"the evening edit" starts right now. ♪. liz: okay, today's house hearing on the impeachment inquiry. all the witnesses said they had no direct knowledge of the charges raised in adam schiff's house intelligence impeachment report. hillary vaughn with more on the hearing that is still underway. hillary? reporter: this hear has mostly been split by party lines. three witnesses, law professors that the democrats invited all say that the intelligence report proves there are ground for impeachment, the evidence in the report rises to the level of high crimes and misdemeanors but one law professor invited by republicans disagreed. saying he found no evidence of bribery and obstruction of justice inside of this report but a lot of the questions here today have been personal opinion

and speculation. lawmakers asked witnesses to give their take on what the founding fathers would have thought about what is inside of chairman adam schiff's report. >> if washington were here today, if he were joined by madison, hamilton, other framers what do you believe they would say if presented with the evidence before us about president trump's conduct? >> i believe the framers would identify president trump's conduct as exactly the kind of abuse of office, high crime misdemeanor that they were worried about. >> to in some way a insinuate with a lot of people listening that the founding fathers would have found president trump guilty is simply malpractice with these facts before us. that is just simply pandering to a camera. reporter: causing most outrage from the white house is really not the argument that these law law professors but how one of them made them. law professor from stanford, pamela karlan, used the president's teenage son as a punch line.

hearing not about republicans breaking in support of impeachment or for impeachment i'm hearing democrats going forward with impeachment. that is newsworthy today. liz: that is newsworthy. you don't have any names for us? >> i don't have any names but i'll tell you, that list is growing by the hour here. as this unfolds in real time. liz: sounds like maybe moderate democrats are peeling away, possibly saying no to impeachment. that is what congressman reed says. about the hold on military aid to ukraine, the house intelligence report says soon after the defense department put out press release announcing military aid the president started asking questions where are the other countries with their international contributions paying into ukraine? the president has raised that repeatedly when it comes to europe and for example, nato. so how can the democrats conclude that they know what the reason for the delay was? >> it is all speculation and innuendo. when you're again talking about the "nuclear option" of

impeachment, what the founding fathers envisioned was the last resort tool to be deployed to take out a duly-elected president of the united states. this all conviction by innuendo, conviction by speculation is something that is so dangerous today in america. i just hope the american people are seeing through this. they don't need law professors to tell them if it is right or wrong. the american people can see this. liz: "slate" magazine, impeachment drive climbs into the clown car. pointless hearing before the house's most competent committee. today's hearing relied on professors none had first-hand accounts of anything the president did with ukraine. i want to get to this. here is republican witness jonathan turley talking about the democrats case. watch this. >> i'm concerned about lowering impeachment standards to fit a paucity of evidence and abundance of anger. i believe this impeachment not only fails to satisfy the

standard of past impeachments, would create a dangerous precedent for future impeachments. with slipshod impeachment make us less mad? will it only invite an invitation for the madness to follow every future administration? that is why this is wrong. in the age of rage, it is appealing to listen to those saying forget the definitions of crimes. just do it. like this is some impulse buying nike sneaker. liz: congressman, your reaction. impulse buying it feels like to him. >> it is about politics. he is exactly right in my opinion. you have to look at the big picture when it comes to impeachment. the hard left drove in need for impeachment was responding to the moment. i'm looking at this from a big picture item and the future of the country. i think a lot of american people are saying wait a second. impeachment? we elected the president of the united states. we have an election 12 month from now. let the people do their job. let them carry out democracy.

boris johnson. they were discussing the rolling press conferences that were happening with president trump and world leaders including macron and trudeau and trudeau said at one point, that's why he was late. both leaders were asked about it earlier today. the president was critical of trudeau. then softened his tone and said he feels that trudeau was just taken aback by the comments the president made about canada's defense spending while trudeau had to explain the moment. >> last night i made a reference to the fact that there was an unscheduled press conference before my meeting with president trump and i was happy to take part of it. surprised and i think pleased to learn that the next g7 will be at camp david. i think that was an unscheduled announcement. i think everyone's team, every different leader has teams who every now and then have their jaws drop at unscheduled surprises like that video

freedom, he is nile guarder in. you're reaction to that? >> first, thanks very much for having me on the show from london here and with regard to that video that has been watched all over the world, it should be pointed out that really it's trudeau of canada who is the one who is mocking president trump. emmanuel macron may be joining in, boris johnson hosting it all not saying anything at all. the dutch prime minister is there. not saying anything. canadian lead ear and possibly the french leader as well. this is blown out of proportion of many critics president trump. overall the nato leaders meeting in london the past few days has been successful for president trump and for the united states. you have all of the 29 members of the nato alliance agreeing to further increase defense spending to meet the minimum 2% of gdp spend that is expected of

all alliance members. you have seen very significant increases already over the last three years since president trump took office in terms of overall defense spending levels. more than $100 billion of additional defense spend having been put in place by nato members. that figure is going to rise to increase of $350 billion by 2024. so for the first time in decades you're seeing significant levels of increased defense spending, across the alliance. that is really in large part due to u.s. leadership in particular, president trump's very forceful messaging and leadership on this issue. so, i think overall actually this was a very good summit for, for the president. it is unfortunate that i think the liberal media tends to focus on some very minor element of the summit, canadian leader is just behaving actually very badly. liz: to your point be the criticism of european leaders

has been this, that they can be postmodern in their own criticism of the united states and president trump but the fact is europe spends far less on the military than the u.s. does, on their own military. covers 2.2%. the u.s. spends nearly 3 1/2%. europe spends on building out the gigantic welfare states while the u.s. has to step in to defend them. you pointed out under president trump more troops on the ground in europe than president obama. president trump did what president george w. bush couldn't, get nato countries to increase their spending on nato. >> look at the u.s. spending level, 3.5% of gdp, compare that with the average across european members of nato and that average actually is, i would say, closer to, it around 1.6% of -- liz: pretty low. >> but there is a huge difference here. liz: a huge difference. we have "atlantic" magazine

and certainly, as you noted, iraq has challenges. they're sure, therefore shouldn't be sort of farmed out detention center for the europeans. liz: your reaction? >> yeah. i think that's, you know that is a very important point there. and, you know, france is actually a big producer of islamist radicals. many have gone off to fight in iraq and syria for isis. france doesn't want the radicals back, not only because the french courts probably would have difficulty convicting a lot of these, a lot of these terrorists actually. it is same across europe where you have liberal judges who, who find it very hard to actually put terrorists in jail and also i think with emmanuel macron there is a great deal of hypocrisy here. macron talk as big game, how many french troops are fighting in syria? small number of french special forces but macron is not

elizabeth warren or joe biden who has a public option would have the same inevitable outcome of government takeover, either one of them will lead to disasterous results for the country. the more the american public learns about that, the more they will fall in the polls. liz: what is interesting, democratic debates no longer a factor. no clear winner are emerging. they're still playing to the fringe in terms of health care, taxes and more. what is really interesting michael bloomberg doing an end-run around that, skipping the debates, skipping out and campaigning to focus on super tuesday, plowing money into battleground states. i want to get to this. nebraska republican senator ben sasse really tearing into michael bloomberg for saying that chinese communist party leaders are, that the leader there is not a dictator. that basically they listen to the public. he is saying, senator sasse says quote, this is the kind of stupid you cannot script. >> that's right. and it's not just bloomberg who is saying that. the chinese president isn't a

your take on this. >> well, first of all i have to discount anything that comes out of "the new york times" to begin with, liz. but with that said, when you open up a public corruption case of the preliminary inquiry, there are rules and regulations. it is more than just, you know, somebody makes an offhand comment, about somebody being corrupt. you need facts demonstrable, and facts that have to be shown to open a preliminary investigation. now to open a full field investigation, it takes much more than that. so there are more facts and there is a little bit more after robust reason to do things like this. liz: but here's the problem. the, anti-trump dossier was basically backed by fusion gps, the cofounders, in their new book, say quote, that basically the anti-trump dossier was not a finished product. that the details were
