♪ it's finally friday. ♪ i'm out of control. ♪ forget the working blues and let the good times roll. lauren: welcome to "fbn: a.m.." perfect song this morning. let the good times roll. i'm lauren simonetti. cheryl: good morning, everybody. i'm cheryl casone. it may be friday the 13th but markets are looking pretty lucky this morning. let's take a look at futures right now. you've got green arrows, we're in l rallying mode after yesterday's big market jump. the nasdaq closed on new highs after news of a neigh phase one. s&p is up 14 and a quarter, nasdaq up 46. lauren: the hong kong and nikkei both gaining more than two and-a-half percent. cheryl: in europe, a vic lap fovictorylap for boris johnson. the ftse 100 is up more than two and a quarter percent, positive

arrows for the cac and the dax. lauren: sources telling fox business that a phase one deal with china has been reached. here's what we know at this hour. china has verbally agreed to $50 billion worth of farm purchases. the deal also includes a section on stronger intellectual protections. more of that will be hammered out in phase two of the deal. negotiations on that will start after the 2020 elections. the deal includes language around an end of china manipulating its currency. in return, the u.s. is expected to announce today it is rolling back existing tariffs on around $360 billion of chinese goods. the white house expects to cancel tariffs of on $156 billion of chinese goods that were set to take effect sunday. if beijing fails to make those farm purchases it has agreed to, the original tariff rates will be reimposed. president trump has said he wants to have the signing of deal in iowa as a boost to

farmers. so far, there has been no word on whether any signing shar cery with china will take place. cheryl: let's bring in clark pack carpackard todd horowitz. good morning. todd, can you hear me? >> good morning. yes, i can r hear you great. cheryl: looking at futures right now, we've got another big bump for markets. it looks like markets are really celebrating this news of a phase one deal. your take? >> yeah, i mean, i think, listen, they like the news and they like the fact that the markets have been going much higher anyways. i think it's all great. i think the number one thing for me to look at is the grain markets and the grain markets are higher this morning as they were yesterday in anticipation. so looks really solid, looks like we've got -- maybe this is going to help the santa claus rally and we're going to continue to see higher prices. it is certainly good news if

everything goes through the way we hope it does and you are seeing it pretty much you across the board in a all the products that are mainly affected by this which are by higher prices rights now. cheryl: it certainly would be good for farmers but have you to wonder if economic damage has already frankly been done because their exports have been so hammered by all of this but also there's a little bit of concern that some of this agreement with the phase one, some of the details we know and we're hoping for confirmation today from the be president, some of this is verbal agreements. the chinese weren't willing to sign on the bottom line with regards to the agricultural purchases. does that trouble you at a all? >> it does, certainly. cheryl: that's to clark, really quick. >> it certainly does concern me. china has a history of backing out on commitments they've made in various trade agreements and other types of agreements. and so, yeah, i that is certainy concerning. as you mentioned in the intro, if china doesn't go through with

these purchases and the tariff rates will ratchet back up. overall, though, i think this is a positive step. it's been a big week for the president on the trade policy front. he got the usmca agreement hammered out and now this. i think that that sort of portends good things for him over the next year. cheryl: this could be a small boost to gdp. i've seen some analysis, point two percentage points on gdp. the same thing on the farmers, has the damage already been done to some of these industries? >> one of the things we missed on the farmer part of it is not only has exports slowed to china, but we really have had a massive over-supply for years anyway. one of the big problems we've had is that there's not been a supply disruption and between the competition and the growth around the globe, argentina and brazil, that's caused overall

problems. this should clear it up. if the verbal agreement which is obviously 50/50 with china, if it does go through, it could be a very nice boom for farmers, for everybody, but i think that would be the key. cheryl: this is a great win for the president, for the administration. he's had a really good week not just chin with china, but with . it's a heck of a week in dc. now we've got to look forward and we're learning that phase two isn't going to be hammered out until after the 2020 election. and also, the chinese are still voicing some annoyance at the u.s. for that backing of a bill that was backing the protesters in hong kong. do you think that's going to be a sticking point as we move forward? >> i do. i think that ultimately what comes out of phase two is going to be way more important than agriculture purchaseses, right. the president, again, deserves credit for correctly identifying the fundamental problems with chinese business and economic

and trade practices. but the second phase is going to be the trickiest aspect of this because then you're going to try to target massive industrial subsidies and forced technology transfer which are really sort of the crux of the u.s. concern. i think that's going to be more challenging. plus the hong kong piece adds an extra element to that. cheryl: thank you so much for joining us on bi this big breakg story. lauren: a landslide victory for prime minister boris johnson and his conservative party in the u.k. election. lauren: ashley webster is live in london with the very latest. what a win for johnson, ashley. >> reporter: yeah, what a win indeed, as lauren said, a landslide. boris johnson smiling from ear to ear this morning. the biggest victory for the conservatives since maggie thatcher, all the way back in 1987. so withs just one he seat left to report down in cornwall, the

latest numbers show that the conservatives have 364 seats, labor 203. that's the low ofest number of seats for labor since 1935. also a pretty good night for the scottish national party. they gained 13 seats. you can expect the call to scottish independence to come back again. earlier this morning, boris johnson saying his get brexit done message was heard by the voters and he says that's exactly what he's going to do. take a listen. >> we did it. pulled it off, didn't we? we pulled it off, we broke the deadlock, we ended gridlock and smashed the roadblock and in the glorious prebreakfast moment, a new dawn rises on a new day and a new government. >> reporter: well, a new government indeed. he said let's get breakfast done and right after that -- he said let's get brexit done and right

after that he said let's get breakfast done l. president trump immediately jumping on twitter after the results were announced and saying this, congratulations to boris johnson on his great win. britain and the united states will now be free to strike a massive new trade deal after brexit. this deal has the potential to be far bigger and more lucrative than any deal that could be made with the eu. celebrate, boris. that's from the president himself. and of course we've also seen a wave of relief here in the u.k. business community. the markets as you pointed out in europe and here in london moving higher, a sense that there will be certainty now for the future. the british pound sterling hitting 135 at one point, that's a 19-month high so the markets he reflecting their vote for boris johnson as well. he will visit the queen later on this morning to formally ask

permission to form a new government. it's ceremonial but it's part of the pomp. lauren: it seems like so many worries are he receding this morning for investors. republicans are not happy after house judiciary committee chairman jerry nadler postpones the critical vote on articles of impeachment just after midnight. cheryl: the senate is gearing up for a trial as mitch mcconsistent connell says he's n total coordination with president trump. there was a lot of anger last night on the house floor. mark, good morning. >> reporter: the house judiciary committee will be back in session around 1 0u8 a.m 10:00 . we expect a vote on two articles of impeachment against president trump. the vote was expected to take place last night. it was postponed after nearly 14 hours of heated debate between democrats and republicans on the committee. lawmakers argued over whether the president abused his power

and obstructed congress' authority. the decision to delay appeared to catch many lawmakers offguard. >> i want the members on both sides of the aisle to think about what has happened over the last two days and to search their consistent h consciouses t the final vote. >> you chose not to consult the ranking member on a scheduling issue of this magnitude. >> so typical. >> this is the kangaroo court we're talking about. >> it's outrageous. unbelievable. >> not even consult. >> reporter: the vote on impeachment is expected to be split on party lines and it's possible, depending on what happens today, the full house could vote on impeachment next week. this as the senate prepares for a possible trial in january. this is what mitch mcconnell had to say last night. >> the case is so darn week coming over from the house, we all know how it's going to end. there's no chance the president's going to be removed from office. my hope is that there won't be a single republican who votes for

agreement. yesterday, treasury secretary steven mnuchin met with house speaker nancy pelosi and the leaders of the house and senate appropriations committees. after the meeting, secretary mnuchin said negotiators were dealing with the two remaining issues. the agreement is expected to cover nearly $1.4 trillion in discretionary spending through september 30th, 2020. it's expected to be released on monday and will need to be signed by next friday to you avoid a shutdown. the boeing 737 max jets might not return to service until february. in in an e-mail to key congressional committees obtained by fox business, the faa said it's instructing agency safety expects experts to take as long as they need to make changes boning is making to the plane following the two fatal crashes. the u.s. conducted a flight test of a new land-based ballistic missile yesterday. the missile had been banned by the 1987 treaty between the u.s. and russia that was abandoned last summer.

he'll get the u.k. out of the eu quote, no buts, by the end of january. that's right around t>> he has e house of commons for a vote. he's got such a massive majority now, the people on the edges of his party wh who want more of a brexit than he's offering or don't want it at now, they're outnumbered. there's nothing to stop him from driving it through. then he has to go to brussels and negotiate a trade deal with the european union. this is meant to be happening by the end of the year. that is going to be a challenge. lauren: he has to act fast. i want to back up a second. the polls show that boris johnson was likely going to win but they're just polls. then the polls showed right before the election that his lead was narrowing and then all of a sudden, surprise, he gets the biggest majority we've seen since margaret thatcher. what exactly happened? >> well, i think people when it came to it realized they were

faced with a very simple democratic choice which was to continue on the path they're on, of the brexit they have already chosen, or to risk passing the economy and the fate of the economy to someone like jeremy corbin who embraces every possible enemy of the western way of life he can find and who is, when it comes to the economy, the most radical socialist you could find and given that kind of option, this is a victory for dea decency, democracy and good sense. lauren: are you concerned that it will be difficult to strike the appropriate trade deal and economic relationship with the european union when the u.k. does in fact leave the eu? >> well, i mean, there's everything to play for in the sense that the european union has its own economic problems. while the british have been caught in an endless loop of brexit for the last three years, the european economy has slowed. they have an interest in getting past this and getting on with

it. on the other hand, it's not perhaps in their interest to create a really strong and challenging force on their doorstep whichs is what the british economy could become. lauren: do you think there are other countries in the union looking at what just happened, the message voters just sent in the united kingdom and saying, well, maybe we want to redefine our relationship as well? >> i think so. i think there is massive dissatisfaction all over the european union, even in the core countries, france an germany, with the kind of government, the kind of sluggish economy that the eurozone has had since it was created. there is massive dissatisfaction and this vote shows if people stick to it they can force the hand of the elite who want to push them in a totally different direction. lauren: dominic, thank you so much for joining us and your perspective on a historic day. we do appreciate it. >> thank you. cheryl: we have a lot more coming up this morning. it's every parent's worst nightmare. >> i'm your best friend.

through a ring camera that's in her bedroom and he's pretending in the video to be santa claus. lauren: joining us now, brett larson. what happened? >> we've been hearing a lot about hacking into home devices but this one takes the cake, pardon the pun. a hacker got into someone's ring device that was watching over their children. listen to what they had to say. >> who is that? >> i'm your best friend. i'm santa claus. >> you can hear there, the hacker accessing the camera which most of us would use to say hi to our kids in the morning, hey, mommy sees from here or maybe if the nanny's in the room, you can say his this is where we store the diapers. it's there for a reason. it's not there for hackers to harass and terrify your children. cheryl: how do you protect

yourself? everyone has these cameras. is it a password issue? >> amazon says they go out of their way to ensure these things are secure. it turns out this family hadn't enabled the two factor authentication. when you set these devices up, you need to make sure that you use a unique user name and a unique password. perhaps a password that you only use for your ring device and if two factor authentication, any time that's available, i highly, highly, 100% you should take it because that way you get the text message with the code. so if you get the text that says here's the code, you know someone's trying to hack into your device. you can change your password. and if someone's trying to hack in and they don't get the code, they're not going to be able to hack it. lauren: it's the world we live in. another problem is robocall. in october we received a record 5.7 billion of them. now, some of those robocallers are pretending to be legit apple

he just wanted more cameras on him to actually pass through the vote on impeachment. >> well, part of the problem is that there were so many amendments that were offered late into the night that this discussion or this hearing was dragged out longer than it really was supposed to. and that was because of members on the gop side of the aisle as well as members on the democratic side. i think jerry nadler did the right thing after a long debate that took hours. why not break and then just finish in the morning. i know that it would be good in the gop's eyes to probably take the vote, sort of in the middle of the night. but i don't see a problem with recessing after such a long hearing. it happens a lot with debates that go on for hours and hours. i just think that gop is looking for ways to continue to poke holes into the process. cheryl: but the process -- we know where the process is going, it's going to end up with a full house vote likely next wednesday

or thursday, kelly. if it goes along party lines, it will pass. mitch mcconnell has said repeatedly, there's a trial but it's going of to die in the senate. >> this is just a waste of taxpayers' time and money and the independents out there know it. this is why it's a sham process. it's a sham impeachment. and the democrats are looking bad and they're looking bad because it's so partisan. they've had more than, what, 40 hours of public testimony and debates to prove their case to the american public and they still have not. they're losing. so yes, i welcome this. let's have the tv cameras on them again today. let's get their votes out loud and next week let's record them. there's 31 democrats in the swing state districts where this is just a poison pill of a vote. that's why you're seeing them pass usmca next week because that's what they want -- that's the high note they want to go out on so they can go back to their districts and say you know, we didn't just impeach the

president, we actually passed a trade deal. cheryl: the criticism of pelosi is she's trying to show she can do two things at once. i guess she did, actually. the legalities of this, the articles of impeachment, obstruction of congress, abuse of power by the president, a lot of talk yesterday about bribery but there was not the legal case made for that. what did you make of that decision. >> from a legal perspective it's easy. i tried a lot of cases. the key evidence is the whistleblower. i haven't heard the last few days -- part of what the republicans were arguing about, why they wanted the amendments, is where's the whistleblower. why hasn't the whistleblower testified. we're going to take the vote in the house and we're going to impeach the president and bring it to the senate without the key witness. it's like if you had a car accident. the witness who saw the alleged defendant going through the intersection never testified before the case went to trial. that doesn't happen in the real world. cheryl: kevin, real quick, i want to ask you, the political risk to democrats in all of

this. we saw this play out during the bill clinton impeachment proceedings for the republicans. and they don't seem to be paying aa tension to that. why this push forward knowing that the senate's not going to do anything? >> it's clear, pave based on a f the polling and the analysis out there that people have already dug in on either side of the issue. public opinion really hasn't changed much from where it was before the hearing started to where it is now. i will say that the impeachment of president trump is far more popular or has much more support than the impeachment of bill clinton ever had. there was never more than 30% of americans that supported that impeachment and i didn't hear that being decried. cheryl: we've seen the most recent polls, more and more americans are saying they don't support impeachment. really quick, brian, i want to ask you about harvey weinstein. there's a lot of anger about that settlement, that the victims aren't getting enough, the lawyers are getting too much and we're seeing he's not

>> he's had so many wins this week. this is the kind of momentum that presidents are looking to get reelected dream about. lauren: it was striking to me -- we'll get more information about phase one today, but phase two, fox business is reporting, is not going to happen until after the 2020 election. what does that mean to you? >> well, again, i think that's probably good news for the president. i do policy, not politics. but when you look at what a president wants having momentum, what this does, getting the phase one deal done, getting the threat of tariffs off the table, it brings stability to the markets, to the american people. that's what they're looking for through november. we know that phase two, more negotiations on difficult things like ip and other things will be incredibly difficult but that's in the future. that's not going to impact between now and november. lauren: when will we see the text of this phase one?

>> that is a great question. i think just to be honest, i think from a market perspective, and from what the american people are looking for, they just want to hear there's a deal. and mostly i think what americans are really taking in is this is a president that's pushed back against the chinese, that's negotiated a deal with the mexicans and the canadians that's going to get approved next week and they're saying it's a president who is working out there to make a better global economic environment for us, that's the message they're taking away. lauren: are you concerned that beijing got too much in this phase one deal? >> no, to me -- look, i never thought this is going to be a running gun fight with china i think for years. to me, the u.s. is in the game and we're pushing and the chinese are responding to that. the fact that the chinese did this i think is a clear indicator that they think this trump guy is going to be around for a while. i think this puts the u.s. in the driver's seat. lauren: they think this trump guy is going to be around for a

while. i think he a agrees. he tweeted this with the u.k. elections and a deal between u.k. and the u.s., he says the deal a has the potential to be bigger and lucrative than any deal that can be made with the eu. what would a trade deal between the u.s. and the u.k. look like? and i ask that because if we're talking about agriculture, if we want them to buy more of our farm products, it's not so easy because they have different standards. >> it would be really interesting if boris johnson made a decision that rather than a trade deal looking for regulatory alignment with the eu, he went with the u.s. approach, said what are the trade barriers we can take down to put an engine in the transatlantic economy. that could be a game changer. it's not just the economy. boris johnson is going to be better on pushing back on iran, he'll be helpful there, l he'll be better on pushing back on china. he's going to advance british, american interests in foreign
