david: millions along the southeast coast of the u.s. are now bracing for hurricane dorian , which is expected to bring dangerous winds and life threatening storm surges. dorian has now been downgraded to a category 2 storm but its windfield is growing in size, putting more people at risk, as it makes its way to the united states. fox news chief meteorologist rick richmuth is standing by in the weather center and a cat 2 is nothing to be toyed with, right? rick: not at all and you're right when a storm that was wound so tightly with the strongest winds right at the center, that windfield, when the wind goes down that windfield expands as it goes out i just want to show you this. this is where we are in the hurricane season by the way. september 10 is the statistical peak of hurricane season we're right in the very active stretch of it. we've got five different systems out across the atlantic that we're watching. the only one impacting the lower 48 is dorian. there is a little bit of moisture, but i'll come from new

storm fernand, but that is just rain maybe a little bit of flooding with it nothing super damaging. nothing like what we seen in the bahamas images coming out are terrifying from what we're see ing and we're just beginning to get the images. this is the last 36 hours of the storm, finally, it's moving out towards the north and this is a future radar simulation, what the models think the radar will look like going forward in time. overnight tonight bringing very heavy rain and some wind, across cape canaveral and then towards daytona beach. that's probably winds maybe in the 70-mile an hour range, that's going to be probably the worst of it for florida, thankfully, as the center of the storm stays offshore. georgia you'll see some storm surge with this and certainly some strong winds, but probably the closest approach we're going to get from the storm is going to be into south carolina and north carolina where the center of the storm is right offshore or maybe just right onshore, it's going to bring a lot of rain, flooding with it and the

storm surge that is probably going to be in the seven feet or so range, think matthew which was a few years ago took a very similar track to this and last year, david, parts of north carolina and south carolina got hit by hurricane florence, that brought record breaking flooding so here is another hurricane right on their shores. david? david: rick, thank you very much. well the most frightening thing about this storm so far is that its full fury as a cat 5 hovered over the bahamas for more than a day and a half relentlessly battering the islands ripping apart homes and shelters leaving at least five people dead. cabbies you weather national weather reporter is on the ground, in nassau of the bahamas with some new images of the devastation. jonathan what's the scene on the ground there? reporter: good evening here in nassau they are really breathing a sigh of relief because the stop was far enough to the north that they didn't receive many of

the effects of hurricane dorian. just gusty wind, rain as well, but 100 miles from where i am, that's where dorian first made landfall a category 5, 185-mile an hour sustained winds, gusts you can believe this, over 220 miles per hour. that's the estimate, and from what i saw with my eyes today, i can believe it because the damage and what i am seeing on the ground there reminded me of ef-4 and 5 tornado, just the way that the debris was stacked and homes were just blown away. incredible, incredible stuff to see, and also, your hearts breaking because you know these folks have been there without anything for at least a couple of days and might be a little bit longer. even though the coast guard from the united states has been out here, shuttling people back and fourth to the island, taking the worst injured and those in the most need here to nassau and there has been some aid a small

amount at least getting to that island but if you see things here you can tell there's still a lot of standing water. the older homes that maybe aren't well-built or as strong as the new, larger homes, those likely are either a loss, or nearly catastrophically damaged but the bigger mansions appeared to fare a lotbuilding codes andn materials better, but even those took a battering and it's not surprising when you think about the power of this storm abdomen also the surge. you can see the water on the land there around the entire island the airport is still covered in water so it's going to be a very tricky situation to get aid to that island because it is in the middle of the atlantic and a lot of that is still on that island right now. >> jonathan speaking of aid and people on that island what about the evacuation system and center s? what are you seeing now that some people moved off the island are they completely full or not that full because people opted not to leave? >> a lot of people are reaching

out to me on social media after they saw the video, and they're asking if i had flown over a certain key, or a certain island , and that's because they had family or friends that stayed there, so a lot of folks decided to stay and that's often the case in a hurricane unfortunately and i tell people this all the time when i go and talk to people right after a hurricane, that rode it out, as you were, not one person i've ever talked to say it was a good idea. they wish they would have left and unfortunately sometimes it takes going through that and surviving to understand just how terrifying this experience is and unfortunately this is a storm that moved so slowly these folks were dealing with 180-mile per hour winds for well over a day to two days and of course grand bahama, which we haven't been able to get to because of the proximity of the storm yet it's likely a repeat of what you're seeing right there. david: jonathan, stay safe my friend thank you very much for being here, appreciate it. let's go to jacksonville,

florida. mayor lenny curry is joining us by phone. what does it look like now and are you still preparing for a hit? we just saw a computer model that showed it may possibly push onshore just where you are. >> yeah, so its been a marathon we started tracking this thing pretty heavily last week. in fact late last week it looked like we were going to have a direct hi that was saturday or sunday and obviously that chang ed drastically the model slowed down and did terrible stuff it did to the bahamas. what we've seen in the last couple of days and today was it goes off to the east to the right going away from us and now it's slightly coming back to us, but here is where we are right now. regardless of if it's under the current models give or take another five miles in either direction, we have to be prepared. we are prepared. people need to take this seriously. matthew was off of our coastline three years ago, 50 miles off and we had major beach flooding,

inland flooding, downed trees. this would be i believe is 90 miles off so we prepare for a water event. >> mayor it's john layfield, thank you so much for coming on, we are pulling you like the rest of america. as far as your preparation work, mandatory evacuations what are you doing, sir, as far as the preparation itself to help jacksonville weather this incredible storm? >> yeah, public works has been deployed since last week, above and beyond the normal clean drainage and make sure that the infrastructure is working and our utility is checking pump stations and putting things into mitigate problems they've had in the past. we're coordinated with our other agencies, we meet regularly and our emergency operations center with our airport, our port, our schools, everybody is coordinated in speaking with one voice to we're prepared on the

front end we need our residents to heed our warnings, and the unfortunate event that we have major impacts, we'll be together picking up the pieces and taking care of each other afterwards. >> mayor, in jonathan hoenig, thank you for being with us and we truly are praying for you. basic commodities like gasoline, water quickly often types get gobbled up. have you seen anything of what you would describe as price gouging and is there anything going on with your government in terms of cracking down or addressing any issues relating to that? >> i haven't seen any evidence of that but again i've been so focused on the prep that it may not have gotten to me yet, however our attorney general for the state of florida has a program, i was with her late last week, she's got ways to communicate that and people will be tracked and prosecuted if they try to pull that nonsense in jacksonville. david: mayor again we can't say it enough our prayers and best

david: by the way again this is not an income tax, it's not a property tax, it's a wealth tax. they take a portion of your wealth. so the big question is is it fair to confiscate 2% of anyone 's property on which taxes have already been paid? >> i'm not going to weigh in on the level of fairness but this is a wealth tax and if we're going to talk about the negative s one she's proposing to raise over $2.7 trillion i think that could be very difficult to actually count how much my wealth is, how much your wealth is, because i could have a paint ing, i could have properties all around the globe. it's already bad it's going to be a very difficult part of this entire proposal but on the flip side, if you look at how many people it's really going to effect roughly what according to the university of berkeley 75,000 homes, 0.1% of the population, so we're here debating this wealth tax, but that's the issue. is it really something we should be talking ability the loopholes and about the estate tax and the

want to be and 50% of the country hates you for this, 50% loves you. to me there's no reason to do this it was just a business decision. >> i hear what you're saying but i'd say they shouldn't be sponsoring any conferences at all as a result of it. why sponsor it since 1980 and just pull out of it right now and the flip side of this argument is the times there were a lot of stories extensive coverage about climate change this particular conference i'm well aware is really a leading oil & gas conference in terms of the ceo's that it brings the conversations it brings. you can't ignore a whole segment of industry. that wouldn't be fair either. >> i don't think they are necessarily ignoring it. they aren't putting their money and name behind it. they may still report on it which i think is valued especially when we talk about journalism but it raises the whole question ethically. they shouldn't be sponsoring it. >> exactly. >> they really shouldn't. unless they preface it and when they are covering it like every time they cover it as a reporter they have to preface hey we put x amount of money behind it.

david: chinese officials out with a starn warning to protesters in hong kong. they have a state of emergency to crackdown further on activists with much more force with unrest to continue in the city. christian whiten joining us on the panel now so christian the question is what happens now in hong kong? >> already you're seeing beijing basically cracking down, and the chief executive in a meeting that was private but leaked said basically she has no control so instead of an invasion by the peoples liberation army or the police force you'll have probably sort of plussing up hong kong police by mainland authorities becoming more brutal and they've arrested more than 1,000 people many were released but you're seeing a slow motion intervention to try and crack down. >> often what we see with

protests occur over a longer period of time much like this one is the main message becomes diluted and back to 2011 how interviewing a lot of people they don't know they were out there and with this situation you have the bill that they want dead which has been told is dead and then some want kerry lamb to step down and do you feel the message is so diluted they don't even know why they are protesting any more or just going out in forces hoping that the something will change? >> well christina, i think conceptually they want the freedoms they have now to be preserved, chain a promised very explicit saying it was respect ing hong kong's autonomy and the ability to elect their chief executive and those were first in the 1984 agreement between china and the brits and the 97 hand over so yes, there are five big promises including that extradition bill which has been sort of set aside but not

completely keeled off. i think the off ramp here is beijing wants to do it are serious talks between the hong kong government and the elected officials, the pan-democrats in hong kong and until that no matter what beijing does they're not going to be able to extinguish this movement, i think will continue. >> think about the president reagan's famous, tear down this wall, comment, and the bully pulpit is quite powerful. could the president be using it in your estimation in this effect? he talks about how xi is his friend but could he be using the same bully pulpit to denounce this authoritarian use of force in hong kong? >> i think the president is treading a good path here he is the president of the united states and not the head of the human rights ngo, but since he hopes this doesn't end violently and more recently he said what's frankly obvious is that we can't cut a trade deal, if they pull a massacre or crackdown, vice

do here either. if hong kong does end up getting cracked down by china it appears to me the world won't do much at all. what options does the united states have here, if they do strong arm these hong kongers and protest. >> that's a great point. the commerce secretary ross said well what will we do, invade china or hong kong? there are lots of things we can do in the spectrum between just talk and cracking down. the global act allows us to sanction officials involved in human rights violations that's been held up i believe by the treasury department. we should use that against the people who are running political concentration camps and we should use" against people who are thugs and using brutality in hong kong. no u.s. visas and also under the patriot act, if they are corrupt trafficking money we can take those assets. >> christian, in just about 20 seconds, october 1 is the 70th anniversary of the prc, the people's republic, not something i'm cheering about, but they don't want to have it a blood-
