>> the adoption of the constitution on september 17. sadly, on that date the intelligence community inspector general formally notified the congress that the administration was forbidding him from turning over a whistleblower complaint. this is a violation of law. shortly thereafter press reports began to break of a phone call by the president of the united states calling upon a foreign power to intervene in his election. this is a breach of his constitutional responsibility. the facts are these. the intelligence community inspector general who is appointed by president trump determined that the complaint is of urgent concern and credible. it's disclosure went on to say it relates to one of the most significant and important director of national intelligence responsibility to the american people. on thursday the inspector

general testified before the house intelligence committee stating that the acting director of national intelligence fought him from disclosing the whistleblower complaint. this is a violation of law. the law is unequivocal. dna staff - it says the dni director of national intelligence shall provide congress the full whistleblower complaint. for more than 25 years i've served as the ranking member as part of the gang of four even before i was in leadership. i was there when we created the office of director of national intelligence and that did not exist before 2004. i was there even earlier in the '90s when he wrote the whistleblower laws and continue to write them to improve them to ensure the security of our intelligence and the safety of our whistleblower. i know what their purpose was and we proceeded with balanced

and caution as we wrote the law. i can say with authority the trump administration's actions undermine those our national security and our intelligence and our whistleblowers. this thursday the acting dni will appear before the house intelligence committee. at that time he must turn over the whistleblower's full complaint to the committee. we will have to choose whether to break the law or under his responsibility to the constitution. on the final day of the constitutional convention in 1787, when our constitution was adopted americans gathered on the steps of independence hall to wait the news of the government our founders had crafted. they asked benjamin bricklin what do we have, a republic or a monarchy? franklin replied a republic, if

congress during that hearing so she is pegging this on that and the president's comments saying that he could do whatever he wants is what she said and she said the president this week admitted that ukraine would help him. that ukraine would help him politically there. the president trying to go forward with this and nancy pelosi saying again, this is all bowing to the pressure within the party. two thirds of the democratic party, her caucus, her members are pushing for impeachment. moderate members have been since monday. they're trying to go forward with moderate members of trying to add your voice to go forward with articles of impeachment but right now it's the inquiry and investigation part of it going forward and possibly moving to articles of impeachment but at this point and the policy starting that process today. david. david: edward, we should remind our viewers why she was so

reluctant to start this inquiry. primarily, because the senate is controlled by the rebel kids and if in fact the president is impeached by the house of representatives he goes to the senate for a full trial and it's unlikely there's going to be any chance of a connection with replicants and control. >> is a simple majority in the house but it is two thirds of the senate that would have to convict the president during that trial and the chief justice for the support overseas that period of only to present have been impeached, andrew jackson and bill clinton. either of them removed from office for both acquitted in the senate. richard nixon resigned before the impeachment came for a debate in the house and it did pass the committee though. david: but as we remember bill clinton did very well in finishing his presidency. in fact, he got legislation done during the impeachment inquiry and in fact, left office pretty well respected president but at
