or has used public assistance, it's a black mark, like food stamps, medicaid, public housing. the white house says the new rule clarifies what congress already has in laws and it will create or have a financial impact. >> the benefit to taxpayers is a long-term benefit of seeking to ensure that our immigration system is bringing people to join us as american citizens, as legal permanent residents first, who can stand on their own two feet, who will not be reliant on the welfare system. >> reporter: critics pushed back against the white house. the democratic national committee releasing a statement saying this is part of the escalation of the anti-immigrant agenda from the trump

agents to can people from the field. cheryl: uber's stock tumbled more than 7% at the close yesterday, after the company posted disappointing earnings last week. uber closed at $37 a share, that loss, 7.6%, down nearly 20% from the ipo price of $45 a share earlier this year. the latest round of selling comes as investors question whether the company will ever turn a profit. lauren: new details about the mysterious explosion in russia. cheryl: yeah, fascinating. tracee carrasco has that story. tracee: the deadly explosion at a russian missile site believed to be caused by vladimir putin's dooms day missile. russia has yet to say what officially caused the explosion that killed five nuclear scientists. u.s. officials say they believe the blast involved a prototype of a nuclear powered cruise missile. back in march of 2018, president

lauren: hong kong's airport reopened but it's a chaotic scene there. over 200 flights canceled as more than two months of pro-democracy protests are showing no signs of letting up. yo.chinese state tv is showing

military vehicles gathering near hong kong's border. olivia enos joins us now. good morning. >> good morning. lauren: are we at the brink of no return as hong kong's leader has said? >> you know, people take to the streets when they feel like there is no other way for their voice to be heard. and that's what we're seeing today in hong kong. people are recognizing there is a deep desire for reform from hong kongers and they feel there's no other way to communicate with their government than to take to the streets, even in the form of having thousands of people blocking the airport and that's what we're witnessing today. lauren: it is getting chaotic and it is turning violent against what many of the protesters want. how does this play out? why doesn't beijing just talk to the protesters? why don't they have a conversation or why don't they say why can't carrie lamb say

the extradition bill is dead, it is not coming back any time soon, not that it's shelved, why doesn't she say it's dead. >> i think protesters achieved a victory. the bill was tabled and it doesn't look like it's going anywhere soon. the real challenge for the hong kong authorities is to demonstrate that thei they're responsive to the needs of the protesters. i think that's going to mean creating additional space for civil society to communicate desires to the hong kong authorities without strolling take to the streets. i think the last thing anyone wants is having beijing intervening in the ways that are so concerning. lauren: does beijing intervene? when you have the airport and flights canceled and protests on day numbe numb number five, oney what happens. there are 1,300 u.s. companies doing business in hong kong, it's the bridge between china and the west.

so it is a problem. of course, the bond market is the biggest market in the world. it is not anywhere -- no other market is anywhere close to the size. and typically the bond market's going to be right. this isn't a problem that just decided to start because of hong kong or what's going on in china. this has been building for a while because we've seen some of these issues. i mean, once we peaked in the 10 year at 3%, we have done nothing but go down. we're building what i would call a bond bubble. they can't buy enough bond futures and they can't get the interest rates low enough and this is the problem. cheryl: it's a flight to safety. just to be clear, a lower bond yield means banks can't turn as many profits. we saw financials leading the selloff yesterday. these are the stocks to watch, i think, in my opinion, besides the energy and some of the trade sensitive guys. a lot of this has been happening on the backdrop of china. we were talking about hong kong earlier. xi-jinping in my opinion has a problem here, he's got a hard line guy sitting on the trade

negotiating committee. he can't look weak. he's also got the hong kong problem. between the trade war and the hong kong problem, doesn't seem like china is going to make any movements. that is not good for markets it seems. >> certainly it's an added factor to markets. markets were starting to sell off ahead of time. when you look at what's going on, there's the flight to safety, there's all kinds of issues out there that markets -- markets didn't decide one day we'll start to go down. they've been building up to the breakdown. the economy has been weakening. we continue to hope it's getting stronger. the currency manipulation around the globe including us, every time they drop interest rates they're trying to reduce their value of their currency. we've got a global meltdown and we're being forced to pry to push yields lower, not because of our stuff, but because of the lowness across the globe which they want to keep the spreads narrower. cheryl: central banks have gone

into intervention mode. the ceo of goldman sachs came out and said i'm not so much worrieworeworried abou an econom worried about the trade war. do these things worry you? >> this has become a battle between trump and xi, who can figure out the best way. china will wait it out. they have no real consideration for their down people. the people on the lower level, they have no concern for. they don't care at this particular point. that's what it comes down to. they'll try to sit back. cheryl: we're baking it into the price as you can see right now. todd, thank you so much. appreciate it. lauren: still ahead, the plot thickens in the mis mystery surrounding the death of jeffrey epstein. how could the high profile case

lauren: the mystery surrounding jeffrey epstein's apparent suicide deepens. the new york post reports he hanged himself in his cell over the weekend with a bed sheet. and that guards were not following rules, did not check on epstein every 30 minutes like they were supposed to. well, the investigation has not stopped with epstein's death. fbi agents raided his private island in the caribbean. we bring in attorney doug burns to discuss. let's start with the investigation and the raid on his koreacaribbean home. what are they looking for? >> they're looking for evidence of the crime. it seems to me that, may be trying to for fit th property to

the united states. one of the way to do that is to find evidence that criminality took place there and they would sue civilly. the mansion in new york, just so everybody's clear, that was named in a criminal forfeiture count in the indictment. now that he's deceased, that's gone. however, they can sue civilly for what you call civil forfeiture to fo forfeit the mansion. i expect that's what they'll try to do. cheryl:.lauren: why wouldn't td all of his properties at once for more of the surprise factor? >> i'm not really 100%. the other property, palm beach, was implicated in the first case 10 years and then you have manhattan. lauren: as part of the plea deal in 2007, four women, co-conspirators were granted grt immunity. they're looking to overturn that. >> without getting in the weeds,

the language in the non-prosecution agreement with respect to other conspirators gives them a substantial potential argument they can't be prosecuted. a judge ruled the non-prosecution agreement violated the victims' rights act, vra. because the victims rights act says if prosecutors are reaching a plea deal in this type of case they're required to consult with victims. if you assume that wasn't done, then it might be able to be set aside. back to your original question, very good point. that's going to become potentially critical in terms of being able to make the case against the co-conspirators. lauren: the u.s. attorney of the southern district of new york said the indictment against opeepstein included a conspiracy charge still being able to be pursued. we'll find out who the network potentially was. >> but just rep citie repetitio,

you fall back to the non-prosecution agreement and in there is language about whether or not co-conspirators can be charged. lauren: then you have everything that went on in the jail, the metropolitan correction center. >> incredible. lauren: how badly did they mess up, if at all, considering the resources and the underfunding. >> that's very fair. i appreciate you putting it there. i've been in that building many times, obviously, in my years and i've been in the shoe, shu, special housing unit, which is run very tightly. there's a lot of head scratching about why. it's for somewhat of a cynical reason. in other words, under-funding, under-staffing, we understand that. but with a high, high, high profile like this, you would expect they would be watching him really closely. so a little sherlock holmes point is wait a minute, why weren't they watching him

closely? what took place? we'll need to know exactly what photos and videos there are. lauren: there's no camera in the cell. >> not in the cell but in the hallway area, so you'll see people going in the cell, out of the cell. we'll need the autopsy report and the other night i was a little surprised, they said we're going to announce the results, then they said we need more information. what do you mean, you need more information? you've got the body, you can give us a report. i think there are issues with that. and bill barr says the fbi will look at it so they'll interview people who were there. lauren: doug burns, the story continues. cheryl, over to you. cheryl: well, sources have told fox news that former illinois governor rod blah blogoyovich e all the way to processing for a discharge, but the commutation

lauren: here's the story where politics and the economy come together. president trump taking off for pennsylvania. the president will tour a shell chemical ethane plant outside of pittsburgh to highlight efforts to boost american manufacturing and energy. once complete, the plant will provide 600 jobs. president trump won pennsylvania back in 2016, becoming the first republican to take the state since 1988. cheryl: kamala harris confronted in iowa on her health care plan. she got an earful from a

providing their healthcare, whether insurance provided by employers or in this case for a 91-year-old woman i'm guessing a government program that is provided by and voted on by folks like kamala harris. cheryl: you know what, jenna, 80% of those that have employee provided -- employer provided insurance like their healthcare. they don't want to use -- of course, she's probably on medicare. these 91. kamala harris' plan has been vague. first it didn't seem like it -- it's not medicare for all. she seems to be trying to play both sides of the aisle. i'm not sures that's really working in the pry mayor youlies based on the -- primaries, based on the polling we're seeing. >> it really isn't for kamala harris to be schooled by a 90-year-old woman, it's embarrassing that she can't explain her policy. she received backlash when she said she wanted to eliminate private healthcare. a lot of people don't want it to be single payer. what's happening here, cheryl, is that the democrats are not --

none of the candidates are putting forth any policy that has a remote chance of being competitive against president trump. they're hoping the vague notions and identity politics and sideshows are going to be what wins here. i haven't heard a single member of their base be actually excited or think that any of the candidates have any momentum going into 2020. and harris certainly is proving that. cheryl: polling numbers are still low. she'll be on the debate stage, we should say. howard, this is joe biden. there's a report in the hill democratic donors are concerned with all the gaffes. one donor said his gaffes have been a concern and it's worse because he's older. this is a donor speaking off the record to the hill. what do you make of that? >> i think this is more of a media narrative, than one that i hear from democrats i talk to. joe biden for quite a while has been occasionally prone to

misspeaking. i think this is more a symptom of the 24/7 news cycle than it is the democrats' expectation that their candidates -- they've got two di dozen two dozen of tl never misspeak, after marathon days. >> this wasn't just a misspeak. he has such a history and track record of making intentional patterns of mistakes. this isn't just presiden presidp accidentally saying a city name. this is a track record -- for example, in 2007, for him saying barack obama was the first african american that was articulate, clean cut and good looking, he's had a track record of bad mission statements. >> i don't think he said the first african american, just to be clear. >> according to the washington post, in 2007 -- cheryl: i'm sorry, one at a

futures are in the red, dow futures are down about 90 points at the moment. the selling has intensified on news that hong kong has suspended check-ins once again at the international airport there as authorities za gr arape with more protests. the shanghai composite is down two-thirds of 1% flipping the board to european market activity. you can see a selloff here as well. most markets down between a half and 1%. we have new recession fears growing in great britain as the economy there contracted in the second quarter. the uncertainty over brexit blamed for much of that slowdown. branco burris joins us now. new jobs numbers came out of the u.k. they're pretty strong. so are you still worried about a recession? >> well, yeah, that's the thing. i mean, if you look at their
