uncertainty over u.s. china trade deal and the outcome of the 2020 presidential election is causing u.s. companies to tap brakes on capital spending u.s. spend less than 1% in third quarter our next guest says blame the trade war with china for that. david nelson chief strategist with asset management is here. david, good morning. >> good morning. how big a deal is this that capex spending down is thinking you know you move supply chain that's supply chain never come back? >> it can come back if uncertainty and outcome that we don't know yet. look this is a cost of war. and cap exand spending are casualties to a trade war with china. and it is likely to persist for a while uncertainly when this will end and faze one deal right now they're trying to get through and even good news out of china that they're actually going to start to address intellectual property but ceos have at this point so much so that like you said, x spending up 8% and strip out largest companies in s&p it is a

negative number. so again, well first of all are you optimistic that we get anywhere with china in terms of the trade deal? >> i really don't think so. i think americans understand this is adversary in every sense the world and persist for some time. >> so if a lot of people like you are not optimistic and pulling back capital investment how then is market so resilient that broader market is up 24% this year. how displain that? >> well i can't explain that because eventually ceos have to pull the trigger. look if you're ceo hoping to put a supply chain in china you're fade to grow the company and at some point you don't -- you're going lose your job so you're going to pull trigger to move that supply chain to vietnam or back here in united states. and i would point out that -- that right now industrial stocks cyclical stock some of the best powerfullers in an s&p 500 that is all time high. >> yeah and we do get indications of how the economy is doing this week another read on third quarter growth orders

meanwhile an op-ed in washington examiner that says tax plan proposed by elizabeth warren pusheses u.s. investment out because it penalizes it and pushes foreign investment in. how is economic patriotism money flow out and money comes in? >> i think senator warren fails to understand is that wealth is portable and capital goes to where it is treated best and if it is not here in the united states it will poikd a home somewhere else so foreign investors could have an advantage. they could actually end up with -- maybe even tilt the towards them in terms of ownership in assets in the united states solid some economist believe that could hit the trade deficit in some ways senator warren tax plan will hurt the very people she's looking to help so ping even democrats are come out hard against plans like medicare for all and been intlek comully dishonest. could be a reason why democratic field is widening now david nelson thank you as always. >> thank you, lauren.
