>> it shows trump actually had a very common framework for dealing with russians with the europeans. we missed that because of the yelling and screaming and hating trump. but the use penal position has been we have to show we can defend ourselves. but russia is not leaving the continent. if we are going to have a stable relationship, at some point we have to talk to them. we are going to invite these guys back. it's the yes, but. we want them to come back. but we haven't heard the but. what do you have to do to do that. we demand a commitment to agree to the agreements. wouldn't we demand the russians to do that? i think this more do it than just that. liz: your take on the french president under cutting what the

democrats and the media have been saying attacking trump. >> this is the silliness. we attack the trump rhetoric we hate and we ignore all the other u.s. policy underneath that. but rhetoric and action matter and you have to put them together. but the critics just want to focus on the opportunity to criticize trump and they don't look at the totality of american policy. liz: and european policy. >> but we know at some point if we are going to live together, we have to talk with the russians. but first the russians have to respect the u.s. and stop their middling. i think that will always be a requirement for the russians. liz: the president already said it was wrong for the russians to meddle. here is james clapper on his take why trump wants russia back in the g-7. >> maybe he wants to curry favor

to make sure he gets help again in 2020 as he did in 2016 from the russians. liz: your reaction? >> clapper and brennan are partisan hacks. that's just true. the fact that they once held positions in government, they have no respect or integrity for those positions. they use those titles to pretend they have some credibility. literally they are partisan hacks attacking the administration. i am not partisan. if you like the president or don't like the president, that's your business. but what clapper and brennan are delivering is not objective. they are partisan attacks. liz: you have been clear and what you agree with and don't agree with on the president's policies. i want to move on to president trump and the iranians. president rouhani talking about talking to each other. rouhani says no talks until the

sanctions are lifted. president trump is making this gesture, but iran has not made any significant changes to its rhetoric, policy or behavior. the president won't lift the sanctions. how can this impasse be broken and move forward? >> i think the whole g-7 on the iran thing was a complete nothing burger. nothing happened and nobody changed their position. people made a lot out of statements that were meaningless. the sanctions aren't coming off until iran starts to change its behavior or it agrees to a new deal. i think the iranian position is crystal cheer. they want to wait until after the election to see if trump is still there. but they can tough it out in another year and a half and hope trump is done and somebody will give him a sweetheart deal.

liz: they are on the road. i want to move on. president trump says he will not make any money if the g-7 summit is held at his resource. your take on this fight? >> the g-7 is a talkfest. and it's good for them to get together. i think we have been through the legal issues on whether'. and we are recycling talking points. we have got to the silly season early. normally all the hyper partisan right rick kicks off in january but it already started. in many ways the markets have to get over this. particularly on the china thing. show me everybody's cards and i will tell you who is winning. liz: next you have, we'll check

shouldn't be urging them to change the election results by doing their policies differently. what are they going to do, raise the discount rates to guarantee a crash? they should do the best thing they can for the country. i thrift would entail lowering rates. liz: what can the fed do to change the outcome of the election that bill dudley implied? >> the discount rate is at 95% so no one can borrow from the federal reserve bank. that might hurt the market and cause more difficulty. what they should be considering is what's best for this country and this economy. i believe it's lowering the discount rate by 50 basis points. that's what they should be doing. the discount rate is way above the t-bond five-year yield and
