when congress issued reports saying huawei and zte were national security threats. the fall foliage removed a lot of its equipment. you and i talked about this before. if you want to do this right, you can't just go rip and replace all of this equipment out in a lot of rural carriers because it's cheaper and where this infrastructure is. it should have been a one-year plan and by the end of the year it's all gone. lou: no matter how much longer we permit this, it will be deleterious to national security. so there is no answer satisfactory to me or i think any citizen of this country. so why not take some of this money from these tariffs that have been in effect for 14 months now and move over just
