and errors by those in the fbi, then claimed as he did in his report that he could not find any evidence of political bias whatsoever. apparently content to not consider the remote and unlikely odds that downer and papadopoulos would be in the same bar in london at the same time, and the fabulous nonsense that downer maintained papadopoulos uttered in that bar which he then shot should be of interest to the fbi. talk about -- well, a fairytale. consider the fact that all 17 of the egregious errors as horowitz put it, fell in only one direction. think about that. all 17 errors just happened to smear and implicate president trump. the biggest of which was the steele dossier used to defraud the fisa court in order to spy on former trump campaign manager

your blood must boil as you hear this recount from the inspector general. then to white wash the absence of political bias in its very origins. i can't contrive myself any path to a conclusion that there was no political bias. but your reaction? >> it's good to be with you. every american who actually gets to understand what is in this i.g. report from the inspector general horowitz from the department of justice has to be shocked that our government from the fbi to others at the highest levels during the obama administration spied and lied about looking into a political opponent. it sound familiar, right? when you have governments interfering with the campaign of then candidate now president donald trump. the abuse of power here is on so many different levels.

president. it's beyond comprehension that the democrats are going ahead with impeachment on two issues. on abuse of power. it's really extraordinary. and of course the obstruction of justice is one way of putting it, it's almost like -- i won't go into the metaphor. it's so aggravating to even imagine he has to face this impeachment effort. can you imagine how this is going to unwind? where are we headed? and what do you expect? >> lou, the obstruction charge is completely made up. they know they can't get him on obstruction of justice. so they come up with this obstruction of congress term. everybody knows they are a separate branch government that are coequal and have protection of privilege under separation of powers. they never went to the court to

challenge that or get relief. it's the democrats abusing power. they trivialized one of the most monumental tools the constitution gives them, the power of impeachment. to go down this path without any evidence of criminality whatsoever. they shall impeaching the president because they don't like him. and they have been trying to do it from the beginning. tonight you have the judiciary committee which his tore you canally has -- which historically has run impeachment. they have not called one fact witness. not one person to testify on any evidence or fact in front of the committee trying to run impeachment. it shows what a sham it's been all along. lou: an absence of fact has not been any kind of impediment to the radical dimms and this farce they call an inquiry.

last night in pennsylvania. joining us is republican house minority leader kevin mccarthy. i have to say, congressman. that's an extraordinary decision on the part of cnn, even by its standards. political bias being absent in the origins of this assault on the presidency is stunning to me. i look at it as a pure white wash at the very inception of the inspector general's report. how could you not find bias in what the fbi and the justice department and even interest thanksal agencies obviously conspire to do? >> you look at this report, you are 100% right. look at how many times they were found that they did something wrong. more than 17 major items in there. they always went one direction,

against this president, never for him. they spied on this president. unheard of in this country. this is the closest we have ever come to having a coup in this country. we have to make sure this never happens again. what they have done by being a law enforcement agency inside america to use that for their own purpose, their own political gain, is wrong. lou: it's congress and it's been destructive of this president's first three years in office. they spied on him from the middle of 2016, in the middle of a presidential campaign. it's stunning stuffed. but instead of the two parties coming together to condemn it, we see the radical dimms exploiting it and using it as another avenue with which to attack the president and to obstructed his agenda.

truth and they are opposed to it as well. lou: the american people have a lot to pay attention to in all of this. there is issue after issue here to deal with. but i think the american people have no problem just simply looking at one fact. and that is that the fbi never once warned the president of any suspicion that there was a russian influence anywhere in his campaign. it was proved that there was not. but the fact that they did not go to the president himself or at least some member of his campaign somewhere and carry out a defensive briefing. let's listen to graham on -- lindsey graham, the head of the judiciary committee on this very issue. >> was there ever a defensive briefing given toy the fbi or the department of justice to donald trump about the concern? >> there was not.

president. they had a responsibility as one web's the nominee, to become the leader of the free world. and they bring people in to try to spy on him, then they lie about the outcome and give that falsifying to go to the fisa court to continue this further after he's elected president. that's why i say this is the closest this country has ever come to having a coup. lou: the effort by the way is unrelenting. no one should mistake what this impeachment process is from the house. these two weak and ludicrous charges against him, notwithstanding, the radical difficulties want to overthrow this president because they know full well once all the facts are out, or at least most of the facts are out about the special counsel. about the witch hunt as the president called it against him.

report vindicates him. is that a fair assessment of your report? >> i think the activities we found here don't vindicate anybody who touched this. lou: wow. joining us is kimberley strassel. member of the "wall street journal's" editorial board. let's start with this report. why do you believe that michael horowitz went to such extraordinary efforts not to find that there was political bias in this -- in all of this, and in fact while at the same time reporting much of that bias later in the report. >> i think it's important we be clear what what he did and didn't do. too much of the media is misrepresenting this. he went to great effort to say

he didn't find documentary evidence. he didn't find a memo from andy mccabe saying operation take out donald trump on formal letterhead. but that's different from whether he found personal bias which he went out of his way to put in the report, in particular text messages between lisa page and peter strzok which came within days of opening the investigation. and he went out of his way to say all of these instances that happened, nobody ever provided me a reasonable explanation for why they happened. to me that is an i.g. and very i.g.-like language saying, look, guys, something stinks and i'm putting it out for the american people to make their stone judgment that's yes there was bias. lou: and not to in any way go beyond surface, talking about alexander downer.

the australian ambassador who happened to be in a pub in london at the same time as papadopoulos. and to overhear this conversation about russians with their campaign with russian intelligence, i guess. whatever it is. scuttlebutt. whatever. whatever would possess him to insinuation to the fbi that he had a suggestion of possible wrongdoing? it seems like just an absolutely absurd contrivance, common sense tells you this is bunkham. >> i think that gets to the misrepresentation of the horowitz report which so many people are saying the fbi was justified in doing what it did. it was reasonable. that's not really what the i.g. said. what he said, the fbi met the low threshold they are required to open an investigation.

he stressed several times that's threshold is very low. you can open an investigation into a ham sandwich at the fbi. the difference is, is it justified? is it appropriate? that's what john durham, the attorney is looking into and will present a lot of important evidence on that question. >> i would agree up to a point with the inspector general. but to carry out this operation, hurricane crossfire against the president of the united states. that's not a low bar. that's a high bar. top suggest no one above the assistant director level knew about it is patently absurd. particularly when you consider the comments of james clapper, the director of national intelligence. john brennan, the cia who said very clearly that he immediately started a fusion cell here.

to what degree do you think there is any likelihood the president of the united states and the attorney general of the united states didn't know they are carrying out these actions against both the candidate and then a sitting president? >> well, look, remember, too, lou, this dossier information was not just going to the fbi. christopher steele's ultimate boss was the dnc and the hillary clinton campaign. the notion that's many democrats in washington didn't understand this was coming in and going to the fbi strains all credulity. i think that's why we have to have durham who is looking at this more widely. and is going to be able to give us better answers about who knew what when and how did this all get started. lou: how did it get started. that's the task william barr has given it. the attorney general has been

extraordinary in his straightforward assessments of what the inspector general has produced. also very clear about what he expects which is a lot more than was delivered by the inspector general. do you have the sense durham is going to get to the meat of the thing? >> i think if there is anybody who can, it's going to be him. that's also to bill barr's credit. it's rare you get a guy who comes-and isn't captured by the institution. but instead says it's my job to make sure this institution is respected and i will do what it takes to get there. and his second decision to appoint someone who has a straight down approach. i think we have a good team in that office. lou: talking about the inside the beltway pitter patter.

could be 1% growth. it's less than ours. lou: let's go to the deal itself. tariffs on, tariffs off on december 15. >> my guess just from reading newspapers is essentially -- lou: you mean watching "lou dobbs tonight." you used that yo euphemism. >> my guess is we'll see a deferral of those around rivers on chinese goods. if the president does nothing, they will go up 15%. you have got to give the chinese some incentive to deal. lou: they have an agriculture sector that's decimated and they have 1.4 billion people to feed. i would think that's part of the incentive? because they are taling from us every day, every hour inner way. >> also the trade violations

under xi jinping have gotten worse since 2012 when he took over. we have to impose these costs. we have had all these trade deals with the chinese over the course of decade and they violate all of them. lou: are you cynical? on what basis do you say such a thing about the chinese? >> china said our demand for increased agricultural purchases is going to violate the world trade organization. lou: let me test it another way. how many major agreements have they kept over the course of the last 29 years? >> zero, which is the reason why we shouldn't have a trade deal anyway. they will embarrass the united states when they violate the deal two months down the road. lou: i think we'll leave it right there. one more shot?
