i think of international trade globally. >> they do have a cost. if this tool works to get china to change its behavior, then i think we can say it's a triumph. but the point is to get them to embrace the rule of law, stop stealing intellectual property. but the point is not to say you have got to buy more of our stuff or a certain amount of our stuff. and to make sure [inaudible] often it's good for us depending on the situation to buy more or less from a country. we want that to be a free exchange. right now in china it's not. they are setting terms -- lou: i missed the part where you have got a better idea than the president. what we have had are 40-plus
