ukrainian president. it is clear, democrats are working overtime to impeach the president. but it's a very different story during their last recess. last month when they didn't bother sticking around to address issues that matter to americans like prescription drug pricing, trade or making sure our government is funded. joining me, kt macfarland and former wisconsin congressman sean duffy. you and i have seen some impeachments in our lifetime. two to be exact. they are based on a whole lot of stuff. we have an impeachmen an i am -n impeachment inquiry based on a 30-minute phone call. do you think that's enough to call for bribery and obstruction

and impeach the president for that? >> you have to build a case with the american people. they tried with the mueller investigation. the left-wing base was incredibly angry they couldn't take the president out of the white house. once the whistleblower came forward and they thought they would have a pathway to say the president is corrupt, they thought that was a pathway. the problem is the transcript doesn't match the narrative the democrats are trying to use for impeachment. i think joe biden is going -- joe biden was with holding a billion dollars in loan guarantees. so the ukraine president would fire a prosecutor going after his son's company. david: kt, to my original point. even somebody like john kasich.

his staff will be involved. they will be called up before a committee. and they have to worry. if they make one mistake, they say say the -- they may say the meeting took place wednesday and it was tuesday. they could say that's perjury. the entire media is consumed by impeachment? why? it's terrific for ratings. when richard nixon was impeached, 80% of americans watched those hearings. it's good business for the media and the congressional members who will raise money off this. what it does to the american people, you just can't imagine how terrible it is for the national security of the country. foreign governments say this is a terrific time to exploit america. we know they can't muster support for anything.

david: sean, when you look at what happened with vice president biden, when he was vice president not only did he call for the firing of the prosecutor investigating his son's business interests in ukraine, but he asked for taxpayer money to be used that could have benefited his son. this is from the post in july of this year. joe biden then the vice president was the point person on ukraine policy in president barack obama's administration. biden offered u.s. aid to ukraine to increase gas production which could benefit the ukrainian energy industry. assistant biggest gas company in ukraine was the one his son was working for. that's using taxpayer dollars to directly benefit his son. >> using the power of the vice president i to enrich your family is what bind did.

that protect american lives overseas as secretary of state. yet he's now embroiled in this controversy. >> it's not just that. who pays for this. congress and the schiff committee, they have infinite resources. but the individuals who are called up are paying for their own legal defense. i know from my own experience with the mueller commission it takes hundreds of thousands of dollars to defend yourself even if you haven't done anything wrong and you don't get any of that reimbursed. it's bad for the country and it's bad for national security, and bad for individual. the people are smart. they can see through this. david: is there anything that can be done to stop them from interfering with the business of state craft like mr. pompeo does? >> i think the democrats are hell bent on going after president trump.

>> it really didn't. i have seen a lot of whistleblower complaints during my time in the cia. this looked like it was written by a law professor or as jay sekulow said it looks like it was written by a law firm. that's a strong allegation to make. but the way the foot notes are written and the formulation is very suspicious. the other part to this is the chairman of the house intel committee was talking about the subject matter of this complaint for almost a month before it was filed. he had a tweet posted on the 28th of august identical to this whistleblower complaint. it looks likely he knew the content of it. i spoke to a staff member of the house intelligence committee. he believes staffers of this committee were involved in

drafting this complaint. and i spoke to a member last night and he said the same thing. he wants to ask the whistleblower under oath, who helped you write this complaint. david: you mention foot notes. there is one interesting footnote. it's unclassified now. page 4 of this whistleblower report there is a footnote that suggests they got information from a group called the organized crime and corruption reporting project. that's a pretty left-wing operation. it's true they received money in the past from usaid. and george soros group, et cetera. it tips the hand of the person who wrote it as being sort of to the left of the political spectrum. right? >> i think that's right. my friend on the house intelligence committee staff said this looks like a group project. i don't believe this was written by one person.

i don't think it was written just by this whistleblower. it looks like there were several people behind it. >> and there is the discorrect between the actual transcript and what was written up by the cia folks listening to the conversation, and the whistleblower thing. there is a disconnect. it ain't for nothing the guy or the gal wasn't directly listening in on the conversations. it was second or third hand. right? >> there were a lot of factual inconsistencies. but what was significant is this complaint was based on hearsay. the so-called whistleblower admits he did not listen in on these phone conversations, he did not read the transcript. it was told to him by others. that's a problem. the people in on these calls are not supposed to talk about them. they are very, very sensitive. there is another issue. people violated the trust of the president to protect this very sensitive information.

david: apparently there used to be a directive, we are trying to track this down, but there was apparently a directive to make sure that if there was a whistleblower report it had to be first-hand knowledge of what was happening. that clearly wasn't the case with this whistleblower. but that rule that wasn't an official directive. but it was one of these rules that was written up somewhere that said in fact now you can do it second or third hand. it was changed just within the past few months. do you know anything about that? >> apparently there was an internal rule in the intelligence community limiting whistleblower complaints to first-hand information. i think that was a stupid rule. if i was in the cia cafeteria and i overheard somebody talking about something dangerous or illegal.

the teacher thinking? this is so inappropriate. this proves is a bias happening. some will say it's a myth, not true. the liberal indoctrination is real. there's examples happening everyday. whether or not the teacher should be five, i'm not going to comment on that but i know their parents were very upset. they don't want them to publish their political views on them. >> we've got to get the kids, communist country or liberal elite controlling the unions, what gets me is that this happens in florida where there are conservatives, imagine a place like manhattan. it's probably worse in other places. remember this infamous remark? made right after being sworn into congress.
