green yesterday. that is gone. we've got red arrows across the board. lauren: the top story this morning, hours from now democrats are expected to unveil at least two articles of impeachment against president trump, after 10 hours of heated and partisan hearings of capitol hill wrapped you up yesterday. cheryl: griff jenkins has more from washington. good morning. >> reporter: good morning. what a hearing yesterday and we should know what those specific articles of impeachment are at some point today, believed to be at least two, abuse of power and obstruction of congress. nancthis will happen at 9:00 a.. with an an often nounsment. the next step is a markup, after that t committee's final hearing concludes on the evidence. both sides making closing arguments and falling into partisan fighting. >> is this when we hear staff ask questions of other staff and the members get dealt out of the

whole hearing for the four hours, you're going to try to overturn the results of an election. >> reporter: in the end, the chairman and ranking mel better arriving at the -- member you arriving at the same conclusions where they began. >> president trump violated his oath to the american people. he placed his own private interests ahead of our national security and the integrity of our elections and constitutes a continuing threat to our democratic system of government. such conduct is clearly impeachable. >> the economy is good. job creation is up. military is strong. our country is safe. at the end of the day, all this is about is a clock and calendar because they can't get over the fact that donald trump is president of the united states and they don't have a candidate that they think can beat him. >> reporter: the white house reacted by slamming the hearing, maintaining the president did nothing wrong. that won't stop the march to impeachment after the articles

are drafted. the judiciary committee will vote on them then it will be off to a house floor for a full vote. possibly that could come before christmas. lauren: thank you for covering that for us. cheryl: the justice department's inspector general report on the investigation into ties between the trump presidential campaign and russia is finally out. and while it did not find political bias in the russia probe, it did find nearly 20 flaws in the investigation. lauren: there's something for both sides to take away. blake berman has more from the white house with his take-away. good morning. >> reporter: the report from the department of justice inspector general, michael horowitz, shoots down any claims that the russia investigation started because it was politically driven but it questions the fisa process, which led to the fbi's surveillance. the ig says in part, quote, the investigation was in compliance with department and fbi policies and we did not find documentary or testimonial evidence that political bias or improper motivation influenced his

decision. the fbi investigation started with former trump campaign aide carter page and whether or not he was being used by russian intelligence. the report says, quote, the three carter page renewal applications contained a number of factual representations that were inaccurate, incomplete or unsupported by appropriate documentation, based upon information in the fbi's possession, at the time the applications were filed. john durham, who is leading a criminal investigation into the matter, said he did not agree with some as expects of the report from -- as expects of report. president trump said he's looking forward to the durham report. >> this was an attempted overthrow and a lot of people were in on it and they got caught. they got caught red-handed. i look forward to the durham report which is coming out in the not too disat tha taken fewt future l. he's got his own information. >> reporter: chuck schumer says

the ig report ends a baseless bs conspiracy, adding the report makes clear that the predicate for the fbi's investigation was valid and without political bias. back to you in new york. lauren: blake, thank you very much. cheryl: well, it looks like progress is being made on the usmca trade deal. u.s. and canadian officials set to go to mexico today to iron out details on a revised agreement. lauren: let's go to edward lawrence in washington with the very latest. edward, good morning. >> reporter: good morning. multiple sources say mexico has come back to the table and agreed to changes that have been made in usmca. there is a deal. the language is being finalized. it was sent to democrats on capitol hill. the focus shifts back to house speaker nancy pelosi. a senior democratic aide says they're studying the proposal and there's no agreement to announce at this time. maria bartiromo says her sources are telling her a vote on usmca could come as early as this week

with ratification this year. president trump saying that we have the hottest economy in the world and a ratified usmca would just expand that. >> we're doing very well on usmca. i'm hearing very good things. i'm hearing from unions and others that it's looking good and i hope they put it up to a vote. >> reporter: the house speaker wanted stronger enforcement, her call was for u.s. inspectors to go into mexican auto plants and make sure they comply with usmca. they agreed to allow a neutral third party with representatives in mexico and the u.s. to monitor the factories. sources say because of the changes inside the deal, mexico will have to reratify usmca, canada will have to start their process he's over with new legislation and the house speaker will have to set a ratification vote. the house is scheduled to work in washington until december 20th. time is running out. back to you. cheryl: thank you. well, let's move to china, from

one trade deal to another. agricultural secretary sonny perdue is down playing the trump add machinadministrations threae tariffs on china. he said he doesn't think they will slap new tariffs on sunday. it would affect items like toys, smartphones and la laptops, virtually every product coming from china to the u.s. would be affected. china agreed to waive tariffs on imported pork and soybeans. lauren: amazon blaming president trump for missing out on a major pentagon contract. in a complaint just filed, amazon said trump launched repeated attacks on the company, all as a way to steel a lieu cat away from amazon. they dismissed the idea that trump or the white house

manipulated the outcome in any way. bezoanyway. cheryl: a former boeing executive who sounded the alarm about problems with the 737 max is going to testify before congress tomorrow. ed pearson telling nbc news he sent an. maian e-mail to boeing lastyearl safety issues. he said his manager rejected that request. >> he said we can't shut down. i kind of got mad and said i've seen military operations shut down for a lot less. >> what was his reply to that? >> something i'll never forget. he said military is not a profit making organization. cheryl: a lion air 737 max plane crashed four months after pearson issued that warning to his boss. boeing issued a response, saying the suggestion of mr. pearson between his concerns and the

recent accident is completely unfounded. lauren.cheryl: tracee has detas morning. tracee:.tracee: russian foreign officeminister iswashington todh president trump. they will work on the business relationship between the two countries. the national labor relations board opened an investigation into whether google violated labor standards when firing four employees who were advocating for better working conditions. the complaint filed on behalf of the workers said google retroactively changed the code of conduct to justify their dismissal. in a statement, google denied acting inappropriately. 2020 democratic presidential candidate pete buttigieg given the go-ahead to shed light on his past career.

it's an important day to have you here. let's start with the inspector p general report that was out yesterday, investigating the fbi investigation into russian interference in the 2016 election. both sides having to cheer, i get it. but republicans are cheering the 17 inaccuracies or omissions by the fbi, and fbi agents, in that report. any consequences for any of those officials? >> look, the investigators are investigating the investigators, and it's he very clear that this investigation was compromised. when you go to a fisa judge for a fisa warrant which is one of the most invasive warrants one can have put on them, you need to allege probable cause to get this warrant and the fact of the matter is, they omitted materially relevant information in obtaining these warrants. prosecutors have a duty, that duty is to disclose exculpatory evidence, meaning evidence of nonguilt and they did not do that, over and over again, they did not do that.

lauren: john durham, his report also coming out soon. he put out a rare and scathing statement, criticizing the ig horowitz report and saying basically my report, it's wider and it could perhaps bring criminal charges. what charges could we see and against whom? >> look, i don't know if what these prosecutors did rises to the level of criminal charges, certainly they should be rebuked internally, they should be disciplined internally and if charges are appropriate they should perhaps be brought. lauren: where does all this go? what do we get out of all these investigations and do they he resonate do you think with the american public? >> i don't know. i wouldn't be so bold to say what resonates with the american public but i've got to say it is very troubling that a warrant like this, they could lie and omit evidence that judges should know before issuing these warrants. it makes me very skeptical about who else might being investigated under fraudulent pretenses. lauren: should the american public be concerned about what is apparently going on at the fbi and maybe some other

agencies. >> i think so. look, these fisa warrants were a bush era program that were intended to be incredibly innovative to protect the public, to try and analyze where there might be terroristic threats, not to go after presidential campaigns. all right. at the same time, today we are expecting to have at least two articles of impeachment brought against president trump. one for obstruction of congress, one for abuse of power. do you expect any other articles of impeachment to come down? >> look, the constitution is very clear. there are four circumstances in which articles of impeachment should be brought. treason, bribery and other high crimes and misdemeanors. abuse of power, i don't know that abuse of power is a crime, number one. number two, i don't believe it is an impeachable one. this seems to be a weaponization of the impeachment process for partisan toll ticks. laurenpartpartpolitics.

they'll bring it to a full house vote probably pretty quickly and a they'll bring it to a trial in the senate. the trial will be resided by the -- presided by the chief supreme court justice. i suspect that might occur in early january. lauren: right before the caucuses, where all those running for president might be i'm be pacted. >> they might be called back under threat of arrest. lauren: conviction in the senate is highly unlikely. where does it all go is the key question. >> it goes for interesting 2020 campaign commercials. lauren: it certainly does. thank you for joining us. cheryl: let's take a look at futures this morning. we've got red arrows. this is nervousness over the looming tariffs, $160 billion in chinese goods that could be basically tariffs, toys, smartphones, folks. but we shall see. the week is early.

does this do you think create more bullish sentiment for the markets? >> i think it solidifies what's been a pretty good agreement. i know they've taken a year to fine-tune it. the democrats have had a lot of input in tweaking. t i thini think it finally gets. cheryl: nancy pelosi may be taking the credit for all of this. >> they're going to try. they have tweaked it, they worked hard on some things that were important to them, primarily minimum wage on some types of work and some resources to make sure it gets enforced but the reality is this would be a huge win for the trump administration. cheryl: she says she expects the final language to be set today. we'll see what happens. >> we think this gets done. cheryl: so the other issue is china, we're looking at futures under pressure. we're looking at our markets for the year, well actually now it's election day. the nasdaq is up about 30% year-to-date. >> and 25 on the s&p, right. cheryl: these are good numbers.

>> these are great numbers. but remember, we're coming off a number last year which was pretty horrific. we had a horrible fourth quarter last year. we're coming off huge bottoms. if you bailed out in december, you regret it. today, if you held the course, held your portfolio intact, were you rewarded. cheryl: a lot of discussion about how the president's going to handle china. last week he was in europe, he said maybe after the 2020 election. we had a selloff on that. there's some that a say he's going to bail on any agreement and he those tariffs will hit on sunday. that i would think would affect markets. >> we've been saying for over a year this is going to take a lodge time, this is not going to get settled. we're at another deadline. it's not getting settled by did 15th and they're going to kick the can down the road another three months. i have a pit in my stomach that says president trump may impose the tariffs. he's got a u.s. economy that's

growing. we got great economic news this week. china's economy is hurting, four months in a row of contraction, input prices are through the roof, pork prices are up over 100%, this is really hurting their economy. cheryl: let's talk about monday morning of next week. if the tariffs go into effect and there's a market selloff, you're not going to t sweat it? >> no, because i think the markets figured out that this is trump's negotiating style. not that a deal won't get done, it just may not get done in the next week or two or three. i could see a selloff, it might be significant, 3%, 5%, but not the 20, 25% we saw in the fourth quarter last year. so if we saw that happen on monday, yeah, i'm a little concerned, i'm a little nervous, we're tweaking the portfolios but no long-term changes. cheryl: sonny perdue was at a conference yesterday, he said he thinks we'll back off of these tariffs. we'll see. there's so many messages coming out of the administration right now. thank you, sir. lauren: british prime minister

boris johnson is hoping to get his brexit wish this christmas. u.k. voters are heading to the polls thursday to decide who is going to lead them through brexit. johnson wants to make sure every voter turns out. he performed a spoof from the movie "love actually." s he's outside a woman's front door, holding up note cards and they say things like the conservative vote has never been more important. if he doesn't win the election, the arguments over brexit will keep going until he looks like a shaggy dog and he actually has a picture and there it is. cheryl: they're in a pretty strong position at this point. lauren: he's doing well. cheryl: he's okay doing jokes about it because he's kind of sitting pretty right now. >> lauren: voters like his passion, if you will president trump is heading to a town in pennsylvania today where the local economy is thriving under his presidency but is also being hit by the trade war.

chance. the poll says that some voters would tend to favor her, actually, compared to the other democratic candidates. lauren: what i loved in this poll is that at number five, 7% support among democratic primary voters is michael bloomberg. does that suggest that -- here in new york we might like him or not but we know who he is. is he resonating in other parts of the country? >> he does seem to have a different appeal that some the other candidates haven't been able to strike, even tom steyer and some of the other really wealthy business bhoan have come on the scene -- businessmen who have come on the scene, he is definitely appealing to more moderate workers which is quite frankly surprising. lauren: president trump is in pennsylvania today, holding a big l rally in hershey, home of the chocolate factory. he's expected to tout the economy. he has a lot to tout. we just got that killer jobs report last week. can he say he flipped pennsylvania back in 2016, can he say that the pennsylvania economy is strong and he created

a lot of jobs there? >> absolutely. he's returning to a much different state than where he was in 2016. unemployment is down to 4% which is a state low level record. they've created more than 123,000 jobs over the past three years. and that's huge. so this is what matters. actual results for actual people and that's going to be what helps trump get reelected in important swing states like pennsylvania. lauren: 137,000 jobs created in pennsylvania under president trump, the pushback, joe biden might say that's overall jobs, what about manufacturing jobs in pennsylvania, those indeed are down. >> absolutely. this is another cost of trump's trade war with china and the tariffs in other countries. this is what he's going to need to reconcile with these blue collar voters who are affected by the manufacturing trade wars. lauren: kaley, thank you so much for joining us this morning. cheryl: no one knows how to

years. adam mifuda joins us with more on this. i find it fascinating that so many companies are bailing on new york and connecticut and new jersey because of the taxes but here comes technology. why? >> a large number of leases have been signed. facebook took out 1.5 million square feet in hudson yards. google is taking up 1.7 million square feet in hudson square many i think in order to be competitive in terms of getting young people jobs at these companies, they're not just selling a job, they're selling a lifestyleand so young people want to be in new york, they want to be in a great environment and it's not just that they're sort of taking out large leases in midtown manhattan, they're finding cool, trendy locations that allow for their brand to really show who they are by that location choice. cheryl: it's to get the young talent and they're avoiding midtown which i find interesting. i'm wondering if developers are giving them deals. once you get them in the door and they build out the office

space, it's a little difficult to have them move somewhere else. >> totally. the initial tenant improvement budgets that a lot of these companies are being given are very large. they're giving a lot of upfront money to really decorate their offices, make it really, really nice, collaborative place to work and if you've been to some of these offices, they're absolutely beautiful and the they attract young people as well. cheryl: hudson yards, you can see that it's brand-new and it's hip. it wouldn't take that much time and effort for google or amazon or facebook to actually renovate the offices, i guess more facebook and amazon. >> there's a lot of new companies moving in there, there's a lot of tourists, there's a new mall and new restaurants. it's an attractive and hip area to work. cheryl: let's talk about another story i find fascinating, what we're seeing in smaller towns or bigger towns is homeowners are looking to expand or build a second bedroom or a guest house and cities are coming in and saying they've got to revitalize the land.
