there is a vote on usmca could come as earlier as this week with ratification this year and president donald trump saying late this afternoon they have the hottest economy in a world and a ratification of usmca would just expand that. president trump: i'm hearing very good things, i'm hearing from unions and others that it's looking good, and i hope that they put it up to a vote. connell: sources tell us the president did speak with the head of the afl cio today on the phone and the house speaker wanted stronger enforcement inside the deal and her call was for u.s. inspectors to go into the mexican auto plant and make sure they comply with usmca and trade sources say that mexico agreed to a neutral third party with representatives from mexico and the u.s. to monitor those factories, congressional sources say that because of the changes inside the deal, mexico will have to reratify usmca, canada will start over in their process with new legislation, and house

speaker will have to set a ratification vote and the house is only scheduled to be working in washington until december 20 time is running short there, but we know that congress ever not to push a deadline. back to you melissa. melissa: edward thank you. connell: here now with reaction to this business, dan mitchell the chairman at the center for freedom and prosperity so over and over dan about whether or not they could get this done presuming that what edward reports is accurate and they are just finalizing the language and they do work it out, and eventually do get it passed. how much of a difference maker in your view is this trade deal, united states, canada and mexico >> i think it's important symbolically, not economically, if you look at the old nafta and this new deal, a lot of it's just rearranging the furniture, rearranging the flow chart. it's probably not a net trade liberal and that's why the democrats have been trying to push for all of these additional regulatory barriers being imposed on mexico.

they don't want genuine free-trade; however, financial markets want to see this thing put to bed and they want one less example of potential trade uncertainty out there, and if this winds up getting handled successfully, even if it's not a great trade deal, maybe it's a sign that will also solve the problems with china. connell: are the two related? that's obviously the way some people think that if you can get this through that maybe it's the first one and the dominoes start to fall with the biggest one being china but they are separate subjects, right? >> you're exactly right. they are different subjects and logically i can't see why would one necessarily mean the other but financial markets are interpreting it that way and let's not forget all the stuff is happening in the context of a 2020 presidential race, trump wants the stock market to do well, so perhaps, he has an incentive if he gets a good reaction from this mexico deal, maybe he will have an incentive not to throw so many bricks into

the china trade negotiations, and maybe we'll get that thing settled, but again, a lot of the psychology is not really economics. a true free-trade agreement is one sentence on a piece of paper that says you guys could buy from us and we could buy from you and politicians won't interfere, but that's not what this is. connell: that's not what any of them are to be fair this day and age, right? and to your point, if there was going to be a big reaction to this, we certainly didn't see it today in the market, we could argue it's a couple of different things, it's already priced in for one and it's possible, or maybe your point is right that it's not as big of a deal economically. do you think it's increment alley better than the old nafta or that just doesn't matter to you? >> if you look at the recent research from the international monetary fund they are saying i'm net for the three countries with a slight positive. no i'm normally not a big fan of some of the imf's work on tax

policy but they always have had a good pro-free-trade set of economists so this type of research is more reliable but again, in terms of what $20 trillion economy, if we get 10 or $20 billion of additional economic output okay that's great. i'm certainly not going to turn it down but this is not a game changing deal. i think the benefit of this ink being finalized is simply that it's no longer on the table. it's not a potential source of trump sending out some random tweet that gets financial markets all nervous. connell: as a final point dan what would you say about the politics of all of this, the timing happening and the vote could very well happen within days and hours of an impeachment vote in the house of representatives, and then of the democrats, nancy pelosi if this happens, pushing forward, with this, and running the risk politically of giving the president the "win" getting this done. how do you think it all plays politically on both sides? >> politically, trump wants it to happen, because he can claim

a victory even if it's not big economically. pelosi has a different set of political constraints. she has a lot of moderate members, she is the ones who beat republicans in 2018. they don't want to go into their first re-election battle having sabotaged a potential trade deal that maybe it's not great for the economy but the absence of it would be a threat to the economy, and so she even though most democrats i assume will vote against it, it's the marginal democrats that want it to happen and she has to pay attention to them, just in the same way paul ryan had to pay attention to marginal republican s when they were in charge. connell: especially if she wants their vote for something else possibly impeachment. dan mitchell good to see you thank you, sir. melissa: the dow snapping a three day winning streak let's go to christina partsinevelos for the details what happened? >> i'm going to echo a lot of what your guest said in the fact that you have this trade war with china and it does play a psychological effect on investors. there was a report on sunday

saying exports of the country dropped 1.1% for the month of november which is larger than anticipated, more specifically, dropping 23% to the united states, so this is playing a role and i think the s&p market intelligence notes really summed it up by saying there's little reason for the trump adminitration to back away from tariffs as pressure on china is working. nonetheless, you're seeing dow down 105 points and we have this looming december 15 deadline could or could not happen any time there's any type of headline regardless if you think it's priced in or not it does have some type of effect on the market. switching gears completely another big trending story for the day is peloton given the up-tick in the stock price that shot up over 6% and this comes last week major backlash about the holiday commercial they had about a a man gifting a thousand dollars dollars peloton to his significant other some people said it was sexist and the stock dropped from tuesday to thursday down 15% so wiped off quite a

justice department inspector general michael horowitz releasing his report on the investigation of doj and the fbi during the election of 2016. too blake burman at the white house to break that down for us take it away blake. >> connell one of those days, let's start up on capitol hill as the house judiciary committee as you said held its second hearing in the impeachment inquiry today. the witnesses who ended up being called actually happened to be the democratic and republican attorneys, the lawyers from the house judiciary committee they ended up being called as witnesses and we're taking a lot of the cross fire earlier today. it's rare in washington when the became inquiry though ends up playing second fiddle but that is exactly what happened, as the justice department today announced that or put forward rather that long awaited report from the inspector general regarding the investigation, the origination of the russia investigation, a 434-page report finally released in it, the doj ig shoots down claims the

investigation was publicly driven but it is also critical of the fisa process which led to the fbi surveillance. michael horowitz says in the report, "the investigation was in compliance with department and fbi policies and we did not find documentary or testimonial evidence that political bias or improper motivation influenced his decision." the fbi investigation started with the trump campaign aid carter page and whether or not he was b used by russian intelligence. the report says, "the three carter page renewal applications contained a number of factual representations that were inaccurate, incomplete or unsupported by appropriate documentation based upon information in the fbi's possession at the time that the applications were filed." now john durham who is leading a criminal investigation into the matter said he did not agree with some of the report from the independent inspector general. president trump just a little while ago said he is looking forward to that durham report.

the fisa request form drew almost entirely from steele's reporting and describing the factual basis to establish probable cause to believe that page was an agent of a foreign power, so that it drew almost entirely from steele's report, which was a fallacy created by fusion gps, right? connell: right absolutely correct, melissa. the entire fisa application and all of this is based completely on the steele report. i want to pushback against one of these ideas that's been reporting on this which is that the fbi was justified according to the department of justice guidelines in pursuing this. what that horowitz report says is that it is justified under the low threshold of guidelines that existed at the time and i

believe fbi director christopher wray is going to announce reforms of those guidelines, they were allowed to do whatever they wanted to do back at that time and that is justified in carrying out this fisa investigation. i want to say one more thing melissa. do not take my word, i should say to your viewers don't take my word for it, the press or even donald trump's. our viewers should read the executive summary themselves all 29 pages. i think it is an absolute dam ming indictment of what the fbi did during this investigation but don't take our word forex read it yourself. melissa: seriously don't read the sentence that someone will highlight and bring out and it's tempting because you look at this 400 page report and you're like i can't possibly get through that but you're right if you go through the executive summary at the front you can get a flavor of what was going on and then decide for yourself rather than letting others interpret for you, let me ask you the question where we go from here because this has

followed the script of egg everything else that happened whether it's the mueller report, the e-mail scandal or even impeachment and there is this huge build up and basically it falls flat and nothing happens and both sides say they won. >> well i don't think we're done here. fbi director wray will announce reforms indeed but then we have john durham's report coming and remember, durham is doing a criminal investigation, one of my takeaways from the horowitz report is a lot of the people named in there i think have a lot to be concerned about, because they really are up at the edge of what was acceptable behavior and mr. durham himself said stay tuned because he think s he has more information that suggests this thing is far from over. melissa: but dan, the good news for the american people is that everyone agrees that if they followed the rules, the rules were way too loose and the bar was too low and that we need reforms and that's what everybody wants to see, i would

billionaire jeff bezos warning the country we'll be in big trouble if the silicon valley giants turned their backs on the department of defense including his own company, amazon, which is protesting the pentagon's cloud contract, with microsoft. fox business' susan li is live in the news room with the details. reporter: well melissa you're talking about a 400 page ig report, so what about this? we just got the unsealed amazon complaints to the federal claims court redacted version as well and basically it argues that they should have won this pentagon contract that was worth around $10 billion over 10 years and it was given to microsoft because of what they're calling bias pressure coming from the top and we're talking about president trump himself, running in the argument let's bring up the quote if we can, amazon contends there were errors in judgment and they say that these errors, however, were not nearly the result of arbitrary decision-making. they were the results of improper pressure from president donald j. trump who launched behind the scenes attack to steer the jedi contract away

from aws to harm his perceived enemy jeff bezos and it goes on to say they are trying to "screw amazon here." now bezos as we know yes he is the owner and co-founder of amazon but also the owner of the washington post which president trump has contended is fake news and has done hit jobs against him and his administration, and amazon says they were the better player in this two-party race against microsoft for this $10 billion contract. first of all they are the largest company in the world with over 45% market share, compared to just 15% for microsoft and they have a longstanding history working with the u.s. government including a $600 million contract with the cia, working with the air force, army, navy, special ops as well. now, amazon thought they were clearly the front runners here but they aren't the only ones complaining about this process, with this jedi contract. believe it or not, oracle, another billionaire upset at the process about not winning this jedi contract, and they are

contending that it shouldn't just be one company to get this. it should be i guess more than one and oracle should be one of those, guys? melissa: wow that's complicated and who knew his middle niche el was b. connell: vince coglianese joins us, and there's a lot because the tech pentagon was interesting but first the idea that the president is out to get jeff bezos and that's why they didn't get the contract is essentially the allegation. what do you make of that? >> it's hard for me to see there's a tremendous amount to that. obviously the president is interested in the details so he may have some influence in these processes but ultimately the pentagon is going to make recommendations based on what works best for them. we're talking about a lot of money here and these tech companies are fighting a piece of it with a $700 billion contract, not contract but 700 billion spend on the military each year in the united states, it's a lot of money for these rich guys to go after.

connell: that's the point for all of this talk about how employees at certain tech companies google comes to mind because it was highly public at the time don't want to work with the military, now look at jeff bezos' comments, and you say well, and you hit the nail on the head is that this much money on the line, don't have a problem working with the military in fact they want to fight over it. >> and that is the basic by the way for bezos' interest in this. i believe him to an extent when he says that american big tech companies have an obligation to serve in the interest of americans and in this case working alongside the pentagon, but this is really a dollars and cents question, because if it was really about u.s. national security interest, bezos wouldn't be so tied in with china, in fact 40% of all retail res on amazon are chinese, the washington post runs chinese propaganda called china watch inside their print edition they get paid by china to run it. bezos doesn't have a problem with advancing chinese interest, he does want a piece of american money out of taxpayers.

connell: let me talk to you vince about one other story which is also amazon related and we covered it in a long island city when aoc and others were protesting but democratic primary challenges are taking on the congresswoman and some other leading amazon opponents so here in new york city where they are appealing the voters who supported having the second headquarters of amazon in long island city and of course aoc famously was against that and now guys running against her is coming in trying to use that against her kind of interesting probably thought she was scoring political points but do you think it ends up back firing on her politically? >> well there is irony to the fact the only public policy achievement she has is to destroy 23, 500 jobs but i think realistically, yes that will be used against her by her opponent i will say to the credit of her argument that there are plenty of people across both parties who do see problems with tax

to otto warmbier and other americans but they are really appealing probably to chinese and others in the region, trying to gain money, because the u.s. and the u.n. sanctions on north korea have been very effective in targeting the regime's finances. melissa: people always go back to talking about what was the thing that happened that caused otto warmbier to be taken into custody in the first place and he had taken down a sign, you know they said it was i guess going to be a keepsake or something we will never know what the true story was but this was the idea. it turns out you do get a briefing before you land in north korea and there's a long line looking at it now there is a long list of rules that you are supposed to follow. you can't take pictures, there are places where you're supposed to bow at specific statues and they get to decide whether or not you're following the rules. is it as dangerous for say chinese tourists to go in there as it was for obviously one

american? >> well, i think that they have more strict restrictions on americans and they're going to be more weary of them and also they can use americans to make a point if the regime is trying to send a message to washington on nuclear negotiations or others and another american was sentenced to hard labor for leaving a bible behind in the men's room at a bar. he was trying to get it to north korean christians who are heavily prosecuted. every year the state department issues a human rights report where north korea is usually the most heinous violate or of even basic human rights, and the u.n. commission of inquiry back in 2014 concluded that the human rights violations were so systemic and widespread that they constituted crimes against humanity. melissa: yeah, what do you think about the resort itself, what are the odds that they make money off of it? obviously that's what he's trying to do. they are trying to attract tourists and book economics, but

melissa: hoping to make the friendly skies more leg friendly , senator chuck schumer is calling on the faa to speed up its study on airline leg room what is there to study, there's no leg room. they missed the october deadline arguing airlines are packing passengers into increasingly smaller seats and in response the faa says it's planning to conclude testing by the end of the year. again what testing? what testing? it'll determine whether regulatory changes are needed? horrible. connell: oh, boy now there is this, spooking of horrible shocking revelations about two ford cars, several current and former ford employees are speaking out about transmission issues with the fiesta and the focus are now at the center of a class action lawsuit that jeff flock is in chicago with the details on for us. jeff? >> melissa said earlier those are fantastic vehicles but there may have been a hint of sarcasm there, ford has discontinued they sold so well they

discontinued them but here it's about transmissions and about something called i want to get it right the dps dual clutch transmission. they were in both the ford focus , and the ford fiesta, model years 2011-2016. the employees are alleging that ford knew they had a terrible transmission, and they sold the cars anyway and said they were fine. here is some of what a former and current employees are saying employee described as a mechanical expert quoted in the detroit free press, everybody knew they had problems. they were rushing into production. things weren't ready yet. another described as a ford engineer. if you ask questions, you're accused of mutany so you put your head down, and make it work important to note these are anonymous quotes, although ford said who they were in terms of what they did, nobody has gone on the record yet. i will say this. this has already cost ford a lot of money. ford has admitted that transmissions were a problem.

in fact they've set aside $3 billion for warranty claims, because of this, but ford has maintained, despite the fact that maybe the transmission wasn't all it should have been it was "not a safety issue" and that is something that both ford and the federal government agree on apparently, according to the national highway traffic safety administration and i quote them from a statement now, the based on a review of the information, nitsa has not found evidence of an unreasonable risk to safety. despite that there's a class action lawsuit, and these workers are speaking out, so you know, as i said those vehicles were so great, melissa i'm sure you could get a fiesta right now , cheap. melissa: only if i could get that lyme green color otherwise no deal. connell: that was the comment. melissa: jeff thank you. connell: thank you, sir. melissa: russia banned from the 2020 olympics and other global sporting events the announcement comes from the world anti doping at say prohibiting the country
